After a thorough follow-up investigation, a sus- pect was identified. On September 6, 2022, the Sierra Madre Police Department, served a search and arrest warrant at a City of Sierra Madre residence, collect- ing electronic devices and other evidence. Suspect Christopher Ryan Nadjar was taken into custody and booked at the Pasadena Po- lice Department Jail for possession of child pornography. He was released on $20,000 bail. QUEEN ELIZABETH II's VISIT TO SIERRA MADRE On September 8, 2022, the world lost one of its most beloved public figures, Queen Elizabeth II, the longest reigning British Monarch. She ascended the throne on February 6, 1952 and reigned until her passing. During her reign she traveled all over the world, but it was in 1983 that she made an indelible mark in the history of a small California town, Sierra Madre. It was February 29,1983 when the Queen came to town for a specific reason to visit the residents of The British Home in California, home of many British ex-patriates. Tucked away on tree lined Manzanita in Sierra Madre, the home had and still has a tradition of providing the most comfortable, nurturing environment with care and devotion for all elderly people. And, according to well known Sierra Madre Physician, Dr. William E. White, “she took the time to shake everyone’s hand……including the hands of every resident”. Sierra Madreans lined the streets to get a glimpse of Her Majesty. Resident Toni Moran posted on social media, “Queen Elizabeth 11 was driven right down Manzanita Ave. on her way to the British Home. It was a dreary day. I had my kids, as well as some other little ones. We lined up on the curb, waved our best waves...her majestyhad the car stop, rolled down the window & greeted all of the "wee ones" Kinda cool. (Toni is the mother of former Mayor Josh Moran one of the ‘kids’ with her on that momentus day. In a telephone interview with Dr. White, he remembers the friendliness of the Queen and was impressed with the ‘layers of protection provided for the security of such a “grand lady”. The detail included the Sierra Madre Police Department (Chief Bill Betts was the head of SMPD at the time), The California Highway Patrol, the LA CountySheriff ’s Department, the U.S. Secret Service and of course British Intelligence security. Dr. White has wonderful recollections of that day. He was one of four local dignitaries chosen to meet the Queen. On November 2022, the citizens of Sierra Madre will have the opportunity to cast a vote “for” or “against” Measure HR. All five of the City Council Members are asking voters to Vote NO on the Measure. Considering what has transpired over the last two weeks, the proponents of the measure clearlydo NOT have the City’s best interest in mind. They filed a lawsuit against the City Clerk and the City Council that subsequently cost the City in legal fees to defend. Ironically, the City Council is pleased with the judge’s decision. BackgroundOn July 12th, the City Council considered a citizen driven initiative to change the zoning of the Mater Dolorosa Property. A detailed report was presented to the Council on the initiative (Measure HR) and its potential impacts. After careful evaluation and thorough deliberations, the Council unani- mously voted to take a stance against Measure HR. The citizens of Sierra Madre elect Council Members to act on behalf on the City’s best interests. As such, all five City Council Members signed an argu- ment against Measure HR that will be published in the voter pamphlet. The City Council’s argument sought to highlight the potential character of development if the zoning designation at the Mater Dolorosa Property were changed from “Institutional” to “Hillside Management”. The City Council pointed out that Measure HR facilitates the construction of “6,500 square foot mansions,” allows for the development of (continued on page 2) LEGAL BATTLES BEGIN OVER THE MEADOWS AT BAILEY CANYON Resident Accuses City Officials Of " false and misleading" in the City Council's Argument Against Measure HR “WIN” for the Argument Against Measure HR Susan Neuhausen, Sierra Madre resident and opponent to the cur- rent proposed plans to develop The Meadows at Bailey Canyon, took one good look at the city council’s argument against Measure HR and concluded that the argument contained “false and mislead- ing statements in the official voter information pamphlet that will be distributed to voters in connection with the City of Sierra Madre November 8, 2022 General Election”. As a result of her concern, she filed a Petition for a Writ Of Mandate asking the court to force the city to “…… delete or amend the false or misleading portions of the Argument Against Measure HR”. In her petition before the court, Neuhausen, who is involved with both the Preserve Sierra Madre and the Protect Sierra Madre citi- zen committees, filed her action against the City of Sierra Madre and the LA County Election Officials, Laura Aguilar and Dean Lo- gan respectively, in their official capacities, as well as all five cur- rent city council members -Mayor Gene Goss, Mayor Pro Tem Edward Garcia, Former Mayor Rachelle Arizmendi, Kelly Kriebs and Robert Parkhurst as real parties in interest (Respondents). The petition was filed on August 29, 2022 and called speedy re- view by the courts in order to resolve the matter before the Sep- tember 9th election deadline for submitting ballot information for the November 8, 2022 election. On August 20, 2022, for reasons undisclosed, Neuhausen filed a preemptory challenge requesting that the hearing be moved from the assigned courtroom to another Judge. The request was granted and the matter was reassigned. On September 8th, a hearing was held and the court, “granted in part”, Neuhausen’s petition. The court found that in the city’s ar- gument against Measure HR, the statement that “a developer” could build 68 units was indeed false. However, the court also ruled that the city’s reference to a maximum of 68 units was not misleading. The court’s final decision reads: “A writ shall issue directing Re- spondents to modify the statement in the Argument Against Measure HR which currently reads: “With the recent change in state law, SB 9, a developer could build as many as 68 units with limited design approval by the City” to read as follows: “With the recent change in state law, SB 9, as many as 68 units ulti- mately could be built with limited design approval by the City.” S.
