MONROVIA'S CITY COUNCIL ADOPTS 
RESOLUTION TO CALL FOR A SPECIAL 
ELECTION TO KEEP MONROVIA REVENUE 
LOCAL SALES AND USE TAX PROPOSAL ON 
NOVEMBER 5, 2019

Over the past few months, staff has coordinated more than a dozen 
outreach meetings to discuss the possibility of calling for a special 
election in November 2019 for our community to consider a sales 
tax increase. The genesis of this idea was borne from the propensity 
of LA County to continue gaining approval for local sales tax 
rate increases, which have placed Monrovia on the precipice of hitting 
the State maximum rate of 10.25%. Currently, we only have 
0.75% of sales tax capacity remaining, and there are several potential 
regional sales tax increase proposals being considered.

Throughout all of our outreach efforts, the response from most of 
the community regarding the possibility of increasing our local 
sales tax rate to keep Monrovia’s revenue local (and away from regional 
agencies, like LA County) has been generally positive. Given 
that feedback, on May 7, staff prepared a study session overview 
for City Council regarding our efforts to date, and also outlined a 
staff proposed spending plan should the measure be approved. The 
proposed spending plan was developed based on looming future 
fiscal threats, and to fund aspirational local priority projects that 
have been put on hold due to lack of funding. 

The key priority funding areas include:

Fund an upgrade to the City's Community Center

Achieve a AAA Rating

Give money back to residents by lowering the monthly municipal 
services bill

Continue to invest in capital upgrades, including parks, facilities 
and infrastructure

Set a fixed amount of money aside for community priorities, 
such as affordable housing, community based organizations, 
and schools.

These items were discussed in greater detail at the May 29 and June 
4 Budget Study Sessions with the City Council. Additional details 
regarding the proposed spending plan and sales tax initiative can 
be found online.

Following all of the consideration regarding this matter, the City 
Council last Tuesday voted to adopt the requisite resolutions needed 
to call for a special election to allow the community to consider 
the Keep Monrovia Revenue Local Sales and Use Tax Proposal. The 
item will be considered by Monrovia voters on Tuesday, November 
5, 2019.

During the next several months, staff will continue to reach out to 
various community groups to gather additional feedback, and as 
the spending plan continues to develop, staff will continue to keep 
everyone apprised of any new information.

 Warrant / Possession of a Controlled Substance / Possession 
of Drug Paraphernalia – Suspect Arrested On May 30 at 9:10 
p.m., a resident in the 800 block of S. Alta Vista called police 
to report a female subject yelling and throwing things in the 
middle of the street. Officers arrived and located the subject. A 
computer check revealed she had an outstanding warrant for 
her arrest. She was arrested for the warrant and a search of the 
suspect revealed she was also in possession of illegal narcotics 
and drug paraphernalia. 

 

Warrant / Possession of Drug Paraphernalia – Suspect Arrested 
On May 31 at 12:13 a.m., an officer conducted a traffic stop on a 
bicyclist in the 100 block of W. Lime for a vehicle code violation. 
A computer check on the subject revealed he had an outstanding 
warrant for his arrest. He was arrested for the warrant and 
found to be in possession of drug paraphernalia. 

 

Warrant / Possession of a Controlled Substance – Suspect Arrested 
On May 31 at 2:18 a.m., an officer was patrolling the 
1600 block of S. Myrtle when he saw a subject at a park after 
closing hours. The subject was contacted and a computer check 
revealed he had an outstanding warrant for his arrest. The 
subject was arrested and during a search of his person, he was 
found to be in possession of illegal narcotics. 

 

Traffic Collision / Driving Under the Influence – Suspect Arrested 
On June 1 at 1:23 a.m., a caller reported that a motorist 
collided into a light pole in the area of Mountain and Lemon. 
The driver was located and he displayed signs of being under 
the influence of alcohol and/or prescription medication. Field 
sobriety tests were conducted. The driver was arrested for driving 
under the influence and held for a sobering period. 

