ARCADIA ELECTIONS HEAD FOR HOME STRETCH

For the period of Sunday, March 18th, through Saturday, 
March 24th, the Police Department responded to 935 calls 
for service, of which 117 required formal investigations. The 
following is a summary report of the major incidents handled 
by the Department during this period.

Sunday, March 18:

Just after 2:00 a.m., an officer conducted a traffic stop 
on a vehicle in the area of El Monte Avenue and Camino 
Real Avenue for an equipment violation. Upon contacting 
the driver, the officer detected a strong odor of alcohol 
emitting from the driver. Through a series of tests, the 
officer determined the 29-year-old male from El Monte 
was driving under the influence of an alcoholic beverage. 
He was arrested and transported to the Arcadia City Jail for 
booking.

 Just before 6:00 p.m., an officer was dispatched to a 
residence in the 300 block of East Forest Avenue regarding 
the report of a burglary. An investigation revealed 
unidentified suspect(s) entered the residence by damaging 
the lock of a rear door. The suspect(s) ransacked the 
residence and fled the scene. No suspects were seen and no 
witnesses were located.

Monday, March 19:

 At approximately 7:00 a.m., officers responded to Dave 
and Buster’s, 400 South Baldwin Avenue, regarding the 
report of a commercial burglary. An investigation revealed 
the suspect entered an office inside the business and stole 
a large sum of money from the vault. The investigation is 
ongoing. 

 Just after 11:00 p.m., an officer responded to the parking 
lot of Burlington Coat Factory, 1201 South Baldwin Avenue, 
regarding the report of a stolen vehicle. The victim parked 
her car in the underground parking lot just before 7:00 
p.m. and returned just before 11:00 p.m. to find her vehicle 
missing. No suspects were seen and no witnesses were 
located.

Tuesday, March 20:

 At around 7:30 a.m., officers responded to McDonald’s, 
143 East Foothill Boulevard, regarding the report of a male 
lying on the ground bleeding. An investigation revealed 
a suspect approached an elderly man in the parking lot 
and punched him several times causing severe injury. The 
suspect, a 24-year-old male from West Covina, was located 
and found to be in possession of drug paraphernalia. He was 
arrested and transported to the Arcadia City Jail for booking.

 Just before 10:00 p.m., an officer was dispatched to a 
residence in the 200 block of West Camino Real Avenue 
regarding a burglary report. The victims returned to their 
home to find that it had been ransacked. The unknown 
suspect(s) entered the home by smashing a master bedroom 
window. The suspect(s) stole several pieces of jewelry before 
fleeing the scene in an unknown direction. 

Wednesday, March 21:

 Just after 1:00 a.m., an officer patrolling the area of Live 
Oak Avenue and Spruce Court conducted a vehicle stop on 
a vehicle for blocking a private driveway entrance to a gated 
community. Upon contacting the driver, the officer detected 
a strong odor of alcohol emitting from the driver. Through 
a series of tests, the officer determined the 24-year-old male 
from Marina was driving under the influence of an alcoholic 
beverage. He was arrested and transported to the Arcadia 
City Jail for booking.

 At approximately 2:30 p.m., officers received the report 
of a male subject causing a disturbance at Denny’s, 7 East 
Huntington Drive. Officers contacted the subject, a 40-year-
old male from Arcadia, and noticed symptoms of alcohol 
intoxication. Officers determined that the suspect was 
unable to care for himself. He was arrested and transported 
to the Arcadia City Jail for booking. 

Thursday, March 22:

 Just after 4:00 a.m., an officer was dispatched to the 900 
block of North Santa Anita Avenue regarding the report of a 
traffic collision. The reporting party witnessed the driver of a 
white sedan collide with a parked vehicle. Officers contacted 
the driver of the white sedan and noticed a strong odor of 
alcohol emitting from him. Through a series of tests, the 
officer determined the 41-year-old male from Pasadena was 
driving under the influence of an alcoholic beverage. He was 
arrested and transported to the Arcadia City Jail for booking.

 At approximately 6:30 p.m., an officer responded 
to Westfield Santa Anita, 400 South Baldwin Avenue, 
regarding a male and female involved in a verbal dispute. 
An investigation revealed the male grabbed the female by 
her wrist and pulled her hair. A restraining order was served 
to the subject, a 28-year-old male from Temple City. He was 
arrested and transported to the Arcadia City Jail for booking.

Friday, March 23: 

 Just after 10:00 a.m., an officer was dispatched to 7-Eleven, 
102 East Huntington Drive, regarding the report of a theft. 
A male suspect entered the store, selected a bag of chips and 
a drink, then fled the scene without paying for the items. 
Officers located the suspect nearby. The 21-year-old male 
from El Monte was arrested and transported to the Arcadia 
City Jail for booking.

