About the City of Arcadia

Nestled in the foothills of the San Gabriel Mountains, Arcadia is an 11.38 square mile community 
with a population of just over 56,000. Located approximately 20 miles east of downtown Los Angeles,

For the period of Sunday, February 7th, through Saturday, 
February 13th, the Police Department responded to 1,128 calls 
for service of which 155 required formal investigations. The 
following is a summary report of the major incidents handled by 
the Department during this period.

Sunday, February 7:

1. Just after 1:50 a.m., an officer conducted an enforcement 
stop on a vehicle in the area of Huntington Drive and 
Centennial Way. A search of the vehicle revealed the driver 
was in possession of Alprazolam pills without a prescription. 
She was arrested for Possession of a Controlled Substance and 
transported to the Arcadia City Jail for booking. 

 2. At approximately 4:58 p.m., an officer responded to 
the 100 block of South First Avenue regarding an activation 
of an Arcadia Police Department GPS tracker located inside 
a package. Arcadia PD detectives had previously deployed 
decoy packages containing bait property and tracking devices 
to combat the increase in package thefts from residential areas. 

 Shortly after, the officer conducted a traffic stop on the 
suspect vehicle in the 100 block of 5th Avenue. An investigation 
revealed the driver, a 31-year-old female from Monrovia, 
was in possession of the stolen package, property valued at 
$1,800, and tracking device inside her vehicle. She was also 
in possession of a package that she stole from a residence in 
Monrovia. She was arrested and transported to the Arcadia 
City Jail for booking. 

Monday, February 8:

3. At about 1:33 a.m., an officer conducted a traffic stop on a 
vehicle in the area of Camino Real Avenue and Santa Anita 
Avenue for speeding and illegal window tint. The officer 
discovered the driver had a suspended license and was in 
possession of methamphetamine, drug paraphernalia, and 
burglary tools. The 39-year-old male from La Puente was 
arrested and transported to the Arcadia City Jail for booking. 

 4. At approximately 6:49 a.m., an officer conducted 
an enforcement stop on a vehicle in the area of Baldwin 
Avenue and Las Tunas Drive for having paper license plates. 
He discovered the driver, a 50-year-old male from San 
Bernardino, had expired registration and no insurance. A 
search of the vehicle revealed he was in possession of cocaine 
and methamphetamine. He was arrested, transported to the 
Arcadia City Jail for booking, and his vehicle was impounded. 

 5. Around 5:55 p.m., an officer was dispatched to the 
Westfield Shopping Town, 400 South Baldwin Avenue, 
regarding an activation of an Arcadia Police Department GPS 
tracker located on a bicycle near the Arcade entrance of the 
mall. Arcadia PD detectives had previously deployed decoy 
bicycles containing tracking devices to combat the increase in 
bicycle thefts in this area. 

 Shortly after, the officer conducted an enforcement stop on 
the bicyclist, a 40-year-old male from Pasadena, in the area of 
Huntington Drive and Old Ranch Road. He provided false 
name information, however a records check revealed he had 
an outstanding misdemeanor warrant out of Pasadena. He was 
arrested and transported to the Arcadia City Jail for booking. 

Tuesday, February 9:

6. Just after 5:20 p.m., officers responded to Arcadia Medical 
Pharmacy, 612 West Duarte Road, regarding a burglary alarm 
activation. Video surveillance revealed three male suspects 
forced entry by smashing a glass window and fled the location 
with two trash cans filled with medications. The suspects 
appeared to be possibly Black, slender build, wearing gloves, 
dark colored pants, and dark colored jackets with the hoods 
over their faces. The suspects fled in an unknown type of vehicle. 

 At about 6:12 a.m., officers responded to Sunny Bay 
Pharmacy, 450 East Huntington Drive, regarding a burglary 
alarm activation. The suspects forced entry by smashing the 
front glass door and fled with two trash cans filled with various 
pharmaceuticals, money, and checks. Video surveillance 
revealed there were three suspects, which appeared to be the 
same suspects that were recorded in the above incident. 

 These two incidents are believed to be related to another 
commercial burglary of a pharmacy in Monrovia, which 
occurred within a short time frame and distance from the 
locations in Arcadia.

