ARCADIA PROVIDES LANGUAGE ACCESS SERVICES

City seeks volunteer translators

For the period of Sunday, May 20th, through Saturday, 
May 26th, the Police Department responded to 851 calls 
for service, of which 122 required formal investigations. 
The following is a summary report of the major incidents 
handled by the Department during this period.

Sunday, May 20:

 Shortly before 1:03 p.m., an officer responded to the 
1000 block of West Duarte Road regarding a vehicle 
burglary report. The officer determined the suspect 
used a screw driver to break a passenger window and 
fled with various tools and equipment. No suspects 
were seen and no witnesses were located. 

 At approximately 7:14 p.m., officers responded to 
Victoria’s Secret, 400 South Baldwin Avenue, regarding 
a theft report. An unknown suspect stole approximately 
15 bras before fleeing on foot. The manager chased 
after the suspect but was ultimately unable to locate 
him. Additional officers were also unable to locate the 
suspect.

 He is described as a white male, 20 to 25-years-old, 
with brown hair, blue eyes, wearing a grey hooded 
jacket. The investigation is ongoing. 

Monday, May 21:

 Just after 9:48 a.m., an officer responded to a 
residence in the 00 block of East Huntington Drive 
regarding a fraud report. An investigation revealed the 
suspect attempted to withdraw $400 from the victim’s 
bank account but the transaction was declined when 
it was discovered to be fraudulent. The investigation is 
ongoing. 

 At approximately 10:03 a.m., an officer responded to 
Embassy Suites, 211 East Huntington Drive, regarding 
a theft report. Surveillance footage revealed a suspect 
stole an employee’s personal laptop from an employee-
only area. The suspect was identified as a 27-year-old 
male transient. He is outstanding at the time of this 
report.

Tuesday, May 22:

 Around 4:30 p.m., an officer responded to a 
residence in the 00 block of Bonita Street regarding a 
theft report. The victim stated his package containing a 
Ring doorbell was stolen sometime between 1:15 p.m. 
and 4:00 p.m. No suspects were seen and no witnesses 
were located. 

 Just before 10:35 p.m., officers responded to Ralph’s, 
211 East Foothill Boulevard, regarding a vandalism 
report. A witness stated the suspect vandalized one 
vehicle and a store wall with a marker before stealing a 
helium balloon from the store. The suspect, a 27-year-
old male from Rosemead, was located nearby and 
transported to Charter Oak Hospital for evaluation. 

Wednesday, May 23:

 At about 9:41 p.m., an officer responded to a 
residence in the 100 block of Genoa Street regarding a 
stolen vehicle report. The victim stated his 2015 Nissan 
van was stolen from his carport sometime between 3:30 
p.m. and 9:10 p.m. The victim recalled he left the vehicle 
unlocked and the spare key was inside the vehicle. The 
investigation is ongoing. 

Thursday, May 24:

 Before 11:14 a.m., an officer responded to Hot Point 
Hot Pot, 168 Las Tunas Drive, regarding a commercial 
burglary report. An investigation revealed unknown 
suspects smashed a front window, ransacked the 
register, and fled with a safe containing approximately 
$6,000. The investigation is ongoing. 

 Around 11:44 a.m., an officer responded to a 
residence in the 900 block of South Eighth Avenue 
regarding an audible alarm activation. The officer 
determined unknown suspect(s) entered the residence 
by smashing a bedroom window and fled with an 
unknown amount of property. The victim was out of 
town during the incident. The investigation is ongoing. 

 Shortly after 3:34 p.m., an officer responded to 
Santa Anita Race Track, 285 West Huntington Drive, 
regarding a grand theft report. Surveillance footage 
revealed the suspect stole a media camera and lens from 
a press booth.

 The suspect is described as a Hispanic male, 25 to 
35-years-old, 5’8” tall, 180 pounds, wearing a white 
polo shirt and blue jeans. The suspect has been linked 
to another theft at the race track. The investigation is 
ongoing. 

Friday, May 25: 

 At about 12:28 a.m., officers responded to Cabrera’s 
Mexican Cuisine, 625 East Live Oak Avenue, regarding 
an alarm activation. Surveillance revealed unknown 
suspects pried open the rear door, stole the register 
drawer, and fled emptyhanded. 