 Just before 7:00 p.m., an officer responded to the 300 block 
of West Palm Drive regarding an activation of an Arcadia 
Police Department GPS tracker. Arcadia PD detectives had 
previously deployed decoy packages containing bait property 
and tracking devices to combat the increase in package thefts 
from residential areas. An investigation revealed a 41-year-
old male from Pasadena had the stolen package, property, 
and tracking device in his vehicle. He was arrested and 
transported to the Arcadia City Jail for booking.

Saturday, March 24:

 At approximately 1:00 p.m., an officer responded to an 
apartment complex in the 1100 block of West Duarte Road 
regarding found property. The reporting party located a 
black BB-gun and wallet in the courtyard of the complex. 
Further investigation revealed the owner of the wallet was 
a victim of a robbery that had occurred around 2:30 a.m. 
The victim and his girlfriend were seated in his car when 
he was approached by the suspect armed with a black 
handgun. The suspect opened the unlocked door of the 
victim’s vehicle and demanded cash. The victim handed his 
wallet to the suspect and the suspect fled into a blue vehicle. 
The suspect was described as a male Black, approximately 5 
feet 9 inches tall and 140 pounds, wearing a black hooded 
sweatshirt with dark colored pants. 

 Just before 5:00 p.m., an officer responded to Sephora, 400 
South Baldwin Avenue, regarding a female being detained 
for shoplifting. A loss prevention specialist witnessed the 
suspect conceal 15 items (over $400.00 in value) in her 
purse before exiting the store, failing to make payment. The 
22-year-old female from Los Angeles was cited and released 
in the field. 

The City of Arcadia will hold elections on Tuesday, April 10, 2018 to elect four-year term Council Members for 
both Districts 2 and 5; while District 3 already has its winner. 

 Those voting in District 2 and 5 can mail in or drop off ballots in person at Arcadia City Hall City Clerk’s 
Office located at 240 W. Huntington Dr. The deadline for ballot drop-off is 8:00 p.m. Tuesday, April 10, 2018. 
No hand-delivered ballots will be accepted after the deadline. Ballots postmarked on or before Tuesday, April 
10, and received via postal service on or before, Friday, April 13, will be part of the second ballot count process. 

Here’s the candidate rundown:

For District 2, there are two candidates for one seat on City Council: Bob Harbicht, a retired president of a 
marketing research consulting firm, who previously served as Mayor and Council Member for Arcadia, and 
Tom Beck, a current Arcadia City Council Member. 

For District 5, there are three candidates for one seat on City Council: Jolly Wu, a retired pharmacist, retired 
police chief and former three-term mayor, Roger Chandler, and Joyce Platt, a retired teacher in the Arcadia 
School District. 

 City Council elections initially were to include District 3 as well, but there was no opposing candidate to 
challenge Mayor Pro Tem Sho Tay. The deadline to enter into the race was January 12, 2018. As a result, during 
a Special Meeting on Thursday, January 25, 2018, Arcadia City Council passed Resolution No. 7201 which 
canceled the April 10th election and appointed Sho Tay to City Council for four more years.

ARCADIA HIGH SENIOR RYAN LEUNG 

EARNS PERFECT AP EXAM SCORE

ARCADIA-- Arcadia High School senior Ryan 
Leung can now add the word “perfect” to his resume. 
60,519 students across the world took the College 
Board’s Advanced Placement (AP) Computer 
Science A Exam in 2017. Leung, and only 111 other 
students on Earth, earned every possible point on 
this exam. 

 “I felt pretty confident going into the test, but also 
a bit nervous,” shared Arcadia High senior Ryan 
Leung. “It was pretty exhilarating to get my test 
results back. I definitely had not been expecting to 
get a perfect score on the exam, and I never imagined 
that I’d be able to pull off something like this.”

 According to the College Board’s AP Exam 
Program Summary Report, over 4.9 million AP 
exams were taken in 2017, and of those exams, only 
511 students worldwide earned perfect scores. 

 “Based on these numbers, achieving a perfect 
AP Exam score is approximately one in 10,000,” 
explained Leung’s Arcadia High AP Computer 
Science A teacher Brent Reiske during Arcadia 
Unified’s March 13 Board of Education meeting 
where Leung was recognized by the Board for this 
rare achievement.

 “I am unbelievably proud of Ryan,” expressed 
Arcadia High School Principal Dr. Brent Forsee. 
“Achievements like this also highlight the amazing 
work our teachers, counselors, and staff do to 
support our students’ pursuit of studying and 
excelling in what they are passionate about.” 

 What’s next for Leung? “I’m definitely planning 
on pursuing a career in computer science in the 
future,” confirmed Leung. “I’m still deciding on 
whether or not I want to focus on a particular sub-
field of the industry. I’m leaning towards software 
engineering at the moment, although I have also 
considered working on artificial intelligence due to 
its recent rising popularity.” 

