TEEN NIGHT – BUBBLE SOCCER

ARCADIA POLICE BLOTTER

For the period of Sunday, September 18th, through 
Saturday, September 24th, the Police Department 
responded to 1,007 calls for service of which 147 required 
formal investigations. The following is a summary report 
of the major incidents handled by the Department during 
this period.

Sunday, September 18:

Shortly before 2:06 a.m., an officer responded to a 
residence in the 1100 block of Fairview Avenue regarding 
a domestic dispute. An investigation revealed a physical 
altercation occurred between a husband and wife 
resulting in the husband striking his wife. The 55-year-
old male from Arcadia was arrested and transported 
to the Arcadia City Jail for booking. Arcadia Fire 
transported the female victim to Arcadia Methodist 
Hospital for evaluation.

 Around 2:53 a.m., an officer responded to Tokyo Wako, 
401 East Huntington Drive, regarding a commercial 
burglary report. The officer discovered an unidentified 
suspect smashed an exterior door, ransacked the front 
counter, and fled empty-handed. The investigation is 
ongoing.

Monday, September 19:

At about 8:48 a.m., an officer responded to the front 
counter of the Arcadia Police Department regarding a 
theft of auto parts to a vehicle parked in the 1000 block 
of Fairview Avenue. The victim reported his spare tire, 
wheel, and lug nuts were stolen sometime between 
September 15th and September 16th. No suspects were 
seen and no witnesses were located. 

 Just after 11:18 p.m., an officer responded to the 
Arcadia Convalescent Hospital, 1601 South Baldwin 
Avenue, regarding a vehicle burglary report. The officer 
determined an unknown suspect broke the passenger 
window of the vehicle and stole a cell phone and ring. No 
suspects were seen and no witnesses were located.

Tuesday, September 20:

Around 9:14 a.m., an officer responded to Hugo Reid 
Elementary School, 1000 Hugo Reid Drive, regarding a 
vandalism report. An investigation revealed unknown 
suspect(s) broke two windows near a custodial closet 
sometime during the previous weekend. No suspects 
were seen and no witnesses were located.

 Just before 1:20 p.m., an officer responded to the front 
counter of Arcadia Police Department regarding a fraud 
report. The victim stated a man approached her in 2012 
about purchasing $80,000 in gold Buddhas and ingots. 
The victim purchased the items only to find out they 
were made of fake gold. The suspect recently contacted 
the victim again inquiring about purchasing more items. 

 The suspect is described as an Asian male, 
approximately 40-years-old, thin build, light complexion, 
with short black hair. The investigation is ongoing.

 Shortly after 2:13 p.m., an officer responded to the 
front counter of Arcadia Police Department regarding a 
fraud report. The officer discovered an unknown suspect 
opened numerous credit card accounts in the victim’s 
name without his permission. The victim does not know 
how the suspect obtained his personal information.

Wednesday, September 21:

Around 10:28 a.m., officers responded to a residence in 
the 800 block of Murietta Drive regarding a burglary 
report. The officer determined unidentified suspect(s) 
entered the residence by breaking the rear sliding glass 
door, stole an unknown amount of property, and fled 
undetected. The alarm was not armed at the time of the 
crime. No suspects were seen and no witnesses were 
located. 

 At about 12:15 p.m., an officer responded to a residence 
in the 1100 block of Columbia Road regarding a burglary 
alarm. An investigation revealed unknown suspect(s) 
smashed a rear sliding glass door, ransacked the 
bedroom, and fled with jewelry through the front door. 
No suspects were seen and no witnesses were located.

Thursday, September 22:

At approximately 5:44 p.m., an officer responded to 
CVS Pharmacy, 1401 South Baldwin Avenue, regarding 
a commercial burglary report. Surveillance footage 
revealed four female suspects concealed nearly $2,000.00 
worth of cosmetics inside their dresses before fleeing. 
The suspects were gone by the time loss prevention 
specialists noticed the loss. The investigation is ongoing. 
The suspects are outstanding at the time of this report.

