POKÉMON GO LURE FESTIVAL IN 

DOWNTOWN ARCADIA

Downtown Arcadia will be Lured on the 23rd.

For the period of Sunday, September 4th, through Saturday, 
September 10th, the Police Department responded to 1,009 
calls for service of which 163 required formal investigations. 
The following is a summary report of the major incidents 
handled by the Department during this period.

Sunday, September 4:

Just after 3:11 a.m., an officer responded to 142 West 
Live Oak Avenue regarding a business check. The officer 
discovered the suspect(s) entered the business through a 
removed skylight, then forced entry into the neighboring 
business through a connecting door, and fled undetected. 
An unknown amount of property was taken from the 
location. A search of the business revealed the location 
was being used to grow marijuana. The investigation is 
ongoing.

 Around 6:51 a.m., officers responded to a residence in 
the 2000 block of South Seventh Place regarding an in-
progress burglary report. An investigation revealed three 
suspects forcefully entered the residence to confront the 
victim about a battery that occurred between their friend 
and the victim. A 22-year old male from Los Angeles and 
23-year-old male from Bellevue, Washington were in 
possession of narcotics. Both suspects and an additional 
21-year-old male from Newcastle, Washington were 
arrested and transported to the Arcadia City Jail for 
booking.

Monday, September 5:

At about 10:28 p.m., an officer responded to Dong Fang 
Bodywork, 1035 West Huntington Drive, regarding a 
commercial burglary report. An investigation revealed 
unidentified suspect(s) forced open the front door of the 
business and ransacked the location. The loss is unknown 
at the time of this report. The investigation is ongoing.

At approximately 10:48 p.m., an officer responded to the 
Santa Anita Mall, 400 South Baldwin Avenue, regarding 
a vehicle burglary report. The officer discovered an 
unknown suspect broke the passenger window of the 
vehicle and stole a backpack. No suspects were seen and no 
witnesses were located.

Tuesday, September 6:

Around 3:46 a.m., an officer responded to Off Beach 
Tanning, 129 South First Avenue, regarding a burglary 
alarm. Surveillance footage revealed two unidentified 
suspects smashed an exterior door and fled with 
numerous sports jerseys in a gray or silver 4-door sedan. 
The investigation is ongoing.

 Just after 6:31 p.m., an officer responded to a residence 
in the 200 block of Colorado Place regarding a domestic 
dispute. An investigation revealed a physical altercation 
occurred between a husband and wife, resulting in the 
husband pulling the victim into his car against her will. 
The husband began driving when the wife jumped out 
of the vehicle and sustained a broken leg. Arcadia Fire 
responded and transported the victim to Huntington 
Memorial Hospital for treatment. The 29-year-old male 
from Altadena is outstanding at the time of this report.

Wednesday, September 7:

Shortly after 12:49 p.m., an officer responded to Denny’s, 
7 East Huntington Drive, regarding a theft report. The 
officer discovered the suspect left the business without 
paying for her meal. The 55-year-old female from Los 
Angeles was arrested and issued a citation.

 At about 10:22 p.m., an officer responded to the Santa 
Anita Mall, 400 South Baldwin Avenue, regarding a stolen 
vehicle report. The victim stated an unknown suspect stole 
his vehicle sometime between 8:30 p.m. and 9:45 p.m. The 
unoccupied vehicle was later recovered behind Motel 6, 
225 Colorado Place, a short time later. No suspects were 
seen and no witnesses were located.

Thursday, September 8:

At approximately 7:27 a.m., an officer initiated contact with 
a man sleeping against the Evangelical Church of Arcadia, 
225 East Live Oak Avenue. During a consensual search 
of the subject, the officer located a knife. The 25-year-old 
male from West Palm Beach, Florida, was arrested and 
transported to the Arcadia City Jail for booking.

 Around 10:07 a.m., an officer responded to JCPenney, 
400 South Baldwin Avenue, regarding a petty theft report. 
The loss prevention specialist witnessed the suspect 
conceal several items inside a bag before exiting the store, 
failing to make payment. The 31-year-old male from Los 
Angeles was arrested and transported to the Arcadia City 
Jail for booking. A records check revealed the arrestee also 
had two outstanding misdemeanor warrants.

Friday, September 9: 

At about 12:04 p.m., an officer responded to a residence 
in the 2400 block of South Sixth Avenue regarding an 
audible alarm. The officer determined unidentified 
suspect(s) entered the residence by unknown means, stole 
jewelry, and fled undetected through the front door. The 
investigation is ongoing.

