CITY OF ARCADIA - SUMMER CONCERT &
MOVIES IN THE PARK SERIES!
ARCADIA POLICE BLOTTER
For the period of Sunday, May 15th, through Saturday,
May 21st, the Police Department responded to 889 calls
for service of which 145 required formal investigations.
The following is a summary report of the major incidents
handled by the Department during this period.
Sunday, May 15:
At approximately 6:24 a.m., an officer responded to
Peacock Liquor, 419 South First Avenue, regarding
an activation of an Arcadia Police Department GPS
tracker. Arcadia PD detectives had previously deployed
decoy bicycles containing tracking devices to combat
the increase in bicycle thefts around the city. An
investigation revealed a 41-year-old male from Arcadia
took the bicycle and fled the scene. He was located with
the bicycle, arrested and transported to the Arcadia City
Jail for booking.
Around 9:46 p.m., an officer responded to the intersection
of Huntington Drive and Centennial Way regarding a
two car traffic collision. Upon contacting Party 1, the
officer detected a strong odor of alcohol emitting from
the driver. Through a series of tests, the officer determined
the 20-year-old male from Montebello was driving under
the influence of an alcoholic beverage. The suspect was
arrested and transported to the Arcadia City Jail for
booking.
Monday, May 16:
At approximately 3:49 a.m., an officer was dispatched to
the area of First Avenue and Duarte Road regarding an
activation of an Arcadia Police Department GPS bicycle
tracker. An investigation revealed a 39-year-old male
from Arcadia took the bicycle and fled the scene. He was
located with the bicycle inside his vehicle, arrested and
transported to the Arcadia City Jail for booking.
At about 7:17 a.m., an officer initiated a traffic stop on a
vehicle in the area of Santa Anita Avenue and Newman
Avenue for false display of registration. An investigation
confirmed the registration was in fact expired despite the
2016 tag displayed on the rear license plate. The driver, a
28-year-old male from Covina, also failed to provide proof
of insurance. He was cited and released in the field and his
vehicle was impounded.
Tuesday, May 17:
5. At about 6:57 a.m., an officer initiated a traffic stop on
a vehicle in the area of Santa Anita Avenue and Newman
Avenue for speeding. An investigation revealed the driver
lied to the officer about his identity and was driving with
a suspended license. He also had an outstanding warrant
for his arrest. The 27-year-old male from Los Angeles
was arrested and transported to the Arcadia City Jail for
booking.
6. Around 9:37 p.m., an officer responded to Westfield
Santa Anita, 400 South Baldwin Avenue, regarding
a vehicle burglary report. The officer discovered an
unknown suspect smashed the rear driver side window of
the victim’s vehicle and stole a laptop, backpack and purse.
No suspects were seen and no witnesses were located.
Wednesday, May 18:
7. At approximately 3:43 a.m., an officer responded to First
Avenue Middle School, 301 South First Avenue, regarding
the report of three suspicious subjects trespassing. An
investigation revealed three male juveniles climbed a wall
to gain entry to the school. They then climbed to the roof
and drank an alcoholic beverage. The two 16-year-old
males and one 17-year old male from Arcadia were issued
citations and released to their parents.
8. Just after 9:24 a.m., an officer responded to the 400
block of West Longden Avenue regarding a package theft.
An investigation revealed an unknown suspect stole a
package containing $100 worth of women’s clothing from
the front porch of the residence.
The suspect is described as male, 40 to 50-years-old,
thin to medium build wearing glasses.
Thursday, May 19:
9. Just after 5:51 a.m., an officer was dispatched to Arcadia
High School, 180 Campus Drive, regarding a vandalism
report. An investigation revealed an unknown suspect(s)
used a hammer type tool to smash two windows. The
damage is estimated at $1950. The investigation is
ongoing.
10. Around 10:09 a.m., an officer initiated a consensual
contact with a subject in the parking lot of Motel 6, 225
Colorado Place. An investigation revealed the subject had
an outstanding warrant for his arrest. The 34-year-old
male from Los Angeles was arrested and transported to
the Arcadia City Jail for booking.
Friday, May 20:
11. At approximately 12:42 a.m., an officer responded to
the underground parking garage at 411 East Huntington
Drive regarding a suspicious occupied vehicle. Upon
contacting the driver, the officer detected symptoms
of being under the influence of a controlled substance.
Through a series of tests, the officer determined the
51-year-old male from Monrovia was under the influence
of methamphetamine and driving with a suspended
license. The suspect was arrested and transported to the
Arcadia City Jail for booking.
12. At about 12:54 p.m., an officer responded to the
1100 block of Volante Drive regarding the report of a
residential burglary. An investigation revealed unknown
suspect(s) entered the residence through an open
bathroom window, ransacked the bedrooms and master
bathroom before fleeing. No suspects were seen and no
witnesses were located. The investigation is ongoing.
Saturday, May 21:
13. At about 7:48 a.m., an officer was dispatched to
Embassy Suites, 211 East Huntington Drive, regarding a
theft report. An investigation revealed the victim was at a
table in the dining area having breakfast with his wife. The
victim briefly left his wife at the table with his bag placed
in an empty seat. One suspect impersonating a hotel
guest distracted the victim’s wife while another suspect
used his jacket to conceal the bag. Both suspects fled the
scene before the victim realized his bag was missing. The
investigation is ongoing.
Both suspects are described as male approximately 50
to 55-years-old, 5’9” with a heavy build.
14. Just after 7:04 p.m., an officer responded to Sport Chalet,
400 South Baldwin Avenue, regarding a male detained by
loss prevention for shoplifting. An investigation revealed
the suspect selected golf clubs then exited the store, failing
to make payment. The same subject returned to the store
a short time later and attempted to steal a second set of
golf clubs. Additional stolen property was located in the
suspect’s vehicle totaling $2,374. The 27-year-old male
from San Diego was arrested and transported to the
Arcadia City Jail for booking.
The Arcadia Recreation and Community Services