Friday, September 23: 

Around 4:33 p.m., an officer responded to Macy’s, 400 
South Baldwin Avenue, regarding an attempted robbery 
that had just occurred. The officer discovered a 45-year-
old male from Altadena had concealed numerous items 
of merchandise before exiting the store, failing to make 
payment. A loss prevention specialist approached the 
suspect and was pushed as he attempted to detain the 
suspect. The suspect was later located by officers. He 
was arrested and transported to the Arcadia City Jail 
for booking. He also had five outstanding misdemeanor 
warrants and was in possession of drug paraphernalia 
and burglary tools. 

 At about 4:38 p.m., an officer responded to a residence 
in the 100 block of Woodruff Place regarding a burglary 
report. The victim discovered an unknown suspect 
entered the residence through a side window, stole a 
bag full of hair products, and fled while the victim was 
napping in a nearby bedroom. No suspects were seen and 
no witnesses were located.

 Just before 6:26 p.m., officers responded to a residence 
in the 100 block of East Newman Avenue regarding a 
fraud report. An investigation revealed the suspect told 
the elderly victim she was the winner of a large sum of 
money, however, she had to deposit $4,500 into a specific 
bank account. The victim complied and later discovered 
it was a scam. The investigation is ongoing.

Saturday, September 24:

Shortly after 12:55 a.m., an officer responded to a 
residence in the 400 block of San Miguel Drive regarding 
a suicidal subject. The officer discovered the victim 
ingested a large number of prescription pills in an attempt 
to harm herself. Arcadia Fire transported the victim to 
Arcadia Methodist for evaluation.

1401 South First Avenue, Arcadia, from 6-11pm.

PROPOSED MARRIOTT TOWNEPLACE SUITES HOTEL 
PROJECT MOVING FORWARD, CURRENTLY IN 
ENTITLEMENT PHASE WITH SCOPING MEETING 
SCHEDULED FOR OCTOBER 13, 2016

Just a quick note to let everyone know that staff 
met via conference call this past week with the 
Tharaldson Hospitality Group (THG) development 
team regarding the proposed Marriott Towneplace 
Suites Hotel for the southwest corner of Myrtle 
Avenue and Huntington Drive. The THG 
development team has made good progress these 
past few weeks in developing the details needed to 
entitle the proposed project. As part of the work that 
has been engaged to date, staff has been working with 
THGs environmental compliance team to perform 
the reviews necessary for the proposed hotel project. 

 An important element associated with the 
environmental review is to hold a scoping meeting 
with the community to outline details related 
to the proposed project and to receive feedback 
regarding potential issues of concern. Based on 
our discussions to date, the scoping meeting for 
the hotel project is tentatively scheduled to be 
held on October 13, 2016. We will be sure to share 
additional details related to the meeting as soon as 
we have them available!

MONROVIA RENEWAL CONSTRUCTION WORK 
IN THE SOUTHWEST & SOUTHEAST PROJECT 
SECTIONS WELL UNDERWAY, $9.5 MILLION 
IN CONSTRUCTION CONTRACTS HAVE BEEN 
AWARDED AND THE PROJECT IS ON TIME AND 
ON BUDGET

Over the past several weeks, the Monrovia Renewal 
project has been advancing and the City has made 
significant progress in constructing the improvements 
identified in the Southwest and Southeast sections of 
town (which includes the areas bordered to the north 
by Colorado Boulevard, to the south by the 210 Freeway, 
and east and west to the City boundaries). 

 To date, the City Council has awarded construction 
contracts for all the work identified in the Southwest and 
Southeast sections of the Monrovia Renewal project, 
which total more than $9.5 million in improvements. 
And significantly, we are happy to be able to share that 
the current phase of the overall project is currently 
projected to be completed on time and on budget! 

 An overview of the progress we have made to date 
includes the following overview: 

Sewer Improvements Are Substantially Complete 

Sewer segment improvements on Shamrock Avenue 
and Monterey Avenue have been completed. This past 
week the project contractor completed the necessary 
paving to repair the roadways, and we expect to close 
this project out in the next week. 