 Just after 1:00 p.m., an officer responded to a residence 
in the 600 block of South Third Avenue regarding a grand 
theft report. An investigation revealed two suspects rented 
the victim’s residence through the website Airbnb and stole 
the victim’s furniture and appliances. 

 The suspects are described as Asian males, both 6’ tall, 
with large builds. They fled the scene in a dark gray Lexus. 
The investigation is ongoing.

Saturday, September 10:

Shortly before 12:44 a.m., an officer conducted a traffic stop 
on a vehicle in the area of First Avenue and Huntington 
Drive for having a broken license plate light. A records 
check of the occupants revealed the passenger was on 
felony probation for burglary. During a consensual search 
of the vehicle, the officer located a glass pipe commonly 
used to smoke methamphetamine. The 51-year-old female 
from Murrieta was cited and released due to medical issues.

 At approximately 1:13 p.m., an officer initiated a traffic 
stop on a vehicle in the area of Sunset Boulevard and 
Huntington Drive for “burning out” while making a right 
turn. Upon contacting the driver, the officer detected a 
strong odor of alcohol emitting from the driver. Through 
a series of tests, the officer determined the 21-year-old 
male from Arcadia was driving under the influence of 
an alcoholic beverage. The suspect was arrested and 
transported to the Arcadia City Jail for booking. A records 
check of the driver also revealed he had a suspended license 
for an excessive BAC (blood alcohol content).


DOWNTOWN ARCADIA IMPROVEMENT 
ASSOCIATION will be hosting a lure festival on 
Friday, September 23 from 3-7pm in Downtown 
Arcadia (First Avenue and Huntington Drive). 

 Pokémon Go players will have a chance to 
catch Pokémon at 10 lured stops sponsored by the 
Downtown Arcadia Improvement Association 
between 3-7pm. There are also 3 Pokémon Go gyms 
in Downtown Arcadia.

 Several Downtown Arcadia businesses will be 
offering special deals for players:

 Hyper Coffee will offer two-for-one smoothies

 First Cabin (for players 21 and over) will provide 
charging stations & free water

 Hanfu Lee DDS will be giving out a free gift 

 Matt Denny’s Ale House will provide a discount 
on appetizers for players on the go

 Pok-a-dots will offer charging stations plus 10%-
40% off everything in store

 Arcadia Chamber of Commerce will be at Arcadia 
Transit Plaza offering a special ticket price to Taste of 
Arcadia which features several Downtown Arcadia 
restaurants

 Arcadia Historical Society will be on hand to give 
some history on the land marks that are used in the 
game as Poké Stops

 Burger Barn will provide a special meal deal offer 
for hungry players

 Denny’s Restaurant will have free pancakes for 
kids 10 and under

 Claro’s Italian Market will offer a free drink with 
sandwich order

CITY COUNCIL APPROVES NEW HISTORIC PRESERVATION 
PRACTICES, WHEN COMBINED WITH RECENTLY ADOPTED 
NEIGHBORHOOD COMPATIBILITY REGULATIONS, 
MONROVIA HAS SUCCESSFULLY ADDRESSED 
MANSIONIZATION CONCERNS

Following are the weekend’s highlighted issues and 
events. To see a complete listing of crimes reported,

Vehicle Burglary September 8 at 8:27 a.m., a vehicle 
burglary was reported in the 1100 block of Briarcliff. 
The victim reported that two of his vehicles had the 
windows smashed and miscellaneous items were 
stolen. Two male suspects were seen removing 
items from the vehicles and fleeing the location 
in a black Jeep Wrangler. The investigation is 
continuing.

Public Intoxication – Suspect Arrested 
September 8 at 4:11 p.m., officers were dispatched 
to the 400 block of W. Huntington Drive 
regarding a subject drinking alcohol and lying 
on the sidewalk. Officers contacted the subject 
and determined he was too intoxicated to 
care for himself. He was arrested and held for 
detoxification.

Vehicle Burglary September 9 at 7:14 a.m., a 
resident in the 600 block of E. Walnut reported a 
vehicle burglary. The resident parked and locked 
his vehicle in front of his home in the evening and 
went in for the night. When he returned to his 
vehicle the next morning, he found the door lock 
had been tampered with and the third row seats 
had been stolen. The investigation is continuing.

