The Altadena Town Council Election Committee has made available Candidate Applications for
this years’ Census Tract Representative Election slated for Saturday, June 7th.
The unincorporated town of Altadena has eight census tracts, each with two Town Council
representatives taking an alternating two-year term. The Council meets on the third Tuesday of
each month at the Altadena Community Center, and is the voice of the community to the county
supervisor, law enforcement and various utilities

EXCHANGE PROGRAM
SCAQMD Expects to Exchange 4,000 Lawn Mowers This Spring
Southland residents can register starting on Wed., April 16 to get up to 75 percent in savings on a
new electric lawn mower with the South Coast AQMD’s popular Lawn Mower Exchange Program.
Now in its 12th year, the program helps the wallet and air quality by trading residents’ used, highly
polluting gas-powered lawn mowers for environmentally friendly, cordless battery-electric models.
This year’s program offers 4,000 mowers for trade-in. SCAQMD encourages residents to act fast once
registration opens and secure a spot at one of four events being held this year in Long Beach, Pasa-
dena, Riverside and Anaheim.
“By participating in the Lawn Mower Exchange Program, residents will get a brand new mower that
is easier to operate and quieter than a gas model for just a fraction of the retail price,” said William
A. Burke, Ed.D., SCAQMD’s Governing Board Chairman. “In addition to taking advantage of this
great offer, residents will also help better their community by eliminating air pollution from old gas
mowers.”
In fact, an older gas-powered lawn mower can spew more pollution into the air in a single year than
a car driven more than 22,000 miles.
Residents have the opportunity to register and choose from one of five Black & Decker and Greensta-
tion battery electric models ranging from $100 to $250:
-- Black & Decker 18” 36 volt, $100 (Retail price: $379) (75 percent savings!)
-- Black & Decker 19” 36 volt, $180 (Retail price: $429)
-- Black & Decker 19” 36 volt self-propelled, $250 (Retail price: $479)
-- Greenstation 20” 24 volt, $160 (Retail price: $430)
-- Greenstation 19” 24 volt self-propelled, $230 (Retail price: $470)
To take advantage of this great offer, residents must pre-register at www.aqmd.gov by clicking on the
Lawn Mower Exchange banner, or calling 1-888-425-6247. Registration opens April 16 at 8 a.m. and
is on a first-come, first-served basis.
Exchanging a mower is easy and convenient – only a 10- to 15-minute process – and participants
never have to leave their car. Upon arrival, workers will remove the old gas mower from the vehicle
and drain it of hazardous fluids prior to its destruction at a metal recycling facility. After payment is
made, attendants will place the new, boxed mower in the customer’s vehicle. To view a video on the

Residents must be at least 18 years old to participate in the program. Gas-powered mowers must be
in working order and only one mower per household can be exchanged. Cash, check or major credit
cards are accepted for payment.
Exchange events will take place as follows. All events will take place on Saturdays from 8 a.m.
to noon.

When the program ends this summer, SCAQMD will have scrapped more than 55,000 highly pollut-
ing gasoline mowers, removing almost 114 tons of smog-forming pollutants from the Southland’s air.
This year’s program is sponsored by the SCAQMD, in cooperation with the California Air Resources
Board, Southern California Edison, Los Angeles Department of Water and Power, City of Anaheim,
City of Pasadena, Long Beach City College, Bourns, Inc., UC Riverside, and Anaheim Public Utili-
ties. The program is funded through SCAQMD’s Air Quality Investment Program (AQIP), which is
financed by Southland companies that pay a fee in lieu of offering rideshare incentives as required by
SCAQMD’s Rule 2202.
The Lawn Mower Exchange Program will offset more emissions than would be achieved by an
employer rideshare program. SCAQMD is the air pollution control agency for Orange County and

