4TH OF JULY GRAND MARSHAL 
BUD SWITZER

The volunteers of the Sierra Madre 4th of 
July Committee are pleased and excited to 
announce that the 2019 Fourth of July Parade 
Grand Marshal will be Sierra Madre’s very own 
2018 George Maurer Lifetime Achievement 
Awardee Bud Switzer. 

Bud, also known as Mr. Pumpkin around 
these parts, has spent a life in service of others 
and giving back. Bud has lived in Sierra Madre 
since he was 10 years old, over 80 years. After 
High School he joined the National Guard 
and was activated to the Korean War in 1950. 
Upon returning home he attended UCLA, 
majoring in Geophysics working in the oil and 
aerospace industries. Bud has a lifelong love 
of hiking in the mountains of Southern California which has included dedicating time to maintenance 
of the hills of Sierra Madre. He has even run the Mount Wilson Trail Race over a dozen times. He has 
been involved in local Scouts, is a member of the Sierra Madre’s VFW Post 3208 and the originating 
force behind the Halloween festivities on Alegria. He along with a dear friend were also the volunteers 
making the Veteran’s Photo Wall a reality in Memorial Park. Bud is the best example of what is best 
about civic pride and service and a perfect Grand Marshal for the Sierra Madre 4th of July parade. 

“The Grand Marshal is a person or persons whose efforts over a long period of time has been beneficial 
to the community of Sierra Madre. The title of Grand Marshal is intended to honor a person or persons’ 
volume of work, dedication and overall enhancements to our community.”

SCOUTS NEEDED FOR 4TH OF JULY PARADE 

The Sierra Madre 4th of July Committee in conjunction with the City of Sierra Madre has begun planning 
for the 2019 Sierra Madre 4th of July Celebration. Events will take place July 3rd and July 4th. The 
Committee is seeking special assistance from local Girl Scouts and Boy Scouts in grades 6th – 12th to 
assist with this year’s 4th of July Parade. This specific request is for any interested Scout in the required 
grade who would like to march in the parade on the 4th of July carrying banners for award recipients 
and dignitaries. Scouts will be required to be in dress uniform and able to carry a banner during the 
two mile parade route. The parade begins promptly at 10:00 am sharp with staging activities beginning 
at 9:00 am. This is an extraordinary opportunity for young leaders to represent themselves and 
the scouting community while participating in a small town celebration representing an All American

SECTIONS OF THE SIERRA MADRE MUNICIPAL CODE (SMMC) INCLUDING TITLE 10-VEHICLES AND 
TRAFFIC AND TITLE 17-ZONING

On May 14, 2019, the City Council introduced for second reading Ordinance 1412 recommending adoption of Municipal Code 
Text Amendment 19-02 providing general clean-up of various sections of the SMMC.

This summary is published pursuant to Government Code Section 36933(c)(1) and a full and complete certified copy of the 
text of Ordinance 1412 is available at the Sierra Madre City Manager’s Office located at City of Sierra Madre City Hall, 232 
W. Sierra Madre Blvd., Sierra Madre, CA. Ordinance 1412 will become effective on June 13, 2019. 

The purpose of Municipal Code Text Amendment 19-02 amends various sections of the SMMC with the intent to achieve 
consistency and clarity included within Title 10 “Vehicles and Traffic” and Title 17 “Zoning.” The Municipal Code Text 
Amendments accomplish the following: To Adding “utility trailers” to the definition of recreational vehicle; to achieve 
consistency in notification procedures for ministerial and discretionary applications specific to mailed and posted notices; to 
utilize the Department of Parks and Recreation (DPR Series 523) Forms to determine historic eligibility for structures 75 years 
of age and older and requiring architectural historians preparing such reports to be certified by the Secretary of the Interior’s 
Standards, and establishing driveway width standards in the R -1 (One-Family Residential) and R-2 (Two-family residential) 
zoning districts to be not less than 10 feet in width.

ENVIRONMENTAL DETERMINATION: The adoption of this ordinance qualifies for an exemption from the California 
Environmental Quality Act review pursuant to Title 14, Section 15061(b)(3) of the California Code of Regulations as it can be 
seen with certainty that there is no possibility the adoption of this Ordinance may have a significant effect on the environment.

APPEAL: If in the future anyone wishes to challenge the decision of the City Council in court, one may be limited to raising 
the issues that were raised or presented in written correspondence delivered to the City Council at, or before, the scheduled

Subject: ADOPTION OF ORDINANCE 1413 TO AMEND SECTIONS OF TITLE 17-ZONING TO INCLUDE REGULATIONS FOR LIGHTING IN RESIDENTIAL ZONES

On May 14, 2019, the City Council introduced for first reading and conducted a public hearing to consider adoption of 
Ordinance 1413. The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct 
a second reading of Ordinance 1413 at the May 28, 2019 City Council Meeting at 6:30 PM in the City Council Chambers at 
232 West Sierra Madre Blvd. All interested persons may attend this meeting and the City Council will hear them with respect 
thereto.

Ordinance 1413 amends sections of the SMMC in Title 17 “Zoning” regarding lighting regulations in residential zones. 
The affected zones are: R-1 (One Family Residential), R-2 (Two Family Residential), R-3 (Medium/High Density), R-C 
(Residential Canyon), and HMZ (Hillside Management) Zones, respectively.

On Monday, May 20th, N. Baldwin will be closed between Sierra 
Madre Blvd. and Carter Ave from 7:00 am to 6:00 pm for road construction 
purposes.

Temporary “NO PARKING” signs will be posted. Please remove 
your car from the street before 7:00 am on Monday, May 20, 2019.

Regularly scheduled trash collection will occur early Monday 
morning.
