The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct public 
hearings to consider Ordinance 1380 – updating the Building Code to include amendments to Building, Residential, 
Green Building Standards, Reference Standards, Mechanical, Electrical, and Plumbing codes and the Los Angeles 
Regional Uniform Code Program Technical Amendments to the 2016 California Building Code; and Ordinance 1381 – to 
adopt and amend the 2015 International Fire Code and the 2016 California Fire Code. The amendments to the Fire Code 
include requirements which address recreational fires, fire access road width, automatic sprinkler systems, and repeal of 
conflicting ordinances. Residential Code and Green Building Standards, and Fire Code updates are available for review 
at the Planning and Community Preservation counter at the Sierra Madre City Hall, 232 W. Sierra Madre Blvd., Sierra 
Madre, CA.

IDENTIFYING AND 
STOPPING ELDER ABUSE

The increasing number of elders, as the baby boomer 
generation ages, unfortunately means more cases of 
elder abuse than ever before. The mistreatment of our 
nation’s elderly is appalling. There are many different 
types of elder abuse and neglect, including physical 
abuse, emotional abuse, financial abuse, and elder 
neglect. To stop elder abuse we must first understand 
the totality of the problem.Signs of physical abuse 
include bruises, broken bones, and scrapes, often 
resulting from sexual abuse, hitting, pushing, and 
restraining. Physical abuse also includes dispensing 
medicine that affects a person’s ability or desire 
to function properly. For example, administering 
additional pain or sleeping medication may lead an 
elder to be bedridden when they would otherwise be 
active and mobile.

 Emotional abuse takes a heavy toll on any victim, 
but especially on the extra vulnerable, such as 
seniors. Emotional abuse includes insults, threats, 
and screaming. It can also include isolating someone 
from others, interfering with their access to friends 
and family members. These behaviors are demeaning 
and can lead victims to withdraw, become angry, or 
suffer other types of personality changes.

 Financial abuse encompasses taking advantage of, 
as well as stealing from, seniors. As they age, elders 
may have a more difficult time keeping track of their 
own finances. That’s why it’s so important to designate 
trusted people in important financial roles. This can 
be accomplished through naming an agent with 
powers of attorney.

Elder neglect also involves failing to meet the basic 
needs of an elderly person. This type of neglect can 
include not providing medicine or food, or failing to 
make or attend necessary doctor’s appointments or to 
pay bills. Warning signs to look out for are utilities 
being turned off, wearing dirty clothing, and the 
worsening of existing health conditions.

In addition to becoming familiar with the types and 
signs of elder abuse, you can take affirmative steps to 
help elders avoid abuse in the first place. Identifying 
and naming trustworthy people to tend to their affairs 
if they cannot do so themselves is a good start.

HALLOWEEN --YET AGAIN!

 Every year it seems like I recycle this article earlier 
and earlier. It hasn’t changed much since last year, 
or even since I first published it seven years ago. 
But I hope you enjoy it anyway!

 My husband and I were at Home Depot the other 
day and I swear it looked like Party City on October 
30th! Giant spiders, inflatable Frankensteins, 
and wrinkly motorized witches dominated the 
front of the store. I’m sure it’s only a matter of 
time before elaborate 
yard decorations 
start springing up 
around town. Aside 
from the people who 
celebrate Christmas 
by festooning their 
houses and yards with 
super-sized Santas and 
mammoth reindeer, 
Halloween seems to be 
the holiday for which 
people go all out.

 Why is Halloween 
so popular? Of course 
it’s fun for kids to 
dress up and binge 
on candy, but why 
go to all the effort of 
transforming your 
yard into a labyrinth 
of doom? And for 
that matter, why spend hundreds of dollars and 
weeks of planning the perfect costume when you’re 
older than 17? (My apologies to any 30 year old 
Halloween enthusiasts I’ve offended!) After careful 
consideration, I’ve come up with a few possible 
explanations.

 Halloween’s place in the order of holidays allows 
for more energy to be spent on it. After the Fourth 
of July, we get the rest of July and all of August to 
relax. There’s Labor Day in September, but who 
decorates for that? Some people might have a BBQ, 
but it’s not really big on the holiday hit parade. 
Columbus Day is in October, but you never hear of 
Columbus parties either. (Besides, modern culture 
has vilified Columbus so much that hardly anyone 
even gets the day off.) So, there’s been a lot of latent 
holiday energy building since the last firework 
fizzled away on July 4th. 

 Also, Halloween isn’t 
a “milestone” holiday. 
As kids, we all enjoyed 
our birthdays. But as 
we get older, we chide 
ourselves for failing to 
achieve goals. We say, 
“I’m [30, 40, 50...], and 
I’m still not married, 
earned my masters, 
bought a house, or [fill 
in the blank].” New Year 
is another “celebration” 
famous for this kind of 
melancholy. Heck, just 
listening to “Old Lang 
Zine” is depressing 
enough!

 You can count on 
Halloween to not be 
sentimental. There 
are no tear-jerker 
songs like “I’ll be home for Halloween,” or “Have 
Yourself a Merry Little Halloween.” So, deck your 
lawn with tombstones and stock up on Snickers 
and Twix. But be sure to save some Twix for 
yourself --you’ll need the energy for Thanksgiving 
and all that lies beyond. Come to think of it, you 
might as well save all the Snickers, too. So many 
kids have peanut allergies these days. “Happy 
Snacking!”
