ARCADIA POLICE BLOTTER

INCIDENT: RESIDENTIAL BURGLARY ARREST

On Saturday January 16, 2016, at approximately 
1:07 a.m., Arcadia police officers were dispatched 
to the 00 block of E. Longden Avenue on report 
of a residential burglary that just occurred. The 
victim advised that he was awakened by a male 
suspect inside of his house. The suspect fled the 
location when the victim woke up. Responding 
units located and detained a subject walking in 
the area. The subject had property belonging to 
the victim on his person. 

 Arrested was Arellano Gabino, male 19 
years old who resides in Los Angeles. Gabino is 
being housed at the Arcadia Police Department 
jail and his bail is set at $50,000.00. 

 This case is currently under investigation 
by the Arcadia Police Department Detective 
Bureau. Anyone with information related 
to this case is asked to call the Arcadia Police

For the period of Sunday, January 10th, through 
Saturday, January 16th, the Police Department 
responded to 1,045 calls for service of which 138 
required formal investigations. The following is a 
summary report of the major incidents handled by the 
Department during this period.

Sunday, January 10:

Just after 1:23 a.m., officers responded to the Entrance 
Bar and Lounge, 80 West Live Oak Avenue, regarding 
a fight between numerous subjects. The officer 
discovered the victim was stabbed in the back with a 
knife by a 22-year-old male from Rosemead during 
the altercation. The victim was transported to Arcadia 
Methodist Hospital for treatment. The suspect was 
arrested and transported to the Arcadia City Jail for 
booking.

 Around 8:42 a.m., an officer responded to the area 
of Santa Anita Avenue and Longden Avenue regarding 
an activation of the Arcadia Police Department GPS 
tracker now in motion. Arcadia PD detectives had 
previously deployed decoy packages containing bait 
property and tracking devices to combat the increase in 
package thefts from residential areas. An investigation 
revealed a 24-year-old male from El Monte had the 
stolen package, property, and tracking device in his 
vehicle. The suspect was arrested and transported to 
the Arcadia City Jail for booking.

Monday, January 11:

At about 7:51 a.m., an officer responded to a residence 
in the 1100 block of Highland Oaks Drive regarding 
a domestic dispute. An investigation revealed a 
physical altercation occurred between a husband and 
wife resulting in the wife punching her husband. The 
40-year-old female from Arcadia was gone upon the 
officer’s arrival. The suspect is outstanding at the time 
of this report.

 At approximately 7:42 p.m., an officer responded 
to the Westfield Shopping Town, 400 South Baldwin 
Avenue, regarding a vehicle burglary report. The 
officer discovered an unknown suspect pried open the 
rear window and stole the third row seat. No suspects 
were seen and no witnesses were located.

Tuesday, January 12:

Around 2:50 a.m., an officer responded to The Original 
Peppers Mexican Grill, 181 Colorado Place, regarding 
a commercial burglary report. An investigation 
revealed unknown suspect(s) pried open an exterior 
door, ransacked the office, and fled undetected with an 
empty cash box and an unknown amount of cash. The 
investigation is ongoing.

 Just after 5:21 p.m., an officer responded to a 
residence in the 000 block of Fano Street regarding 
a burglary report. The officer discovered the suspect 
illegally rented out the victim’s residence while they 
were out of town. Property was also taken from the 
residence. The investigation is ongoing. 

Wednesday, January 13:

Shortly after 12:25 p.m., an officer responded to 
Arcadia High School, 180 Campus Drive, regarding a 
petty theft report. The officer determined an unknown 
suspect tampered with the door lock and stole the 
victim’s laptop from the locked classroom sometime 
during winter break. No suspects were seen and no 
witnesses were located. 

 At about 4:51 p.m., an officer responded to the 
Arcadia Police Department front counter regarding 
a fraud report. The officer discovered unknown 
suspect(s) used the victim’s business information 
to fraudulently order nearly $633,000 worth of 
merchandise. The victim does not know how the 
suspect(s) obtained the business’s information. The 
investigation is ongoing.

Thursday, January 14:

At approximately 10:25 a.m., an officer initiated 
consensual contact with three subjects in the alley 
behind Denny’s Restaurant, 7 East Huntington Drive. 
During a consensual search of the subjects, the officer 
located a notepad with victim’s social security numbers, 
account numbers, and other identifiable information. 
The 46-year-old female from San Bernardino was 
arrested and transported to the Arcadia City Jail for 
booking.

 Around 12:05 a.m., an officer conducted a traffic 
stop on a vehicle in the area of Winnie Way and 
Santa Anita Avenue for having a broken tail light. 
Upon contacting the driver, the officer discovered 
the 35-year-old male from Bell Gardens was driving 
with a suspended license. The suspect was arrested and 
transported to the Arcadia City Jail for booking. The 
vehicle was impounded for 30 days.

Friday, January 15: 

At about 1:21 a.m., an officer conducted a traffic 
stop on a vehicle in the area of Golding Road and 
Kardashian Avenue for having expired registration. 
A records check of the driver and passenger revealed 
both had outstanding misdemeanor warrants. During 
a consensual search of the suspects’ purses, the 
officer located cocaine. The 29-year-old female from 
Oceanside and the 25-year-old female from Whittier 
were arrested and transported to the Arcadia City Jail 
for booking.

 Just after 9:16 a.m., an officer responded to the 
intersection of Second Avenue and Bonita Street 
regarding a vandalism report. An investigation 
revealed unknown suspect(s) spray painted graffiti on 
the sidewalk. Two other reports were taken for similar 
incidents in the vicinity. No suspects were seen and no 
witnesses were located.

