Additional Background Information
The Coordinated Plan update will address the
transportation needs of Seniors and Individuals
with Disabilities over the next four years
(2025-2028). The Coordinated Plan also fulfills
requirements for FTA’s 5310 funding for
LA County. FTA Section 5310 Program funds
are available for capital and operating assistance
to support public transportation projects
that:
1. Are planned, designed, and implemented
to address the transportation needs
of seniors and individuals with disabilities
when existing public transportation is inadequate,
inaccessible, or unavailable.
2. Exceed the requirements of the Americans
with Disabilities Act (ADA) of 1990 to
provide enhanced accessibility and mobility.
3. Improve access to fixed-route transit
services, thereby reducing dependence on
complementary paratransit options.
4. Offer alternative transportation solutions
that help seniors and individuals with
disabilities maintain independence and access
essential services.
As the Designated Recipient of FTA Section
5310 Program funds in the urbanized areas
of LA County, Metro will recommend projects
for funding through a review process
based on priorities and strategies outlined in
the Coordinated Plan. This approach ensures
that identified service gaps are effectively addressed
through funding decisions.
