ARCADIA POLICE BLOTTER
For the period of Sunday, January 16th through Saturday, January 22nd, the Police Department responded
to 966 calls for service, of which 100 required formal investigations. The following is a summary report of
some of the major incidents handled by the Department during this period.
Sunday, January 16:
1. At 9:57 a.m., an officer responded to the 400 block of West Duarte Road regarding a stolen
vehicle report. Sometime during the previous night, the victim’s Chevrolet Tahoe was stolen from the
street where it was parked.
2. At 3:40 p.m., an officer responded to the area of South Sixth Avenue and Leda Lane regarding adisturbance. Officers found an intoxicated male threatening people with a screwdriver. An investigation
revealed the suspect threw the screw driver at the victim’s car resulting in a dent. The 32-year-old male
suspect from San Gabriel was located, arrested, and transported to the Arcadia City Jail for booking.
Monday, January 17:
3. At 2:24 p.m., an officer responded to the 100 block of California Street regarding a grand theft
report. The victim discovered his catalytic converter had been stolen from his Toyota Prius sometime
during the previous evening. The investigation is pending a review of available surveillance footage.
4. At 6:06 p.m., an officer responded to the 1000 block of South Baldwin Avenue regarding a vehicle
burglary report. The victim stated the window to his Honda CRV was smashed and numerous
pieces of clothing and medication were stolen. The crime happened sometime between 5:00 p.m. and
6:00 p.m. on January 17th.
Tuesday, January 18:
5. At 6:50 a.m., an officer responded to 7-Eleven, located at 102 East Huntington Drive, regarding
a transient asking customers for money. Upon contacting the subject, the officer detected signs of public
intoxication. The 38-year-old local male transient was arrested and transported to the Arcadia City Jail
for booking. A records check revealed the suspect also had an outstanding misdemeanor warrant.
6. At 3:59 p.m., an officer responded to a residence in the 100 block of Alice Street regarding a possible
residential burglary report. An investigation revealed the owner of the home discovered the front
door had been kicked in and it appeared as though someone had been living in the home without the
owner’s permission. The loss is unknown as of the date of this report.
Wednesday, January 19:
7. At 1:21 p.m., an officer responded to Embassy Suites, located at 211 East Huntington Drive,
regarding a grand theft report. The officer determined the suspect entered the victim’s room while they
stepped out for breakfast and stole the victim’s wallet. The suspect is described as a 45 to 50-year-old
female, either White or Hispanic, with dark hair, and seen wearing a dark-colored short sleeve dress and
blue shoes. The investigation is ongoing.
8. At 3:14 p.m., an officer responded to a residence in the 300 block of East Duarte Road regarding
a residential burglary report. The victim stated his electric bicycle was stolen from his open garage.
Thursday, January 20:
9. At 1:39 a.m., an officer responded to the intersection of Santa Anita Avenue and La Sierra Drive
regarding a traffic collision. Upon contacting the driver, the officer detected a strong odor of alcohol
emitting from his breath. Through a series of tests, the officer discovered the driver had a blood alcohol
content of .123%. The 19-year-old male from Ontario was arrested and transported to the Arcadia CityJail for booking.
10. At 5:26 p.m., an officer responded to Arcadia Wireless, located at 158 East Duarte Road, regarding
a disturbance call. An investigation revealed a customer was upset and ultimately threw a display
case at one of the employees. The suspect is a 22-year-old female from Arcadia. The investigation is
ongoing.
Friday, January 21:
11. At 8:26 a.m., an officer responded to The Little Bra Company, located at 12101 Clark Street,
regarding a commercial burglary report. Surveillance footage revealed an unknown suspect smashed
the front glass door and stole electronics and a bra. The suspect is described as a male, approximately 6’
tall, 200 pounds, wearing dark-colored attire, and face mask.
12. At 6:09 p.m., an officer responded to the 100 block of Las Tunas Drive regarding a theft report.
The officer determined the victim met with the suspect to sell him sports trading cards and when the
victim turned away, the suspect fled with the stolen cards. The suspect is described as a tall Asian male
with black hair, wearing a black sweater, and black sweatpants.
Saturday, January 22:
13. At 3:09 a.m., an officer responded to the 400 block of South Santa Anita Avenue regarding a
vehicle stopped in the roadway. Upon contacting the driver, the officer detected a strong odor of alcohol
emitting from his person. The suspect displayed symptoms of being under the influence of an alcoholic
beverage. The 52-year-old male from Arcadia was arrested and transported to the Arcadia City Jail for
booking.
14. At 1:35 p.m., an officer responded to Bath and Body Works, located at 400 South Baldwin Avenue,
regarding a grand theft. An investigation revealed four to five suspects entered the store and
worked in concert to steal a large sum of merchandise. The suspects are described as three Black males
and one Black female. The investigation is pending a review of the available surveillance footage.
DUARTE POLICE BLOTTER
The following is a synopsis of crimes reported for the week of January 16, 2022 - January 22, 2022.
January 17, 2022 Grand Theft Auto:
A victim reported their vehicle stolen near the 2000 Block of Delford Avenue. The victim’s Toyota
Camry was stolen from the location on 01-14-22 between 11:00 pm, and 10:30 am. Deputies did not
locate any surveillance vid-eo. The vehicle is still outstanding.
January 18, 2022 Grand Theft Auto:
A victim reported their vehicle stolen near the 2700 Block of Huntington Drive. The victim’s Ford
Mustang was stolen from the location on 01-18-22, between 08:00 am and 09:30 am. Deputies did not
locate any surveillance vid-eo. Montebello Police Department recovered the vehicle on 01-22-22. No
one in custody.
Grand Theft (Water Pump):
An informant reported a theft near the 1700 Block of Flower Avenue. Unknown suspects stole an unsecured
wa-ter pump from the location between 01-12-22 and 01-19-22. Deputies did not locate any
surveillance video. The es-timated loss was $2500.
January 21, 2022 Grand Theft (Shoplifting):
An informant reported a theft at 1450 Mountain Avenue (Harbor Freight). The informant saw a male
adult on 01-21-22 at 3:14 pm walk out of the emergency exit door with two jackhammers. Surveillance
video captured the incident. The estimated loss was $879.
Burglary (Commercial):
A victim reported a theft near the 900 Block of Buena Vista Street. The victim stated on 01-21-22 at approximate-
ly 2:05 am, unknown persons pried open the sliding glass door to the business and smashed
an interior window. At the time of the report, it’s unknown if any items were stolen. Surveillance video
captured the incident. The estimat-ed damage was $2000.
Robbery:
A victim reported a robbery at 1600 Mountain Avenue (Walmart). The victim saw a male adult on 0121-
22 at 9:00 am walking out of the emergency exit door with a black bike, falling to pay for the item.
The victim contacted the suspect and demanded the stolen merchandise back. The suspect brandished
a folding knife and left the store. As Deputies investigated the incident, the suspect returned to the
store looking for a cellphone he dropped. The suspect was arrested without incident. Surveillance video
captured the incident. The estimated loss was $248.
January 22, 2022 Robbery:
A victim reported a robbery at 1600 Mountain Avenue (Walmart). The victim saw a male adult on 0122-
22 at 8:55 pm place several unpaid items inside his backpack and attempt to walk out of one of the
store exits. The victim contacted the suspect and demanded the stolen merchandise back. The suspect
reached behind his back and bran-dished a folding knife. The victim walked away from the suspect
and saw him unlock a bike and drive away from the location. Surveillance video captured the incident.
The estimated loss was $100.
Grand Theft Auto:
A victim reported their vehicle stolen near the 1300 Block of Fairlee Avenue. The victim’s Honda Civic
was stolen from the location on 01-22-22 between 10:00 pm, and 9:45 am. Deputies did not locate any
surveillance video. The vehicle is still outstanding.
Petty Theft (Access Card):
A victim reported an unauthorized theft from a credit card on 12-29-21. The estimated loss was $747.
OPERATORS OF SAN GABRIEL VALLEY POULTRY PLANT FACE
CHARGES OF WAGE THEFT, INSURANCE FRAUD