Saturday, January 16:

Just after 1:26 a.m., officers responded to the 2800 
block of Holly Avenue regarding a non-injury traffic 
collision between a moving vehicle and a parked 
car. Upon contacting the driver, the officer detected 
a strong odor of alcohol emitting from the driver’s 
breath. Through a series of tests, the officer determined 
the 26-year-old female from Hacienda Heights was 
driving under the influence of an alcoholic beverage. 
The suspect was arrested and transported to the 
Arcadia City Jail for booking.

 At approximately 1:13 p.m., an officer responded 
to JCPenney at the Westfield Shopping Town, 400 
South Baldwin Avenue, regarding a petty theft report. 
A loss prevention specialist witnessed the suspect 
conceal numerous items in her purse before exiting 
the store, failing to make payment. The suspect was 
also in possession of stolen property from Forever 21 
and Victoria’s Secret. The 17-year-old female from 
Glendora was cited and released in the field to her 
adult brother.

CHINESE NEW YEAR CELEBRATION

Children and their families are invited to a 
Lunar New Year Celebration at the Arcadia 
Public Library on Saturday, February 6, 2016 at 
3:00 p.m. to celebrate the year of the Monkey.

MAYOR PRO TEM SPICER’S 
MOTHER PASSES AWAY, 
SERVICES SCHEDULED FOR 
SATURDAY, JANUARY 23, 2016, 
AT 1:00 P.M.

On Tuesday, January 12, 2016, Geneva Monroe Spicer, 
mother to Mayor Pro Tem Larry Spicer, passed away. 
Born April 26, 1931, Mrs. Spicer was a 62 year resident 
of Monrovia, having moved to our community in 1954. 
Having been bestowed the title of Mother Spicer by 
Second Baptist Church of Monrovia, Mrs. Spicer was 
an active member of the community and also served 
faithfully as a foster care parent for Los Angeles County. 

 Services for Mrs. Spicer are scheduled to be held on 
Saturday, January 23, 2016, at Second Baptist Church 
(925 South Shamrock Avenue, Monrovia) at 1:00 p.m., 
and our thoughts and prayers are with the entire Spicer 
family during this difficult time.

PRESENTATION OF PROPOSED 
DEVELOPMENT STANDARD 
ADJUSTMENTS PURSUANT 
TO OUR NEIGHBORHOOD 
STUDY SET TO BEGIN STARTING 
JANUARY 25, 2016

Based on concerns about the potential impact of 
new development on the character of Monrovia’s 
neighborhoods, the City has been engaged in 
an extensive review of our current development 
regulations. Over the past year, numerous community 
meetings, commission deliberations, and City Council 
assessments have been coordinated to discuss concerns 
related to new development. 

 With the input received, City staff has developed an 
outline of proposed modifications to our development 
standards. However, prior to presenting the proposed 
adjustments to the Planning Commission and City 
Council for formal review and consideration, a series 
of community meetings have been scheduled to review 
the proposed adjustments. 

 The first meeting we have coordinated is targeted 
to receive feedback from interested realtors, brokers, 
and developers. That meeting has been scheduled to 
take place on Monday, January 25, 2016 at 10:00 a.m. at 
Monrovia City Hall (415 South Ivy Avenue, Monrovia).

 Additional outreach meetings are being 
coordinated pursuant to the following tentative 
schedule:

•Thursday, January 28, 2016 @ 7:00 p.m. – MOHPG 
Meeting at the Monrovia Public Library in the 
Community Room 

•Monday, February 1, 2016 @ 7:00 p.m. – General 
Community Meeting / MAP at the Monrovia Public 
Library in the Community Room

 Following those outreach meeting sessions, 
staff will be presenting the feedback received on our 
proposed development standard modifications to the 
City Council and the Planning Commission at the 
following Study Session meetings:

•Tuesday, February 2, 2016 @ 6:00 p.m. – City Council 
Study Session at Monrovia City Hall 

•Wednesday, February 10, 2016 @ 6:00 p.m. – Planning 
Commission Study Session at Monrovia City Hall

 Finally, after obtaining additional feedback from 
the City Council and the Planning Commission in a 
Study Session format, we plan on coordinating formal 
consideration and public hearings regarding the 
proposed development standard adjustments pursuant 
to the following schedule:

•Formal Planning Commission Review – March 9, 2016 

•City Council, First Reading – April 5, 2016 

•City Council, Second Reading – April 19, 2016 

•Effective date of new development standards – May 19, 
2016 (Construction Moratorium Repeal Date)

 We will continue to refine the outreach plan 
and will be sure to share additional meeting times / 
locations as soon as those details are finalized. Also, 
additional information about the process, the issues,

MONROVIA POLICE 
DEPARTMENT NOW ON 
NEXTDOOR.COM

 

 Last week, the Monrovia Police Department 
established a presence on Nextdoor.com. We engaged 
this new communication mechanism after receiving an 
increasing number of public safety related questions 
through the social media medium. We plan on 
using Nextdoor.com to share information on crime 
prevention, safety, public events, and emergency 
notifications. It is important to note, however, that 
we established our presence on Nextdoor.com in 
such a way that the Monrovia Police Department 
staff will not be able to see any of the content posted 
on neighborhood sites, except for the direct replies to 
City posts. Furthermore, we would like to note that 
Nextdoor.com is not the appropriate way to request 
emergency services, police services, report criminal 
/ suspicious activity, or file a report. Rather, we 
established the presence on Nextdoor.com in an effort 
to build stronger, safer neighborhoods throughout 
Monrovia.
