ARCADIA DEPOT & HOTEL HISTORICAL MARKER 
DEDICATION JAN.26 CITY, HISTORICAL SOCIETY 
OFFICIALS 2 P.M. AT ARCADIA TRANSIT PLAZA

For the period of Sunday, January 1st, through Saturday, 
January 7th, the Police Department responded to 928 calls 
for service, of which 108 required formal investigations. 
The following is a summary report of the major incidents 
handled by the Department during this period.

Sunday, January 1:

 Shortly before 9:42 a.m., an officer responded to the 
400 block of West Norman Avenue regarding a burglary 
report. The officer determined unidentified suspect(s) 
attempted to enter the residence by force, but fled without 
gaining entry. No suspects were seen and no witnesses 
were located. No loss was reported.

 Around 7:14 p.m., an officer responded to the 400 block 
of East Huntington Drive regarding a non-injury traffic 
collision between two vehicles. Upon contacting the 
drivers, the officer discovered one of the drivers, a 46-year-
old female from Arcadia, was driving under the influence 
of an alcoholic beverage. The suspect was arrested and 
transported to the Arcadia City Jail for booking.


Monday, January 2:

At about 1:22 a.m., an officer responded to a residence in 
the 2600 block of Foss Avenue regarding a sexual battery 
report. The victim stated she was renting a room from the 
suspect, and during an altercation; the suspect touched 
her inappropriately and aggressively grabbed her by the 
arm, which caused bruising. The 34-year-old male suspect 
from Arcadia is outstanding at the time of this report. 

 Just after 5:32 a.m., an officer responded to the 5100 
block of Marshburn Avenue regarding an activation of 
an Arcadia Police Department GPS tracker. Arcadia 
PD detectives had previously deployed decoy packages 
containing bait property and tracking devices to combat 
the increase in package thefts from residential areas. 
An investigation revealed a 32-year-old female from La 
Puente and a 34-year-old male from Pasadena had the 
stolen package, property, and tracking device in their 
vehicle. The female suspect also had an outstanding felony 
and two misdemeanor warrants and lied to the officer 
about her identity. Both suspects were also in possession 
of stolen mail. They were arrested and transported to the 
Arcadia City Jail for booking.

 Around 4:11 p.m., an officer responded to a condominium 
complex in the 700 block of Fairview Avenue regarding a 
vandalism report. The victim reported a number of mail 
boxes had been tampered with and the locks had been 
broken. The total loss is unknown at the time of this report. 
No suspects were seen and no witnesses were located.


Tuesday, January 3:

 Just before 10:06 a.m., an officer responded to the 
Arcadia Police Department front counter regarding a 
fraud report. An investigation revealed an unknown 
suspect accessed the victim’s bank account and then 
attempted to open a credit card in her name. The victim 
does not know how the suspect obtained her information.

 Around 7:35 p.m., an officer responded to the 99 
Ranch Market, 1300 South Golden West Avenue, 
regarding a robbery report. The officer discovered the 
suspect approached the victim as she was walking to her 
car, grabbed her purse, and fled to an awaiting vehicle. 
Follow up investigation revealed a 35-year-old male from 
Irwindale and a 35-year-old female from Irwindale were 
responsible for this robbery and one that occurred on 
December 18th. An additional suspect is outstanding at 
the time of this report.


Wednesday, January 4:

 Shortly after 8:40 p.m., an officer responded to the 600 
block of East Live Oak Avenue regarding a vandalism 
report. The victim stated her rear windshield had been 
broken by a perfume bottle found inside of the vehicle. No 
suspects were seen and no witnesses were located.


Thursday, January 5:

At approximately 10:32 a.m., an officer responded to a 
residence in the 1600 block of Elevado Avenue regarding 
an audible alarm activation. Shortly after, the Arcadia 
Police Department received phone calls from residents 
reporting suspicious males in the area. An area search 
was conducted and the officers located the two suspects. 
The suspects, a 27-year-old male from Los Angeles and 
a 30-year-old male from Los Angeles were arrested and 
transported to the Arcadia City Jail for booking. The 
30-year-old suspect was on parole for burglary. The driver 
of the suspect vehicle, a black 4-door Mercedes Benz, is 
outstanding at the time of this report.

 Around 5:17 p.m., an officer responded to Ralph’s, 211 
East Foothill Boulevard, regarding a robbery in progress. 
An investigation revealed three male suspects stole 
numerous cans of baby formula and, as they attempted 
to exit the store, they punched and kicked the manager 
and fled on foot northbound toward Northview Avenue. 
Arcadia Fire transported the manager to Arcadia 
Methodist Hospital for treatment.

 The suspects are described as 2 black males 
approximately 6’ tall, and the third suspect was also a 
black male, roughly 5’10” tall. All three were wearing 
dark-colored clothing. The investigation is ongoing.

 Just after 5:25 p.m., officers responded to the area of 
Baldwin Avenue and Huntington Drive regarding the 
activation of an Arcadia Police Department GPS tracker. 
The officers contacted the driver of the vehicle and 
determined the suspect was in possession of the stolen 
package, tracker, and additional stolen property from two 
residences within the city. The 44-year-old male from 
Anaheim was arrested and transported to the Arcadia City 
Jail for booking. The suspect was on probation for burglary.