Water Line Improvements Project Underway 

 The City’s contractor has begun replacing old 
and damaged water lines on Primrose Avenue from 
Huntington Drive to Central Avenue. Work on 
Primrose Avenue is expected to complete around 
October 10, 2016, and at that point in time, contractors 
will transition their work to Cypress Avenue from 
Shamrock Avenue to Sherman Avenue. The streets will 
be closed to through traffic during the construction 
work, however, residents will be allowed access at all 
times. In addition, street parking will be restricted 
between the hours of 7:00 a.m. and 4:00 p.m. where 
construction is being performed. We would ask 
that everyone please abide by the ‘No Parking’ signs, 
which will be posted 48 hours in advance of when 
the construction work will occur. Additionally, all 
impacted streets will be re-opened for traffic at the end 
of each work day. 

Water Service Lines Replacement Project 

 The City’s contractor continues to make excellent 
progress on water service line replacements throughout 
the Southwest and Southeast project areas. This 
initiative includes the replacement of more than 100 
galvanized steel water service lines with new copper 
water pipes. It is anticipated that this portion of the 
project will be completed by October 10, 2016. 

Sidewalk Repairs By Precision Concrete Cutting 

 Precision Concrete Cutting continues to repair 
sidewalks by removing trip hazards and replace 
chipped sidewalk areas. The contractor started work 
in the Southwest segment of the Monrovia Renewal 
project and they are working their way east. When 
they are complete with the two initial sections, they 
will have made over 7,000 sidewalk repairs! This work 
is expected to take approximately six months, and will 
conclude in February 2017. 

Street Improvements Project Set To Begin On October 
10, 2016 

 The construction work that will be most impactful 
for residents is related to the street improvements that 
will occur in the Southwest and Southeast project areas. 
This past week, City personnel met with our street 
contractor to coordinate the scheduling and execution 
of the planned work, which is scheduled to begin the 
week of October 10, 2016.

 In a gesture to show appreciation for the 
outstanding work of firefighters during the recent 
Fish Fire, the Duarte Woman’s Club prepared 
a meatloaf dinner with all the trimmings and 
delivered it to the Duarte Fire Station No. 44. 

 “This was a gesture of thanks to all the amazing 
work by our firefighters during the Fish Fire in 
June,” says Cynthia Abbas, a DWC member. 

MONROVIA RENEWAL STREET CONSTRUCTION WORK 
SCHEDULED TO BEGIN IN MID-OCTOBER 2016, CITY 
STAFF WORKING TO SCHEDULE A PUBLIC OUTREACH 
MEETING TENTATIVELY SCHEDULED TO TAKE PLACE ON 
OCTOBER 19, 2016

The City’s Monrovia Renewal project – which is a multi-year 
initiative that will make priority repairs to the all of the City’s 
water & sewer pipelines, water facilities, streets, sidewalks, 
curbs, and gutters – is well underway in the Southwest 
and Southeast portions of town, which includes the areas 
bordered to the north by Colorado Boulevard, to the south 
by the 210 Freeway, and east and west to the City boundaries. 

The most impactful construction work that will occur in the 
Southwest and Southeast project areas are the planned street 
improvements. We wanted to share with everyone that this 
past week, City personnel met with our street contractor 
to begin coordinating the scheduling and execution of 
the planned improvements, which is scheduled to begin 
construction work on October 10, 2016. For the first several 
weeks, the contractor will be working on making identified 
concrete repairs, before we get to the more impactful street 
enhancements. 

 In an effort to provide additional information regarding 
the planned street improvements and their associated 
impacts, a public outreach meeting is currently being 
planned and has tentatively been set to take place on 
Wednesday, October 19, 2016. This meeting will provide 
additional details related to anticipated impacts and project 
schedule, and additional information regarding the meeting 
will be distributed in the coming weeks. Should you have