 7. Shortly after 12:15 p.m., an officer was dispatched to the 
2000 block of Lenta Lane regarding an activation of an Arcadia 
Police Department GPS tracker located inside a package. The 
officer conducted an enforcement stop on the suspect vehicle 
and discovered the driver, a 55-year-old male from Covina, 
was in possession of the stolen package, property valued at 
approximately $1,500, and the tracking device. A records 
check also revealed he had expired registration and was on 
probation. He was arrested and transported to the Arcadia 
City Jail for booking. 

 8. Around 9:09 p.m., an officer responded to Long Dragon 
Realty, 2633 South Baldwin Avenue, in regards to a welfare 
check. The officer discovered a 10-year-old boy lying on the 
ground with blankets and a bag of clothing. He explained that 
his mother instructed him to sleep there overnight and would 
come back for him the next day. The boy led the officer to his 
residence in Temple City, but the mother was not located. A 
report was filed with the Department of Children and Family 
Services and the juvenile was transported to the LA County 
Children’s Welcome Center. 

 Detectives located the 43-year-old mother the following 
day. She was arrested for Willful Cruelty to a Child and 
transported to the Arcadia City Jail for booking. 

Wednesday, February 10:

9. Just after midnight, an officer was patrolling the area of 
Fifth Avenue and Huntington Drive, and made consensual 
contact with a male subject riding his skateboard. A search of 
the subject revealed he was in possession of a glass smoking 
pipe. The 22-year-old male from Monrovia was arrested and 
transported to the Arcadia City Jail for booking. 

 10. At approximately 3:00 p.m., an officer conducted an 
enforcement stop on two bicyclists riding their bicycles on 
the wrong side of the roadway in the 300 block of Huntington 
Drive. An investigation revealed one of the subjects, a 30-year-
old male from Monrovia, had an outstanding misdemeanor 
warrant. He was arrested and transported to the Arcadia City 
Jail for booking. The other subject, a 49-year-old male from 
Monrovia, was in possession of methamphetamine and 
marijuana. Due to his medical conditions, he was cited and 
released in the field without incident.

Thursday, February 11:

11. At about 2:48 p.m., an officer conducted a traffic stop on a 
vehicle on Orange Grove Avenue at Lima Avenue for illegally 
tinted windows and a warrant attached to the license plate. As 
the officer approached the vehicle on foot, the vehicle sped away 
at a high rate of speed eastbound on Orange Grove Avenue. The 
vehicle came to a stop at Highland Place and Scenic Drive where 
the driver exited the vehicle and fled on foot. Officers conducted 
an area check, but the suspect was not located. 

 A records check revealed the registered owner of the vehicle 
had a no bail warrant and a misdemeanor warrant for his 
arrest. The suspect’s physical description matched that of the 
registered owner’s. He is described as a 32-year-old Hispanic 
male with from El Monte. The suspect remains outstanding. 

 12. Just after 7:35 p.m., an officer was dispatched to the 
Arcadia Public Library, 20 West Duarte Road, regarding an 
attempted robbery that just occurred. The victim explained 
an unknown suspect, described as a White or Hispanic 
male, about 20-years-old, wearing a black hooded sweatshirt, 
approached him with a folding knife and demanded money. 
After the victim explained he did not have money and began 
screaming, the suspect jumped into an awaiting vehicle 
described as a black 4-door sedan. The victim recorded the 
license plate as the vehicle fled. A records check of the license 
plate returned to a local address. 

 A short time after, officers located the vehicle parked at a 
residence in the 100 block of Bonita Avenue. Two subjects then 
entered the vehicle and were observed leaving the location. 
Subsequently, officers conducted a traffic stop and saw in 
plain view a black hooded sweatshirt and a pair of scissors in 
the backseat. An investigation revealed the 22-year-old male 
from Temple City thought it would be fun to scare someone. 
The suspect and his friend who drove the suspect vehicle, a 
17-year-old female from Arcadia, were arrested for Attempted 
Robbery and transported to the Arcadia City Jail for booking. 
The juvenile was later cited and released to her mother. 

YOUTH ADVISORY COUNCIL OPENINGS

The Arcadia City Clerk’s Office is currently accepting applications from individuals who would like 
to serve on the Youth Advisory Council. The Youth Advisory Council consists of seven (7) members 
appointed by the City Council. Of the seven (7) members, four (4) must be current high school students 
and three (3) middle school students at the time of appointment. All members must be under the age of 
eighteen (18) at the time of appointment and reside in the City of Arcadia. The Youth Advisory Council 
will act in an advisory capacity to the City Council on matters pertaining to the youth population of the 
community. All Arcadia Boards and Commissions serve without compensation.

