Sexual Assault – Update 
SUSPECT IDENTIFIED – ARREST WARRANT OBTAINED

On September 8, 2018, at approximately 8:42 PM, an adult female was sexually assaulted while 
walking in the 2300 block of S. Santa Anita Avenue. The suspect approached the victim from 
the rear, grabbed her, and forcefully moved her behind a hedge where he sexually assaulted 
her. The victim was ultimately able to escape and run away from the suspect. The suspect fled 
N/B on Santa Anita Avenue on a silver or metal colored BMX style bicycle. 
DNA recovered during the investigation has identified the suspect as 27 year-old El Monte 
Resident, Robert Anthony Padilla. Padilla is described as a Male Hispanic, 6’01”, 190 lbs., 
Brown/Brown. Padilla is believed to be transient at this time. Padilla is known to frequent the 
North El Monte area and surrounding cities. 
The case was presented to the Los Angeles County District Attorney’s Office and a felony 
warrant was obtained for Robert Padilla’s arrest. Padilla’s bail has been set at $1,450,000.00.

SEXUAL ASSAULT – UPDATE 

SUSPECT IDENTIFIED – ARREST WARRANT OBTAINED 

OCTOBER 12, 2018 AT 5:00 PM 

For the period of Sunday, September 30th, through Saturday, 
October 6th, the Police Department responded to 901 calls 
for service, of which 100 required formal investigations. The 
following is a summary report of the major incidents handled 
by the Department during this period.

Sunday, September 30:

 Shortly before 11:02 a.m., an officer responded to 
24 Hour Fitness, 125 North First Avenue, regarding a 
commercial burglary report. The officer discovered an 
unknown suspect entered the women’s locker room, cut off 
the victim’s pad lock from her locker, and stole her wallet. 
No suspects were seen and no witnesses were located. 
At approximately 11:24 a.m., an officer responded to the 
Santa Anita Mall, 400 South Baldwin Avenue, regarding 
a commercial burglary report. An investigation revealed 
an unknown suspect cut the lock off of a children’s video 
game and stole approximately $60.00 in coins and bills. The 
investigation is ongoing. 

Monday, October 1:

 Just after 3:05 a.m., officers responded to CVS Pharmacy, 
1401South Baldwin Avenue, regarding a shoplifting report. 
A known suspect entered the store, selected three bottles 
of lotion, and, upon exiting the store, was confronted by 
an employee. The suspect fled to her vehicle and then 
threatened to hit the store employee if he did not get out 
of her way. The 37-year-old female from West Covina is 
outstanding at the time of this report.

 At approximately 1:27 p.m., an officer responded 
to Outback Steakhouse, 166 East Huntington Drive, 
regarding a fraud report. The officer determined two 
suspects entered the business and attempted to use a 
stolen or lost credit card to purchase their meal. When 
the staff confronted the suspects about the credit card, 
they fled on foot. 

 The suspects are described as a black male, 6 feet tall, 175 
pounds, between 20 and 25-years-old, with short brown 
hair. The second suspect is described as a black male, 5’7”, 
180 pounds, also 20 to 25-years-old, with short black hair. 
The investigation is ongoing. 

Tuesday, October 2:

 Around 2:39 a.m., officers initiated an enforcement 
stop on a vehicle in the area of Huntington Drive and First 
Avenue for not having their head lights or tail lights on. 
A records check revealed the vehicle had been reported 
stolen out of Los Angeles Police Department. During a 
search of the vehicle, the officers located burglary tools and 
a meth pipe. A records check revealed the driver had an 
outstanding misdemeanor warrant. The 52-year-old male 
from Los Angeles was arrested and transported to the 
Arcadia City Jail for booking. 

 Just before 4:09 p.m., officers responded to a residence 
in the 2700 block of Bradford Avenue regarding a burglary 
report. Officers located a smashed rear window but it 
appears the suspects fled emptyhanded. No suspects were 
seen and no witnesses were located. 

Wednesday, October 3:

 At about 4:59 a.m., officers responded to a residence in 
the 00 block of East Orange Grove Boulevard regarding 
a burglary in progress. An investigation revealed two 
suspects entered the victim’s home but quickly encountered 
the victim. The suspects then fled on foot. No loss was 
reported.