 

Driving Under the Influence – Suspect Arrested On June 1 at 
2:09 p.m., a caller reported that a vehicle was stopped in the 
middle of the street in the area of Walnut and Alta Vista, and 
the driver was resting his face on the 

steering wheel. Officers responded and contacted the driver. 
The driver displayed signs of being under the influence of 
drugs. Field sobriety tests were conducted and a DUI investigation 
was started. The subject was arrested for DUI and held for 
a sobering period. 

 

Hit & Run Traffic Collision On June 1 at 4:07 p.m., a resident 
in the 700 block of S. Mayflower called police to report a vehicle 
that struck a parked vehicle and rolled over. The driver fled on 
foot and was last seen running north on Mayflower. Officers 
responded, but were unable to locate the driver. The vehicle was 
towed and the Investigation is continuing. 

 

Vehicle Burglary On June 1 at 6:26 p.m., a resident in 
the 100 block of N. Sunset called police to report his company 
vehicle was broken into sometime during the night. The vehicle 
was parked on the street in front of his residence. The vehicle 
had both passenger side windows smashed and a laptop was 
taken. Investigation continuing. 

 

Domestic Violence – Suspect Arrested On June 1 at 11:15 p.m., 
a caller reported that a male subject was assaulting a female subject 
inside a vehicle at a business parking lot in the 800 block 
of E. Huntington. The male fled on foot and the female drove 
away. Officers responded and located both subjects nearby. After 
a thorough investigation, the male was arrested for domestic 
violence and a restraining order violation. A criminal complaint 
was completed against the female for a court order violation. 

 

Driving Under the Influence – Suspect Arrested On June 2 at 
1:37 a.m., an officer was on patrol in the 300 block of S. Myrtle 
when he observed a vehicle driving with no headlights on, in 
violation of the vehicle code. A traffic stop was conducted and 
the driver was displaying signs of being under the influence of 
alcohol. Field sobriety tests were conducted and a DUI investigation 
was started. The subject was arrested for DUI and held 
for a sobering period. 

 

Hit & Run Traffic Collision On June 2 at 2:36 a.m., 
an employee from a business in the 800 block of W. Huntington 
called police to report a vehicle that collided into a light pole. 
The occupants were seen fleeing the scene and being picked up 
by another vehicle. Officers responded, but did not locate the 
suspects. The vehicle that collided into the light pole was towed 
from the street. Investigation continuing. 

 

Vehicle Burglary On June 2 at 10:33 p.m., an employee from 
a business in the 600 block of W. Huntington called police to 
report her vehicle had been broken into while she was at work. 
The rear passenger side window was smashed and her purse was 
taken from the floorboard behind the driver's seat. Investigation 
continuing. 

 

Burglary On June 3 at 10:21 a.m., a resident in the 1900 block of 
S. Peck called to report his work vehicle was broken into while 
it was parked in front of his residence. One of the door locks 
had been punched and his briefcase was stolen. Investigation 
continuing. 

 

Possession of a Controlled Substance / Possession of Drug Paraphernalia 
– Suspect Arrested On June 4 at 8:16 a.m., a resident 
in the 100 block of W. Colorado called to report a subject loitering 
in the laundry room at the location. Officers arrived and 
contacted the subject, who was later found to be in possession 
of methamphetamine and drug paraphernalia. The subject was 
arrested and taken into custody. 

 

Petty Theft On June 4 at 8:39 a.m., a resident in the 600 block 
of Parkrose called to report a theft from her vehicle, which was 
parked in front of her residence. She left her vehicle unlocked 
overnight, and when she left for work in the morning, she 
discovered someone had ransacked her vehicle. Investigation 
continuing. 

 

Public Intoxication / Resisting Arrest – Suspect Arrested 
On June 5 at 12:12 a.m., several callers reported an intoxicated 
subject that was breaking apartment windows in the 800 block 
of W. Colorado. Officers arrived and located the subject, who 
was found to be under the influence of alcohol. He had cuts on 
his hands, substantiating the witness reports, and he resisted 
the officers as they took him into custody. He was arrested for 
being drunk in public and resisting arrest. 

