DISTINGUISHED LEADERSHIP AWARD
OPENING DAY IS ‘ARCADIA DAY’ AT SANTA ANITA,
ALL CITY RESIDENTS TO BE ADMITTED FREE SEPT. 30
Santa Anita’s Autumn Meet
figures to get off to a fast start
as opening day, Friday, Sept.
30, has also been proclaimed
“Arcadia Day” at the Great
Race Place. All Arcadians attending
will be granted free
Club House admission with
proof of residency throughout
the afternoon. An “Arcadia
Day” booth will be available
to welcome and facilitate
Arcadia residents and will be
located just outside the Club
House Admission Gate.
“We look forward to having
live racing back here on Sept.
30,” said Santa Anita President
George Haines. “Our
neighbors are very important
to us. We hope to renew
acquaintances and make
some new friends as well.
“A number of city officials
are expected to join us and
they too are excited about
the prospect of seeing a great
many of their constituents at
the races on opening day,”
Haines added.
“We sincerely thank Santa
Anita for welcoming all of
our residents back to the
track in such a generous way
on opening day,” said Arcadia
Mayor, Gary Kovacic.
“Going back to 1934, Santa
Anita Park
has been a
cornerstone
of our city
and we can’t
overstate the
benefits it
brings to the
community
at large. The
economic impact
of having
live racing
here is tremendous,
from the business
generated by those attending
the races to the jobs that they
help to create. On behalf of
everyone here in Arcadia,
we can’t wait for the Autumn
Meet to begin.”
Santa Anita’s Autumn Meet
will follow four dark days
on the Southern California
racing calendar, as the Los
Angeles County Fair Meet at
Fairplex Park will conclude
on Sunday, Sept. 25.

is experiencing many changes
in California and we want
our fans to know that we intend
to provide them with
a world-class product and
that we intend to be more
competitive than ever,” said
Haines. “We also want our
fans to know that we look
forward to welcoming them
back and that we intend to
make their visits to Santa
Anita more enjoyable than
ever. ‘Arcadia Day’ is a good
step in that direction.”
Santa Anita will also be offering
fans and horsemen
a brand new state-of-the-
art natural dirt main track,
which was completed on July
26.
Gates will open on Sept. 30
at 11 a.m., and first race post

Scott Hettrick has been named the recipient
of the Distinguished Leadership Award/Citizen
Planner for the state of California Chapter of the
American Planning Association (APA).
The award follows Hettrick’s presentation
in June of the same award by the Los Angeles
Chapter of the APA. That award, along with
recognition of Arcadia’s General Plan, was
presented in Hollywood during a ceremony at the
Egyptian Theatre.
Hettrick will be presented the state award at
a luncheon ceremony in Santa Barbara on Sept.
12. The next phase of the APA Award Program
is the national competition, with winners to be
announced in December.
“On the Arcadia High Constitution Team we
study a man named Cincinnatus. And like that
famous public servant of ancient Rome, Scott is an
outstanding example of civic virtue and service to
the greater good. He epitomizes the volunteer spirit
that makes Arcadia such a unique community”
said Mayor Gary Kovacic when informed of Mr.
Hettrick’s recent accomplishment.
Mr. Hettrick received this recognition for his
volunteer efforts and dedication to promoting
civic engagement. He has been instrumental in
the Arcadia Historical Society’s “History Lives
Here” program, which recognizes historical
landmarks and buildings in Arcadia with unique
and descriptive historical markers. He was also an
active member of the City’s General Plan Advisory
Committee and is founder of the ArcadiasBest.com
website that serves as a resource and promotional
service for local organizations and businesses as
well as showcases the people, places, and activities
in Arcadia. As an offshoot of the Arcadia’s Best
website and companion e-mail newsletter, Scott
also partnered with two other Arcadians to start
the non-profit Arcadia’s Best Foundation, which
organize special events such as the July 2 Patriotic
Festival and the upcoming second annual One
Community, One Book program on Oct. 2, and to
encourage the continuation of a vibrant, unified
and involved community.
Arcadia Remembers 9/11
The Arcadia Firefighters’ Association
will mark the tenth
anniversary of the terrorist
attacks of Sept. 11, 2001
by conducting a memorial
service at 6:45 a.m. Sunday,
Sept. 11 at the flag poles of
Arcadia Fire Station 106 on
the corner of Huntington
Drive and Baldwin Avenue.
A traditional bell ceremony,
musical tributes, wreath laying,
and additional activities
will serve to commemorate
the 343 New York firefighters
killed during rescue
operations following the
attacks, and the strength,
resilience and unity of the
American people.

