ARCADIA ROTARY CLUB’S SALUTE TO ARCADIA POLICE BLOTTER 


SENIORS LUNCHEON 



The annual Salute to Seniors Luncheon sponsored 
by the Arcadia Rotary Club will be held on Tuesday, 
May 8, 2018 from 11:30am-1:30pm at the Arcadia 
Community Center, 365 Campus Drive. At this 
special event, the Arcadia Rotary Club along with 
the City Council, Senior Commissioners, and 
other guests will honor Mary Hansen, the City of 
Arcadia 2018 Senior of the Year! Tickets will be 
distributed beginning Tuesday, March 27, 2018 at 
7:30am, limit two (2) tickets per person. 

ABOUT THE HONOREE 

Congratulations to the 2018 Senior of The Year, 
Mary Hansen. Mary is the 2018 Senior of the Year 
because of her 46 plus years of volunteer work 
and dedication throughout the City of Arcadia. 
Over the past 46 years, Mary has volunteered in 
many capacities ranging from board member to 
President for the following organizations: Arcadia 
Beautiful Commission, Methodist Hospital, 
American Heart Association, Centennial 
Celebration, Lutheran Church of the Cross, 
Meals on Wheels at the Red Cross, Women’s 
Club, American Cancer Society, Breeder’s Cup, 
Arcadia Tournament of Roses, ALTRUSA, 
Arcadia Republican Women, Chamber of 

ASSEMBLY MEMBER BLANCA RUBIO BRINGS 
DUARTE COMMUNITY TO SACRAMENTO 

Commerce, Friends of the Arcadia Historical 
Society, and Arcadia Coordinating Council. 
Mary has not only volunteered countless hours 
to the Arcadia Community but she has also made 
generous contributions to the Arcadia Rotary 
Veterans Memorial and also to the Arcadia Police 
foundation to purchase K-9 Officer Zoli. The City 
would like to congratulate Mary for her service, 
dedication, and contributions to the community. 

About the City of Arcadia

Nestled in the foothills of the San Gabriel 
Mountains, Arcadia is an 11.38 square mile 
community with a population of just over 56,000. 
Located approximately 20 miles east of downtown 
Los Angeles, Arcadia is known for combining 
small-town charm with the conveniences and 
amenities of a mid-size city. Arcadia is a full-
service charter city governed by a five-member 
City Council, elected at large. Recognized 
for exceptional education and recreation 
opportunities and beautiful neighborhoods,

For the period of Sunday, March 11th, through Saturday,
March 17th, the Police Department responded to 922 callsfor service, of which 117 required formal investigations. Thefollowing is a summary report of the major incidents handledby the Department during this period. 

Sunday, March 11:

Just after 3:00 a.m., an officer was dispatched to SpringhillSuites by Marriott, 99 North Second Avenue, regarding asubject seen loitering to the front of the location. The officercontacted the subject and a consensual search of his backpackrevealed he was in possession of methamphetamine.
The 22-year-old male from Downey was arrested andtransported to the Arcadia City Jail for booking.

Just before 4:00 a.m., an officer conducted a traffic stop ona vehicle in the area of Baldwin Avenue and Duarte Road for 
speeding. Upon contacting the driver, the officer detected astrong odor of alcohol emitting from the driver. Through aseries of tests, the officer determined the 30-year-old femalefrom Temple City was driving under the influence of analcoholic beverage. She was arrested and transported to theArcadia City Jail for booking. 

Monday, March 12:

Just before 1:00 a.m., an officer responded to the frontcounter of the Arcadia Police Department, 250 WestHuntington Drive, regarding the report of a robbery. Thevictim stated he was inside his vehicle parked on ArcadiaAvenue with his driver side window down when he was 
approached by two male suspects. One suspect demandedhis property and told the victim that he had a knife. Thesecond suspect opened his passenger door and removed thevictim’s backpack. The suspects are described as two maleAsians wearing dark hooded sweatshirts. The investigationis ongoing.

At approximately 3:40 p.m., officers were dispatched tothe 400 block of West Naomi Avenue regarding a suspiciousvehicle with subjects seen looking into mailboxes. Officers 
located the vehicle and its three occupants. An investigationrevealed they were in possession of stolen property, burglarytools, and methamphetamine. One subject had outstandingwarrants for his arrest and was also charged with resistingarrest. The 32-year-old male from Fontana, 35-year-oldmale from Alhambra, and 29-year-old male from Whittierwere arrested and transported to the Arcadia City Jail forbooking. 