 Both suspects are described as males with average 
builds, approximately 5’10” tall, and both were seen 
wearing hooded sweatshirts and dark colored pants. The 
investigation is ongoing. 

 Shortly after 8:35 p.m., an officer responded to the 800 
block of Hungate Lane regarding a petty theft report. The 
officer determined the suspect entered the unlocked vehicle 
and fled with cash, a phone charging cord, and an MSD 
ignition system. No suspects were seen and no witnesses 
were located. 

Thursday, October 4:

 Before 6:15 p.m., officers responded to CVS 
Pharmacy, 9952 Las Tunas Drive, regarding a fraud 
report. An investigation revealed the suspect, a 
49-year-old female from Temple City, attempted to 
pass a fraudulent prescription to obtain a controlled 
substance. The investigation is ongoing. 

 Around 6:20 p.m., officers responded to the Santa Anita 
Mall, 400 South Baldwin Avenue, regarding a theft report. 
The officers discovered the suspects stole socks and various 
cellphone accessories from stores throughout the mall. 
The 21-year-old male from Los Angeles and a 19-year-old 
female from Duarte were arrested and transported to the 
Arcadia City Jail for booking.

 At about 8:51 p.m., an officer responded to Motel 6, 225 
West Colorado Place, regarding a male driver ramming his 
vehicle into a parking lot light pole. Upon contacting the 
driver, the officer detected a strong odor of alcohol. During 
a series of tests, the officer concluded the 71-year-old male 
was under the influence of an alcoholic beverage. A records 
check revealed the driver was driving with a suspended 
license and was also required to have an ignition interlock 
device installed on his vehicle, which he failed to have. The 
suspect was arrested and transported to the Arcadia City 
Jail for booking. 

Friday, October 5: 

 Just before 8:44 p.m., an officer responded to Benihana, 
400 South Baldwin Avenue, regarding a battery report. 
An investigation revealed a customer began hitting fellow 
patrons for no apparent reason and screamed she had a gun. 
The 46-year-old female from Pasadena was transported to 
Arcadia Methodist Hospital and placed on a 72-hour hold 
for evaluation. The suspect also kicked the officer in the leg 
twice. 

Saturday, October 6:

 Shortly after 12:54 a.m., officers responded to Knockouts 
Gentlemen’s Club, 1580 Clark Street, regarding a battery 
report. Officers discovered an altercation between two 
patrons turned physical resulting in the victim getting 
knocked out. The investigation is ongoing. The victim 
was transported to Huntington Memorial Hospital for 
treatment. 

 At approximately 9:40 p.m., an officer responded to 
the intersection of Baldwin Avenue and Arbolada Drive 
regarding a traffic collision. Upon contacting the driver, the 
officer detected a strong odor of alcohol emitting from his 
person. Through a series of tests, the officer determined the 
suspect was driving with a blood alcohol content of .11%. 
The 31-year-old male from West Hartford, Connecticut, 
was arrested and transported to the Arcadia City Jail for 
booking. 

On September 8, 2018, at approximately 8:42 
PM, an adult female was sexually assaulted while 
walking in the 2300 block of S. Santa Anita 
Avenue. The suspect approached the victim from 
the rear, grabbed her, and forcefully moved her 
behind a hedge where he sexually assaulted her.

away from the suspect. The suspect fled N/B on 
Santa Anita Avenue on a silver or metal colored 
BMX style bicycle. 

 DNA recovered during the investigation has 
identified the suspect as 27 year-old El Monte

warrant was obtained for Robert Padilla’s arrest. 
Padilla’s bail has been set at $1,450,000.00. We are 
seeking the public’s assistance in locating Padilla. 
If located, do not attempt to contact Padilla on 
your own. Rather, immediately call your local 
law enforcement agency with information on his 
whereabouts. 