concert series is approaching fast, so make sure you don’t

held on Thursday evenings from 6:30-8pm on the lawn
between City Hall and the Police Department (240 West
Huntington Drive). Bring the kids out to participate in the
FREE fun zone, featuring games, crafts, and activities each
week. In addition, the City is pleased to announce The
Surfer Taco Truck at all of the 2016 Summer Concerts! The
Surfer Taco truck has served the Los Angeles area for several
years. Their menu includes a large variety of delicious items
which are sure to satisfy your needs and have you coming
back for more. A portion of the proceeds will be given to
the Recreation and Community Services Department! For

Surfs Up is one of the first true Beach Boys tribute bands
in the world. They have been perfecting & recreating the
Beach Boys sound for 25 years, literally since they were kids.
Keeping it in the family - the band consists of 2 brothers
Donny & Danny Goldberg, their father Don Goldberg Sr.
who founded the group and close cousin Denny Hardwick.
Surfs Up also goes beyond Beach Boys, they have a huge
variety of music to play for all ages and genres such as Classic
Rock, 60’s 70’s and 80’s Pop Rock - Top 40.

The Cobras bring the sound, swing and swagger of the 50’s
and early 60’s! From Dodger Stadium to Japan, The Cobras
have thrilled audiences with their rockin’ revue of classic
Oldies hits. Not just a trip down “Memory Lane”…an
exciting celebration of the greatest music of our time. Rockin’
oldies for a new millennium!

The 1st Marine Division Band – August 4, 2016
National Night Out & Arcadia’s 113th Birthday! National
Night Out promotes crime prevention and awareness
through police community partnerships. Arcadia’s Police
and Fire Department will be joining us for this very special
occasion. Free fingerprinting for the kids, crime prevention
materials and other information will be available. Stop by
and show your support for Arcadia’s finest. But wait…that is
not it! Help Arcadia celebrate our 113th birthday by enjoying
birthday cake (while supplies last).
The 1st Marine Division Band, based out of Camp
Pendleton, California, consists of 50 Marine musicians.
While the primary mission of the 1st Marine Division
Band is to provide musical support for military parades and
ceremonies, they remain versatile to accommodate other
needs. In addition to the Ceremonial Band and Concert
Band, the band forms smaller ensembles such as Big Band,
Jazz Combo, Brass Quintet, and Party Band. They perform
at over 300 commitments a year, with highlights including
the State Funeral of President Ford, the Tournament of
Roses Parades, Disneyland’s Independence Day Concerts,
and annual concerts at the California Center for the Arts,
Escondido. In 2007, the 1st Marine Division Band was
awarded the “Colonel George S. Howard Citation of Musical
Excellence for Military Concert Bands” administered by the
John Philip Sousa Foundation.
Cold Duck (70s top 40) – August 11, 2016
Back by popular demand! Join us once again for this special
celebration… Since its inception over two decades ago,
Cold Duck’s philosophy has been directly responsible for
their continued success: “Give the people what they want
to hear and have a good time delivering it!” With this solid
experienced musicianship, it should come as no surprise that
Cold Duck is renowned for being one of the most versatile
bands in existence. Cold Duck continues its tradition of
excellent musicianship and groovin’ rhythms. So let’s have a