Commercial Burglary September 9 at 7:55 a.m., 
a burglary was reported at a business in the 800 
block of W. Foothill. The victim arrived at his 
business in the morning to find the rear window 
had been forced open and items were stolen. The 
investigation is continuing.

Petty Theft / Possession of a Controlled Substance 
/ Possession of Drug Paraphernalia – Suspect 
Arrested September 9 at 4:39 p.m., a male and 
female subject entered a business in the 1600 block 
of S. Mountain, selected merchandise and put it 
in a cart. The female subject left the store and the 
male subject completed a return of the items with 
receipts the two had brought into the store. Loss 
prevention personnel detained the male suspect. 
An officer responded to the location and the male 
suspect was arrested and taken into custody. The 
suspect was also found to be in possession of 
narcotics and drug paraphernalia. The suspect was 
later released with a citation to appear in court on 
the charges.

Criminal Threats / Possession of Drug 
Paraphernalia – Suspect Arrested September 
9 at 5:37 p.m., a disturbance was reported at 
a residence in the 500 block of E. Lemon. The 
investigation revealed two brothers were involved 
in an argument and one made criminal threats 
against the other. One of the subjects was taken 
into custody for criminal threats and was also 
found to be in possession of drug paraphernalia. 
He was held pending his court appearance.

Felony Driving Under the Influence / Traffic 
Collision September 9 at 9:06 p.m., a traffic 
collision was reported at Mountain and 
Evergreen. A vehicle had exited the freeway 
and collided with two other vehicles. The 
driver attempted to flee, but was detained by 
citizens. Through investigation, the driver was 
determined to be driving under the influence. 
He was taken to a hospital to be treated for his 
injuries. The other drivers complained of pain 
only. The case will be reviewed by the District 
Attorney’s office for filing consideration.

Driving Under the Influence – Suspect Arrested 
September 9 at 11:39 p.m., officers responded to 
Huntington and Magnolia regarding a possible 
drunk driver in the area. The vehicle was located 
and stopped on Huntington for vehicle code 
violations. The driver was found to be driving 
under the influence and was arrested for DUI.

Hit and Run Traffic Collision September 10 
at 1:03 a.m., officers responded to Myrtle and 
Palm regarding a traffic collision. They arrived 
and found a vehicle on the sidewalk, which had 
crashed into a light pole and a building. The 
driver fled the scene of the accident. Witnesses 
reported seeing a white vehicle fleeing the area at 
a high rate of speed. A white vehicle was located 
by officers, but the two occupants stated they were 
not involved in a collision and the vehicle had 
no damage. Through investigation, the officers 
eventually determined that the passenger in the 
white vehicle was, in fact, the driver of the vehicle 
involved in the traffic collision. The investigation 
is continuing.

Petty Theft from a Vehicle September 10 at 6:56 
a.m., a theft from a vehicle was reported in the 100 
Block of E. Fig. The victim parked his vehicle in his 
driveway in the evening and left it unlocked. When 
he returned in the morning, he found someone 
had stolen his stereo from the dashboard. The 
investigation is continuing.

Burglary September 10 at 11:05 a.m., an officer was 
dispatched to the 2100 block of S. Myrtle regarding 
a burglary report. The victim arrived at his storage 
unit and discovered someone had drilled a large 
hole from the adjoining unit to gain entry into his 
unit. Several items were stolen. The investigation is 
continuing.

Residential Burglary September 10 at 1:25 
p.m., a burglary was reported in the 200 block 
of Norumbega Drive. The victim was away on 
vacation and returned to find his home had been 
broken into and ransacked. The suspect forced 
entry through a rear bedroom window and 
several items were stolen. The investigation is 
continuing.

Here in Monrovia, the architectural heritage of our 
community is an important part of the character of 
our City and is an integral component of what makes 
Monrovia so unique. Given development pressures that 
were being experienced in our community, on November 
18, 2014, the City Council adopted two moratoria to 
address the concern that development pressure would 
lead to the demolition of potential historic structures, 
and that new construction of larger homes would be 
incompatible with the existing character of established 
neighborhoods.

 However, to keep Monrovia financially strong and to 
keep businesses vibrant, it is also important to encourage 
growth and development as well. Preserving the old, while 
embracing the new, requires a careful balancing act. 

