ARCADIA POLICE BLOTTER

BREEDERS CUP 2016

For the period of Sunday, August 28th, through Saturday, 
September 3rd, the Police Department responded to 1,022 
calls for service of which 166 required formal investigations. 
The following is a summary report of the major incidents 
handled by the Department during this period.

Sunday, August 28:

Just after 7:36 p.m., an officer responded to a residence in 
the 700 block of West Lemon Avenue regarding a package 
theft report. The officer discovered an unknown suspect 
stole the victim’s package from her porch sometime 
between August 25th and the 26th. No suspects were 
seen and no witnesses were located.

 Around 10:22 p.m., officers responded to a 
residence in the 2500 block of Greenfield Avenue 
regarding a disturbance report. Officers determined 
three unknown suspects threatened the victim via 
text message before arriving at the victim’s house. 
The suspects were gone upon the officers’ arrival. The 
investigation is ongoing. 

Monday, August 29:

At about 1:37 a.m., officers responded to a residence in 
the 700 block of Sunset Boulevard regarding a vandalism 
report. An investigation revealed a 30-year-old male 
from Arcadia smashed the windows of three vehicles 
after engaging in a physical altercation with his girlfriend. 
The suspect was arrested and transported to the Arcadia 
City Jail for booking.

 Just before 8:30 a.m., an officer responded to the 900 
block of Kingsley Drive regarding a vehicle burglary 
report. The officer discovered an unknown suspect stole 
the victim’s third row seat from their 2014 Chevrolet 
Suburban sometime during the previous night. No 
suspects were seen and no witnesses were located.

 At approximately 3:13 a.m., officers responded to Go 
Gadget Repairs, 918 South Baldwin Avenue, regarding 
a burglary in progress. Surveillance footage revealed 
two male suspects smashed the front window, stole an 
unknown amount of property, and fled in an unknown 
direction. The investigation is ongoing.

 Suspect #1 is described as a dark skinned male, 
possibly Pacific Islander, approximately 6’3”, thin build, 
and wearing a hooded sweatshirt. The second suspect is 
described as a black male, 5’9”, 20 to 25-years-old, with a 
large build.

Tuesday, August 30:

Around 9:09 a.m., an officer responded to a residence in 
the 1300 block of Glencoe Drive regarding a fraud report. 
The victim’s husband received text message alerts that 
fraudulent transactions had occurred on his credit card 
by an unknown suspect in Florida. The victim does not 
know who the suspect is. The investigation is ongoing. 

 Just after 8:42 p.m., officers responded to a residence 
in the 800 block of West Duarte Road regarding a 
disturbance report. Officers discovered an adult son 
grabbed his mother during an argument. The 31-year-
old male from Arcadia was arrested and transported to 
the Arcadia City Jail for booking.

Wednesday, August 31:

Shortly after 11:27 a.m., an officer responded to a 
residence in the 1100 block of Volante Drive regarding a 
mail theft/tampering report. An investigation revealed 
an unknown suspect damaged the mail box lock and 
possibly stole the victim’s mail. No suspects were seen 
and no witnesses were located.

 At about 6:02 p.m., an officer responded to Savers, 16 
East Live Oak Avenue, regarding a robbery report. The 
officer determined a male suspect reached through an 
open window of the victim’s vehicle and grabbed her 
purse. The victim held onto her purse but the suspect 
overpowered her and fled with her property.

 The suspect is described as a Hispanic male; 
approximately 6’ tall, small build, driving a gray Mazda. 
The investigation is ongoing.

Thursday, September 1:

At approximately 4:54 p.m., an officer responded 
to Burlington Coat Factory, 1201 South Baldwin 
Avenue, regarding a burglary report. A loss 
prevention specialist witnessed two suspects conceal 
numerous items in a shopping bag before exiting the 
store, failing to make payment. The suspects then 
locked the items in a Nissan Altima and fled on foot. 
A records check of the vehicle revealed it had been 
stolen out of La Verne. The suspects are believed to be 
a 33-year-old male from Ontario who is on probation 
for narcotics and on parole for assault with a firearm 
and a 22-year-old male from Rancho Cucamonga. 
The investigation is ongoing and the suspects are 
outstanding at the time of this report.

