Ordinance 
on Done Use

Police Release Sketch of 
Double Homicide Suspect

 
Pasadena Police issued 
an updated News Release 
Thursday, the includes a 
composite sketch of one 
suspects regarding the 
January 6, double homicide 
that occurred in the 100 
Block of W. Claremont 
Street in Pasadena. 

 Police said witnesses have 
come forward since Monday 
and provided further 
information, resulting in the 
composite sketch (pictured 
right).

 According to police, On 
January 6 at about 11:51 
p.m., Pasadena Police 
Officers responded to a call 
of a shooting in the 100 
Block of W. Claremont St. 
Officers arrived at the scene 
of a shooting and located 
an African-American male 
victim, age 24 lifeless, 
who was later identified as 
Pasadena resident Antione 
Sutphen. A second victim, 
who died from a gunshot 
wound, was later identified 
as Ormoni Duncan, an 
African-American male, 
age 24 and also a Pasadena 
resident. The suspects 
(described below) who shot 
and killed Victim Sutphen 
and Victim Duncan were 
seen driving off westbound 
on W. Claremont St. towards 
Sunset Ave. and out of view. 

 Since the initial investigation 
Pasadena Police detectives 
have been working diligently, 
following up on information 
provided by witnesses. 
Although the motive 
remains unconfirmed, 
all information and 
investigative leads suggests 
a feud between a local 
Pasadena gang and a gang 
from the Duarte area which 
erupted a few months prior 
to the murders.

 The murder suspects have 
been described as:

 A Male Black, dark 
complexion, approximately 
20 to 25 years old, 6’0” to 
6’2” tall, and 210 to 220 lbs.

 A Male Black, dark 
complexion, approximately 
25 to 30 years old, 5’10” to 
6’0” tall, and 240 to 250 lbs.

 A Male Black, medium 
complexion, approximately 
25 to 30 years old, 5’9” to 
5’11” tall, and 210 to 220 lbs.

 A Male Black, light 
complexion, approximately 
25 to 30 years old, 5’11” to 
6’01” tall, and 180 to 190 lbs. 

 Homicide/Assault 
investigators are asking 
persons who may have 
information regarding the 
murder or the composite 
sketch to contact the 
Pasadena Police at 626-

 Witnesses provide 
further details on double 
homicide

 City council to return 
new drone ordinance 
within 60 days.

 The city council voted 
Monday night in favor of an 
ordinance that would regulate 
the operation of drones, above 
or near critical infrastructure, 
and over permitted special 
events. 

 “There is a concern that people 
are flying drones, that’s become 
obviously a popular thing, we 
have a lot of events in the city… 
we have our power stations and 
water reservoirs and we are 
concerned about people frying 
them recklessly, said Pasadena 
City Manager Steve Mermell,

 The council directed City 
Attorney Michele Beal Bagneris 
to prepare the new ordinance 
and return it within 60 days. 

Staff is recommending that the 
council consider limiting drone 
flights over permitted special 
events only to events where 
the property owner and the 
event organizer have granted 
permission, and the event 
organizer has demonstrated 
compliance with FAA 
regulations and committed to 
collaborate its drone activities 
with the Police Department’s 
Air Operations Section.

 Given the disruption drones 
have caused in other cities by 
crashing into power lines, a ban 
of drones in the airspace above 
or near critical infrastructure 
to protect public safety and 
general welfare. The list 
would include the Glenarm 
Power Plant, police and fire 
stations, City Hall, City Yards, 
water storage and electric 
transmission facilities, transit 
operations facility, and over 
light rail.

 “We had an event in front 
of city hall and someone was 
flying [a drone] and they lost 
control,” Mermell said. “It hit 
the ground, pieces flew, and hit 
a child, so that’s not okay?"

Explosion

 Pasadena Police Detectives 
and the Federal Bureau of 
Investigation released video, 
Friday morning, of the man 
investigators say committed the 
Cheesecake Factory explosion 
last February.

 The video and photos, shown at 
the press conference, depict the 
suspect wearing a white shirt, 
although, carrying black or dark 
clothing, which he discards in 
a trashcan at Ralphs market in 
the 300 block of West Colorado 
Blvd. The video was taken the 
same day as the explosion.

Pasadena Police and the FBI are 
asking for the public’s help in 
identifying the suspect.

 “The FBI is offering a reward 
up to $20,000,” said Deirdre 
Fike, assistant director for the 
FBI. “For any information that 
leads to tips, information that 
identifies the individual or 
groups involved in this act.” 

 According to Police Chief 
Phillip Sanchez, on Thursday, 
February 2, at about 6:08 p.m., 
Pasadena Police Officers and 
Fire Department personnel 
responded to a call of an 
explosion at a Cheesecake 
Factory restaurant at 2 West 
Colorado Blvd. Police Officers 
immediately entered the 
restaurant and evacuated 
customers and employees and 
located a detonated homemade 
pyrotechnic device. 

Sanchez said they were keeping 
information about how the 
device was made secret. 

 He did say, “we know the 
device was homemade, it 
was incendiary, we know he 
detonated it, the evidence was 
recovered and then look at for 
forensics evidence.” 

Witnesses described the suspect 
as a male, possible of Hispanic 
or Middle Eastern descent, 6’0” 
tall, thin build, with a heavy 
beard and wearing all black 
clothing and a black beanie. 

 No customers or employees 
were seriously injured during 
the incident.

 A tip line has been established 
to receive calls 24 hours, 7 days 
a week. The tip line number is 
1-800-CALL FBI (1-800-225-
5324). 