 

Assault with a Deadly Weapon / Possession of a Controlled 
Substance – Suspect Arrested On June 5 at 4:06 a.m., a 
resident in the 400 block of E. Colorado called police to report a 
male subject looking into vehicles with a flashlight. Officers responded 
to the area and saw a suspicious vehicle stopped on the 
street with a subject sitting in the driver’s seat. The male subject 
began reaching for something and the officer reached through 
the driver's window to restrain him. The subject began driving 
away, dragging the officer a short distance. 

 

Another officer entered the suspect vehicle and prevented the 
driver from driving any further. The subject fought with the officers. 
A struggle ensued and one of the officers deployed his 
Taser. The suspect was taken into custody. Per policy, the Monrovia 
Fire Department responded and treated the suspect for 
the Taser deployment. The two officers were also treated for injuries 
sustained while taking the suspect into custody. 

For the period of Sunday, June 2nd, through Saturday, June 8th, the 
Police Department responded to 1,075 calls for service, of which 122 
required formal investigations. The following is a summary report of 
the major incidents handled by the Department during this period.

Sunday, June 2:

1. Shortly before 11:54 a.m., an officer responded to a parking 
structure for H Mart, 1101 West Huntington Drive, regarding 
a vehicle burglary report. The victim discovered her vehicle 
was unlocked by unknown means and the suspect fled with her 
designer wallet and cash. No suspects were seen and no witnesses 
were located. 


 

2. At approximately 7:06 p.m., an officer noticed a small 
plume of smoke nearby and determined it was coming from a fire 
in a vacant parking lot. Arcadia Fire responded and extinguished 
the fire. The investigation is ongoing. 


Monday, June 3:

3. Just after 12:46 p.m., officers responded to Vons, 745 West 
Naomi Avenue, regarding a shoplifting report. An investigation 
revealed two suspects stole two bottles of whiskey. The officers 
located one of the suspects, found him in possession of the 
stolen alcohol, and a consensual search revealed he was also in 
possession of methamphetamine. The 40-year-old male from 
Azusa was arrested and transported to the Arcadia City Jail for 
booking.


4. At approximately 9:29 p.m., an officer responded to CVS 
Pharmacy, 188 Las Tunas Drive, regarding a domestic dispute. The 
officer discovered the victim’s estranged husband, was following 
and harassing her. The harassment occurred three separate times 
in one day, all requiring police response. The suspect, a 42-year-
old male from Temple City, was arrested and transported to the 
Arcadia City Jail for booking. for Stalking and transported to the 
Arcadia City Jail for booking. 


Tuesday, June 4:

5. Around 5:34 a.m., an officer responded to Si Hai 
Restaurant, 713 West Duarte Road, regarding a commercial 
burglary report. Employees arrived at work and discovered the 
front glass door had been smashed and the cash register had been 
stolen. Surveillance footage revealed at least three suspects are 
responsible for the crime.


The suspects are described as males wearing white hooded 
sweatshirts. The investigation is ongoing. 

6. Just before 10:14 a.m., an officer responded to StorAmerica, 
5630 Peck Road, regarding a commercial burglary report. 
Surveillance footage revealed the suspect broke into six storage 
units sometime during the night of June 2nd. 


The suspect is described as a white male with a thin build, wearing 
a black baseball hat, long sleeve plaid shirt, and shorts. The 
investigation is ongoing. 

Wednesday, June 5:

7. At about 6:42 a.m., an officer responded to the 1400 block 
of South Baldwin Avenue regarding a stolen vehicle in the area. 
Upon locating the vehicle unoccupied and parked, the officers 
waited for the driver to return. The driver, a 29-year-old female 
from Chino Hills, was arrested and transported to the Arcadia City 
Jail for booking. A records check revealed she had one outstanding 
misdemeanor warrant and one felony warrant. A consensual 
search revealed she was in possession of a controlled substance and 
unlawful paraphernalia. 