 The suspects are described as one white male and 
one white female wearing hooded sweatshirts. They 
fled on bicycles. The investigation is ongoing. 
Just before 9:25 a.m., an officer responded to the 300 
block of East Camino Real Avenue regarding a vehicle 
burglary report. The victim stated an unknown suspect 
smashed a passenger window and fled with the Acura 
CPU/engine control module from underneath the 
dashboard. No suspects were seen and no witnesses 
were located.

 Shortly after 7:36 p.m., an officer responded to 
Nordstrom, 400 South Baldwin Avenue, regarding a 
burglary report. Surveillance footage revealed three 
suspects stole 6 purses by cutting the alarmed wire 
cables. They fled to an awaiting black Audi with paper 
plates.

 The suspects are described as two black females and 
one black male, all wearing hooded sweatshirts. The 
investigation is ongoing. 

Saturday, May 26:

 At approximately 11:13 p.m., officers responded to 
the 00 block of Diamond Street regarding a robbery 
report. An investigation revealed the victim was 
attacked by two male acquaintances. One suspect, 
a 17-year-old male from Arcadia was arrested and 
transported to the Arcadia City Jail for booking. The 
second suspect, a 23-year-old male from Arcadia is 
outstanding at the time of this report. 

In order to ensure equal access to City services, the City 
of Arcadia has adopted a Language Access Services Policy 
to ensure that translation services are accessible to all. 
Included in the mix of translation service offerings, the City 
is seeking the assistance of volunteer translators to support 
the City’s language access goals. If you are interested in 
serving your community as a volunteer translator, please 
visit the City’s website at ArcadiaCA.gov/translate and 
download the City’s Volunteer Translator Application. 
Volunteer translators are expected to be available on an 
on-call, as-needed basis based upon your availability. 

 The City of Arcadia understands and appreciates the 
value of providing outreach and access to City services, 
information, and programs for limited English-proficient 
(LEP) residents. The City serves a significant population 
of limited English-proficient residents, businesses, 
visitors, and their families. According to the 2010 census, 
approximately 60% of Arcadia residents are of Asian/
Pacific Island descent, and the vast majority of residents 
are ethnic Chinese who predominantly speak Mandarin. 
The City has formally recognized the following languages: 
Chinese (Mandarin and Cantonese), Spanish, Korean, 
Tagalog, Japanese, Vietnamese, and Hindi.

MONROVIANS BEING ASKED TO CONSIDER 
APPROVING MEASURE TT AT THE POLLS

Vandalism May 17 at 10:30 a.m., a caller reported 
seeing fresh graffiti next to the train tracks in the 1100 
block of S. Fifth. Officers arrived and graffiti removal 
was notified. This investigation is continuing. 

Criminal Threats / Brandishing a Firearm May 17 at 
4:12 p.m., a resident in the 200 block of Highland called 
the police after a family member had made criminal 
threats toward them and pointed a rifle at them. The 
family member fled the home after the police were 
called. Detectives obtained a search warrant to search 
the private bedroom of the suspect to look for additional 
weapons. This investigation is continuing. 

Injury Traffic Collision May 17 at 8:13 p.m., two 
vehicles collided in the 800 block of W. Colorado, 
causing one of the vehicles to collide into two parked 
vehicles. One of the drivers complained of pain 
and was transported to a nearby hospital. After an 
investigation was conducted, the party at fault was 
issued a citation. Public Intoxication – Suspect 
Arrested May 18 at 6:53 p.m., an officer was patrolling 
the 100 block of E. Olive when he saw a male subject 
lying on the sidewalk in front of a bar. He stopped to 
see if the subject needed assistance and found him to 
be heavily intoxicated. After field sobriety tests were 
conducted, it was determined the subject was too 
drunk to care for his own safety. He was arrested and 
held for a sobering period. 

Fraud May 18 at 7:31 p.m., a patron of a hotel in 
Monrovia realized he had lost his wallet, so he called his 
credit card company to cancel his card. He was notified 
that someone had already used it to purchase items at a 
store in the 300 block of W. Huntington. He immediately 
called the police. This investigation is continuing. 

