6 Mountain View News Saturday, December 10, 2016 ARCADIA POLICE BLOTTER COMMUNITY: A SUSPICIOUS VEHICLE CALL LEADS TO THE ARREST OF 3 GRAND THEFT SUSPECTS IN A STOLEN CAR For the period of Sunday, November 27th, through Saturday, December 3rd, the Police Department responded to 969 calls for service of which 113 required formal investigations. The following is a summary report of the major incidents handled by the Department during this period. Sunday, November 27: 1. Just after 11:20 a.m., officers responded to the 200 block of East Haven Street regarding the report of a residential burglary. The officer discovered an unknown suspect damaged the front door and entered the home. The suspect then ransacked the location and fled with several purses, two laptops and jewelry. The investigation is ongoing. 2. At approximately 12:41 p.m., officers responded to The Santa Anita Race Track, 285 West Huntington Drive, regarding the report of a man lying in the parking lot. Upon contacting the 37-year-old male from Monrovia, the officer noticed symptoms of alcohol intoxication and determined the suspect was unable to care for himself. He was arrested and transported to the Arcadia City Jail for booking. Monday, November 28: 3. Around 1:19 p.m., officers responded to Westfield Santa Anita, 400 South Baldwin Avenue, regarding an activation of an Arcadia Police Department GPS tracker. Arcadia PD detectives had previously deployed decoy bicycles containing tracking devices to combat the increase in bicycle thefts around the city. An investigation revealed a 46-year-old male from Pasadena took the bicycle and fled the scene. He was located with the bicycle, arrested and transported to the Arcadia City Jail for booking. 4. At about 8:32 p.m., an officer conducted a traffic stop on a vehicle in the area of Santa Anita Avenue and Duarte Road for driving with an obstructed windshield. Upon contacting the driver, the officer discovered the 38-year-old male from Duarte was driving with a suspended license. He was cited and released in the field. The vehicle was released to a valid driver. Tuesday November 29: 5. At approximately 4:46 p.m., officers were dispatched to Victoria’s Secret, 400 South Baldwin Avenue, regarding a theft in progress. An investigation revealed four suspects worked together to steal over $5,800 worth of bras and underwear before fleeing the scene in a vehicle. Officers located three of the four suspects. Two of the suspects had outstanding warrants for their arrests. A 26-year-old male from Southgate, an 18-year-old male and a 20-year-old female both from Los Angeles, were arrested and transported to the Arcadia City Jail for booking. 6. Around 5:11 p.m., an officer responded to Bank of America, 169 East Foothill Boulevard, regarding the report of fraud. An investigation revealed the female suspect attempted to cash a fraudulent $500 U.S. Savings Bond. The 50-year-old female from Sunland was arrested and transported to the Arcadia City Jail for booking. Wednesday, November 30: 7. At about 11:15 a.m., officers were dispatched to a residence on the 700 block of West Longden Avenue regarding a domestic disturbance. An investigation revealed the suspect had battered his elderly father. The 39-year-old male from Arcadia was arrested and transported to the Arcadia City Jail for booking. 8. Shortly after 8:20 p.m., officers responded to Westfield Santa Anita, 400 South Baldwin Avenue, regarding an activation of an Arcadia Police Department GPS tracker. An investigation revealed a 20-year-old male from Los Angeles took the bicycle and fled the scene. Officers located the suspect with the bicycle, who was also found to be in the possession of methamphetamine, drug paraphernalia, a knife and stolen merchandise. He was arrested and transported to the Arcadia City Jail for booking. Thursday, December 1: 9. At about 7:12 a.m., an officer conducted a traffic stop on a vehicle at Westfield Santa Anita, 400 South Baldwin Avenue, for an outstanding warrant. An investigation revealed the driver had two outstanding warrants for his arrest and he was also driving with a suspended license. The 21-year-old male form San Gabriel was arrested and transported to the Arcadia City Jail for booking. 10. Shortly after 1:37 p.m., an officer responded to Westfield Santa Anita, 400 South Baldwin Avenue, regarding a disturbance between a male and female. The officer contacted the male subject and an investigation revealed he was in possession of 38 fraudulent credit and debit cards as well as two fraudulent California Drivers Licenses. The 36-year-old male from North Hollywood was arrested and transported to the Arcadia City Jail for booking. Friday, December 2: 11. At about 1:01 a.m., an officer conducted a traffic stop on a vehicle near the area Baldwin Avenue and Fairview Avenue for expired registration. An investigation revealed the driver and passenger of the vehicle were in possession of methamphetamine, drug paraphernalia, burglary tools and stolen property. The passenger also had an outstanding warrant for her arrest. The 36 and 37-year-old females, both from South El Monte, were arrested and transported to the Arcadia City Jail for booking. 