 Around 8:32 p.m., officers responded to a residence 
in the 1000 block of South First Avenue regarding a 
burglary report. Officers discovered unknown suspects 
broke a rear window, ransacked the location, and fled 
undetected. It is unknown if any property was stolen. The 
investigation is ongoing. 

Friday, September 2: 

At about 6:24 a.m., an officer responded to a residence in 
the 2200 block of South Fifth Avenue regarding a robbery 
report. The victim stated she encountered an unknown 
Hispanic male in her house who proceeded to punch 
her three times in the face before stealing her purse and 
fleeing on foot. 

 The suspect is described as a Hispanic male, 
approximately 5’7”, with a medium build. The 
investigation is ongoing.

 Just after 3:45 p.m., an officer responded to the Arcadia 
Police Department front counter regarding a grand 
theft report from Sephora, 400 South Baldwin Avenue. 
Surveillance footage revealed two male suspects stole 
nearly 26 bottles of perfume, a loss valued at $2,936.00. 
The investigation is ongoing.

Saturday, September 3:

Just after 8:14 a.m., an officer responded to Arcadia 
Supermarket, 645 West Duarte Road, regarding a 
commercial burglary report. Surveillance footage 
revealed two male suspects smashed the front glass door 
of the business and stole $300 from a secure cabinet. The 
investigation is ongoing.

Breeder’s Cup World Championships stands as 
one of the World’s greatest and most prestigious 
horse racing events, it commences this year 
November 4 & 5 for the record 9th time at Santa 
Anita Park. This morning September 1, 2016 the 
Arcadia Chamber of Commerce welcomed Brandy 
Stoekinger, Sr. Director for Ticketing & Horsemen 
Relations of Breeder’s Cup, who gave attendees of 
our Government Affairs Forum a comprehensive 
look into the event’s history, effect on local 
businesses and worldwide appeal. In addition 
to this Peter D, Siberell, Director of Community 
Service and Special Projects for Santa Anita Park, 
offered insight into the steps being made by Santa 
Anita Park to best accommodate the large event.

 Brandy elaborated on the history and details of 
Breeder’s Cup, which has unofficially taken on the 
moniker the Superbowl of Horse Racing. The two-
day event which consists of 13 races and more than 
150 horses from 13 countries were attracted by the 
prestige as well as the increased 28 million dollars 
in combined purses and awards, as well it stands 
as the unofficial finale of the thoroughbred-racing 
season and the ultimate test of talent. Through 
the continued participation of the best horses, 
trainers, and owners from around the world, 
Breeders’ Cup has established a reputation as a 
showcase for thoroughbred racing at the highest 
level of international competition.

 “Our message this year is Come Early,” a 
statement shared by Brandy which communicates 
the local and international audience the Breeder’s 
Cup brings in and how this in turn has had the 
effect in previous years to generate around 65 
million dollars in economic impact for the hosting 
city. A figure which makes Breeder’s Cup the 
second largest sporting event in Los Angeles. This 
year the Breeder’s Cup team has worked diligently 
to reward those who come early, in particular on 
November 2, 2016 from 5:00 pm to 9:00 pm they 
are partnering with the City of Arcadia as well as 
Santa Anita Park to commemorate the unveiling of 
Zenyatta’s “Walk of Champions” plaque.

 Being such a large and impressive event, which in 
Los Angeles is only outdone by the Rose Bowl, has 
gained the attention of many renown celebrities 
such as Pierce Brosnan and Kate Upton. In the 
past notable entertainment for Breeder’s Cup has 
included performances by Maroon 5, Toby Keith, 
Richie Sambora and Kristin Chenoweth.

 Peter Siberell illustrated the tremendous effort 
from many different sources that is involved 
when it comes to the undertaking of hosting an 
amazing Breeder’s Cup. In order to raise awareness 
the City of Arcadia has installed a Breeder’s 
Cup Countdown Clock on Huntington Dr. and 
Holly Ave., as well as set up street banners along 
huntington Dr. In addition to this the City has 
been helping to support Breeder’s Cup by offering 
free shuttles to and from local hotels and the 
Arcadia Metro station. The police, fire and public 
works department are offering their services 
for the two days. Santa Anita Park is on track to 
recruit 350 volunteers to the event, people who well 
aid in helping as greeters, drivers, ticket assistance, 
photography assistants, and information sources.