 Anyone with an interest in serving may pick up an application from the City Clerk’s Office, City Hall, 
240 W. Huntington Drive or print one off the City’s website at www.ArcadiaCA.gov. Applications 
must be submitted to the City Clerk’s office on or before the close of business on Monday, May 23, 
2016. Appointments are expected to be made at the Tuesday, June 21, 2016, City Council Meeting.

will present a Meet the Candidates Forum 
featuring the candidates running for City Council 
in the March/April ballot-by-mail election.

 As he has done for a decade, Arcadia Chamber 
CEO Scott Hettrick will moderate the Forum 
at the Arcadia Public Library’s Cay Mortenson 
Auditorium at 7 p.m. on Wednesday, Feb. 24.,

SIDEWALK CONDITION SURVEY TO BEGIN THIS 
WEEK IN THE SOUTHWEST AND SOUTHEAST 
SECTIONS OF THE MONROVIA RENEWAL PROJECT

Domestic Violence February 11 at 1:04 p.m., a female 
subject came into the police department lobby to report a 
domestic violence incident. The father of her two children 
had come to her residence in the 300 block of West Walnut 
earlier. While there, they began to argue and he pushed 
and slapped her repeatedly. He left the location and she 
came to the police department to report the incident. The 
victim had visible injuries. The assigned officer contacted 
the male subject by telephone, but he was uncooperative 
and would not come to the police department or speak 
about the incident. The subject was entered into the law 
enforcement wanted person system as a possible suspect 
in the domestic violence incident. The investigation is 
continuing. 

Residential Burglary February 12 at 6:20 p.m., a 
resident in the 400 block of Bradbury called police 
to report her home had been burglarized. She left the 
home at 8:00 a.m. and returned at 5:30 p.m. to find the 
house ransacked and jewelry missing. The suspects 
broke a window next to the front door to gain entry. 
The investigation is continuing. 

Missing Juvenile Located/No-Bail Warrant – Suspect 
Arrested February 12 at 9:19 p.m., an officer conducted 
a traffic stop on a vehicle at Myrtle and Longden for a 
vehicle code violation. A computer check of the driver 
revealed he was a juvenile runaway, unlicensed, and he 
had a no-bail warrant for his arrest. He was arrested and 
taken into custody. 

Driving Under the Influence – Suspect Arrested 
February 12 at 9:23 p.m., a caller reported a possible 
drunk driver in the area of Foothill and Alta Vista. The 
driver was reportedly driving down the center of the two 
lane roadway. An officer on patrol located the vehicle 
making a slow wide turn and stopped the vehicle at Fifth 
and Foothill for vehicle code violations. The driver was 
determined to be driving under the influence and was 
arrested and taken into custody. 

Driving Under the Influence – Suspect Arrested February 
13 at 2:04 a.m., an officer on patrol observed a vehicle 
traveling south in the 800 block of South Myrtle. The 
vehicle approached the intersection of Myrtle and 
Chestnut and entered the left turn bay. The vehicle 
continued through the left turn bay and onto the wrong 
side of the road. The vehicle swerved to the right and into 
the number one lane of south bound Myrtle. The officer 
conducted a traffic stop on the vehicle at Myrtle and 
Huntington for the vehicle code violations. The driver was 
determined to be intoxicated. He was arrested for driving 
under the influence of alcohol. 

Transportation and Possession of a Controlled Substance 
for Sales/No-Bail Warrant – Suspect Arrested February 
13 at 4:15 a.m., officers responded to the area of California 
and Lime on the report of a motorcycle racing around the 
area. The officer arrived and saw the motorcycle traveling 
at a high rate of speed on Shamrock. The driver then 
pulled into a gas station. The officer conducted a traffic 
stop for the vehicle code violation. The subject told the 
officer that he had warrants for his arrest. A computer 
check revealed two no-bail warrants. The subject then told 
the officer he had methamphetamine in his pocket. The 
subject was arrested for his warrant and for transportation 
and possession of narcotics for sales. 

