ARCADIA POLICE BLOTTER 

For the period of Sunday, July 25th through Saturday, July 31st, 
the Police Department responded to 1,016 calls for service, of 
which 113 required formal investigations. The following is a 
summary report of some of the major incidents handled by the 
Department during this period. 

Sunday, July 25:

1. At 9:47 a.m., an officer responded to a residence in the 
1400 block of Rancho Road regarding a burglary report. The 
officer determined the unknown suspect entered the home 
by smashing a bedroom window and fled with the victim’s 
jewelry.
2. At 5:21 p.m., an officer responded to the Westfield 
Santa Anita Mall, located at 400 South Baldwin Avenue, regarding 
a theft from vehicle report. The victim stated someone 
stole the rear passenger side wheel from his Honda Accord 
sometime between 3:45 p.m. and 4:00 p.m. 
Monday, July 26:

3. At 8:36 a.m., an officer responded to 24 Hour Fitness, 
located at 125 North First Avenue, regarding a commercial 
burglary report. The officer discovered someone broke into 
the victim’s locker, between 7:00 a.m. and 8:30 a.m., and stole 
a set of keys. The suspect then used the keys to enter the victim’s 
vehicle, where the suspect stole cash and left the victim’s 
keys.
4. At 3:58 p.m., an officer responded to a residence in the 
1200 block of Mayflower Street regarding a burglary in progress. 
A victim encountered the suspect inside the home and 
witnessed him throwing items. Responding officers located 
the suspect inside a bathroom where he had caused damage 
to the sink. The 29-year-old male transient was arrested and 
transported to the Arcadia City Jail for booking. 
Tuesday, July 27:

5. At 12:22 p.m., an officer responded to the front counter 
of the Arcadia Police Department to document a battery 
that occurred in the 400 block of West Camino Real Avenue. 
The victim stated an altercation between her and her husband 
resulted in the husband choking the victim. The victim 
did not require medical treatment.
6. At 4:06 p.m., an officer responded to JCPenney, located 
at 400 South Baldwin Avenue, regarding a robbery report. 
The officer discovered that while the suspect was exiting the 
store with stolen merchandise, the suspect pepper-sprayed 
the loss prevention employee and fled in a black Audi sedan. 
The reported loss was $185.00. The suspect is described as a 
bald Hispanic male with an average build and he was seen 
wearing a black button down shirt and white camouflage 
pants. Arcadia Fire responded to provide medical treatment 
to the store employee.
7. At 4:30 p.m., an officer responded to the Hale Medical 
Building, located at 289 West Huntington Drive, regarding a 
theft from vehicle report. The victim stated his catalytic converter 
was stolen from his Toyota Prius sometime between 
2:55 p.m. and 5:20 p.m. 
Wednesday, July 28:

8. At 12:16 p.m., an officer responded to Foothill Federal 
Credit Union, located at 30 South First Avenue, regarding an 
attempted vehicle burglary report. Witnesses reported seeing 
the suspect tamper with two vehicles. Officers located the 
24-year-old male transient and found he was in possession of 
burglary tools commonly used to commit vehicle burglaries. 
The suspect was arrested and transported to the Arcadia CityJail for booking.
9. At 11:36 p.m., officers responded to a residence in the 
500 block of West Lemon Avenue regarding a residential burglary 
report. Upon investigating a call of loud noises comingfrom the residence, officer discovered a shattered window 
and marijuana plants growing inside the home. 
Thursday, July 29:

10. At 12:46 p.m., an officer responded to a residence in 
the 700 block of East Winnie Way regarding a package theft 
report. Surveillance footage captured the suspect, described 
as a Hispanic male with a black mustache, stealing the victim’s 
package and returning to a black car. The suspect was 
wearing a black t-shirt and blue jeans.
11. At 8:25 p.m., an officer responded to Tridocs Medical 
Plaza, located at 900 South First Avenue, regarding a theft 
from a vehicle. The victim discovered her catalytic converter 
had been stolen from her Toyota Sequoia sometime between 
8:00 a.m. and 7:42 p.m. 
12. At 10:19 p.m., an officer responded to the 00 block of 
West Camino Real Avenue regarding a traffic collision between 
a moving vehicle and a parked vehicle. Upon contacting 
the driver, the 31-year-old male, from Arcadia, admitted 
to consuming alcohol before driving home. Through a series 
of tests, the officer determined the suspect was driving with 
a blood alcohol content over the legal limit. The suspect was 
arrested and transported to the Arcadia City Jail for booking. 
He was also charged with driving without a license. 
Friday, July 30:

13. At 8:33 a.m., an officer responded to Korean Market, 
located at 171 Live Oak Avenue, regarding a burglary report. 
An investigation revealed an unknown suspect smashed the 
front glass door and stole cash from the register. 
Saturday, July 31:

14. At 4:46 p.m., an officer responded to the Westfield 
Santa Anita Mall, located at 400 South Baldwin Avenue, regarding 
a stolen vehicle report. Sometime between 2:30 p.m. 
and 3:30 p.m. on July 31, someone stole the victim’s 2000 
Chevrolet Prizm from the parking lot.