RESIDENTIAL MULCH & COMPOST GIVEAWAY 
EVENT SCHEDULED FOR SATURDAY, SEPTEMBER 
24, 2016, FROM 8:00 A.M. TO 12:00 P.M. ON 
CHESTNUT AVENUE (BETWEEN IVY AVENUE AND 
MYRTLE AVENUE)

Following are the weekend’s highlighted issues and

Grand Theft Auto 

September 1 at 6:45 a.m., a vehicle was reported stolen 
from the 800 block of Genoa Avenue. The victim 
reported his 1992 Honda was stolen from in front of 
his home sometime during the early morning hours. 
The investigation is continuing. 

Public Intoxication – Suspect Arrested 

September 1 at 12:44 p.m., a suspicious subject was 
reported under the 210 Freeway at Mayflower. Officers 
arrived and determined the subject was extremely 
intoxicated and could not care for himself. The subject 
was arrested and held for a sobering period. 

Grand Theft Auto 

September 1 at 10:42 p.m., a vehicle was reported 
stolen from the 500 block of W. Huntington. The 
vehicle is a green, 1998 Honda Civic. The investigation 
is continuing. 

Public Intoxication – Suspect Arrested 

September 2 at 5:23 a.m., officers were dispatched 
on the report of a suspicious vehicle in the area of 
Linwood and Alta Vista. The officers located and 
contacted the driver, who worked for a transportation 
company. The female passenger was intoxicated and 
did not know where she was or where she was going. 
She was determined to be too intoxicated to care for 
her own safety. The subject was arrested and held for 
a sobering period. 

Warrant – Suspect Arrested 

September 2 at 6:49 a.m., a domestic dispute was 
reported at a parking lot in the 1500 block of S. Myrtle. 
Officers arrived and contacted a female subject 
who was involved in the dispute. The investigation 
determined that no crime had occurred, but the 
female subject was discovered to have an outstanding 
warrant for her arrest. She was taken into custody and 
held pending her court appearance. 

Grand Theft 

September 2 at 11:45 a.m., a grand theft was reported 
in the 900 block of S. Fifth Avenue. The victim parked 
and locked her vehicle in a hotel parking lot. When 
she

returned to the vehicle, she found the third row seats 
had been stolen. Forced entry was made through a 
rear window. The investigation is continuing. 

Warrant / Possession of Drug Paraphernalia – 
Suspect Arrested 

September 3 at 4:19 a.m., an officer on patrol stopped 
a bicyclist riding at night without the proper lighting 
equi pment. A computer check revealed the subject 
had multiple warrants for his arrest. The subject was 
arrested and taken into custody. During a search of 
his property, the officer located drug paraphernalia, 
which was added to his charges. 

Driving Under the Influence of Alcohol – Suspect 
Arrested 

September 3 at 9:39 a.m., an officer on patrol in the 
700 block of W. Duarte Road stopped a vehicle for a 
vehicle code violation. The investigation determined 
the subject was driving under the influence of alcohol. 
He was arrested and held for a sobering period. 

Public Intoxication – Suspect Arrested 

September 3 at 4:09 p.m., police responded to the 
report of a subject lying on the sidewalk near a 
business in the 300 block of W. Huntington. Officers 
were dispatched and contacted the subject, who was 
determined to be too intoxicated to care for himself. 
The subject was arrested and held for a sobering 
period. 

Driving Under the Influence – Suspect Arrested 

September 5 at 9:56 p.m., a resident in the 200 block 
of E. Cypress called police to report that his neighbor 
lost control of his vehicle, hitting his fence and 
colliding into his tree. Officers arrived, contacted 
the subject and observed symptoms of intoxication. 
The investigation determined the subject was driving 
under the influence of alcohol and he was arrested 
and held for a sobering period. 

