ARCADIA POLICE BLOTTER

For the period of Sunday, April 24th, through 
Saturday, April 30th, the Police Department 
responded to 952 calls for service of which 145 
required formal investigations. The following is a 
summary report of the major incidents handled by 
the Department during this period.

Sunday, April 24:

1. Just after 4:38 p.m., an officer conducted an 
enforcement stop near the intersection of Baldwin 
Avenue and Huntington Drive for expired 
registration. While talking to the driver, the officer 
noticed a pry bar that had been reshaped into a 
weapon inside of the vehicle. The 28-year-old male 
from Monrovia was arrested and transported to the 
Arcadia City Jail for booking.

2. Around 8:15 p.m., an officer responded to 
7-Eleven, 1003 South Baldwin Avenue, regarding 
an activation of an Arcadia Police Department 
GPS tracker. Arcadia PD detectives had previously 
deployed decoy bait bicycles to combat the increase 
in bike thefts throughout the city. The officer 
discovered a 24-year-old male from Pasadena was in 
possession of the stolen bicycle. He was arrested and 
transported to the Arcadia City Jail for booking.

Monday, April 25:

3. At about 4:47 a.m., an officer responded to Blend 
It Healthy, 411 East Huntington Drive, regarding 
a commercial burglary report. An investigation 
revealed an unidentified suspect smashed the front 
glass door, looked at the register, and fled westbound 
empty handed. 

The suspect concealed himself with a hooded 
sweatshirt. The investigation is ongoing.

4. At approximately 1:35 p.m., an officer responded 
to the Arcadia Police Department front counter 
regarding a battery that occurred at the Arcadia Blues 
Club, 16 East Huntington Drive. An investigation 
revealed the male suspect punched the victim in the 
face three times during a dispute.

The suspect is described as a white male, in his late 
forties, 5’8” tall, and approximately 220 pounds. The 
investigation is ongoing.

Tuesday, April 26:

5. Around 8:13 a.m., an officer responded to the 
000 block of East Lemon Avenue regarding a theft 
from vehicle report. The officer determined an 
unknown suspect entered the vehicle through an 
unlocked door and stole the victim’s registration 
and insurance cards. No suspects were seen and no 
witnesses were located.

6. Just after 7:46 p.m., an officer responded to a 
residence in the 100 block of California Street 
regarding a male subject loitering in the area. The 
officer located the man and a records check revealed 
he was on parole. The officer noticed the 26-year-
old male from Arcadia was under the influence of an 
alcoholic beverage, which is a violation of his parole. 
He also admitted to taking methadone, which is 
another violation of his parole. A parole compliance 
check of the suspect’s residence revealed alcohol and 
drug paraphernalia. He was arrested and transported 
to the Arcadia City Jail for booking. 

Wednesday, April 27:

7. Shortly after 3:04 a.m., an officer responded 
to Drive-In Liquor, 10 East Huntington Drive, 
regarding an audible alarm activation. Surveillance 
footage revealed an unknown suspect forced open 
the rear door and fled the location when they could 
not bypass the metal security door. No loss was 
reported. The investigation is ongoing.

8. At about 1:46 p.m., an officer responded to the 
intersection of Santa Anita Avenue and Sierra 
Madre Boulevard regarding a sexual battery 
report. The victim stated an unknown male suspect 
inappropriately touched her buttock while she was 
waiting for the bus. The 62-year-old male from Los 
Angeles was located, arrested, and transported to the 
Arcadia City Jail for booking.

Friday, April 29: 

9. At about 2:18 a.m., an officer patrolling the 400 
block of East Huntington Drive witnessed a red 
compact car traveling in excess of 70 miles per 
hour in a posted 30 mile per hour zone. The officer 
attempted to conduct a traffic stop, however the 
suspect driver increased his speed and a pursuit 
ensued. A witness directed officers to a nearby 
gas station where the suspect and his vehicle were 
located. The 22-year-old male from Glendora was 
arrested and transported to the Arcadia City Jail for 
booking. The vehicle was impounded for 30 days.