Tuesday, March 13:

Just after 10:00 a.m., officers responded to the 200 blockof Hacienda Drive regarding an auto burglary investigation.
The victim told officers he saw an unknown suspect cut thelock securing the roll up door to his truck. The suspect thenstole his gardening equipment and fled the scene in a whitetruck. The suspect was described as a male Black wearinga black hat, a black shirt, a yellow reflective vest and green 
pants.

Just before midnight, officers were dispatched to a 
residence in the 400 block of West Le Roy Avenue regardinga residential burglary. An investigation revealed unknownsuspect(s) made entry by unknown means, stole jewelry, andfled the scene in an unknown direction. The investigation isongoing. 

Wednesday, March 14:

Just after 8:00 p.m., officers were dispatched to a residencein the 400 block of Le Roy Avenue regarding a residential 

burglary. Unknown suspects forced entry into the homeby breaking a bedroom window. Three suspects, describedas Caucasian males with dark hair, were seen fleeing theresidence. They entered an awaiting vehicle, described as awhite late model sedan, and fled the scene eastbound on Le 
Roy Avenue.

Just before 11:00 p.m., an officer responded to the 800block of West Naomi Avenue regarding an activationof an Arcadia Police Department GPS tracker. ArcadiaPD detectives had previously deployed decoy packagescontaining bait property and tracking devices to combatthe increase in package thefts from residential areas. Aninvestigation revealed an unknown suspect stole the 
package and fled the scene on a bicycle. The package wasfound abandoned along with a bicycle near a residence inthe 9000 block of East Naomi Avenue. 

Thursday, March 15:

At approximately 7:30 p.m., officers responded to theparking lot of Nordstrom, 400 South Baldwin Avenue,
regarding the report of an attempted robbery. The victimtold officers she was retrieving items from the backseat ofher car when the suspect, described as a male Hispanicwearing a red shirt and blue jeans, grabbed her purse. Thevictim clutched her purse tightly and the suspect eventuallylet her purse go and fled the scene by entering the passengerside of an awaiting red four door sedan.

At approximately 9:30 p.m., an officer responded to aresidence in the 1300 block of Oakwood Avenue regardinga burglary. The officer determined unidentified suspect(s)
entered the residence by smashing a window to the masterbedroom. The suspect(s) then ransacked the residencebefore fleeing. The loss was undetermined due to the factthat the residents were out of the country at the time ofthe burglary. No suspects were seen and no witnesses werelocated. The investigation is ongoing. 

Friday, March 16:

Just after 11:30 a.m., an officer was dispatched to H Mart,
1101 West Huntington Drive, regarding a subject beingdetained for theft. An investigation revealed the subject stolea can of soda and hid it in his coat. Employees contacted thesubject and asked him to return the can of soda. The subjectthen raised his skateboard over his head and threatened to 
hit the employees with it. The employees followed the subjectoutside, rushed him, and a struggle ensued. The subject bitone of the employees during the struggle. The 23-year-oldmale from Arcadia was arrested and transported to theArcadia City Jail for booking.

Just after 12:00 p.m., officers responded to a hotel roomat Motel 6, 225 Colorado Place, regarding a domesticdisturbance. Officers contacted the victim in the room 
and noticed she had visible injury to her face. She statedher boyfriend had pushed her to the ground causing her tohit her eye on a piece of luggage. The suspect then fled thescene. The investigation is ongoing. 

Saturday, March 17:

At around 4:15 a.m., officers were dispatched to Walgreens,
253 East Foothill Boulevard, regarding a commercial 
burglary that had just occurred. Three unknown suspectsmade entry by prying open the front door of the location.
They attempted to access the pharmacy department andfled the scene when they were unsuccessful. The suspects aredescribed as males wearing hooded sweatshirts and blackgloves. The investigation is ongoing. 

ARCADIA POLICE BLOTTER


The Duarte Chamber provided the opportunity forlocal businesses, residents and officials to have lunch 
with Assembly Member Blanca Rubio and to hear howshe is representing our area. Assembly Member Rubiowas elected in 2016 and is considered a “Moderate 
Democrat” since she does have a commitment to 
represent business issues along with those of thecommunity.

