PARKING LOTS TRADED FOR 
SHOPS/APARTMENTS?

With the opening of the Gold Line light rail line, station, and 
transit plaza across the street from 24 Hour Fitness at First 
Avenue and Santa Clara Street less than two years away, two 
major mixed-use development proposals for Downtown Arcadia 
will be proposed in public at City meetings this month.

The first has made its way through several iterations 
recommended by the City of Arcadia and was presented to the 
Planning Commission on Tuesday, Aug. 26 in the City Council 
Chambers, was open to the public:

Dorn Platz 57 Wheeler (at First Avenue, adjacent to 24 Hour 
Fitness): A 38-unit apartment building above 16,000 square feet 
of commercial retail space on the first level. The multi-story 
building would replace the parking lot and restaurant building 
just east of the Post Office (the short-lived Alejandro Alcondez 
restaurant; formerly the Arroyo restaurant and, before that, the 
Sawmill restaurant in the 1970s). A subterranean parking garage 
would offer 60 parking spaces, with easy access from the parking 
garage of the new building to the multi-level parking structure 
attached to 24 Hour Fitness, a property also owned by Dorn 
Platz. An open ÒplazaÓ with a walkway and seating between the 
new building and 24 Hour Fitness is part of the proposed design.

City officials say that in order to comply with dedicated parking 
spaces for the proposed development, the new project would be 
allowed to ÒborrowÓ 37 parking spaces from the CityÕs nearby 
parking lot behind the buildings on Huntington Drive during 
peak hours of 5-8 p.m.

The second project is at a much earlier concept stage and will be 
heard at a City Council Study Session at 6 p.m. Tuesday, Aug. 19, 
prior to the main City Council meeting at 7 p.m. City officials 
would first need to decide if they are open to the concept of 
developing the public parking lot at all. If so, they may choose 
to go with this developer or open it up for bidding to other 
developers. This is the first proposal for this land to make it to a 
presentation before the City Council:

Promenade on Wheeler: City parking lot conversion to 
apartment/retail complex: Matt Waken at MW Investment Group 
is proposing replacing most or all of the CityÕs huge parking lot 
(229 spaces) behind the buildings on Huntington Drive west 
of First Avenue and north to Wheeler with a minimum of 115 
ÒluxuryÓ apartments encompassing 92,000 square feet, starting 
at a size of 600 square feet in a four-story building with 7,000-
plus square feet of commercial space on the first-level. The City 
would lease the land to MW for 50-plus years. Developers, who 
have already built office buildings at nearby 488 E. Santa Clara 
St. and 233 N. First Ave., are hoping to also lease or purchase 
the adjacent parking lot owned by DennyÕs along Santa Anita 
Avenue (60 parking spaces), which would allow them to add 51 
additional apartment units in Phase 2 and more commercial 
space. The front side of the development would face Wheeler 
Avenue across the street from the Post Office. City officials say 
Wheeler would need to be widened and become more of a true 
street. Although the backside along the alleyway between Santa 
Anita and First Avenues is yet to be designed, Waken said it would 
be attractive and feature open public access to the courtyard and 
swimming pool and even a walk-through from the alleyway to 
Wheeler Ave. Waken says the existing parking spaces would 
be replaced with ground-level parking at a cost of $20,000 per 
space, while additional parking for the new development would 
be subterranean.

For the period of Sunday, August 24th, through Saturday, August 30th, the Police 
Department responded to 1,069 calls for service of which 142 required formal 
investigations. The following is a summary report of the major incidents handled 
by the Department during this period.

Sunday, August 24:

 Just before 12:22 a.m., an officer was dispatched to the 00 block of East 
Huntington Drive ian reference to an intoxicated driver who just left the 
location. Upon making contact with the 35-year-old White female driver, the 
officer detected a strong odor of alcohol emitting from her breath. During a 
search of the vehicle, the officer discovered the driver was in possession of a 
controlled substance and the passenger, a 48-year-old White male, was in 
possession of marijuana. Both subjects were arrested and transported to the 
Arcadia City Jail for booking. The vehicle was later released to the registered 
owner.

 At approximately 1:56 p.m., an officer responded to the 1200 block of Temple 
City Boulevard regarding a battery report. While arguing, the suspect, a 
21-year-old Hispanic male, violently ripped the victimÕs glasses from her face, 
causing a 3-inch abrasion to her cheek. The victimÕs mother discovered the 
injury and reported the incident. The suspect fled the location and was not 
located.