 That balancing act took the form of a comprehensive 
Neighborhood Study

communitydevelopment/webform/monrovia-
neighborhood-study) that the City has been engaged in 
during the past 18 months. And last Tuesday, the Monrovia 
City Council adopted on first reading a new ordinance 
that will help enhance our historic preservation practices 
by establishing new regulations and prohibitions that will 
govern the alteration / demolition of any main residential 
building that is 50 years or older. 

 When coupled with the recently adopted Neighborhood 
Compatibility Ordinance – which established new 
guidelines regulating the size and placement of new 
residential construction – the City worked with the 
community to successfully develop and implement 
new development standards that we believe form a 
comprehensive set of guidelines that will preserve the 
architectural heritage that makes Monrovia so unique, 
while allowing for growth and development as we push 
forward into the future. 

 Many thanks to our entire Community Development 
team, and Community Development Director Craig 
Jimenez in particular, for the tremendously terrific job that 
was done in coordinating this overall process! While there 
is more work to do, the coordination of the development 
and approval of the new compatibility and preservation 
ordinances was accomplished with such aplomb… kudos 
to all involved in this process, and many thanks for the 
amazing job of guiding our community through this 
difficult issue!

DUARTE COMMUNITY CLEAN-UP AND HOUSEHOLD 
HAZARDOUS WASTE ROUND-UP SET FOR OCTOBER 1ST

– In the spirit of keeping Duarte beautiful, the City of Duarte 
is inviting all residents to roll up their sleeves and participate 
on Saturday, October 1st in the bi-annual “Duarte 
Community Clean-up Day “ and a County sponsored 
household hazardous & E-waste roundup.

 Residents are encouraged to use the day to spruce up their 
own personal property by taking advantage of the various 
free services provided that day. From 8 a.m. to 2:00 p.m., 
Duarte’s licensed trash hauler, Burrtec Waste Industries will 
provide two convenient drop-off locations in the City where 
residents can dispose of large refuse items. The locations 
are the Duarte Civic Center at 1600 Huntington Drive and 
Beardslee Elementary School at 1212 Kellwill Way, Duarte, 
CA. 

 Additionally at the Beardslee location only, residents may 
also take advantage of free “document shredding” as well 
as free compost materials for their gardens. For compost 
materials, residents are encouraged to bring a vehicle that 
can accommodate the load. Burrtec will provide the shovels. 
For more information about how to participate in the Duarte 
Community Clean-Up day, call Duarte City Hall at (626) 
357-7931, ext. 221.

 On the same day, from 9:00 am to 3:00 pm, Duarte City 
Hall at 1600 Huntington Drive will be the location for a 
Household Hazardous and E-waste collection sponsored 
by the County of Los Angeles Department of Public 
Works. Acceptable wastes include brake fluid, paint, paint 
thinner, cleaners with acid or lye, pesticides or herbicides, 
household batteries and car batteries, pool chemicals, 
motor oil, oil filters, expired pharmaceuticals, anti-freeze, 
and florescent light bulbs. They will also be collecting 
household electronic waste including: Computer monitors, 
televisions, computer CPU’s, keyboards, printers, cellular 
phones, etc. Items such as hypodermic needles, pen 
needles, syringes, lancets, and intravenous needles are 
accepted too. Please bring items in a sturdy box, (preferably 
in their original labeled containers), and be sure not to mix 
items together. There is a limit of 15 gallons or 125 pounds 
of hazardous waste per trip and be prepared to leave your 
containers and boxes.

 Please note for the Household Hazardous Waste event 
only that business waste will not be accepted and neither will 
explosives, ammunition, radioactive materials or any type 
of controlled substances. For additional information

HELP US KEEP MONROVIA BEAUTIFUL BY USING THE CITY’S 
NEW BULKY ITEM PICK-UP PROGRAM

One of the regular complaints that we receive here at the 
City relates to bulky items that are left out in the public 
right of way. From old mattresses, to discarded couches, 
to unwanted furniture… this unsightly trash detracts 
from our community.

 To address this matter, we here at the City have 
developed a new bulky item pick-up program. Many 
thanks to our new Management Assistant, Alex Tachiki, 
for his work in developing this new program! If you see 
any bulky items located out on the street, just let us know 
here at the City and we’ll get it taken care of!

 In an effort to make this new bulky item pick-up 
program as easy for individuals to use as possible, we 
have established a special email address and telephone 
number for folks to report bulky items identified in 
the City. If you see anything that needs to be picked-
up, feel free to email and / or call us per the following