Driving Under the Influence – Suspect Arrested 

September 4 at 9:22 a.m., a vehicle was reported at 
a gas station at Huntington and Shamrock with a 
driver that appeared intoxicated. As officers arrived, 
the vehicle left the gas station and failed to stop for 
a stop sign. The vehicle was stopped and the driver 
was determined to be driving under the influence 
of alcohol. He was arrested and held for a sobering 
period. 

Robbery / Assault with a Deadly Weapon 

September 4 at 5:31 p.m., staff from a local hospital 
called police to report an assault victim that came 
into the emergency room for treatment. Officers 
responded to investigate and determined the victim 
had been assaulted and robbed. The victim sustained 
lacerations and contusions to the face. The weapon 
used was the suspect's foot. The suspect is known to 
the victim and the investigation is continuing. 

Under the Influence of a Controlled Substance – 
Suspect Arrested 

September 5 at 9:56 p.m., officers responded to the 
700 block of W. Huntington regarding a male subject 
running in and out of traffic and acting strange. When 
officers arrived, the subject tried running in and 
out of traffic to avoid contact. Officers detained the 
subject and determined he was under the influence of 
a controlled substance. The suspect was arrested and 
taken into custody.

Vandalism / Possession of a Controlled Substance – 
Suspects Arrested 

September 5 at 1:59 p.m., graffiti vandalism in 
progress was reported in the 100 block of W. Maple 
Avenue. When officers arrived in the area, four male 
juveniles were located that matched the description of 
the suspects. One of the juveniles admitted to tagging 
graffiti nearby, one had marijuana on his person, 
and one had prescription medication, marijuana 
and a scale on his person. Three of the subjects were 
arrested and the investigation is continuing.

As part of the City’s current agreement with 
Athens Services, we have developed an overall 
Closed Loop Organics Recycling Program to 
comply with a variety of State of California 
regulatory requirements driven primarily by 
AB 1826 and AB 1594. As part of the program 
that has been developed, organic waste and 
green waste collected here in Monrovia will 
be converted into mulch and compost and 
redistributed to our residents several times a 
year.

 We are happy to be able to share that the 
first compost and mulch give-away event has 
been scheduled to take place later this month 
on September 24, 2016, from 8:00 a.m. – 12:00 
p.m. on Chestnut Avenue, between Ivy Avenue 
and Myrtle Avenue. The self-serve event will 
allow any resident of Monrovia to come out 
and collect compost and mulch for their use.

 In an effort to publicize the event, as well 
as provide additional information regarding 
the overall Closed Loop Organics Recycling 
Program that has been developed here in 
Monrovia, the event flyer attached to this email 
will be distributed to all Monrovia residents 
with their next quarterly Athens Services bill, 
which should be hitting everyone’s mailbox 
in the next week or two. Please note that the 
backside of the flyer includes a letter from the 
City which outlines details related to the new 
recycling program, and also articulates the 
reasons why it was necessary for us to develop 
the new initiative.

SMOKING PROHIBITED IN MONROVIA PARKS 
EFFECTIVE SEPTEMBER 2, 2016, VIOLATIONS 
CAN BE REPORTED TO THE CITY VIA PHONE OR 
TEXT AT (626) 255-6799

As you may recall, the City recently adopted a 
new regulations that prohibit smoking in City 
parks. The new rules took effect last week on 
September 2, 2016, and during the next few 
months, City staff will be working to educate 
the community about the prohibition against 
smoking in any City park. 

 To assist with that education process, 
staff has developed new park signs which 
outline the rule, and in addition, the City has 
established a new and easy to use procedure 
for individuals who would like to report 
smoking in a park. Simply call or text our 
new City Park Smoking Ban Hotline at (626) 
255-6799.

 Once the City receives a report at the 
number, we will dispatch a Park Ranger to 
provide information on our new prohibition 
against smoking in City parks. It should 
be noted, however, that following an initial 
education period that will last for a few 
months, the City will eventually be issuing 
citations when appropriate.

 Additionally, the new park signs that the 
City has developed and will be installing at 
all parks list our hours of operation and other 
park regulations (dogs must be on leashes, no 
alcohol use, and no portable BBQs).