CALIFORNIA ASSEMBLY APPROVES THREE HOLDEN BILLS
AB 1557 – AB 1912 – AJR 33
Sacramento – The California Assembly today gave overwhelming, bi-partisan approval to three bills
authored by Assemblymember Chris Holden (D-Pasadena). The three include legislation to give
veterans a stronger voice in college leadership, ensure the legacy of President Obama is included in
school textbooks, and a resolution to honor unsung heroes of the Vietnam War.
AB 1557 gives veterans permanent seats on the Board of Governors of the California Community
College system by adding a student member who is a veteran or current member of the military.
The bill also requires one of the existing 12 board seats to be held by a member or former member
of the Armed Forces who has demonstrated expertise and leadership in the field of veterans’ affairs.
AB 1912 would encourage the State Board of Education to provide academic curriculum on the
election of President Barack Obama and its historical impact. The state’s history-social science
standards for grades 7 – 12 have not been revised in nine years due largely to the state’s fiscal crisis.
The next review and adoption of instructional materials will not take place until the 2015-2016
school year.
AJR 33 calls on the Department of Defense to “set the record straight” by adding the names of 74
sailors killed during the Vietnam War, to the Vietnam Veterans Memorial in Washington, D.C. The
men were killed when their ship sank in the South China Sea during naval exercises. The Defense
Department has said the destroyer was outside the combat zone when it collided with an Australian
aircraft carrier. The families of the brave men who died have been battling for 45 years to have the
names of their loved ones inscribed on the Vietnam wall memorial.

Student Allergy Emergency Treatment Bill Now Moves To Senate Judiciary Committee
SACRAMENTO: The Senate Health Committee
voted unanimously to approve SB 1266 by Senate
Republican Leader Bob Huff (R-Diamond Bar)
which requires public schools to stock epinephrine
auto injectors – commonly known as epi-pens - on
campus. According to expert testimony during the
committee hearing, this critically important medicine
can be administered quickly and safely if a student
suffers from a serious allergic reaction during school
hours. California law allows public schools to stock
epinephrine, but does not require it.
“This bill will save lives by ensuring emergency
medication is available at schools, so we can be sure
that all students with allergies are safe at school even
when they don’t know they have any allergy,” Senator
Huff said. "Anaphylaxis is a potentially lethal allergic
reaction and the number of children with this condition
is skyrocketing. It can happen when a person is stung
by a bee, ingests food such as shellfish or nuts, or
even comes in contact with something as simple as
latex. Reactions can be so severe, even fatal, without
prompt action. Epinephrine - commonly known as
adrenalin - is the first line of treatment. It can be easilyadministered and it can take as little as five seconds
to save a life."
According to Food Allergy Research & Education,
which sponsored Senator Huff’s bill, as many as 15
million Americans suffer from life threatening allergies.
It is estimated that nearly 6 million of these people
are children under the age of 18 –one in every 13
children or 2 in every classroom. Approximately 25%
of first time allergic reactions that require epinephrine
happen at school. Members of the Senate Health
Committee heard compelling testimony during the
hearing from one of the nation’s foremost experts in
adult and pediatric allergies.
“What you as policy makers can do is to save lives,
and this bill will,” said Dr. Kari Nadeau, M.D & Ph.D.
of the Lucille Packard Children’s Hospital and the
Stanford Alliance of Food Allergy Research (SAFAR).
“Our nation spends $26 billion per year on food allergy
therapy and most of that is on emergency room
visits. Every three minutes in our country a child or
adult is going to an emergency room because of a
food allergy reaction. 1.2 million children will have an
allergy reaction in school and for a quarter of them
it will be their first experience. Those children are at
risk and I urge you to pass this bill so we can protect
them.”

of Allergy Asthma and Immunology; Asthma and
Allergy Foundation of America; American Red
Cross; California Academy of Physician Assistants;
California School Nurses Association, California
Advocates for Food Allergies; California American
College of Emergency Physicians; California Society
of Allergy, Asthma and Immunology, and many other
local organizations and individuals. SB 1266 will be
heard next in the Senate Judiciary Committee on April
29th at 1:30pm in Room 112 of the State Capitol.