Monday, August 25:

 At about 6:36 a.m., an officer responded to a solo traffic collision in the 200 
block of West Foothill Boulevard. For unknown reasons, Party-1 swerved 
and collided with the north curb, two mailboxes, and a fire hydrant. No other 
vehicles were struck and no injuries were reported.

 At approximately 8:32 a.m., officers were dispatched to Santa Anita Inn, 
130 West Huntington Drive, in reference to burglary report. An unidentified 
White male was seen exiting a hotel room carrying two bags. When a witness 
confronted him about the items, he returned them and immediately left 
location in a Honda Civic. The loss was unknown at the time of the report.

Tuesday, August 26:

Around 11:58 a.m., officers responded to the 1000 block of North First Avenue 
regarding a female screaming for help. An investigation revealed three Asian 
males in their early 20Õs knocked on the front door, presented a handgun, and 
forced entry when the victim opened the door. A short time later, the suspects 
fled the location in a black Isuzu SUV and headed southbound on First Avenue. 
Officers conducted an area check, but were unable to locate the suspects. No 
property was taken and no victims were injured. 

 Just after 9:36 p.m., officers were dispatched to a residence in the 1000 block 
of Loma Verde Drive in regards to a burglary in progress. An investigation 
revealed unknown suspect(s) entered the location through an unlocked rear 
window and ransacked the home before being scared off by the residents. The 
suspect(s) were not seen by the residents and officers were unable to locate 
them. 

Wednesday, August 27:

 Around 00:25 a.m., an officer attempted to make contact with a subject in the 
parking lot of 7-Eleven, 1003 South Baldwin Avenue, for riding his bicycle on 
the sidewalk. When the officer ordered the 27-year-old Hispanic male to stop, 
he fled and returned a few minutes later. Ultimately, the subject was counseled 
and released with a warning. 

 Shortly after, the officer followed the subject as he walked in the 1000 block of 
South Baldwin Avenue and watched him remove a black trash bag from a bush. 
An investigation revealed he was in possession of drug paraphernalia. He was 
arrested and transported to the Arcadia City Jail for booking. 

At about 8:40 a.m., an officer responded to the 500 block of West Orange 
Grove Avenue regarding two suspicious subjects in the driveway of a residence. 
Upon arrival, the officer observed the subjects, a 33-year-old White female 
and a 38-year-old male of unknown race, rummaging through trash. An 
investigation revealed both subjects did not live there and had no permission to 
be on the property. The officer discovered the female subject was in possession 
of drug paraphernalia. She was cited in the field and released without incident. 

Thursday, August 28:

 At approximately 3:54 a.m., an officer was patrolling the area of Golden West 
Avenue and Fairview Avenue, and discovered a man asleep inside a parked 
vehicle. An investigation revealed the 31-year-old Chinese male was under 
the influence of an alcoholic beverage and unable to care for himself. He was 
arrested and transported to the Arcadia City Jail for booking. 

 Around 5:21 p.m., an officer was dispatched to Nordstrom and the Santa 
Anita Mall, 400 South Baldwin Avenue, in regards to a fraud report. A 24-year-
old Black male picked up a purchase, which was determined to be made on a 
fraudulent Nordstrom account. An investigation revealed he was in possession 
of fraudulent credit cards. He was arrested and transported to the Arcadia City 
Jail for booking. 

Friday, August 29: 

 Just after 7:55 p.m., an officer located a parked vehicle in the 100 block of 
West Duarte Road and noticed its windows were fogged. Upon contact with the 
vehicle, the officer discovered an adult male subject and male juvenile engaging 
in sexual acts. An investigation revealed the subjects met through an online 
dating website. The 30-year-old Hispanic male was arrested and transported to 
the Arcadia City Jail for booking. The juvenile was later released to his parents. 

 At about 9:52 p.m., officers were dispatched to an injury traffic collision in the 
area of Las Tunas Drive and Holly Avenue. The driver of a 2014 Honda Accord 
made an unsafe left turn and collided with the center median, subsequently 
hitting a tree. An investigation revealed the 32-year-old White male was under 
the influence with a blood alcohol content greater than 0.08 percent. He suffered 
a bloody nose and shortness of breath, but refused treatment. He was arrested 
and transported to the Arcadia City Jail for booking. 

