On September 9, 2025, the City Council of the City of Sierra Madre, introduced for second reading recommending adoption 
of Ordinance No. 1484 repealing and replacing Section 17.60.056 (Discretionary Demolition Permit) of Chapter 17.60 (Variances 
and Discretionary Permits) of Title 17 (Zoning) of the Sierra Madre Municipal Code. The ordinance establishes specific 
conditions for proposed demolitions that may be exempt from a discretionary demolition permit, including a “Fire Hardening 
Update,” as defined by the ordinance, provided that the replacement building materials are approved by the State Fire Marshal 
or Sierra Madre Fire Marshal and are reasonably in keeping with the style of the existing building materials. The ordinance 
also establishes other exemptions and exceptions that are aligned with those provided for certificates of appropriateness in relation 
to designated historic landmarks. The Planning Commission forwarded a recommendation for approval of the proposed 
ordinance to the City Council on August 21, 2025.

ENVIRONMENTAL DETERMINATION: This Ordinance is exempt from the California Environmental Quality Act 
(“CEQA”) under the Governor’s Executive Order N-4-25, paragraph 1, which suspends the applicability of CEQA “for projects 
to repair, restore, demolish, or replace property or facilities substantially damaged or destroyed as a result of this emergency” 
and, under the Governor’s Executive Order N-20-25, paragraphs 2-4, authorizing the City to “develop guidance and 
procedures for implementing this Paragraph.” The proposed amendments are also exempt under 14 CCR 15269 (emergency 
projects exemption), 14 CCR 15302 (replacement or reconstruction), and 14 CCR 15330 (minor actions to prevent, minimize, 
stabilize, mitigate or eliminate the release or threat of release of hazardous waste or hazardous substances).
