SIERRA MADRE PHARMACIST PLEADS GUILTY TO MEDICARE FRAUD On Wednesday, the United States Department of Justice announced that local resident Paul Mansour pleaded guilty to "submitting fraudulent claims to Medicare for prescription drugs that were never dispensed to patients." Mansour is a co-owner of Best Buy Drugs in Sierra Madre. In the plea agreement signed by Mansour, he admitted to creating "fake patient profiles in the pharmacy’s digital filing system and added fraudulent prescription medication entries to these fictitious patient files that duplicated prescriptions for medications provided to real patients of the pharmacy. Mansour then submitted false and fraudulent claims for the drugs added in the fictitious patient files that had never been dispensed, billing Medicare for the fraudulent prescriptions in the names of real patients of the pharmacy. " The release goes on to say that "between January 2017 and June 2022, Mansour caused Medicare to pay the pharmacy between approximately $600,000 and over $1 million as a result of the submission of false and fraudulent claims." Mansour pleaded guilty to one count of health care fraud. He is scheduled to be sentenced on June 28 and faces a maximum penalty of 10 years in prison, although the US Attorney's office is seeking a lesser sentence.. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. The FBI Los Angeles Field Office and HHS-OIG investigated the case. Those agencies raided the business in 2022, however no reason for the search was ever disclosed. Mansour was the recipient of the Sierra Madre Business of the Year Award for his service in 2021. The award is bestowed upon outstanding businesses that have existed in Sierra Madre for more than 5 years and have been an active supporter of the community. The pharmacy itself was founded in 1910. Mansour took over the helm in 1995. As of this date, the Pharmacy remains licensed by the State of California and is maintaining its regular business hours. Best Buy is owned by Mansour Partners, Inc. S.Henderson/MVNews Pharmacist Paul Mansour in 2022 CITY CLERK TAKES PROACTIVE MEASURES TO "PROTECT THE INTEGRITY" OF THE UPCOMING SPECIAL ELECTION. On May 9, 2023, there will be a Special Municipal Election on Measure M, giving Sierra Madre voters another opportunity to express their feelings on the controversial Meadows at Bailey Canyon project. Voters will be able to cast Yes or No Votes on whether or not to overturn the city council ordinance that authorized the project to move forward. The community is divided over the issue, something that is not unusual in Sierra Madre, especially when it comes to matters of development. What is unusual in this instance, is that there will be no local poll workers assisting with ballots cast in person on election day. On April 1st, Sierra Madre City Clerk , Election Official, informed the Los Angeles County Registrar- Recorder - Dean Logan of her decision not to use the "services of any Sierra Madre registered voter as a poll worker". She goes on to explain the reasons for her decision: " The decision is based on two policy considerations. First, I want to ensure voters’ faith in the integrity of the election process. Second, I want to avoid any voter intimidation. ` Sierra Madre is a very small community, and many of the potential poll workers would be, and have been, strongly and vocally partisan. I do not want citizens to question the outcome of the election or to be afraid to vote because of the poll workers. My goals, as Election Official, are the same as yours: to preserve the voters’ right to vote, and provide accessibility, while maintaining accuracy and integrity in the election process. Poll workers are selected at random by the County and generally pulled from registered volunteers who live in the election district. County officials, at Aguilar's request, will use volunteers registered in cities outside of 91024. Ballots will be mailed to voters beginning April 10th and the voting center will be open from April 29th - May 9th. The Vote Center will be the new SMPD Headquarters - 350 W.
