AD HOC COMMITTE

According to his announcement, the first objective of this 
committee will be to establish a shared understanding of 
the city’s current financial landscape, including expenditures 
and revenues across all departments. Building on this 
foundation, the committee will explore innovative funding 
strategies to address our immediate and long-term financial 
needs while aligning them with our community’s character 
and values.

Key objectives for the Ad Hoc Revenue Committee include:

• Conduct a thorough assessment of the city’s budget 
to understand expenditures and revenues across all 
departments.

• Identify viable revenue sources to support critical 
city services.

• Develop strategic recommendations for the City 
Council that outline sustainable funding solutions to address 
current needs and future financial challenges.

This committee will consist of council members, key city 
staff, and community members with relevant expertise. I am 
confident that the members will provide valuable insights to 
strengthen Sierra Madre’s financial foundation. Your participation 
and expertise in this process will be invaluable to 
the success of this initiative.

Rainey has held key leadership roles in Federal, District of 
Columbia, and California municipal governments, for cities 
such as Santa Paula, Maywood, Bell Gardens, and Rialto. 
He has successfully overseen complex financial operations, 
including the development and management of operating 
budgets, capital improvement programs, and five-year financial 
forecasts. His expertise extends to managing revenues, 
expenditures, fund balances, and guiding public agencies 
through audit readiness and compliance.

Mayor Kelly Kriebs stated, “We are fortunate to add to our 
team such a skilled and experienced Finance Director at this 
crucial time. I look forward to working with Director Rainey 
to put the City on a path to fiscal sustainability. I also want 
to thank the City’s Budget Manager Satnam Rait for filling 
the role of Acting Finance Director during the recruitment. 

He describes himself as a lifelong learner. He. holds a Bachelor 
of Arts in Political Economy of Industrial Societies from 
the UC Berkeley; a Master of Public Administration from 
the University of Washington and a Master of Science in 
Information Systems Management from Seattle Pacific University. 
His academic background complements his practical 
expertise, enabling him to integrate innovative solutions and 
data-driven insights into the city's financial strategies.

Mr. Rainey expressed that he is dedicated to ensuring financial 
transparency, accountability, and sustainability. 

He is committed to advancing the city’s financial stability, 
enhancing service delivery, and ensuring a resilient and vibrant 
future for Sierra Madre's residents and businesses.