ARCADIA ANNOUNCES AUGUST 17 PUBLIC HEARING ON CITY COUNCIL REDISTRICTING 

August 4, 2021 – The Arcadia City Council is seeking public input on the redistricting of City Council districts. Every 10 
years the United States issues a census to count the population. Upon the completion of the United States Census, the CityCouncil District Map is realigned to reflect Arcadia’s current population. 

The Arcadia City Council will hold a series of public hearings to best understand Arcadia’s communities of interest. At the 
public hearings, Arcadia residents are also given the opportunity to help shape the future of City Council Districts. With 
public input and professional demographers, the City Council will evaluate City maps drawn and submitted. 

On August 17, 2021, the Arcadia City Council will hold its first public hearing to provide an overview of the redistricting 
process and legal requirements. The public is encouraged to attend this meeting to learn more about the redistricting process 
and understand their impact on helping shape the City’s new districts. Public meetings will be conducted throughout 
the year and the public is welcomed to comment on issues discussed during meetings.

DUARTE CITY COUNCIL ADOPTS ORDINANCE REQUIRING SOLID AND ORGANIC 

WASTE RECYCLING 

The Duarte City Council recently adopted an ordinance 
requiring Duarte businesses and multi-family residential 
households to meet California State recycling requirements 
for solid and organic waste. The ordinance, adopted at its 
second reading on Tuesday, July 27, updates Duarte’s Municipal 
Code to conform with current State standards. 

Assembly Bill (AB) 341 set forth mandatory statewide commercial 
recycling requirements that became effective on July1, 2012. Under the law, businesses generating more than four 
cubic yards of solid waste per week must arrange for recycling 
services for the following materials: plastic containers, 
cardboard products, paper products, metal products, glass, 
and other recyclable items. 

AB 1826 set forth mandatory statewide commercial organics 
recycling requirements that became effective in October 
2016. Businesses generating more than two cubic yards of 
solid waste per week are required to establish and maintain 
commercial organics recycling services. Organic waste (also 
referred to as organics or “green waste”) includes food waste, 
landscape waste, pruning waste, and non-hazardous wood. 

Of Duarte’s 164 businesses and multi-family complexes that 
are subject to AB 341 Mandatory Commercial Recycling,
130 are in compliance. Out of Duarte’s 222 businesses and 
multi-family complexes that are subject to AB 1826 Mandatory 
Organics Recycling, only 116 are in compliance. 

To increase participation, the California Department of Resources 
Recycling and Recovery (CalRecycle) placed Duarte 
on an Informal Mandatory Commercial Recycling Compliance 
Plan in October 2020 that mandated the passage of a 
City ordinance to require businesses subject to AB 341 and 
AB 1826 to participate in the state recycling efforts. CalRe


cycle oversees all state-managed, non-hazardous waste and 
recycling programs, including auditing Duarte’s compliance 
through the plan. CalRecycle could consider levying a 
penalty and imposing administrative civil penalties of up to 
$10,000 per day for the City’s non-compliance. 

“This ordinance does not subject Duarte businesses and 
multi-family housing units to new requirements–the State 
has already had these measures in place and are now just 
requiring cities to update our municipal codes to be in line 
with State law,” Victoria Rocha, Assistant to the City Manager, 
commented. “The City adopted this ordinance to ensure 
we, as a City, are in compliance with State waste diversion 
goals.” 

By recycling and composting organics, organizations and 
individuals alike prevent materials from making their way to 
landfills where it would decompose and release greenhouse 
gas (GHG) emissions. GHG traps heat and radiation in our 
atmosphere, a leading contributor of global warming and 
climate change. Decomposing organic materials are proven 
to release significant emission levels. 

While the ordinance takes effect on August 27, 2021, but 
Burrtec and the City will take all efforts to educate subject 
businesses and multi-family housing units on the ordinance 
requirements, compliance options, and program 
sign-up, prior to the City issuing any non-compliance fees 
to businesses.

FREE COVID-19 TESTING AT FOOTHILL UNITY CENTER 

Foothill Unity Center is partnering with the Community Organized Relief Effort (CORE) to provide free COVID-
19 testing. The test site is open to the public, every Friday, 10 a.m. - 4 p.m., at 790 W. Chestnut Ave., Monrovia, 
91790. Appointments are not required, and test results are available in 24 to 48 hours. For more details,