 For the second consecutive year, Arcadia High 
School’s expansive AP and Honors program, which 
offers students 20 different AP and eight Honors 
courses to choose from, earned the Arcadia Unified 
School District a place on the College Board’s 8th 
Annual AP® District Honor Roll. Likewise, Arcadia 
High School has been a distinguished U.S. News 
and World Report Gold Medal School three times, 
an honor bestowed on less than 3 percent of the 
more than 19,000 schools in the country. Similarly, 
Newsweek named Arcadia High on its Top Public 
High Schools in America list. Arcadia High was 
also recently identified by Niche.com as being in 
the top 2 percent of the best public high schools 
in California, and for the second consecutive year, 
Arcadia High’s 2017 graduating class had at least one 
student accepted into every Ivy League school in the 
country.

Petty Theft / Possession of Methamphetamine - 
Suspects Arrested March 29 at 9:38 a.m., employees of 
a store in the 800 block of W. Foothill reported a male 
and female subject had just taken the employee tip jar 
full of cash, then fled the area. Officers responded and 
located the two subjects. The Suspects were also in 
possession of methamphetamine and a syringe. Both 
suspects were arrested and the money was returned to 
the store. 

Battery / Violation of Restraining Order March 29 
at 12:11 p.m., a resident in the 1400 block of S. Magnolia 
called the police to report her adult daughter was 
physically fighting her. When officers arrived, the suspect 
had fled the area. The suspect was also in violation 
of a restraining order that the family had obtained 
against the suspect. This investigation is continuing. 

Possession of Methamphetamine – Suspect Arrested 
March 29 at 9:11 p.m., a sergeant was on patrol 
in the 900 block of S. Myrtle when he saw a bicyclist 
commit a riding violation. He stopped the subject and 
further investigation revealed he was in possession of 
methamphetamine. The subject was arrested and taken 
into custody. 

Warrants – Suspect Arrested March 29 at 11:55 
p.m., an officer stopped a bicyclist in the 1600 block of 
S. Mayflower for a riding violation. Further investigation 
revealed the subject had multiple warrants for his 
arrest. The subject was arrested and taken into custody. 

Vehicle Burglary March 30 at 10:10 a.m., a vehicle 
burglary was reported in the 800 block of S. Mayflower. 
The resident parked the vehicle outside of their home 
and discovered it had been burglarized sometime during 
the night. The suspects took a drill and the vehicle’s 
stereo. The investigation is continuing. 

 Residential Burglary – Suspect Arrested March 30 
at 11:03 a.m., officers were dispatched to a residence 
in the 300 block of W. Foothill. The caller reported a 
male subject kicked the back door open and entered 
the home. The suspect was holding a knife and when 
he saw the resident inside the home the suspect ran 
outside. Officers located suspect and arrested him. 

Indecent Exposure – Suspect Arrested March 30 at 
3:11 p.m., a customer at a business in the 300 block of 
W. Huntington was angry at not being able to schedule 
an appointment. The subject began yelling at staff then 
lowered her pants and exposed herself. 

Public Intoxication – Suspect Arrested March 30 
at 9:26 p.m., an officer was patrolling the 800 block of 
S. Mayflower when he saw a male and female subject 
yelling at one another. He stopped and contacted both 
subjects. One of the subjects was found to be heavily 
intoxicated and unable to care for her own safety. She 
was taken into custody. 

Driving Under the Influence – Suspect Arrested 
March 30 at 9:57 p.m., a caller reported an intoxicated 
driver. Officers located the vehicle in the 100 block of 
Montana and found the driver to be asleep at the wheel 
and heavily intoxicated. After an investigation was 
conducted, the driver was arrested for Driving Under 
the Influence of Alcohol. 

Vehicle Burglary March 30 at 11:29 p.m., an employee 
of a store in the 900 block of W. Huntington 
called to report her vehicle had been burglarized. Her 
backpack and laptop computer were stolen. The suspect 
entered the vehicle by breaking one of the car windows. 
This investigation is continuing. 

Driving Under the Influence – Suspect Arrested 
March 31 at 2:25 a.m., an officer on patrol in the 100 
block of N. Mountain stopped a bicyclist for a vehicle 
code violation. The investigation revealed the bicyclist 
was found to be under the influence of marijuana. 
The subject was arrested and taken into custody. 
Petty Theft from a Vehicle March 31 at 3:02 a.m., a 
resident in the 500 block of King was awoken to the 
sound of his car alarm activated. He went outside 
and found the driver’s door open and his backpack 
missing. Later that morning another resident in the 
same block reported a theft from their unlocked vehicle 
as well and money missing. This investigation is 
continuing. 

Grand Theft Auto March 31 at 10:25 a.m., a resident 
in the 800 block of W. Duarte reported his vehicle 
stolen. He walked outside his home and found his 2001 
Chrysler Town & Country had been stolen from his 
apartment complex’s parking lot sometime during the 
night. This investigation is continuing. 