Blanca has worked tirelessly to give her constituentsa voice in the Capitol, placing advocacy for children,
women, families, students, and immigrants at theforefront of her work. Since her election in 2016, Blanca 
has authored bills that support victims of domesticviolence, create opportunities for children within thefoster care system, ensure our youngest students aregiven proper support to succeed in school, and supportfor immigrant communities. Through her work asChairwoman of the Human Service Committee, 
Blanca has raised awareness of women’s rights byauthoring resolutions that declare August BreastFeeding Awareness Month and October DomesticViolence Awareness Month. 

Blanca made it clear to everyone in attendance thatshe is an advocate for issues in her district, and her 
staff is always available to assist constituents, includingcities, businesses and organizations with state related 
concerns. In one case during a meeting of the JointLegislative Audit Committee where discussion of thestate and regional water boards was being considered,
she recalled the multiple concerns relayed from thefoothill cities in her district regarding the burdensomecost of the MS4 Sotrm Water Permit. The impact toDuarte would be multiple times their annual budget.
During this committee discussion, Blanca asked thatthe audit include the cities in our district to shed lighton the process and outcome. The audit was released 
earlier in March and the CA Auditor’s report validated 

the many concerns by the foothill cities. Had it not 
been for the advocacy of cities like Duarte, she wouldnever have had the opportunity to speak on their behalfwhen the chance was presented.

After her update, the Assembly Member respondedto several questions from the attendees includingwhat she sees as the biggest issue for businesses overthe next two years. Her biggest concern is workforcedevelopment and the need for businesses, publicentities and schools to partner and ensure youngpeople are getting the skills and training neededfor the workplace. One example the anticipatednumber of employees retiring in the next few yearsfrom the Gas Company – leading to a shortage oftrained welders. Bob Cruz, past Chair of the DuarteChamber, was able to share information regardinga partnership between Delafied (a Duarte Chambermember business) the Duarte Chamber, DuarteUnified School District and Mt SAC. Collectively,
a welding “Boot Camp” was created for Juniors andSeniors in High School for training through Mt.
SAC. Mr. Cruz continued, “The first camp was heldlast summer and was so successful that the groupwants to expand it in the future. Assembly MemberRubio eagerly responded, “Let us know how we canhelp you grow that. I will use that as an example ofhow they [chamber, education and businesses] areworking to develop their workforce.

Attendees at the luncheon included members of 
the Duarte Chamber Board, Duarte Unified School 
District Board members Doug Edwards and ReynaDiaz, DUSD Superintendent, Allan Mucerino, DuarteMayor, John Fasana, Duarte Mayor Pro-Tem Liz Reilly,
Duarte City Council Member, Tzeitel Paras-Caraccias well as representatives from the offices of StateSenator Anthony Portantino, and County Supervisor,
Katherine Barger.

Commercial Burglary / Grand Theft Auto March 15 at 

6:32 a.m., employees of a business in the 1900 block of S.
Myrtle arrived at work to discover someone had removedthe weather stripping on a glass window to gain accessinto the business. The suspects took several power toolsand a whitepaneled van belonging to the business. Thisinvestigation is continuing. 
Possession of a Controlled Substance / Parole violation –
Suspect Arrested March 15 at 3:34 p.m., a caller reported amale subject using drugs in the parking lot of a business inthe 500 block of S. Mountain. Officers arrived and located 
the subject. He was found to be in possession of heroinand a syringe. A computer check revealed he was on activeparole. The subject was arrested for possession of drugsand violation of his parole. 

Warrant – Suspect Arrested March 15 at 10:38 p.m., anofficer was patrolling the 1600 block of S. Myrtle when hesaw a subject he recognized from previous contacts. A 
computer check revealed the subject had a warrant for hisarrest, so he was arrested and taken into custody. 

Warrant – Suspect Arrested March 16 at 12:46 a.m., a 
sergeant was patrolling the 1600 block of S. Myrtle whenhe saw a subject he recognized from previous contacts. A 
computer check revealed the subject had a warrant for hisarrest, so he was arrested and taken into custody. 

Drug Activity – Suspect Arrested March 16 at 4:30 p.m., acaller reported a homeless subject trespassing in the parkinglot of a business in the 900 block of S. Fifth. Officers arrived 
and found the subject to be in possession of a pipe usedto smoke methamphetamine. He was arrested and laterreleased with a citation to appear in court on the charges. 

Injury Traffic Collision March 16 at 4:48 p.m., two vehicleswere traveling east in the 900 block of W. Duarte. One 
vehicle swerved into the other’s lane, causing a collision.
One of the vehicles then hit an Edison pole. The driver of 
the vehicle that hit the pole sustained non-life- threatening,
visible injuries and was transported to a nearby hospital for 
treatment. 