Doo-Wah Riders (Country) – August 18, 2016
There is no one else like the Doo-Wah Riders. For over
25 years they have been riding their own patch of the
musical range throughout the west. They possess the rare
combination of many years of experience and youthful
energy, fired by a love for what they do. The Doo-Wahs are
country, with a unique, original sound. They define their
sound as “high energy country with a cajun twist”. Their
tight musicianship and powerful arrangements of classic,
contemporary, and original songs have made them favorites
everywhere they go.
Movies in the Park
The Movies in the Park are held on Friday evenings with
activities starting at 6:30pm and movies starting at dusk on
the lawn between City Hall and the Police Department (240
West Huntington Drive). Movies in the Park provided in
partnership with CHOICESS Arcadia.

MONROVIA POLICE BLOTTER
DIRECTLY ELECTED MAYOR ADVISORY REVIEW
COMMITTEE MEETING UPDATE
Last Monday, May 16, 2016, the Directly Elected Mayor Advisory Review Committee (Committee) met
again to discuss next steps in our overall assessment regarding the proposed transition to a rotating
Mayor system of governance. As you may recall, the City is working to assess if it makes sense to rotate
the position of Mayor amongst City Council members, as opposed to having a Mayor directly elected by
the community.
Ultimately, the voters of Monrovia will have to decide if such a change makes sense, and to help assist
with analyzing the issue, the City created the Committee, whose members includes Don Hopper, Steve
Baker, Karen MacNair, Joanne Montgomery, and Brian Ulm.
Based on the discussion at the meeting, the Committee has asked staff to coordinate a series of outreach
meetings with the community to solicit community feedback regarding the proposed change in
how we select the
Mayor. Staff will be
coordinating those
meetings, and in the
next week or two, we
will be publishing an
outreach meeting
schedule.
In addition, for your
reference, attached
below is a document
which outlines the
results of a survey
that staff conducted
regarding how cities
in the SGV select
their Mayor. Of
particular note, the
survey outlined that
for those cities with a
population of under
100,000 people, 78%
of those communities
(21 out of 27 cities)
do not directly
elect their Mayor,
and instead, rotate
the appointment between
members of
the City Council.
Moving forward, we
will be certain to keep
everyone apprised of
any updates regarding
this process, and
as soon as we refine
the outreach meeting
schedule with the
Committee, we will
be certain to share
with everyone what
those meeting dates
are!
Following are the weekend’s highlighted issues and events.