10. Just after 4:27 a.m., an officer responded to Pho 
Ha Vietnamese Restaurant, 411 East Huntington 
Drive, regarding an activation of an Arcadia Police 
Department GPS tracker. An investigation revealed 
a 53-year-old male from Monrovia took the bicycle 
and fled the scene. He was located with the bicycle, 
arrested, and transported to the Arcadia City Jail for 
booking.

11. At approximately 11:07 a.m., officers received a 
license plate reader notification of a stolen vehicle 
in the area of Santa Anita Avenue and Colorado 
Boulevard. Officers followed the vehicle into a 
parking lot at 1 West Duarte Road. The driver 
was contacted and found to be driving a stolen 
vehicle with an expired license and an outstanding 
misdemeanor warrant. The 47-year-old male from 
Pasadena was arrested and transported to the 
Arcadia City Jail for booking.


Chairman Jack Orwell presented Tim Schwehr 
(above) with the Arcadia Chamber of Commerce 
drinking glass and inserted with a quick 
conjecture -”take that to the new microbrewery.” 
Referring to the before mentioned commercial 
development on St. Joseph Street, attendees at 
the monthly Government Affairs Forum (May 
5th) were also exclusively updated regarding 
expansion to be expected within the subsequent 
five years. Arcadia circa 2020 thus came alive 
with the informative preview from Economic 
Development Analyst Tim Schwehr who 
provided the prospective details on the various 
districts. The momentum of modernization 
certainly has no yield for the burgeoning city.

Tim, AICP, has been established with the City 
of Arcadia since 2008 and currently oversees 
the efforts to attract new businesses and to aid 
existing businesses find further success. As a 
liaison to the business community, he is the 
well-received professional problem-solver.

The six various commercial districts, including 
Westfield Santa Anita and Santa Anita Park, 
can anticipate modernization and renovation 
developments that will further elevate Arcadia 
into the structured future. The Downtown 
District will continue to promote further 
expansion and new opportunity.

Westfield Santa Anita and Santa Anita Park are 
changing focus. Upscale, boutique restaurants 
are to be added in Westfield to mitigate 
the revolution in the retail industry and to 
expand the experience of visiting shoppers. 
Santa Anita Park harkens to their roots with 
an outlook on racing as well as plans for 
considerably developing their surface parking 
for commercial usage. The Downtown District 
will be symbolized by the impressive Rusnak-
Mercedes Benz international showroom with 
additional mixed use zoning projects. Notably, 
the Seabiscuit Hotel development on 130 W. 
Huntington Dr. is to juxtapose a residential 
condominium, transforming the location of the 
Santa Anita Inn across from the Santa Anita 
Race Track. The reuse and remodel of existing 
structures aligned with the Metro Gold Line, 
such as the Mt. Lowe Microbrewery on 150 St. 
Joseph St. will feature an industrial patio scene. 
Restaurants and gastropubs can be further 
expected to dot Huntington Dr. and First Ave. 
with the anticipation of retail stores following 
after.

The next Government Affairs Forum on June 2nd 
at 8 a.m. will feature Arcadia PD Community 
Affairs Liaison Steve Delgadillo before the July/
August summer intermission.

The public is invited at 8 a.m. on the first 
Thursday of each month to hear informative 
presentations at the monthly Government 
Affairs Forum led by Chairman Jack Orswell 
from Orswell & Kasman, Inc. Environmental 
Assessments & Consulting. The Forums are held 
at the Chamber office at 388 W. Huntington 
Drive in Arcadia in the Chamber’s conference

JEREMY SANCHEZ SELECTED AS 

NEW FIRE DIVISION CHIEF


Following are the weekend’s highlighted issues and events.

