TUESDAY AUGUST 2ND, 2022 5-8 PM MEMORIAL PARK KIDSKIDS ACTIVITIESACTIVITIES PUBLIC SAFETYPUBLIC SAFETY DISPLAYSDISPLAYS CLOSURE OF WESTBOUND 210 AT SAN GABRIEL RIVER BRIDGE The California Department of Transportation (Caltrans) has rescheduled a five-day closure of westbound Interstate 210 (I-210) at the San Gabriel River Bridge in Irwindale for a bridge upgrade project partially funded by Senate Bill 1 (SB 1). Crews will divert traffic from westbound I-210 to eastbound I-210, which will be converted to three-lanes in both directions between Interstate 605 (I-605) and Irwindale Ave. during the closure. The following closures will be taking place Wednesday, July 20, at 11:00 p.m. through Tuesday, July 26, at 5 a.m.: Westbound I-210 from Ir windale Ave. to I-605 Westbound I-210 Irwindale Ave. ramps Westbound I-210 to south bound I-605 connector I-605 to eastbound I-210 connector Eastbound I-210 Mt. Olive on-ramps A second five-day closure affecting eastbound I-210 will occur on Wednesday, August 17 at 11:00 p.m. through Tuesday, August 23 at 5:00 a.m. Caltrans advises motorists to expect major delays, use I-10 or SR-60 as alternate routes, use public transportation on the Metro L Line (Gold) or Metrolink during the closures and if possible, work from home. The closure schedule is subject to change due to weather, availability of equipment and materials, and construction-related issues. Motorists are encouraged to plan ahead and check the Cal- trans QuickMap for up-to-theminute traffic conditions. More information and updates on this project can be found on the District 7 website or on Twitter. The work is part of a project to upgrade San Gabriel River Bridge on I-210 in Irwindale. The $30 million project – which includes $1.7 million from SB 1, the Road Repair and Accountability Act of 2017 – will upgrade existingbridge hinges and railings and strengthen bridge decks to improve safety. Conservation Practices Rarely do you hear of any city administration and/or elected officials implementing things proactively, however, Sierra Madre residents should be very pleased to know that city officials did not wait until there was a water emergency declared or a mandate from Sacramento to encourage residents and businesses to protect the few water resources that are available. First A Little History: The City has its own water com pany that manages its groundwater wells. In 2013, due to the drought, water levels dropped so low that the city had to purchase water from the Metropolitan Water District (MWD) via our membership with the San Gabriel Valley Municipal Water District. The City was forced to switch to imported water to serve its residents. In order to survive the drought in 2013 the city implemented a Man datory Conservation program in May 2013, several months before the Ctate of Callifornia decided to act. By July 2014 Sierra Madre had also banned any new water connec tions, thus halting any new con struction in order to save water. As water levels increased, Sierra Madre resumed relying on its own water supply with a ‘hybrid’ formula based on usage, of water drawn from Sierra Madre wells and imported water. Currently, the City’s water supply consists of a mix of both im ported and local groundwater. The conservation efforts worked successfully and the weather has been kind enough to allow the Moratorium to be lifted. However, city leaders, including City Manager Jose Reynoso who was at the time, Director of the SM Water Company, saw the need to take more steps to give water conservation/preserva tion permanence. Pro Active Water Management: While water conservation measures are already listed within the Municipal Code, and advertised on the City’s website, Ordinance 1446, adopted in 2019, includes language specifying that residents are prohibited from the following uses of water year-round, whether or not a conservation phase has been declared. A. There shall be no washing ofsidewalks, walkways, patios, driveways, or parking areas by a waterhose; B. No water shall be used to clean, fill or maintain levels in decorative fountains unless such water is part of a recycling system; C. No restaurant, cafe, deli, or other public place where food is sold, served or offered for sale, shall serve drinking water to any customer unless expressly requestedby the customer; D. All customers of the water department shall repair leaks in atimely manner; E. No lawn, landscaping, or otherturf area shall be watered or irrigated between the hours of six a.m. and six p.m.; F. No lawn, landscape, or turf areashall be watered in a wasteful manner. Nor shall any water be wastedif the existing conditions may becorrected or reasonably modified; G. The use of a hose to wash an automobile, except where the hoseis fitted with a shut-off nozzle or device attached to it that causes it to cease dispensing water immediately when not in use; H. Watering lawns in a mannerthat causes runoff, or within forty- eight hours after measurable precipitation; and I. Irrigating ornamental turf onpublic street medians. In 2020, the City Council updated and adopted its Urban Water Management Plan in compliance with state law. Currently, the Plan sets out four conservation phases, which require water customers to curtail their usage by varying percentages, depending on the phase declared. Ongoing Efforts & Incentives: According to City Manager Reynoso, “We also have introduced incentives including the resources for a free audit of your usage, afree irrigation system audit and up to $1,000 reimbursement for the implementation of systems that will manage/improve your water usage. We’ve begun to research additional ways to help residents conserve. We are looking at other cities, even other countries for what innovations can help us conserve more.” Additionally, the City of Sierra Madre has partnered with the U.S. Environmental Protection Agency’s (EPA’s) WaterSense program to help consumers and businesses save water for future generations and reduce costs on their utility bills. WaterSense aims to decrease indoor and outdoor water use through water-efficient products and water- saving practices. Keep a look out for more information to come about the program and what you can do to continue to help conserving water. The City of Sierra Madre is looking forward to making a difference in California's water conservation efforts.