 The case is currently under investigation. Anyone

KID’S FALL FESTIVAL AND KID’S CAMP

The Recreation and Community Services 
Department is offering a free Kid’s Fall Festival on 
Wednesday, October 31, 2018 from 4:30-6:30pm at 
City Hall West Lawn. 240 West Huntington Drive. 
Come join us for some Trick-or-Treating at City 
Hall, a costume contest, games and crafts. There 
will be a photo booth and face painting too!

 The Recreation and Community Services 
Department also offers the Fall Kid’s Camp at 
Highland Oaks Elementary School, 10 Virginia 
Road, Arcadia starting Monday, November 19 to 
Wednesday, November 21 from 8am-6pm. Each 
day is filled with fun group activities including 
crafts, board games, movies, and snacks for youth 
ages 5-12. Parents are able to sign their children up 
for one day or all three. Fall camp is $27 per child 
per day.

CITY OF MONROVIA STAFF PARTICIPATES IN 
ANNUAL READ ACROSS MONROVIA

MONROVIA HIGH SENIOR BIKES 550 MILES 

FOR PEDIATRIC CANCER RESEARCH


MUSD_Hickey_1: Monrovia High senior Nathan Hickey biked 550 miles down the California coast 
from San Francisco to Los Angeles from Sept. 30 to Oct. 6 to raise money and awareness for 
pediatric cancer research.

MONROVIA, CA – Monrovia High senior 
Nathan Hickey was about 7 years old when he 
first raised money for pediatric cancer research 
by biking 30 miles in one day. Now, he has taken 
those efforts to a new level by biking 550 miles 
down the California coast from San Francisco to 
Los Angeles from Sept. 30 to Oct. 6.

 The funds he’s raised since he first started 
biking go toward The Pablove Foundation, an 
organization that supports children diagnosed 
with cancer by donating to cancer research, 
including funds raised through sale of photos 
taken by children with cancer.

 ”Doing this ride for The Pablove Foundation 
is huge and I can reach a whole new audience, 
especially since I’m one of the youngest riders 
doing the whole ride,” Hickey said. “I can really 
put my message out through my own biking – 
pediatric cancer is really underfunded, and kids 
getting cancer is really a scary thing. No one 
wants to be put through that.”

 Hickey was inspired to raise awareness of 
children’s cancer after seeing family members 
battle the cancer. Currently, two uncles and two 
aunts are fighting cancer. His cousin passed away 
to brain cancer a few years ago. After his father 
introduced him to mountain biking, and he was 
connected with the founders of The Pablove 
Foundation, he decided to use his hobby to help 
the organization’s mission.

 “It’s cool to help and to be doing something 
with my skills,” Hickey said.

 Hickey is a varsity member of Monrovia High’s 
mountain bike team and a junior ambassador 
for the Children’s Hospital of Los Angeles. He 
gives speeches and volunteers at the hospital with 
patients.

 “Congratulations to Nathan for completing 
his ride and for gaining large support for a great 
cause,” Board of Education President Terrence 
Williams said. “His dedication to the community 
is a great lesson for all of us.”

 Hickey rode 30 to 50 miles a day to train 
for the 550-mile ride. He’s raised well over 
his $7,500 goal and continues to gain the

scholars who reach above and beyond in their 
academic goals, and also become active citizens in 
their communities to give back to those in need,”

use their talents to benefit the lives and well-being 
of others.”

MONROVIA, CA – On Oct. 4, 2018, staff from 
the City of Monrovia participated in the annual 
Read Across Monrovia, a program coordinated by 
Monrovia Reads, a local non-profit organization. 
City staff had the opportunity to spend their 
morning reading in classes from preschool to fifth 
grade in the Monrovia Unified School District.

 Canyon Park Naturalist Marlene Jimenez said, 
“Read Across Monrovia allowed me to connect 
with students in their comfort zone, so when they 
visit us at Canyon Park they feel safe. Overall, these 
interactions help students realize that we are all a 
part of Monrovia community.”

 Participating city staff included the Chief of 
Police, Fire Chief, Assistant to the City Clerk, Park 
Naturalists, Police Officers, Firefighters, and more.

 The Monrovia Public Library partners with 
Monrovia Reads in many different programs, 
including the relaunch of the Mobile Literacy 
Van at the beginning of 2018. For more