12. At approximately 3:01 p.m., an officer responded to Lady Foot Locker, 400 South Baldwin Avenue, regarding the report of a theft in progress. A Loss Prevention officer witnessed two suspects steal merchandise from Lady Foot Locker. One suspect acted as “look-out” while the other suspect concealed merchandise inside a shopping bag. Further investigation revealed the suspects had stolen merchandise from five other stores within Westfield Santa Anita. One suspect had an outstanding warrant for his arrest. The 17-year-old female and the 16-year-old male, both from Los Angeles, were detained and transported to the Arcadia City Jail for booking. Saturday, December 3: 13. Just after 9:32 a.m., an officer contacted a subject riding a bicycle in the middle of the street in the area of Third Street and Diamond Street. An investigation revealed the subject was in possession of methamphetamine. The 25-year-old male from Monrovia was arrested and transported to the Arcadia City Jail for booking. 14. Shortly after 11:45 p.m., officers responded to Westfield Santa Anita, 400 South Baldwin Avenue, regarding an activation of an Arcadia Police Department GPS tracker. An investigation revealed the suspect took the bicycle and fled the scene. Officers located the suspect riding the bicycle. The 18-year-old female from El Monte was arrested and transported to the Arcadia City Jail for booking. At approximately 10:20am today, a resident in the 1700 block of Highland Oaks Drive observed three suspicious subjects driving in the neighborhood. Due to recent thefts of packages from neighboring doorsteps, the resident called in the suspicious activity. This call from a conacerned resident is what got our officers responding to the area of Highland Oaks Drive. Within seconds of the call, a GPS Tracker was activated at one of the neighbor’s homes on Highland Oaks. Police Dispatchers were able to direct officers to the location of the stolen GPS enabled package and Arcadia officers apprehended the theft suspects as they crossed into the city of Monrovia. The theft suspects not only were in possession of the stolen GPS package, but they were driving in a stolen car, and that car matched the description of the suspicious vehicle seen by the resident who reported it earlier. Arrested were: SEAN CLEMENS, Male 45 yrs. from West Covina MELISSA ARAMBULA, Female 35 yrs., from El Monte NICKOLAS MARTINEZ, Male 41 yrs., from Bassett All three are charged with Grand Theft and additional charges may be added as the investigation continues. Again, this is a perfect example of “See something, say something”. Please continue to be vigilant in your neighborhoods, take an active role, and call the Arcadia Police Department if you think someone or something is suspicious and needs to be investigated. Good Work Arcadia! 49TH ASSEMBLY DISTRICT MAKE-A-DIFFERENCE AWARD GIVEN TO ARCADIA’S ELECTED CITY CLERK Rosemead, CA- State of California Assemblymember Ed Chau, recently honored Gene Glasco, Arcadia’s elected City Clerk, with his 2016 “Make-A-Difference” award in an evening ceremony last December 2 at Rosemead Community Center. Glasco’s Certificate read: “In Recognition of Your Outstanding Commitment and Service to the Community of the 49th Assembly District. Your Dedicated Volunteerism has Improved the Quality of Life of All Those You have Helped. You Are an Inspiration to Us All.” Glasco is the Founder of the Arcadia Vietnam War Monument that was dedicated in the Arcadia County Park last May 28. After receiving his award, Glasco gave a short speech in which he spoke about the 50th Anniversary of the Vietnam War. He credited the Arcadia Elks Lodge and the community-at-large for their invaluable support in helping him raise the funds necessary to build the impressive monument that now stands in the Arcadia County Park. The Arcadia Vietnam War Monument was inspired by Glasco in tribute to fourteen Arcadia servicemen, (two of them his classmates) who were casualties of the war in Vietnam-- America’s longest war. Glasco is a Vietnam veteran and member of the American Legion, Veterans of Foreign Wars, Disabled American Veterans and the Marines Memorial Club. He is West Coast Chapter President of Gamewardens of Vietnam and a Director of the Vietnam Unit Memorial in Coronado. Gene Glasco is serving his second term as City Clerk for the City of Arcadia. A BLUE CHRISTMAS SERVICE While bells are ringing and crowds are singing, Christmas and the holiday season can feel isolating for those who have experienced loss or are struggling. Arcadia, CA 91007 MARGARET FINLAY ELECTED MAYOR OF DUARTE; JOHN FASANA ELECTED MAYOR PRO TEM IN ANNUAL DUARTE CITY COUNCIL REORGANIZATION DUARTE, CA, December 6, 2016 - Duarte City Council members voted unanimously to elect Margaret Finlay, Mayor for 2016-2017 and John Fasana, Mayor Pro Tem during the annual reorganization of the Duarte City Council on November 22, 2016. Mayor Finlay has been a member of the Duarte City Council since 1990 and a resident of the City with her husband Brad and their five children for over 30 years. She is also very proud of the fact that all five children are graduates of Duarte public schools. In fact, Margaret and her family love the City so much that now her children have come back to Duarte to raise their children here. Margaret is also