Tournament Announces 

2027 Float Awards Judges REMINDER: DECLINE-IN-VALUE REVIEW 
DEADLINE IS NOVEMBER 30 

Los Angeles County property owners are reminded that they have until November 30 to file an application for a Decline-in-
Value Review (DIV) if they believe the market value of their property has fallen below its assessed value as of January 1, 2026.
This notice was originally sent out when the application process first opened on July 2. Decline-in-Review applications areaccepted from July 2 through November 30. 


The Pasadena Tournament 
of Roses announced Thursdaythat Karen Marshall, Ania 
Norwood and Adam Schwerner 
are the distinguished judgesthat will determine the 2027 
Float Awards for the 138th Rose 
Parade on New Year’s Day.

 The three judges have 
experience in horticulture, floraldesign, creative direction andvisual storytelling. Their diversebackgrounds will help themrecognize the skill, creativityand artistry in the floats thatwill bring the 2027 theme,
“Welcome,” to life on ColoradoBoulevard in Pasadena.

 “We’re thrilled to welcome 
Adam, Ania and Karen as our2027 Float Awards judges,” 
said Terry Madigan, 2027 
Tournament of Roses President. 
“Their diverse professional 
experience and creative 
perspectives make for a strongteam, and we’re confident theywill bring a thoughtful eye to 
recognizing the extraordinaryartistry, craftsmanship and 
innovation behind this year’sfloats. 

Each year, the Float Awards 
honor the outstanding work 

of the Rose Parade’s float 
designers, builders, decoratorsand volunteers. The panelchooses 24 awards that highlightexcellence in categories like FloatDesign, Floral Presentation 
and Entertainment Value. The 
top honor is the SweepstakesTrophy, given to the float thatshows the highest level of beautyin design, floral presentationand entertainment.

 The 2027 Float Awards will 
be announced January 1 onthe front steps of TournamentHouse in Pasadena.

New Dodgers Dreamfields at

Farnsworth Park in Altadena 


The Los Angeles DodgersFoundation (LADF), in 
partnership with the Countyof Los Angeles Departmentof Parks and Recreation (LACounty Parks), is supportingAltadena’s ongoing recoverywith the development of twonew Dodgers Dreamfields atCharles S. Farnsworth Park.

 A groundbreaking ceremonyfor the $1.4 million investment 
to fully restore two new DodgersDreamfields at Farnsworth Park 
in Altadena is scheduled for 
November 5. The ceremonywill include a shovel dedication 
and a brief program from LADFleadership, representatives fromLA County Parks, and projectsponsors. The fields will be aninclusive spaces for local youthand families to gather.

 Officials said the addition of 
two new Dodgers Dreamfieldswill help address a significantfunding gap in park restorationafter the Eaton Fire caused the 
loss of facilities, rental spaces,
and program revenue. Charles

S. Farnsworth Park, a historic 
Altadena landmark, was amongthe most severely impactedsites. With Loma Alta Park 
reopened and construction 
planning underway at CharlesWhite Park, the upcoming workat Charles S. Farnsworth marks 
the next phase in restoringaccess to vital recreation and 
community programming for 
Altadena families. Thus far, theproject has included communitylistening sessions with localstakeholders, including the 
Community Coalition for 
Altadena Recovery, Central 
Altadena Little League, andother community leaders, 
to ensure that the project 
is informed by the needs,
priorities, and aspirations oflocal residents and families. 
“From the beginning, weknew our commitment to 
Altadena wouldn’t end with 
building Dodgers Dreamfieldsat Loma Alta Park,” said NicholMcKenzie-Whiteman, CEO 
of the Los Angeles DodgersFoundation. “Over the past year,
we’ve continued to respondto what families needed most 
by bringing our Dodgers 
Dreamteam programming, 
which includes access to 
education and health resources 
for the community, supportingfood distributions, and creatingmoments of normalcy during 
a very challenging time. The 

two new Dodgers Dreamfields 
at Charles S. Farnsworth Park 
build on that work, creating asafe, welcoming space wherethe community can gather andflourish as it continues movingforward.”

 The 69th and 70th DodgersDreamfields will support 
baseball and softball 
programming for youth ages5–12, while also providing openrecreational access for youthand teens up to age 18. Upgradesinclude new irrigation systems,
improved playing surfaces,
fencing, shade structures, solar-
powered hexagonal scoreboardsreminiscent of those at UNIQLOField at Dodger Stadium, anda STEM Trail connecting theupper and lower fields throughtwo distinct journeys. Learningmoments will create an engagingoutdoor classroom that blends 
LADF’s Science of Baseball 
curriculum and the park’s 
natural environment. Together,
these enhancements will create 
a safe, high-quality recreationalspace and provide families witha revitalized gathering placewithin their own community.

 LADF builds and refurbishes 
baseball and softball fields 
through the Dodgers 
Dreamfields program,
providing families with safehavens and points of pridein their neighborhoods.
Through the program, LADFinvests in and supports thedesign and construction of 
field improvements. Uponcompletion, LA County Parksand Recreation oversees 
ongoing field operations,
including maintenance, 
reservations, scheduling, 
permitting, programming,
and community use. DodgersDreamfields revitalizes green 
spaces to re-energize the 
community’s involvement in 
baseball and softball, boost 
safety in local parks, and 
provide a place where neighborscan gather, exercise, and play.

This is a follow-up reminder that the November 30 deadline is approaching and to prepare the application sooner rather thanlater. To file, complete the Decline-in-Value Review Application (Form RP-87), which is available on our Decline-in-Valuewebpage under the Forms tab. The application may be submitted online for your convenience. 

What Is a Decline-in-Value Review? 

If you believe your property's market value as of January 1 is lower than its assessed value, you may qualify for a temporaryreduction in your assessed value under California law. 

California's Proposition 13 established a property's base year value for property tax purposes and generally limits annualincreases in assessed value to no more than two percent unless ownership changes or new construction occurs. 

In 1978, California voters approved Proposition 8, which allows for a temporary reduction in assessed value when a property's 
market value falls below its assessed value. This is commonly referred to as a Decline-in-Value review. 

It is important to remember that a Decline-in-Value reduction is temporary. As market values recover, assessed values mayincrease accordingly. As a result, property owners who received reduced assessments in prior years may see their property 
taxes increase by more than two percent in years when market values rise. 

Property owners are encouraged to visit the Assessor's Decline-in-Value webpage for additional information about eligibilityrequirements, the review process, and how property values are assessed. 

Please Note: If the filing deadline falls on a Saturday, Sunday, or legal holiday, an application that is mailed and postmarked onthe next business day will be considered timely filed.