Warrant – Suspect Arrested March 16 at 7:51 p.m., anofficer was patrolling the 1600 block of S. Myrtle whenhe saw a subject he recognized from previous contacts. A 
computer check revealed the subject had a warrant for hisarrest, so he was arrested and taken into custody. 

Public Intoxication – Suspect Arrested March 16 at 10:20 
p.m., a caller reported a female subject was intoxicated andyelling inside a hotel in the 900 block of S. Fifth. Officersarrived and located the subject. She was found to be too 
intoxicated to care for her own safety, so she was taken intocustody. 

Residential Burglary March 17 at 12:04 a.m., a resident 
arrived at her home in the 200 block of E. Pomona and 
discovered her home was burglarized and one of therooms had been ransacked while she was away from thehome. It is unknown what was taken. This investigation 
is continuing. 

Warrant – Suspect Arrested March 17 at 12:53 a.m., an 
officer stopped a vehicle in the 100 block of E. Evergreenfor a traffic violation. A computer check revealed thedriver had a warrant for his arrest, so he was arrested and 
taken into custody. 

Grand Theft Auto March 17 at 3:02 p.m., the customer of abusiness in the 3300 block of S. Peck parked his white Toyotatruck in the parking lot, then went inside to shop. Fifteenminutes later he returned to his truck and discovered it had 
been stolen. This investigation is continuing. 

Petty Theft / Fraud March 17 at 4:24 p.m., a customer wasshopping inside a store in the 600 block of W. Huntington,
when she noticed someone had stolen her wallet from her 
purse when she was not looking. She immediately calledher bank to cancel her credit cards and was told the suspecthad used her cards in nearby stores. This investigation is 
continuing. 

Petty Theft March 17 at 5:13 p.m., a customer at a storein the 3300 block of S. Peck returned to his vehicle in the 
parking lot and noticed someone had entered his unlockedcar and took several of his work tools. This investigation 
is continuing. 

Warrant – Suspect Arrested March 17 at 7:13 p.m., asergeant was patrolling the 400 block of W. Foothillwhen he saw a male subject he recognized from previous 
contacts. A computer check revealed he had a warrant forhis arrest, so he was arrested and taken into custody. 

Fraud / Warrants – Suspect Arrested March 18 at 

12:38 a.m., a sergeant was patrolling the 900 block of W.
Huntington when he saw a suspicious occupied vehicleparked at a gas station parking lot. A computer checkof the license plate revealed the driver of the vehiclehad a warrant for his arrest. The officer contacted the 
occupants and took both into custody for warrants. A 
vehicle search incident to arrest revealed numerous 
documents and other people’s personal information usedto commit fraud. 
Battery March 18 at 1:25 a.m., a male subject reported hehad been in a fist fight with another male subject earlier thatnight at a bar in the 500 block of S. Myrtle. He admitted 
he was intoxicated as well as the subject he was fighting.
Officers were able to identify the second subject and thisinvestigation is continuing. 

Warrant – Suspect Arrested March 18 at 1:43 a.m., an 
officer was patrolling the 1500 block of S. Myrtle whenhe saw a subject he recognized from previous contacts. A 
computer check revealed that the subject had a warrant, sohe was arrested and taken into custody. 

Public Intoxication – Suspect Arrested March 18 at 

3:04 a.m., an officer was patrolling the 100 block of E.
Huntington when he saw a male subject stumbling acrossHuntington. It appeared the subject could not maintain hisbalance and was possibly going to be struck by a vehicle inthe road. The officer contacted the subject and found himto be heavily intoxicated and unable to care for his ownsafety. The officer took the subject into custody for beingdrunk in public. 
Shoplifting / Warrant – Suspect Arrested March 18 at 

4:10 p.m., a male subject entered a store in the 1600 blockof S. Mountain and removed merchandise from a shelf, 
then concealed it inside his backpack. The subject left thestore without paying for the merchandise. He was stoppedby store security and the police were called. A computercheck revealed the subject had a warrant for his arrest.
Officers took the subject into custody. 
Shoplifting March 18 at 6:41 p.m., two female subjectsentered a grocery store in the 100 block of W. Foothilland removed merchandise from a shelf, then left the store 
without paying. They were stopped outside the storeby security and returned the stolen merchandise. They 
fled prior to the police arriving. This investigation is 
continuing.