8. Shortly after 3:23 p.m., officers responded to a traffic 
collision in the 900 block of West Duarte Road. Upon contacting 
the driver, the officer detected a strong odor of alcohol emitting 
from her breath and noticed two teenage children inside the 
vehicle. The 44-year-old mother from Arcadia was arrested and 
transported to the Arcadia City Jail for booking. 


Thursday, June 6:

9. Before 10:44 a.m., an officer responded to All Star Fire 
Equipment, 12328 Lower Azusa Road, regarding a suspicious 
circumstances report. After quoting a customer from the United 
Arab Emirates for fire equipment, the company eventually mailed 
a check for nearly $19,000 more than the quoted amount. The 
return address was in Alaska and the company issuing the check 
was from Las Vegas. Due to all of the inconsistencies, All Star Fire 
Equipment refused to cash the check assuming it was fraudulent. 
10. Around 1:02 p.m., an officer responded to Law Divine 
at the Santa Anita Mall, 400 South Baldwin Avenue, regarding a 
grand theft report. Surveillance footage revealed the suspect stole 
one pair of Nike Air Jordan’s valued at $1,150.00 from the store. 


The suspect is described as a Hispanic male, full beard, wearing 
a black hat, black jacket, yellow shirt, and grey shorts. The 
investigation is ongoing. 

Friday, June 7: 

11. At about 5:07 a.m., officers responded to 88 Beef Noodle, 
1045 South Baldwin Avenue, regarding the activation of an 
Arcadia Police Department GPS tracker. An investigation revealed 
three suspects committed a commercial burglary and had fled 
the location with a hidden GPS tracking device. Officers located 
the device in the back seat of the suspect’s car along with a large 
amount of marijuana, a scale, and baggies. A 20-year-old male 
from Inglewood, a 20-year-old male from Los Angeles, and an 
18-year-old male from Los Angeles were arrested and transported 
to the Arcadia City Jail for booking. 
12. Just before 7:11 a.m., an officer initiated a traffic stop on 
a vehicle in the area of Duarte Road and El Monte Avenue for 
driving without license plates. Upon contacting the driver, the 
officer discovered the 35-year-old male from Los Angeles was in 
possession of a fraudulent Social Security Card and was driving 
without ever being issued a license. The suspect was arrested and 
transported to the Arcadia City Jail for booking. 


DUARTE NEWS BRIEFS

CITY COUNCIL VACANCY FILLED

• Duarte City Council voted and unanimously appointed 
Toney Lewis to fill the District 7 City Council vacancy on Tuesday, 
June 4, 2019.

• Six applicants for the position from District 7 were interviewed 
by Council members at the May 28th City Council meeting.

• The position was left vacant after Jocelyn Nuñez, elected in 
November of 2018, resigned in early April. 

• Residents can read more about Councilmember Lewis at 
the City of Duarte website. 

CITY COUNCIL MEETING 

• The City Council will have a regularly scheduled meeting 
on June 25 in the City Council Chambers (1600 Huntington Dr.) at 
7 p.m. • The public is always invited to attend. The agenda 
and minutes from previous meetings can be found here. 

AD HOC CITIZENS FINANCE ADVISORY COMMITTEE 

• Duarte City Council appointed 16 applications to the Ad 
Hoc Citizens Finance Advisory Committee at the City Council 
meeting on June 11.

• The Committee will provide input on the City's long-range 
financial forecast, and provide recommendations to the Council 
for revenue enhancements and cost containment.

• The Committee will meet from June to September of 2019, 
presenting a report to the City Council and Community on October 
8, 2019.

FIREWORKS 

• The Public Safety Department would like to remind everyone 
that ALL FIREWORKS are prohibited in the City of Duarte. 

• If you are caught discharging or in possession of a firework, 
you will face either a misdemeanor arrest or a $1,000 administrative 
fine.

 

ANIMAL CONTROL 

• Effective July 1, 2019, the City of Duarte will no longer be 
contracting with the Los Angeles Animal Control Department.

• Sheltering services will be provided by the San Gabriel Valley 
Humane Society (851 E. Grand Ave., San Gabriel, CA 91776).