Stolen Vehicle Recovered May 19 at 7:59 a.m., an
abandoned vehicle was reported in the 800 block of W.
Walnut. An officer arrived to check on the vehicle and
found the driver side door handle was damaged, there were
no license plates, and the vehicle identification number was
covered. A tow service was requested to store the vehicle.
They gained entry into the vehicle, allowing the officer
to check the vehicle identification number. A computer
check revealed the vehicle had been reported stolen out of
Hollywood a one week prior. The vehicle was stored and the
owner was notified.
Road Rage / Criminal Threats / Warrants – Suspect
Arrested May 19 at 3:09 p.m., an officer was dispatched to
Foothill and Magnolia regarding an incident of road rage
and criminal threats that just occurred. The female victim
reported that the female suspect was driving a silver Honda
and cut in front of her on Foothill at Magnolia, as they both
were driving east in heavy traffic. The suspect then abruptly
stopped her vehicle, causing the victim to stop, as well. The
suspect exited her vehicle in the middle of the road, ran up
to the victim’s vehicle, and began pounding her fists on the
window, yelling profanities and threatening the victim. The
victim called police on her cellphone.
When the suspect saw the victim calling on her phone,
she punched the victim’s side mirror, breaking it, and then
fled in her vehicle. She was detained by police. A computer
check revealed the suspect had four outstanding warrants
for her arrest and a suspended driver’s license. The victim
positively identified the suspect and she was arrested and
taken into custody for the charges and warrants.
Grand Theft Auto Recovery – Suspect Arrested May 19
at 4:01 p.m., officers were alerted to a possible stolen vehicle
in the 1800 block of S. Peck. The vehicle, a blue Honda Civic,
was traveling north on Myrtle. An officer in the area saw the
vehicle stopped for a red light at Duarte Road. A computer
check confirmed the vehicle was reported stolen the day
before to the Los Angeles Police Department. The officer
followed the vehicle until assisting officers could arrive and
then the vehicle was stopped. The driver and passenger,
both male adults, were arrested and taken into custody for
questioning. The passenger was later released.
Driving Under the Influence of Alcohol / Traffic
Collision with Injuries May 19 at 4:40 p.m., a three car
collision was reported in the area of Foothill and Magnolia.
A small red vehicle was traveling west on Foothill and ran
a red light at Magnolia, colliding into a white compact
traveling north on Magnolia. The white vehicle was pushed
into a small postal carrier truck. Both the driver of the red
vehicle and white compact sustained minor injuries and
were taken to a hospital for treatment. The driver of the red
vehicle appeared to be intoxicated and there were empty
alcohol containers in his vehicle. A blood sample was taken
and the investigation is continuing.
Fraud Report May 19 at 7:40 p.m., an officer was
dispatched to a business in the 600 block of W. Huntington
on the report of a fraud scam. The suspect claimed to be a
representative of the electric company and told the victim
he was late with this month’s payment. The victim did not
know it was a scam and sent a Money Gram to the suspect.
The investigation is continuing.
Under the Influence of a Controlled Substance – Suspect
Arrested May 20 at 12:58 a.m., officers responded to the
900 block of W. Duarte Road regarding two male subjects
climbing into a clothing donation bin. Officers arrived and
contacted a subject near the bin. Although no theft was
substantiated, the investigation revealed one of the suspects
was under the influence of a controlled substance and in
possession of drug paraphernalia. The suspect was arrested
and held for a sobering period. He was later released with a
citation to appear in court.
Vehicle Burglary May 21 at 9:05 a.m., a vehicle burglary
was reported in the 700 block of E. Huntington. The victim
parked her vehicle in a business parking lot and went
into a business. When she returned, she found a window
smashed and her purse missing from inside the vehicle. The
investigation is continuing.
Weapon Offense / Possession of Drug Paraphernalia
– Suspect Arrested May 21 at 1:49 p.m., an officer was on
patrol in the area of Mountain and Royal Oaks when the
officer saw a subject acting suspicious and attempting to
hide behind a dumpster at a closed business. He stopped
and contacted the subject. The subject admitted to having
drug paraphernalia. During a pat-down search, a weapon
and drug paraphernalia were found on his person. The
subject was arrested and taken into custody.
Under the Influence of a Controlled Substance – Suspect
Arrested May 21 at 10:35 p.m., a suspicious male subject
was reported to the rear of a business in the 500 block of
W. Huntington. Officers responded and contacted the
subject, who was determined to be under the influence of a
controlled substance. He was arrested and held for sobering
period. He was later released with a citation to appear in
court.
Driving Under the Influence of Alcohol – Suspect
Arrested May 22 at 12:32 a.m., a possible traffic accident
was reported in a business parking lot in the 100 block of
W. Foothill. Officers arrived and saw one of the involved
vehicles leaving the scene and conducted a traffic stop in
the 100 block of S. Canyon. During the investigation, it was
determined that no traffic accident had occurred, but the
driver was determined to be driving under the influence
of alcohol. The driver was arrested and held for a sobering
period. He was later released with a citation to appear in
court.
Felony Vandalism May 22 at 7:55 a.m., an officer
responded to a business in the 1100 block of E. Huntington
on the report of vandalism to a customer’s vehicle. It
appears the suspect used some type of paint thinner or a
corrosive substance on the victim’s vehicle, causing damage.
The investigation is continuing.
Warrant – Suspect Arrested May 22 at 7:18 p.m., a
suspicious subject was reported near a dumpster in an
alley behind an apartment complex in the 100 block of W.
Cypress. Officers arrived and located a subject matching
the description given. A computer check revealed the
subject had an outstanding parole warrant for his arrest.
The suspect was arrested and taken into custody for the
warrant.
Public Intoxication – Suspect Arrested May 22 at 7:23
p.m., officers responded to a business in the 600 block of S.
Myrtle regarding a subject who was trying to grab one of
the employees. Officers arrived and determined the subject
was intoxicated and was trying to talk to his girlfriend,
who works at the location. Although no crime occurred,
the subject was too intoxicated to care for himself and was
arrested and held for a sobering period.
Vandalism May 23 at 2:48 a.m., an officer on patrol in
the 1900 block of S. Myrtle noticed what appeared to be
fresh graffiti on the walls of the businesses between the 1900
and 2000 blocks of S. Myrtle. Red spray paint was used to
damage the property. The investigation is continuing.