An Arcadia couple accused of insurance fraud and wage theft are facing dozens of felony charges
after authorities alleged they underreported payroll to workers’ compensation insurance carriers
and underpaid employees at their poultry processing business.
Feng Wu Lam, 49, and her husband, Wei Wen Wu, 54, each face 43 felony counts — 34 counts of
grand theft of labor, six counts of insurance fraud and two counts of conspiracy to commit wage
theft, the Los Angeles County district attorney’s of-fice announced Thursday.
The criminal complaint includes a special allegation of theft in excess of $500,000, prosecutors
said. Lam and Wu also face two misdemeanor counts of wage theft each.
Lam owns the South El Monte-based Golden Food Inc., a poultry processing company, prosecutors
said. Wu is the company’s manager.
Authorities allege the couple underreported their payroll to their workers’ compensation insurance
carriers by roughly $4.5 million between 2015 and 2019. The underreporting allowed them
to avoid about $1.7 million in insurance premiums, prosecutors said.
Wu and Lam are also accused of underpaying their 34 employees by at least $437,542, prosecutors
said.
California Labor Commissioner Lilia García-Brower said many wage theft victims “go unheard
and unnoticed,” noting that the unfair business practice also gives cheating employers an unfair
advantage.
State Insurance Commissioner Ricardo Lara also spoke out against the couple’s alleged crimes and
said workers’ compensation fraud can lead to higher insurance premiums for employers who follow
the rules, “and may ultimately hurt workers who are legitimately injured on the job.”
Wu and Lam are scheduled to be arraigned March 29.