Friday, January 6: 

 At about 3:06 a.m., an officer responded to Golden 
Dragon Restaurant, 411 East Huntington Drive, regarding 
the activation of an Arcadia Police Department GPS tracker. 
An investigation revealed the suspect smashed the front glass 
door of the restaurant, stole the cash register containing the 
tracking device, and fled in a grey vehicle. The vehicle was 
located a short time later in Colton and the suspect, a 19-year-
old male from Baldwin Park, was arrested and transported to 
the Arcadia City Jail for booking.

 Around 10:16 a.m., an officer conducted extra patrol 
of a residence in the 900 block of Arcadia Avenue for 
trespassers. The officer located a 21-year-old male from 
Pasadena who had been previously warned not to enter 
the residence. He was arrested and transported to the 
Arcadia City Jail for booking.

ARCADIA, Calif. – The Arcadia Historical 
Society’s 11th “History Lives Here” historical 
marker, featuring the many railroads that once 
crisscrossed Arcadia as well as Lucky Baldwin’s 
stately Hotel Oakwood will be unveiled at 2 p.m. 
Thursday, January 26, 2017.

 The marker will be unveiled at the Arcadia 
Transit Plaza, the former site of the Atchison, 
Topeka and Santa Fe Railway’s Arcadia Depot. 
Earlier this year the Foothill Gold Line resurrected 
train service and a station platform at the same 
location.

 For several decades in the first half of the 1900s, 
three different train lines, tracks, stations, and two 
control towers, converged within a couple blocks of 
each other in Downtown Arcadia where passengers 
could also board the iconic Los Angeles Red Cars.
Directly across the street once stood Lucky 
Baldwin’s elaborate Hotel Oakwood, one of the 
region’s finest hotels in the late 19th and early 20th 
centuries.

 The “History Lives Here” markers are just one 
of the many regular activities and events created 
year-round by the non-profit Society and are an 
integral part of the Society’s mission to create 
broader public awareness of noteworthy historical 
events, people, and landmarks in Arcadia. Since 
the first Marker was dedicated in October 2007, 
others have been dedicated at Santa Anita Park, 
the Arboretum, L.A. County’s Arcadia Park, 
The Derby restaurant, Adams’ Pack Station in 
the Angeles National Forest, and several other 
historical locations in Arcadia.

 The Society would like to thank the City of 
Arcadia for co-funding and installing this and 
many of the Markers.

INCIDENT – FELONY GRAND THEFT 

The Arcadia Police Department is committed to 
reducing property crimes by taking a proactive 
approach to catch criminals as they commit crimes. 
The police department has procured a number of 
GPS tracking devices in an 
effort to apprehend thieves. 
Detectives have partnered with 
citizens and local businesses by 
placing bait packages equipped 
with tracking devices, which 
notify police personnel when 
packages have been stolen. 

 On January 10, 2017, at 
approximately 4:40p.m., 
Arcadia Police responded 
to the south west portion 
of Arcadia regarding an 
alert of a stolen package 
from a residence containing 
property and a GPS tracking 
device. Officers tracked the package inside a 
vehicle and attempted to conduct a traffic stop. The 
vehicle failed to stop and fled from officers. Officers 
continued to track the package and vehicle until 
it stopped in 00 block of South Bonnie Avenue in 
the City of Pasadena. One male adult fled from the 
vehicle and additional subjects were detained in the 
area. The detained subjects were later determined 
to be uninvolved and were released. Officers set up 
a perimeter and searched for 
the fleeing suspect but were 
unable to locate him. The 
stolen package was recovered 
along with several other 
packages that appear to have 
been stolen. 

 This incident is being 
investigated by Arcadia Police 
Department Detectives.

2 ARRESTED IN WEST ARCADIA PURSE SNATCH CASE


CESAR CHAVEZ SERVICE PROJECT 

MARCH 25, 2017,WESTMINSTER GARDENS

DUARTE, CA, January 12, 2017 – Celebrate the 
birthdate of the late Labor Leader Cesar Chavez by 
volunteering in your community project on March 
25, 2017 on the 32-acre campus of Westminster 
Gardens. The annual Cesar Chavez volunteer 
Project, coordinated by Duarte’s Promise: The 
Alliance for Youth and Westminster Gardens, will 
kickoff at 8:30 a.m. at Westminster Gardens located 
at 1420 Santo Domingo in the City of Duarte. A 
full pancake breakfast and lunch will be provided 
by the facility and will keep volunteers well fed as 
they complete an on-site beautification project. A 
representative from the Cesar Chavez Foundation 
will also address volunteers during the morning 
program about the life and continuing legacy of 
Cesar Chavez. 

 The Cesar Chavez Service Project event is one 
of a number of volunteer projects coordinated 
annually by AmeriCorps members in service to 
the City’s Duarte’s Promise: The Alliance for Youth

A female shopper was leaving a store in the 
1300 block South Golden West Avenue at about 
7:30 p.m. on January 3, 2107. A male suspect 
approached her, said nothing, grabbed the 
victim’s purse off her shoulder, breaking the 
strap in the process, and ran off to an awaiting 
SUV. The suspect and SUV sped off.

Included in the victim’s property was a cell phone 
which happened to be GPS enabled. On January 
4, 2017, at about 2:30 p.m. the phone was tracked 
to a location in the City of Irwindale. Detectives 
went to the Irwindale location and contacted 
both the male and female suspects above. The 
victim’s purse, a second purse believed to be 
stolen in a separate purse snatch, and a pellet 
hand gun were also found. A white Lincoln 
Navigator SUV was parked in the driveway.

Christopher S. Urquilla and Guadalupe Rivera, 
both 35-years-old, from Irwindale, were both 
arrested and booked at the Arcadia City Jail on 
felony charges.
