LEGAL NOTICES.....................................Page 14 A FEW WORDS FROM SIERRA MADRE MAYOR RACHELLE ARIZMENDI As I approach the last few days in my 2nd term as the Mayor of Sierra Madre, I am reminded about myfirst campaign for City Council in 2014. At the time, my hus- band Fili and I had been living in Sierra Madre a little more than seven years. In my mind, that made for an “established” resident. Little did I know- that people don’t just live here for decades…theylive here for genera- tions. I knocked on thousands of doors to ask for people’s vote and was peppered with questions such as “Why is my water discolored and whydo I pay so much? -Exactly how old are you? – Wouldn’t it be better if we contracted with the Sheriff ’s Department? –What are your thoughts on Prop 13? -What makes you qualified? Where do my taxes go? –What was your position on Measure V? -Why did you move here?”. We have come a long way since 2014 and I’m extremely proud of the prog- ress we have made. Last year we reported a $2.5MM budget surplus in our City Budget. In 2021, we invested $2MM to replace 23,000 linear feet of aging water infrastructure that resulted in a reduction of water loss leakage (30% to 13%). The police department showed an 11% decrease in crime. We now operate a fully-paid career Fire Department that secured automatic-aid status with peer agencies. That’s not all. Other accomplishments over the past year include the following: -No layoffs of staff during the pandemic -A funding of 85% of our total accrued pension liabilities(compared to a high-risk 69% in 2016) -Approval of 30 Accessory Dwelling Units (ADUs) -A completed Kersting Court refresh project -Funding of a joint-well for a secondary water source withArcadia in the San Gabriel Basin. -(San Gabriel Valley Municipal Water District(SGVMWD) approved $1.8MM in financial support). -Approved budget for Library Building upgrades -Free public WiFi at Memorial Park and Kersting Court -Installation of a solar project that will eliminate up to 715 tons ofcarbon emissions annually. Our work is far from over. There will be many issues that will challenge us a united community. The proposed Bailey Meadows project at the mon- astery is still in process and continues to be a contentious issue with some residents. The State’s mandates in the areas of affordable housing, zoning, and compost rubbish separation leave little to no room for local govern- ment control. The state of drought emergency is always looming over us. Our aging city infrastructure and the years of deferred maintenance will be an ongoing expense. Rising costs will force us to question if we should maintain our own Fire and Police departments. And why do people bla- tantly disregard the “No U-Turn” signs downtown? I remain hopeful and optimistic. Our historic Wistaria vine will survive. Maintaining a strong and healthyfinancial state is at the top of our priorities. We have a phenomenal CityStaff- with a dedicated City Manager at the helm. Our City Council is comprised of committed individuals that have the best interest of Sierra Madre at the core of their work. We have passionate residents at the heart and drive of our community. There is one thing I know for certain -the answer given by me on the campaign trail remains the same. The reasons I love Sierra Madre and why we moved here are 1) I know I can walk my dog at 10:30 at night and feel safe; 2) People still wave “hello” to each other on the streets-just like the neighborhood I grew up in; and 3) No doubt- the quality of life in our Village of the Foothills is unlike anything you’ll find in the other 87 cities in Los Angeles County. It truly has been an honor to serve as your Mayor and I have been hum- bled by your support. On December 14, I will pass the ceremonial gavel to our next Mayor and will reflect as to who we are as a community…proud Sierra Madreans. #StrongerTogether More than forty years ago two wise visionaries, Pastor Bob VanderZaagand Pastor Richard Anderson “Dick,” felt their community deserved a momentous celebration. Maybe they both saw the beauty in the small towns that had gathered their people together in those many snow filledlandscapes, huddling meekly in simple rooms, where a lone fireplace lentits heat. It was not lost on these two Pastors that it was not the splendorof the place that mattered but the people gathering together that createdthe collective depth to inspire the Spirit of Christmas. In the Big City, the granting of ones personal space and privacy isconsidered a social politeness. That is predictable and understandable. It has remained our great fortune that two Pastors understood theSocial Contract but also understood the human heart with a perceptiveintuition, and so they did not accept the predictable and understandable. In an age of power grids and lavish displays of electricity, we have notstolen away the charm of candlelight. It remains eternal in its abilityto inspire reverence, ever vigil in touching our heart in its simple andartistic beauty. So it is fitting that the light of a star that once guidedThree Magi to a baby. Has been commemorated in a candlelight thatguides a community to Christmas. The Sierra Madre event has commenced in the same manner for forty plusyears, at the steps of Saint Rita Catholic Church. The Pandemic sidelined this event last year, however, this year the walk is back! The processionalwill begin at Saint Rita’s Church, where participants light their candlesand begin the walk to Kersting Court at 7:00 pm. Participants can come a little early and listen to brass carols starting at 6:15. For those that wait below at the bottom of the street, the sea of lights begins its slow, picturesque descent down Baldwin Avenue. As scripture passages areread and the notes of Christmas hymns swirl around the nativity sceneand the Baby Jesus will be placed in the manger in the Nativity Scene inKersting Court. It is exactly as Linus, instructed Charlie Brown on the true meaning ofChristmas. For each year two local children become Joseph and Maryand carry the statue of the baby Jesus and place the statue of Jesus in thecrèche.