Vehicle Burglary April 28 at 1:02 p.m., an officer responded 
to the 300 block of W. Maple regarding a vehicle burglary. 
A witness heard the sound of a window shattering. The 
witness saw a heavy-set, male Hispanic, 20-40 years old, 
reach in through the shattered window of a parked vehicle. 
A white, newer-model truck with no plates pulled up next to 
the male, blocking the view, so the witness could not see if he 
took anything from the vehicle. The male suspect entered the 
passenger side of the truck and they fled west on Maple, then 
north on Mayflower, out of sight. Officers searched the area 
for the truck, but were unable to locate it. The victim arrived 
and told officers her makeup bag was stolen from the driver’s 
seat of the vehicle. The investigation is continuing. 

Domestic Violence – Suspect Arrested April 29 at 5:32 a.m., 
officers were dispatched to the report of a male and female 
involved in an argument, which had escalated and become 
physical. Officers arrived and interviewed the subjects. They 
determined the male subject had physically injured the 
female and was the primary aggressor. The male subject was 
arrested for domestic violence. The female was advised of her 
rights and available assistance. 

Vehicle Vandalism April 29 at 7:25 p.m., a vehicle vandalism 
was reported at a business parking lot in the 300 block of W. 
Huntington. The victim was inside the business shopping 
and upon exiting the store, he observed the suspect key 
his vehicle. The suspect is a former roommate the victim 
had evicted several months prior. The victim believes the 
suspect is now homeless. The suspect was not located. The 
investigation is continuing. 

Non-Injury Traffic Collision April 29 at 8:40 p.m., the 
Foothill Air Support Team helicopter observed a vehicle 
that was traveling at a high rate of speed lose control at the 
intersection of El Nido and Hillcrest and it landed in the front 
yards of two properties. Officers responded and located the 
vehicle and the driver. The driver said he was traveling 40 to 
50 miles per hour, heading east on Hillcrest. When he passed 
El Nido, he lost control and went airborne. He landed onto 
two properties in their front yards. Police received several calls 
from residents who heard the accident. No one was injured. 

Driving Under the Influence of Alcohol – Suspect Arrested 
April 30 at 2:25 a.m., an officer observed a vehicle drive 
through a stop sign at the intersection of Magnolia and 
Evergreen. He conducted a traffic stop and discovered the 
driver had been drinking. After performing field sobriety 
tests, the driver was arrested for driving under the influence 
of alcohol and held for a sobering period. 

Shoplifting – Suspects Arrested April 30 at 12:38 p.m., 
officers responded to a business in the 1600 block of S. 
Mountain regarding a theft of tools that just occurred. The 
two adult, male suspects were detained by officers, driving 
away from the scene in a white Chevrolet Tahoe. The tools 
were recovered and returned to the store. The two suspects 
were arrested and taken into custody. 

Family Disturbance / Drunk in Public – Suspect Arrested 
May 1 at 12:25 a.m., officers were called to a residence in the 
900 block of S. Mayflower where a family was involved in a 
verbal argument. One of the subjects had left prior to police 
arriving, but she was located on an adjacent street talking 
on her cell phone. The subject was found to be extremely 
intoxicated and unable to care for herself. She was arrested 
for being drunk in public and held for a sobering period.

Federal Warrant – Suspect Arrested May 2 at 9:00 p.m., 
officers stopped a vehicle at Myrtle and Camino Real for 
a vehicle code violation. A computer check on the driver 
revealed he had a no-bail, federal warrant for his arrest for 
violation of his federal probation. He was arrested and taken 
into custody. 

Domestic Violence – Suspect Arrested May 3 at 10:48 a.m., 
officers responded to an apartment complex in the 1000 
block of Royal Oaks regarding a domestic dispute. When 
officers arrived, they knocked on the front door, but no one 
answered the door. Officers located an open rear door and 
made entry into the residence. They located a female subject 
in a rear bedroom and found she had physical injuries. The 
male suspect had fled. While the officers were interviewing 
the victim, the male suspect returned by jumping over the 
rear fence. He was detained by the officers and arrested for 
domestic violence. 

