Subject: CITY COUNCIL CONSIDERATION TO EXTEND 
AN INTERIM MORATORIUM ORDINANCE PURSUANT TO 
GOVERNMENT CODE SECTION 65858 ON THE ISSUANCE OF ALL 
BUILDING PERMITS AND/OR GRANTING OF DISCRETIONARY 
APPROVALS FOR CONSTRUCTION OF NEW DEVELOPMENT 
REQUIRING NEW WATER SERVICE CONNECTIONS AND 
DECLARING THE URGENCY THEREOF

 

On July 8, 2014, the City Council adopted Ordinance No. 1357U, an 
Ordinance of the City Council of the City of Sierra Madre, California 
Establishing an Interim Moratorium Ordinance Pursuant to Government 
Code Section 65858 on the issuance of all building permits and any 
discretionary approvals for construction of new development requiring 
new water service connections and declaring the urgency thereof. The 
Ordinance will expire on August 22, 2014, and the City Council will 
consider extending it for an additional 22 months and 15 days (until 
July 26, 2016). 

All interested persons may attend this meeting and the City Council 
will hear them with respect thereto. If you have any questions,

REMEMBRANCE


During the week of Sunday, July 13th to Sunday, July 20th, the 
Sierra Madre Police Department responded to approximately 399 
calls for service.

Tuesday, July 15th

At approximately 11:15 am, Sierra Madre Police Department 
responded to the 630 block of Mariposa Avenue regarding a 
vandalism report. When Officers arrived, they were informed 
by the victim that earlier that morning she had left her vehicle 
parked on the sidewalk and when she arrived home later that 
afternoon, she noticed two 6 inch scratches on the right rear 
hatch of the vehicle. It appears an unknown sharp object was 
used to create the scratches. This case has been forwarded to the 
Detectives Bureau. 

At around 2:15 pm, Sierra Madre Police Department responded 
to the station front lobby regarding an identity theft report. 
The victim informed Officers that a few days prior he contacted 
his bank to check the balance of his account, upon which he 
discovered an amount of $153 had been deducted without his 
knowledge or permission. Through his own investigation, the 
victim revealed the deduction came from a credit card company 
to pay for a bill. The victim informed Officers he did not have 
a credit card open in his name with that company and did not 
give anyone permission to use his name to open an account. The 
victim is believed to have had his identity and financial security 
compromised. This case has been forwarded to the Detectives 
Bureau. 

Wednesday, July 16th

At 9:45 pm, Sierra Madre Police Department responded to the 
Mariposa Parking Lot regarding a stolen vehicle report. Upon 
their arrival, Officers were informed by the victim that she 
parked and locked her vehicle at 3 pm. When the victim returned 
to her vehicle at around 9:30 pm, she noticed her vehicle was 
now parked within two parking spots, with the radio on and a 
key in the ignition with the doors still locked. The victim stated 
she only had one key for the vehicle and it was in her possession. 
Nothing in the vehicle was missing or damaged. When Officers 
attempted to use the key found in the ignition on the vehicle’s 
door locks, the key would not unlock the doors. This case has 
been forwarded to the Detectives Bureau. 

Friday, July 18th

At approximately 12:47 am, Sierra Madre Police Department 
responded to the 700 block of W. Highland Ave. regarding a 
residential burglary. The victims informed Officers that they 
had been away on vacation for several days, and upon coming 
home that morning they noticed theirs bedrooms, closets and a 
vehicle in 

their garage had been ransacked. During the investigation, 
Officers discovered a broken window near the rear of the house. 
The victims reported a total of approximately $100,000 in 
property loss. This case has been forwarded to the Detectives 
Bureau.

Duane Theodore (Ted) 
Dahinden, born in 1926 
in Middletown, New 
York, husband to Else 
and father to Eric and 
Donna, passed from this 
earth to the presence of 
God on Monday, July 
21, 2014. He joined the 
Navy during the latter 
part of World War ll serving as a radioman in the Pacific until VJ 
day. Following the war he earned two degrees from Indiana Tech in 
Fort Wayne. 

Following college, he began a career in aerospace as an engineer and 
also was commissioned in the US Navy Reserve. He served a full 
career, retiring as a Lieutenant Commander. He was part of several 
notable projects including the B-2 built by Northrop. He was an avid 
reader and always enjoyed a good debate. Ted was a bright light 
until the end and he will be greatly missed by family and friends 
from California to New York. 

He was preceded in death by his parents, Pearl and Theodore, and 
two brothers, Leigh and Garth. He is survived by his wife, Else, son 
Eric and his wife Sherry, and daughter Donna Schroeder and her 
husband Juergen. Also surviving him are two grandsons, Brian 
Dahinden and Ryan Burke, along with a great-granddaughter, Leila 
Rose Burke. 

There will be a memorial service held, at 2:00 p.m., Tuesday, July 29, 
2014 at Village Bible Church in Hot Springs Village and interment 
will be at Walkhill Cemetery in New York.

FRIENDS OF THE SIERRA MADRE LIBRARY, BEST 
USED BOOK SALE WILL BE HELD ON FRIDAY, 
AUGUST 1ST, FROM 3-7 P.M., AND SATURDAY, 
AUGUST 2ND, FROM 10 A.M. TO 2 P.M.

Featured will be BACK-TO-SCHOOL with school supplies: 
binders, paper, pens and book covers, dictionaries, thesauruses, and 
reference books. Included will be a complete set of the 2011 World 
Book encyclopedia and a complete set of the 2007 Encyclopedia 
Brittanica. Also, we will have many teacher resource books and 
materials ready to use in the classroom. In addition, there will be a 
complete set of “Annals of America” and a set of “The Encyclopedia 
of Science and Physical Science” suitable for classroom use.

Our table books include some wonderful art books, as well as 
beautiful cookbooks, history, sports and some great automobile 
books. Nearly new fiction titles include books by James Patterson, 
Clive Cussler and Harlan Coban.

Our Children’s/Young Adult collection in the basement features 
some beautiful books priced from $1.00-$5.00. In the parking lot, 
many Children’s/Young Adult titles can be found ranging in price 
from 25 cents - $1.50. In addition, the parking lot will have adult 
paperbacks for 25 cents each or 5/$1.00 and our popular “Bargain 
Books” for only $1.00! 

The sale will be held at the rear of the library located at 440 West 
Sierra Madre Blvd. Come early to stock up and save. Mark your 
calendars for The Best Used Book Sale on Friday, August 1st, from 
3-7p.m., and Saturday, August 2nd, from 10:00 a.m. to 2 p.m. 
sponsored by the Friends of the Sierra Madre Library. All proceeds 
benefit the programs and resources of the Sierra Madre Library. For