MONROVIA OLD TOWN ADVISORY BOARD VACANCY
The City of Monrovia encourages Old Town Merchants to apply for a position on the Monrovia
Old Town Advisory Board (MOTAB) to fill an unscheduled vacancy due to the resignation of a
Board-member. Applications will be accepted through February 3, 2022, at 6 p.m.
Those who are eager to get involved in the community and have a bona fide business in Old Town

The seven member Board is comprised of Old Town Monrovia merchants and is responsible for
making recommendations to the City Council on programs and projects to advance the downtown

the third Tuesday of each month at 9:30 a.m.

DUARTE CITY COUNCIL TO HOLD THIRD REDISTRICTING
PUB-LIC HEARING ON FEBRUARY 8, 2022
The Duarte City Council is holding its third redistricting public hearing on Tuesday,
February 8, 2022. All hearings will be held in the Duarte City Council Chambers (1600Huntington Drive) starting at 7:15 PM.
Every ten years, cities with by-district election systems, like Duarte, must use new census
data to review, and if needed, redraw district lines to reflect population shifts. This
process, called “redistricting,” ensures all districts have nearly equal populations, and
therefore, representation in local elections.
Public input is an important aspect of the process, with residents being encouraged to
participate in a series of public hearings during which they can share their thoughts on
how Council district boundaries should be drawn.
Duarte’s third public hearing on Tuesday, February 8, will focus on reviewing draft maps
submitted by residents, gathering community feedback, identifying focus maps, and receiving
feedback from the City Council on how they would like to revise the maps. If
Duarte’s City Council does not present revisions at this hearing, it may select a map and
conduct a first reading of an ordinance adopting it with the second reading and mapadoption taking place at the fourth public hearing on Tuesday, March 8.
Should the Duarte City Council make amendments to the preferred map, the first reading
of the ordinance adopting the Council’s new district map will take place at the City’s
fourth redistricting public hearing on Tuesday, March 8 with the final map adop-tion
occurring at a fifth public hearing.
Residents can submit their own map by using the paper and digital mapping tools available
on the City’s redistricting website, DrawDuarte.org. All draft maps should be submitted
to Redistricting@AccessDuarte.com by Thursday, January 27, for con-sideration
at the February 8 public hearing.
