DUARTE RECOGNIZES MARY PAT
PADDOCK AS SENIOR CENTER
VOLUNTEER OF THE YEAR
DUARTE, CA, May 27, 2015 – The Duarte City Council recognized
Mary Pat Paddock at the May 12th meeting as the City of Duarte Senior
Center Volunteer of the Year for her outstanding efforts and positive
contribution to the greater Duarte community. The following week,
on May 21st, Paddock was also recognized by the Los Angeles County
Board of Supervisors at their annual Older Americans Recognition Day
celebration.
Mrs. Paddock has dedicated countless hours to the Duarte Senior
Center over the course of 24 years. She is an accomplished ceramics arts
expert and potter and has taught a long standing ceramics class at the
Center. Additionally, she teaches the “Paper Craft Greeting Card” class
and partakes in other activities such as creating party favors and boutique
items.
Prior to her service with the City, Paddock was always a dedicated
individual with a long history of volunteerism. She began volunteering
at her children’s schools and also served as a leader for the Girl Scouts
and Mariners. She has also dedicated her time to the Los Angeles County
Registrar’s Office as precinct worker.
Later, this year, the Duarte Senior Center will again honor Mrs. Paddock
at the Duarte Senior Center Volunteer Recognition Dinner on June 12.

Following are the weekend’s highlighted issues and events. To see a

Driving Under the Influence – Suspect Arrested May 22 at 1:10 a.m.,
an officer was on patrol in the area of Mountain and Huntington
when he stopped a motorist for unsafe speed. Investigation revealed
the motorist was intoxicated. The officer arrested the motorist for
driving under the influence and he was held for sobering.
Driving Under the Influence / Possession of a Controlled Substance
– Suspect Arrested May 22 at 3:00 a.m., an officer stopped a motorist
in the area of Peck and Live Oak for driving without lights during
darkness. The motorist was determined to be intoxicated and
was arrested for DUI. She was taken into custody, and during the
booking process, a clear plastic baggie of methamphetamine was
located in her purse. She was additionally charged for possession of
a controlled substance.
Driving Under the Influence of Drugs / Warrant / Voluntary
Missing Adult Located – Suspect Arrested May 22 at 1:00 p.m., an
officer responded to a residence in the 300 block of East Lime on the
report of a missing person. The missing subject was given permission
to use his nephew’s car to go to the unemployment office in Pasadena
on May 20. He had not returned and could not be reached by phone.
The reporting party did not desire to report his vehicle stolen, but
just wanted to make sure his uncle was okay. The uncle was entered
into the law enforcement missing persons system. On May 25 at
3:06 a.m., and officer stopped a vehicle for a speeding violation.
The investigation determined the driver was under the influence of
narcotics and he was arrested for DUI. A computer check revealed
the suspect had been reported missing to the Monrovia Police
Department on May 22 and that he had an outstanding warrant
for his arrest. The suspect was removed from the missing persons
system and the warrant was added to his charges.
Suspicious Circumstances / Possible Scam May 22 at 3:49 p.m.,
a resident in the 1700 block of Leafwood called police to report a
suspicious person. A male subject contacted the resident at their
door and stated he was with Edison. He told the resident that money
was due on their account. He did not have any identification and was
holding an iPad. When the resident told him they had solar power
and did not owe any money, the subject left immediately. Officers
responded and searched the area to contact the subject, but were
unable to locate him. The subject is described as an adult, male Asian.
Hit and Run Traffic Collision May 23 at 1:42 a.m., officers were
dispatched to the area of Sixth and Duarte regarding a hit and run
traffic collision. The reporting party witnessed a vehicle collide into
a lamp pole and flee the area, heading south on Sixth Avenue. The
vehicles front bumper and license plate were left at the scene. Officers
located the vehicle at Sixth and Wisteria, unoccupied. A search of
the area for the driver was unsuccessful. The vehicle was stored as
evidence. The pole sustained minimal damage. The investigation is
continuing.
Driving Under the Influence / Hit and Run Traffic Collision –
Suspect Arrested May 23 at 8:13 a.m., a witness called police to
report he had observed a vehicle strike a parked car near Magnolia
and Duarte Road, and then continue on Duarte Road. The witness
said the vehicle was swerving and the driver pulled into a business
parking lot. Officers arrived and told the driver to put the car in
park and exit the vehicle. The driver could not get the car in park
and almost backed into the police vehicle. He eventually parked and
exited, almost falling. The driver was determined to be under the
influence of a combination of alcohol and drugs. He was arrested
for DUI and for the hit and run accident. He was held for sobering.
Warrant – Suspect Arrested May 23 at 3:27 p.m., and officer on
patrol observed a driver acting suspiciously and attempting to hide
near a drive through in the 700 block of East Huntington. With
probably cause, the officer stopped the vehicle and contacted the
driver. He discovered the driver had a suspended license. Additional
investigation revealed the license plate on the vehicle was not issued
to that vehicle. There were no licensed drivers in the vehicle. One
female occupant was determined to have a $150,000 outstanding
warrant for assault, as well as a minor warrant for unlicensed
driver. She was arrested for the warrants. The vehicle was stored
for the display of a false license plate and for the suspended license
violations.
Attempt Murder – Suspects Arrested May 25 at 3:17 p.m., officers
responded to a park in the 300 block of East Lime Avenue regarding
a fight in progress. An altercation occurred and it appears that three
male victims in their late teens were involved in a fight with two male
suspects. During the fight, one of the three victims was stabbed in
the abdomen. The injury is not believed to be life threatening and the
victim is currently receiving medical treatment. The preliminary
investigation indicates that the victim and the suspects may know
each other, and at this point in time, the fight does not appear to be
gang related. The two suspects have been arrested and are awaiting
their court appearance.
Vehicle Burglary May 26 at 4:53 a.m., an officer responded to the
300 block of West Central regarding several vehicle burglaries. One
of the victims parked his company vehicle in his driveway at 6:30
p.m. He returned to his vehicle at 4:30 a.m. to find his window had
been smashed and his company phone was missing. Two additional
vehicles in the area had also been burglarized. A briefcase and change
were taken from the other vehicles. The investigation is continuing.
Injury Traffic Collision May 27 at 1:40 p.m., a driver was injured in
a solo traffic collision into a tree in the 700 block of Norumbega.
Alcohol was suspected, but the driver was sedated by the time the
officers arrived at the hospital. A search warrant will be written to
secure the medical test results. The investigation is continuing.
Domestic Violence – Suspect Arrested May 27 at 7:34 p.m., an officer
was dispatched to a residence in the 700 block of West Foothill
regarding a family dispute. A husband and wife were fighting over
finances and the husband assaulted the wife and threatened to kill
her. The wife had visible injuries. The husband was arrested for
domestic violence and an Emergency Protection Order was issued.