Threatening Phone Calls / Phone Scam Investigation May 
3 at 7:03 p.m., an officer was dispatched to a residence in the 
500 block of Terrado. The victims are an older couple who 
received a phone call from a suspect identifying himself as 
a representative of Publisher’s Clearing House. The male 
suspect on the phone told them they had won $2.5 million 
dollars. The suspect told the victims they would only have 
to mail him $399 by money order. The couple realized the 
phone call was a scam and told the suspect they were not 
interested. The suspect called back several times that day. The 
next day, the suspect called again and threatened the couple, 
stating he was going to do them bodily harm if they didn’t 
send the money. The investigation is ongoing. 

Public Intoxication – Suspect Arrested May 3 at 4:00 p.m., 
police dispatch received a call reporting a man and woman 
yelling, possibly fighting, near the wash north of Duarte. 
Officers arrived and saw a male subject, who began jumping 
fences to get away from the officers. The subject was eventually 
detained running through an apartment complex in the 800 
block of W. Duarte. He was determined to be intoxicated 
and had numerous abrasions and scratches from jumping 
the fences. The officers called paramedics to have the subject 
checked. After he was given first aid by paramedics, he was 
arrested for being intoxicated in public. 

Shoplifting – Suspect Arrested May 4 at 9:50 p.m., an officer 
was dispatched to a business in the 100 block of W. Foothill 
on the report of a shoplifting suspect in custody. The store 
loss prevention officer made a private persons arrest of the 
male suspect. The suspect was arrested and received a citation 
to appear in court on the charges. 

Public Intoxication – Suspect Arrested May 4 at 11:04 p.m., 
officers responded to the area of Foothill and Myrtle on the report 
of a disturbing male subject yelling as he walked down the street. 
Officers located and detained the subject, who was determined 
to be intoxicated and too impaired to care for himself. He was 
arrested for public intoxication and held for sobering. 

After a thorough and competitive recruitment 
process, we have selected Jeremy Sanchez as our 
newest Fire Division Chief. During the assessment 
process, Jeremy not only demonstrated an aptitude 
for all of the technical qualifications needed to serve 
in the Division Chief role, he also demonstrated 
a commitment to our organizational values, 
and we are confident that Jeremy will serve as a 
tremendous leader for both the Fire Department 
and for the City.

 Jeremy is currently transitioning out of his 
current assignments and into his new role as 
the A-shift Division Chief. In that capacity, he 
will be overseeing emergency preparedness, 
policies, technology, volunteer services, and brush 
clearance. 

SPECIAL MEETING OF THE HISTORIC 
PRESERVATION COMMISSION TO CONSIDER THE 
HISTORIC SANTA FE DEPOT REHABILITATION PLAN 
SCHEDULED FOR MAY 9, 2016, AT 7:00 P.M.

 As you may recall, the Historical Preservation 
Commission (HPC) created the Depot 
Subcommittee a few months ago to interface with 
the Daylight Limited, LLC, development team 
regarding the rehabilitation of the City’s Historic 
Santa Fe Depot building at Station Square. Since 
that time, the Depot Subcommittee has met with 
both staff and the development team to assess the 
proposed scope of the rehabilitation project, and 
those discussions have been positive, collaborative, 
and productive. 

 Based on the work that has been complete to date, 
we are excited to share that the Daylight Limited, 
LLC, development team last week submitted an 
application for the full HPC to consider approval of a 
Certificate of Appropriateness to authorize the scope 
of the rehabilitative work to be done at the Historic 
Santa Fe Depot. Given the submittal, the HPC will 
be convening a Special Meeting on Monday, May 9, 
2016, at 7:00 p.m. to review the application. 

 This is an exciting step forward in the process to 
renovate and restore the Historic Santa Fe Depot, and 
we will be certain to keep everyone apprised of our 
progress moving forward!