 Police and FBI remind the 
public not to detain or contact 
the suspect. This person should 
be considered dangerous. If 
seen, please contact local law 
enforcement promptly. Persons 
may also contact the Pasadena 
Police at (626) 744-4241.

City Transit 
System 
Workshops

 
The public has five upcoming 
opportunities to share their 
views about Pasadena’s 
public transit system as 
the City’s Department of 
Transportation updates the 
five-year, Short Range Transit 
Plan (SRTP). The SRTP is 
the guiding document for 
transit service development 
and investments that support 
the policy goals for the City’s 
public bus transit services, 
including Pasadena Transit 
and Pasadena Dial-A-Ride.

 Three general public 
workshops will be held, along 
with two others more focused 
on the needs of youths, senior 
citizens and individuals with 
disabilities. The schedule 
includes:

 Tuesday at 5:30 p.m., Villa-
Parke Community Center, 
363 E. Villa St.

 Saturday, April 1, 1:30 p.m., 
Victory Park Recreation 
Center, 2575 Paloma St.

 Tuesday, April 4, 5:30 p.m., 
Jackie Robinson Community 
Center, 1020 N. Fair Oaks 
Ave.

 A workshop focusing on 
seniors and individuals with 
disabilities will be held at 
the Villa-Parke Community 
Center beginning at 1:30 
p.m., Saturday, April 8.

 The workshop for youths 
is scheduled for 5:30 p.m., 
Wednesday, April 5 at 5:30 
p.m. at the City’s Housing and 
Career Services Department, 
649 N. Fair Oaks, Suite 202, in 
the Renaissance Plaza center. 
The public is invited to attend 
any or all of the community 
outreach sessions.

NICCU Family 
Reunion at 
Kidspace

 Hundreds of patients of 
Children’s Hospital Los Angeles’ 
Steven & Alexandra Cohen 
Foundation Newborn and Infant 
Critical Care Unit (NICCU) and 
their families will gather, Sunday, 
April 2 at Kidspace Children’s 
Museum for an evening filled 
with play, fun and 
laughter. These children, 
affectionately called 
NICCU “graduates,” 
all spent crucial days, 
weeks and months in 
CHLA’s intensive care 
unit specially designed 
to meet the needs of 
critically ill infants. 
Approximately 800 
patients, parents and 
loved ones will get 
a chance to reunite 
and celebrate with the 
physicians and nurses 
who cared for them 
during these vital early 
moments of life.

 To commemorate 
the lives and 
accomplishments of 
NICCU graduates, 
Children’s Hospital Los 
Angeles and Kidspace 
Children’s Museum, a 
joyful environment that 
inspires children to learn 
and grow, have partnered 
to host the reunion. “I 
have been practicing 
medicine for more than 
25 years and nothing 
brings me more joy than 
seeing our graduates 
continue to flourish 
beyond our hospital,” 
said Philippe Friedlich, 
M.D., chief of CHLA’s 
Division of Neonatology 
and director of the 
Center for Fetal and 
Neonatal Medicine. 
“Our partnership with 
Kidspace is a perfect 
match in our holistic 
mission to treat kids 
better -- CHLA strives 
to help children reach their full 
potential by nurturing body and 
spirit; Kidspace does the same 
by nurturing imagination and 
curiosity.”

 This event is free to the families 
and includes dinner. The theme 
of the NICCU Reunion is 
butterflies; each NICCU family 
will be given a butterfly to take 
home, nurture, and release into 
the world as a symbol of their 
beautiful journey to health. 
Kidspace kid-driven activities 
will include crafting butterfly 
wings, making butterfly 
antenna crowns, and building 
butterfly feeders. There will be 
a performance representing the 
metamorphosis of a caterpillar 
into a butterfly, as well as 
roaming costumed butterfly 
characters throughout the 
evening, all in celebration of the 
lives saved by CHLA.

 Kidspace is nationally 
recognized for their educational 
programming and indoor/
outdoor exhibits that 
incorporate play learning, which 
made Kidspace the ideal venue 
for this celebratory event. “We 
are honored to partner with the 
Children’s Hospital Los Angeles 
as we embrace the needs of 
the children and families in 
our community,” said Michael 
Shanklin, Kidspace Chief 
Executive Officer. “By hosting 
the NICCU family reunion 
at Kidspace, we will celebrate 
alongside the dedicated 
physicians, nurses, and amazing 
CHLA support staff as we see 
children who have blossomed 
and have successfully navigated 
their way to great health.”

 Sponsorship proceeds from 
the event will be split equally 
between the Children’s Hospital 
Los Angeles NICCU and

Conference on Healthy Aging 
on Saturday, April 22, from 
8 a.m. to 1:30 p.m. at First

E. Sierra Madre Blvd.

 Helen Dennis, a nationally 
recognized expert on issues 
related to aging, will open the 
conference with a keynote 
address titled “The Retirement 
Revolution.” 

 Workshop topics will 
include hearing loss after years 
of rock concerts, boosting 
your brain power, Southern 
California housing options, 
estate planning for baby 
boomers, managing clutter, 
reverse mortgages, Social 
Security and Medicare updates, 
stress management, protecting 
yourself from scams, disaster 
preparedness, exploring 
Pasadena and beyond with 
public transportation, and 
more.

 Free health and fitness 
workshops will be offered as 
well as demonstrations of tai 
chi, Zumba Gold and yoga. 
The Kaiser Permanente mobile 
health vehicle will be available 
for free wellness screenings for 
biometrics (risk assessment 
for chronic conditions), blood 
pressure, body mass index, 
cholesterol and glucose.