Public Intoxication May 18 at 11:44 p.m., residents in 
the 100 block of W. Cypress called the police to report 
a male subject in their front yard who was yelling and 
causing a disturbance. Officers arrived and contacted 
the subject, who they found to be heavily intoxicated. 
After field sobriety tests were conducted, the subject 
was determined to be too drunk to care for his own 
safety, so he was arrested and held for a sobering period. 

Grand Theft Auto May 19 at 12:08 p.m., a resident in 
the 1700 block of Encino walked outside his home and 
discovered his Nissan had been stolen from his driveway 
sometime during the night. Officers responded and 
searched the area for the vehicle, but could not locate 
it. The vehicle was entered into the DMV stolen vehicle 
system. This investigation is continuing. 

Injury Traffic Collision May 19 at 12:22 p.m., two 
motorists collided into one another at the intersection 
of California and Central. Officers responded to 
investigate. One of the occupants complained of pain 
and was transported to a nearby hospital. After the 
investigation was completed, the motorist who was 
found to be at fault was issued a citation. 

Violation of a Court Order – Suspect Arrested May 20 
at 4:34 a.m., a resident in the 500 block of E. Almond 
reported a former roommate was in her front yard 
causing a disturbance. She advised she had obtained a 
restraining order against him and he had been served. 
When officers arrived, the restrained person fled the 
front yard, but was found a short distance away. He was 
arrested and taken into custody. 

Attempt Grand Theft – Suspect Arrested May 20 at 6:41 
p.m., two male subjects entered a store in the 1600 block 
of S. Mountain and began filling an empty box with several 
power tools. They were stopped by store security as they 
attempted to flee the store with the merchandise. Officers 
arrived and took custody of both subjects. 

Warrant – Suspect Arrest May 20 at 7:24 p.m., an officer 
was patrolling the 300 block of W. Huntington when he 
saw a male subject whom he recognized. A computer 
check revealed the subject had five warrants for his 
arrest. He was arrested and taken into custody. 

DUI – Suspect Arrested May 21 at 12:12 a.m., an officer 
was patrolling the 2600 block of S. Myrtle when he 
saw a vehicle traveling south at a high rate of speed. 
He stopped the vehicle and contacted the driver, who 
he found to be intoxicated. Field sobriety tests were 
conducted and the driver was arrested for DUI. Battery 
May 21 at 4:10 p.m., a resident in the 300 block of E. Palm 
reported his 25-year-old son had just hit him in the face, 
and then ran out of the house. Officers responded and 
searched for the suspect, but could not locate him. An 
emergency protection order was granted to the father. 
This investigation is continuing. 

Warrant / Possession of Drug Paraphernalia – Suspect 
Arrested May 21 at 5:05 p.m., a resident in the 600 block 
of E. Foothill reported a female subject was in her front 
yard and did not have permission to be on the private 
property. Officers responded and located the subject. 
A computer check revealed she had a warrant for her 
arrest. She was arrested and taken into custody. A 
search incident to arrest revealed she was in possession 
of drug paraphernalia. 

Drug Activity – Suspect Arrested May 21 at 9:39 p.m., 
a caller reported a male subject in the 1300 block of S. 
Mayflower sitting on a couch on the side of the road 
who was breathing in toxic fumes from paint cans. 
Officers responded and found the subject to be heavily 
intoxicated under the influence of the fumes. He was 
not able to care for his own safety. He was arrested and 
taken into custody. 

Grand Theft May 22 at 7:51 a.m., an employee of a 
business in the 700 block of E. Huntington arrived to 
work and found that someone had entered their gated 
property sometime over the weekend and stole several 
large batteries. This investigation is continuing. 

Stolen Vehicle Located May 22 at 12:51 p.m., a parking 
control officer was checking for illegally parked vehicles 
in the 1800 block of Sixth when he saw a vehicle 
in violation of street sweeping. A computer check 
revealed the vehicle had been stolen. Officers arrived to 
investigate and found a shaved key inside the vehicle’s 
ignition. The owners of the vehicle responded and 
recovered their car. This investigation is continuing. 

Public Intoxication – Suspect Arrested May 23 at 12:19 
a.m., employees of a restaurant in the 600 block of W. 
Huntington reported a female subject walking around 
in their parking lot, yelling and causing a disturbance. 
Officers arrived and located the subject. She was found 
to be heavily intoxicated and unable to care for her own 
safety. She was arrested and taken into custody. 