President of the Duarte Education Foundation and also is a long-time member of the Duarte Rotary Club. Outside of the City, Margaret is on the Executive Committee for the California Joint Powers Insurance Authority, a member of the LA County Sheriff’s Liability Trust Fund Board, and Incoming President of the Southern California Association of Governments Regional Council. A resident of Duarte since 1985, Fasana has served as a City Councilmember since l987, and also serves as the Chairperson of the Los Angeles County Metropolitan Transportation Authority’s 14 member Board. He has also served on the Board of the San Gabriel Valley Council of Governments (COG) since its inception. As Chair of the COG Transportation Committee, he provided policy direction that led to the creation of the Alameda Corridor-East Construction Authority and the Foothill Extension Construction Authority. During his tenure on the Metro Board, he has tirelessly worked with his colleagues to obtain several billion dollars critically needed for the completion of the Gold Line extension to Azusa that began serving customers in March 2016. In 2015, he retired from his Regulatory Manager position with Southern California Edison after 35 years of service. During their tenure, Fasana and Finlay jointly have helped the City of successfully build both a teen and a senior center and new parks including one named after long time City volunteer, Lena Valenzuela. They have also successfully worked together to both pass the first Duarte school bond in 1998 and fight the battle against mining in our foothills. MONROVIA CUB SCOUT PACK 66 By Cubmaster Mark Peters City of Industry, California; Athens Services, November 30th, 2016 Monrovia Cub Scout Pack 66 had the privilege to visit and tour the state-of-the-art waste collection and recycling service plant that provides services to the City of Monrovia. Pack 66 Bear Den Leader Julie Bank organized this special tour for her Cubs. Pack 66 is fortunate to have such amazing leaders who reach out to the local communities to ensure that the Cub Scouts are enriched in knowledge and experiences. Accompanying the Den is Bear Den Leader Andrew Gentile and Wolf Den Leader Christine Caudillo. The tour of the Athens facility was made extra special with the Executive Vice President, Gary M. Clifford II personally guiding the future leaders of our country through the plant, educating them on the latest technology in recycling and waste management. Accompanying the tour were elected City of Monrovia officials and City of Monrovia Library management. Pack 66 was in for a special treat on this tour. Mr. Clifford educated the Cub Scouts on recycling sorting and just how much work it really is to sort your trash. The Cubs were memorized at all the materials that can be considered recyclable and just how Athens sorts the materials. The Cubs were allowed into the operations room where Athens makes the magic happen. The control chairs looked like video game control simulators with control sticks on either arm rest and large monitors in front to operate the cranes to move the large waste that is deposited on the plant floor. On any given day, there can be over 5,500 tons of trash to be sorted and recycled. The Cubs were escorted to the plant floor to see the finished product once the recyclables are bailed and ready for shipment to the local dump or to the companies that have purchased the materials for reuse. At the end of the tour each Cub Scout and Boy Scout were given a token to remember the tour, a miniature replica of the Athens garbage trucks. Each scout on this tour learned so much about how recycling can help the environment and were able to complete their latest achievement. The Scouts that participated in this tour are: Bears Stefin B., Ammon H., WeBelos Matthew P., Wolves Elan G., Eric T., Gavin G., Nicholas L., Lions Josh P., Julian G. and Boy Scout Degas Peters from Duarte Troop 185. We even had the privilege of having a Girl Scout from Monrovia Troop 361 Sophia P., with Ammon’s sister Fifer to join us. Pack 66 wants to thank Mr. Clifford for such an enriching tour and taking the time to teach our Scouts, and to our AMAZING Pack leadership, Wolf Den Leader Christine Caudillo, who has 3 sons in scouting at all levels, Lucas, Gavin and Adrian and is a leader in each; Andrew Gentile who is a Bear Den leader along with his son Bear James M.; Bear Den Julie Bank with her son Bear Stefin B. and John Griffin who has two sons in Pack 66 Julian and Elan. PRE-NOMINATION CANDIDATE INFORMATION MEETING MONROVIA, CA – In preparation for the 2017 General Municipal Election, the Monrovia City Clerk’s Office will be hosting a pre- nomination candidate information meeting on Monday, December 12, 2016 at 6 p.m., at the Monrovia Public Library. This meeting will offer valuable insight on how to run for one of the five available elected positions. Positions open for the upcoming Monrovia General Municipal Election are: Mayor (2 years), two City Council seats (4 years), City Clerk (4 years), and City Treasurer (4 years). Information will include an overview of forms, campaign reporting requirements, and important timelines. The period to file nomination papers opens on December 19, 2016, and ends January 13, 2017.