UPDATE REGARDING
WATER USE IN MONROVIA
Given the recent State mandated water use reductions, there are several sets of data that have been used to describe our current per capita
water use here in Monrovia. To help provide a better illustration of our current situation, perhaps the best illustration of Monrovia’s water
use reduction efforts can be found in comparing the per capita water use between the period of time before we implemented our Phase 1
water conservation plans (pre-September 2014) and a similar period of time after we implemented our Phase 1 water conservation plans.
For the period of October 2013 – March 2014 (pre-Phase 1 water conservation plan implementation), Monrovia on a per capita basis used
159.5 gallons of water per day. For the period of October 2014 – March 2015 (post-Phase 1 water conservation plan implementation, Monrovia
on a per capita basis used 139.4 gallons of water per day. The following outlines this detail:

This comparison means that Monrovia has seen a 12.6% reduction in daily per capita water use since we implemented our Phase 1 water
conservation plans in September 2014. While there is obviously still a lot of work that we have to do to meet the State’s mandated 28% water
use reduction levels, Monrovia is, as usual, stepping up to the plate!
ANA MARIA BURBANO
NAMED CITIZEN OF THE YEAR
Despite daunting personal obstacles,
Ana Maria Burbano continues to
volunteer in myriad ways, a trait she
learned at her mother’s knee. “I don’t
do it for the honors or awards,” she
says, “I do it because I want to and
I like it!” She was recently named
Citizen of the Year by the Duarte
Woman’s Club and honored by
the San Gabriel Valley District of
Woman’s Clubs..
As a member of the La Ramada
Veterans and the American Legion
Auxiliary, Ana Maria does her
part to support veterans and their
families by working on projects such
as housing and feeding homeless
veterans, assisting in activities like collecting toys for needy children
and collecting shoes for veterans. In addition she helpos at a local
church’s food bank and collects crocheted items and blankets for
travelling soldiers.
Locally Ana Maria serves as a docent at the Duarte Historical
Museum and she has been an active member of the Duarte Woman’s
Club since 2009.
In spite of her heavy schedule focusing on helping others, Ana
Maria is now the caregiver for her 99 year old mother who is living
with her. “My mother’s mind is quite active,” she says. And she gives
credit to her mother for teaching her the joys of helping others.

STATION SQUARE STREET PAVING
Due to unanticipated and unforeseen construction delays, street
paving for the Station Square project has been postponed to
June 4, 2015. Until then, the contractor will be working to finish
construction of the new medians and will also spend time installing
new pavers throughout the project. Beginning June 4, 2015, all two
lane streets within the project area, including Myrtle Avenue and
Duarte Road, will be restricted to one lane in each direction. The
impacted streets include the following:
- Myrtle Avenue will be restricted to one lane in each direction
- Duarte Road will be restricted to one lane in each direction
- Magnolia and Pomona will be restricted to one-way traffic
- Primrose between Evergreen and Pomona will be closed
Per the current paving schedule, the outside lanes will be closed
on all streets initially to facilitate paving activities. Once the
paving of the outside lanes has been completed, the traffic will be
flipped, vehicular access will be allowed on the newly paved street,
and then the inside lanes will be closed to facilitate paving work.
Upon completion of the inside lanes, the entire road segments will
then re-opened to traffic. Based on our current work schedule, it is
anticipated that all traffic lanes will be repaved by June 12, 2015, and
access to all business and residences will be maintained throughout
the re-pavement process.
Please keep in mind that there may be periodic lane closures the
week following the completion of paving, as the contractor may
need to perform localized construction work during the week of
June 15-19, 2015. Additional lane closures will be necessary for street
striping activities, which is tentatively scheduled to occur during the
week of June 22, 2015.
While it is certainly possible that our current paving schedule
may change, staff has been working hard to ensure that all work
is completed on-time. We appreciate everyone’s patience with us
during the process, and we will continue to work hard to manage
this process until the overall Station Square project is completed.