On June 5th, California will be holding a Statewide 
Direct Primary Election. And in addition to all of 
the other candidates and issues that voters will be 
asked to consider on the ballot, here in Monrovia, 
we will be considering Measure TT.

 So what exactly is Measure TT? If aprproved by 
the voters, Measure TT would increase the City’s 
Transient Occupancy Tax rate from 10% to 12%. The 
City of Monrovia’s existing Transient Occupancy 
Tax (“TOT” or “hotel bed tax”) is set at a rate of 
10% of the cost of rent charged by the operator. Like 
many cities across California, this tax is charged to 
travelers when they stay at a hotel, motel or other 
temporary lodging accommodations in Monrovia 
for a stay of 30 days or less.

 The TOT helps ensure that those who visit 
Monrovia and take advantage of the services we 
offer – such as our roads, water, sewer, Police and 
Fire – help pay for the added demand of those 
services. And just to clarify, the “Transient” in 
Transient Occupancy Tax is referring to hotel guests, 
not homeless individuals, and this tax is unrelated to 
homelessness.

 The TOT is one of the City’s primary tax revenue 
streams, along with sales and property taxes, but it is 
the only tax that is charged only to visitors who stay 
temporarily at hotels in the City. Raising the TOT 
by 2%, from 10% to 12%, will help align Monrovia 
to what many of our neighbors are charging, while 
keeping Monrovia hotels competitive in our region. 

 Currently, Monrovia is charging a lower TOT 
than other jurisdictions to the west of the City. For 
example, Pasadena, Burbank and Glendale all have 
effective TOT rates that are set at 12% or higher. 
Additionally, those communities charge a tourism 
tax on top of the TOT, so visitors there are paying 
between 15% - 16%.

 To be approved, Measure TT will require voter 
approval by at least a majority vote. If Measure 
TT is not approved, Monrovia will continue to 
collect the tax at a lower rate and will likely have 
to find other sources of revenue to fund existing 
levels of service.

 Election Day is on Tuesday, June 5, 2018. Polls 
open at 7 a.m. and close at 8 p.m. Voters may go to 
www.lavote.net to look up polling locations and find 
a copy of the sample ballot. Results are tentatively 
scheduled for certification by the Register-Recorder/
County Clerk on June 29, 2018. Because Measure 
TT appears near the end of a very long ballot, please 
look for the Measure and be sure to vote on this 
proposed change to the City’s TOT rate.

MONROVIA FIRE AND RESCUE PARAMEDICS 
OPERATE WITH PRECISION TO SAVE THE LIFE OF 
A PATIENT EXPERIENCING A HEART ATTACK

This past week, the prehospital care coordinator 
at Arcadia Methodist Hospital took the time 
to send along a thank-you note to our team at 
the Monrovia Fire Department for the excellent 
work our staff engaged in to save a life. The 
incident involved the deployment of new STEMI 
(or heart attack) protocols that our Fire Department 
has instituted in coordination with local 
area hospitals to provide better patient care. 
When our paramedic team at the Fire Department 
was dispatched on this particular call for 
service, our team at Monrovia Fire & Rescue 
identified quickly that the patient was having a 
heart attack. Given the situation, our personnel 
activated the heart attack treatment protocol, 
which involves (among other practices) pre-notification 
of the incident with hospital personnel. 
The terrific work of our paramedic team meant 
that the patient was able to get into the hospital 
laboratory within 56 minutes of the initial call 
for service (the goal is within 60 minutes), and 
that doctors were able to access the patient’s 
artery within 74 minutes of the initial call for 
service (the goal is within 90 minutes). Given 
our efforts, coupled with the efforts of the hospital 
team at Arcadia Methodist, the heart attack 
patient was operated on, stabilized, and discharged 
3 days after the initial incident occurred. 
A copy of the thank-you note from Methodist 
Hospital has been included for your reference, 
which reads in part… “Please let the crew know of 
the phenomenal work!”

 Phenomenal work indeed, and many thanks to 
all of our personnel in the Monrovia Fire Department 
for their efforts in keeping members of our 
community safe!