Residential Burglary March 31 at 3:41 p.m., the 
caretaker of an estate in the 100 block of N. Garfield 
arrived at the home to water the lawn and discovered 
the rear sliding glass door had been shattered. The interior 
of the home was ransacked. It is unknown what 
was stolen. This investigation is continuing. 

Possession of Methamphetamine – Suspect Arrested 
March 31 at 6:51 p.m., officers were on patrol in the 
400 block of S. California when they saw a male subject 
they recognized from previous contacts. They contacted 
him and found he was in possession of methamphetamine. 
The subject was arrested. 

Warrants – Suspect Arrested April 1 at 1:30 a.m., an 
officer was patrolling the 1800 block of S. Myrtle when 
he saw a male subject he recognized from previous 
contacts. Further investigation revealed the subject 
had multiple warrants for his arrest. He was arrested 
and taken into custody. 

Warrant – Suspect Arrested April 1 at 1:44 p.m., 
employees of a store in the 600 block of W. Huntington 
reported two suspicious subjects in their store. Officers 
arrived and contacted the subjects. One of the subjects 
had multiple warrants for her arrest, she was taken into 
custody. 

Grand Theft April 1 at 3:41 p.m., a resident in the 
800 block of W. Walnut called to report a theft. The victim 
reported her wedding ring had been stolen from a 
dresser drawer in her bedroom. This investigation is 
continuing. 

Grand Theft Auto / Fraud / Possession of Drugs – 
Suspects Arrested April 1 at 4:20 p.m., the employees 
of a store in the 1600 block of S. Mountain called to 
report two suspicious subjects. Officers located the 
subjects next to a vehicle that did not belong to them 
and had been reported stolen by the owner. The subjects 
were found to be in possession of methamphetamine, 
false identification and personal identifying 
information belonging to other people. The suspects 
were both arrested and taken into custody. Recovered 
Stolen Property April 1 at 6:55 p.m., an officer 
was patrolling the north alley of the 500 block of E. 
Huntington when he saw a backpack in the roadway. 
He was able to identify the backpack and contents as 
belonging to a resident in the 500 block of King. They 
had previously reported the items as stolen from their 
vehicle. The officer returned the stolen property to 
the owner. 

The Santa Anita Family YMCA invites families 
from all communities along the 210 Fwy corridor 
to join in the fun at their inaugural Superhero 
Family Fun Run and 2nd Annual YMCA “Kids to 
Camp Pancake Breakfast”, all of which is part of the 
27th Annual National YMCA Healthy Kids Day 
celebration. The two events happen simultaneously 
on Saturday, April 21, 2018 from 8:00am until 
12:00pm at the YMCA, 501 S. Mountain Avenue, 
at the northeast corner of Lemon & Mountain 
Avenues in Monrovia’s Recreation Park. 
The Superhero Fun Run features kids and their 
parents, dressed in their favorite Superhero garb 
and participating in a friendly, but competitive 
run in the park to celebrate wholesome, healthy 
habits. Check in for the Superhero Fun Run is 
8 – 8:45am, with the First Wave (kids 5 & under 
with their parents) starting at 9:00am. 
Meanwhile, the Pancakes start flippin’ onto 
plates at 8:29am, along with a number of prize 
opportunity games, information booths from 
various vendors promoting healthy habits and/or 
services for kids and families, plus special deals 
on early sign up for YMCA-Summer programs. 
“Saturday April 21st will be – as the kids would 
say – ‘crazy busy’ here at the YMCA” , said Eric 
Boyd, YMCA Executive Director. On that same 
action packed Saturday the Y will host its regular 
Y-Jr. Clippers youth basketball league games (over 
200 participants ages 3-15 and their families), 
YMCA Swim lessons and Santa Anita Y Piranhas 
Swim Team practice (about 180 participants), and 
the usual fitness activities for adults and senior 
citizens.

 Student volunteers from Azusa Pacific 
University and the Duarte Kiwanis Club’s high 
school key club will join YMCA Board members 
in flipping and serving Pancakes from 8:29 – 
11:59am. Pancake breakfast proceeds will help 
to provide financial assistance/scholarships for 
Santa Anita Family YMCA summer camps, swim 
lessons, and the Y’s “Get Summer Initiative”, 
which offers FREE Y-Summer Memberships for 
teens ages 12-17. “The 27th Annual National 
YMCA Healthy Kids Day celebration is happening 
at over 2000 Y’s across the country on April 21”, 
Boyd added. “This is the official Y-Healthy Kids 
Day event for the area of the San Gabriel Valley 
that includes Arcadia, Azusa, Bradbury, Duarte, El 
Monte, Irwindale, Monrovia, and Temple City.”