Arcadia Police Chief
Robert Guthrie guest

New Police Chief Robert Guthrie
will be the guest speaker at
8 a.m. Thursday, Sept. 1 at the
The Arcadia Chamber of Commerce’s
monthly Government
Affairs Forum in the Chamber
conference room, 388 W. Huntington
Drive.
Also speaking at the Forum, in
addition to the regular monthly
reports from City, County, and
State government officials and
the Metro Gold Line Foothill
Extension, will be Archie Davenport,
who will provide information
about The Better Coalition,
representing businesses
and cities that oppose the banning
of Styrofoam at the county,
state, and federal level.
Chief Guthrie, who was appointed
Police Chief in July and
sworn in earlier this month,
was born and raised in the San
Gabriel Valley and began work
for the Arcadia Police Department
as a Police Cadet in 1989
before attending Rio Hondo
Police Academy in 1991-92 and
become an Arcadia Police Officer
in January 1992. He rose
through the rank and was promoted
to Police Lieutenant in
2004 and during the next six
years was Patrol Watch Commander,
Detective Bureau Commander,
SWAT Team Commander,
Force Training Unit
Commander, Field Training Officer
Program Commander, and
Administrative Lieutenant before
being promoted to Captain
in January 2011 as Operations
Division Commander.
Among his many notable
achievements and recognitions
relating to the community of
Arcadia, Chief Guthrie received
the Department’s Community
Services Award in 2009 and
the Officer of the Year Award
from both the Arcadia Rotary
Club and the Arcadia Police Officers’
Association in 1998. He
was President of the APOA in
1997-98 and 2001-02, and was
Tactical Commander in charge
of Planning and Operations
for the Breeders’ Cup events in
2008 and 2009.
He is married and has a six-
year-old son.
Chief Guthrie is the latest
high-profile and important
speaker to make a presentation
at the monthly Government
Affairs Forums led by co-chairmen
Pete Ulrich, former Arcadia
City Councilman, and Mary
Dougherty, former President
of the Arcadia School District
Board of Education.
The Forum, held the first
Thursday of each month, is free

The Fall Buzz is Now Available!
The Recreation and Community Services
Department, Library and Museum Departments
are pleased to announce that the fall 2011
edition of the “The Peacock Buzz” is available.

to residents only this week. Starting August
29th registration is available to everyone by mail,
walk-in and fax-in. The “Buzz” displays all

Haunted Halloween Happenings Program, with

Arcadia Police Blotter
For the period of Sunday, August 14, through
Saturday, August 20, the Police Department
responded to 953 calls for service of which 112
required formal investigations. The following is a
summary report of the major incidents handled by
the Department during this period.
Sunday, August 14:
Between August 11th at 5:00 p.m. and August
12th at 10:00 a.m., suspect(s) entered an unlocked
vehicle in the 300 block of South Old Ranch Road
and stole a wallet and cash.
At about 2:10 p.m., loss prevention personnel
from Macy’s at the Westfield Santa Anita Mall,
400 South Baldwin Avenue, detained a male
juvenile for theft. The suspect took merchandise,
concealed it, and walked out of the store without
paying. The 14-year-old Hispanic male was
arrested for commercial burglary after it was
determined he came into the store with the intent
to steal.
Monday, August 15:
Between August 14th at 10:00 p.m. and August
15th at 7:00 a.m., an auto theft occurred in the 200
block of South Baldwin Avenue. Suspect(s) stole
a 1992 Honda Accord, white, 4-door that was
parked at the location.
4. Between 12:00 p.m. and 1:10 p.m., a theft
occurred in the 600 block of West Naomi Avenue.
Suspect(s) stole the tailgate of a 2007 Chevy
Pickup that was parked on the street to the front
of the location.
Tuesday, August 16:
5. Between August 15th at 12:30 p.m. and August
16th at 9:30 a.m., an auto burglary occurred in the
300 block of Laurel Avenue. Suspect(s) smashed
the rear driver’s side window and stole a laptop
and accessories.
6. At about 10:46 p.m., officers responded to
Denny’s, 7 East Huntington Drive, regarding a
male subject asking for help. The 31-year-old
Black male was intoxicated and unable to care
for himself. He was placed under arrest for being
drunk in public. Due to medical problems, he
was later transported to a local area hospital for
treatment.
Wednesday, August 17:
7. A traffic stop was conducted at approximately
3:07 a.m. on Baldwin Avenue north of Foothill
Boulevard for failure to stop at a posted stop sign.
Upon contact with the driver, the officer noticed
the odor of an alcoholic beverage. A field sobriety
test was conducted and the 34-year-old Hispanic
female was arrested for D.U.I.
8. Between August 17th at 6:00 p.m. and August
18th at 7:00 a.m., a residential burglary occurred in
the 1100 block of South First Avenue. Suspect(s)
removed the front gate of a property under
construction by taking it off the hinges. Once
inside, the suspect(s) stole several tools.
Thursday, August 18:
9. At about 3:45 p.m., units were dispatched to
the 200 block of Longley Way regarding graffiti.
The east wall of the property, as well as two other
nearby locations, was spray painted with the
word “One”.
10. Between 1:30 p.m. and 6:00 p.m., an auto
theft occurred at the Westfield Santa Anita Mall,
400 South Baldwin Avenue. Suspect(s) stole a
1994 Honda Civic, black, 2-door that was parked
at the location.
Friday, August 19:
11. At approximately 10:00 p.m., a traffic stop
was conducted on Peck Road and Rio Hondo
Parkway for a broken brake light. A consensual
search of the vehicle revealed an illegal switch
blade knife for which the 19-year-old Hispanic
male was placed under arrest.
12. Between August 18th at 6:00 p.m. and August
19th at 7:10 a.m., an auto burglary occurred in the
200 block of Longley Way. Suspect(s) entered the
vehicle by unknown means and stole a laptop and
tote bag.
Saturday, August 20:
13. At approximately 3:38 a.m., a traffic stop
was conducted on Baldwin Avenue and Longden
Avenue. The driver was observed swerving in
the roadway. The 41-year-old Hispanic male was
found to be intoxicated and placed under arrest
for D.U.I.
14. At about 12:00 p.m., loss prevention
personnel from JC Penney’s at the Westfield Santa
Anita Mall, 400 South Baldwin Avenue, detained
a female for theft. The suspect took merchandise,
concealed it, and walked out of the store without
paying. The 67-year-old Hispanic female was
arrested for theft.