Domestic Violence – Suspect Arrested February 13 at 4:20 
p.m., officers responded to a home in the 1800 block of 
South Alta Vista regarding a physical altercation between 
a male and female subject. During an argument, the 
female scratched the male on his neck and body, causing 
visible injuries. The female suspect was arrested for 
domestic violence and taken into custody. 

Vandalism February 13 at 10:16 p.m., a resident in the 400 
block of East Walnut reported an incident of vandalism. 
The victim is in the process of moving into the residence 
and discovered several windows and some furniture that 
was damaged. The investigation is continuing. 

Warrant – Suspect Arrested February 13 at 11:14 p.m., 
an officer stopped a bicyclist at Olive and Canyon for a 
vehicle code violation. A computer check of the subject 
revealed he had an oustanding warrant. He was arrested 
for the warrant. 

Public Intoxication – Suspect Arrest February 14 at 3:20 
a.m., officers on patrol discovered a subject passed out 
inside a vehicle at Violet and Palm. The officers contacted 
the subject and determined he was too intoxicated to care 
for himself. He was arrested for public intoxication and 
held for sobering. 

Vehicle Burglary February 15 at 7:46 a.m., a vehicle 
burglary was reported in the 600 block of Norumbega. 
The victim parked their vehicle on the street. Sometime 
overnight, the suspect broke the driver side window and 
took a faucet and some coins from inside the vehicle. 

Vehicle Burglary February 15 at 11:02 a.m., a vehicle 
burglary was reported in the 300 block of West Scenic. 
The victim’s vehicle was parked on the street. The suspect 
forced open a rear window to gain entry into the Cadillac 
Escalade and stole the two rear seats from the vehicle. The 
investigation is continuing. 

Mail Tampering February 15 at 11:10 a.m., a resident 
in the 00 block of Hidden Valley put three checks in his 
mailbox for outgoing mail and went for a walk. When 
he returned approximately one hour later, he found the 
mail missing. He knew the mailman had not picked 
up the mail, because it is a holiday. The investigation is 
continuing. 

Crews from Precision Concrete Cutting will 
begin conducting a sidewalk condition survey 
this week in the Southwest and Southeast areas 
of the Monrovia Renewal Project. The Southwest 
and Southeast areas are bordered to the north 
by Colorado Boulevard, the south by the I-210 
Freeway, and the east and west by the City 
boundaries. Crews will be walking the street or 
riding on Segway’s to evaluate approximately 
55 miles of sidewalks in the two project section. 
While conducting the evaluation, the personnel 
will be documenting and creating an inventory of 
all areas in need of repair. 

 Of particular note, the crews will be working in the 
areas on Monday – Saturday, and the overall survey 
work should take around four weeks to complete. 
There will be no noise or impacts to the sidewalks 
associated with this work, and all of the data that 
is collected – which will include measurements, 
photographs, GPS coordinates, and a description 
of the damage or hazard – will be compiled into a 
comprehensive report and provided to the City. 
The report will contain detailed information about 
whether portions of the sidewalk can be repaired 
or need to be replaced, and will also feature cost 
estimates for all necessary work. Engineering staff 
will then utilize this information to further update 
our construction design plans associated with 
the Monrovia Renewal Project. Also of note, the 
attached flyer will be provided by the contractor to 
anyone in the area who has inquiries regarding their 
activity.

POLICE DEPARTMENT SET TO IMPLEMENT TRAINING 
PROGRAM TO BETTER PREPARE FOR DEALING WITH 
THE MENTALLY ILL

In an effort to provide our Police Department 
personnel with better tools to deal with those 
suffering from a mental illness, Chief Hunt has 
developed a new four-hour training program 
that our police officers will be participating in on 
March 9, 2016, and March 11, 2016. The training 
program has been very thoughtfully designed and 
developed, and will feature trained professionals 
that will provide our law enforcement personnel 
with details and techniques to better address and 
interact those who are mentally ill. As part of the 
training regimen, the following topics will be 
covered:

- Discussion regarding the various types of mental 
illness 

- Education to dispel myths about mental illness 

- Lessons regarding the causes of various mental 
illnesses 

- Identification techniques for symptoms related to 
bi-polar, schizophrenia, and PTSD mental illness 

- Techniques to de-escalate encounters with those 
that are mentally ill 

- Training on compassionate policing techniques 
related to those that are mentally ill 

- Engaging in a question / answer session with an 
individual who has mental illness 

- Participating in role playing scenarios involving 
subjects with mental illness