Saturday, August 30:

 Just after 7:40 p.m., an officer conducted an enforcement stop on a vehicle for 
street racing in the area of Santa Anita Avenue and Duarte Road. The driver, a 
20-year-old Asian male, was arrested for Illegal Speed Contest and transported 
to the Arcadia City Jail for booking. His vehicle was impounded for 30 days. 

 At approximately 10:53 p.m., an officer working a sobriety checkpoint in the 
area of Santa Anita Avenue and St. Joseph Street made contact with the driver 
of a black Nissan Sentra. The driver explained his license was suspended and 
provided false information. An investigation revealed the 33-year-old Hispanic 
male was under the influence of drugs and had an outstanding no bail felony 
bench warrant. He was arrested and transported to the Arcadia City Jail for 
booking.

72-Hour Mental Evaluation

August 28 at 3:30 p.m., officers responded to a 
business in the 700 block of East Huntington 
regarding two male subjects fighting. Upon 
their arrival, they found one of the subjects 
involved was trying to restrain the other. One 
of the subjects appeared to have blood on him. 
Further investigation revealed the violent 
subject was a mentally ill son that was with his 
mother at the business. The son ran across the 
street to a Halloween store where he got fake 
blood and started putting it on his face and 
head. The other subject was trying to stop the 
son and he became violent and started to fight. 
The subject was taken to a hospital, where was 
held for a 72 Hour mental evaluation.

Traffic Collision / Driving Under the Influence 
Ð Suspect Arrested

On August 28 at 4:37 p.m., dispatch received 
a call from the victim of a traffic collision, 
stating he was just rear ended by another driver 
at Huntington and Magnolia. When the other 
party exited his vehicle, the victim could smell 
alcohol on the driverÕs breath. The driver went 
back inside his vehicle and fled the scene. The 
victim followed the vehicle until an officer 
arrived and stopped the vehicle at Baldwin in 
Arcadia. After further investigation, the driver 
was arrested for hit and run and driving under 
the influence of alcohol.

Shoplifting / No-Bail Warrants

On August 28 at 10:18 p.m., officers responded 
to a business in the 1600 block of South 
Mountain regarding a female who had been 
denied a merchandise return and had concealed 
merchandise on her person. She was detained 
and was found to have two no-bail warrants for 
possession of stolen property. She was arrested 
and taken into custody.

Vandalism / Graffiti Bounty Awarded to 
Witness Ð Suspect Arrested

On August 28 at 11:59 p.m., a witness called 
police to report two male subjects, about 16 
to 18 years old, vandalizing the stop sign on 
the northwest corner of Lime and Jasmine. 
Officers arrived and detained the two subjects. 
They were positively identified by the witness 
and arrested; they were later released to their 
parents. The witness who reported the crime 
that led to the arrest of the suspects received 
$100.00 from the Police DepartmentÕs Stop 
Graffiti Bounty Program for reporting the 
crime.

Utility Problem

On August 29 at 12:25 p.m., officers responded 
to the 400 block of Los Angeles regarding 
possible downed wires. A short time later, 
numerous signals on Huntington and Foothill 
from Shamrock to Fifth started going out. The 
power also went out in several residential areas. 
The power continued to go out throughout the 
afternoon. Edison sent out crews and eventually 
fixed the problem.

Criminal Threats Ð Suspect Arrested

On August 29 at 5:41 p.m., a female victim and 
her friend ran into the police lobby stating her 
ex-boyfriend was following her and threatened 
to kill her and others. When officers ran out to 
the lobby, the suspect fled in his vehicle at a high 
rate of speed. He drove northbound on Ivy and 
failed to stop for two stop signs. The Foothill 
Air Support helicopter was called for assistance. 
An officer located the suspect vehicle in the 
area of Foothill and Mountain, and conducted 
a high-risk stop. Further investigation revealed 
the victim had a restraining order against the 
boyfriend because he threatened to kill her 
prior to this incident. The suspect was taken 
into custody for criminal threats.

Theft From a Vehicle

On September 2 at 2:27 a.m., police received a 
call from a witness reporting two male subjects 
running from a vehicle in the 600 block of West 
Colorado. The vehicle had its doors and trunk 
open and the subjects were wearing masks. The 
witness gave a suspect vehicle description, a 
white Chevrolet Cavalier, but the vehicle was 
not located. Officers conducted an area search 
and contacted the witness and then the victim. 
A few items were missing from the interior of 
the vehicle. There was no sign of forced entry. 
The investigation is continuing.
