(PUBLIC PEACE, MORALS AND WELFARE) OF THE SIERRA MADRE MUNICIPAL 
CODE

On September 23, 2025, the City Council of the City of Sierra Madre, introduced for second reading recommending 
adoption of Ordinance No. 1467 amending Chapter 8.40 (Landscaping Equipment) of Title 8 (Heath and Safety) and 
Chapter 9.32 (Noise) of Title 9 (Public Peace, Morals, and Welfare) of the Sierra Madre Municipal Code. The ordinance 
clarifies definitions and establishes exterior noise standards applicable to all land uses at the property plane, referencing both 
A-weighted Decibels (dBA) and C-weighted Decibels (dBC). It further sets forth exemptions and exceptions for specific 
activities, provides noise level measurement criteria for enforcement using sound level meters, and refines procedures for 
evaluating duration and thresholds. In addition, this ordinance modifies language relating to the use of landscaping machines 
or equipment under Chapter 8.40 (Landscaping Equipment). The Planning Commission forwarded a recommendation for 
approval of the proposed ordinance to the City Council on July 19, 2025.

effect on the environment. Therefore, this ordinance is exempt from CEQA review, pursuant to Title 14, Section 15061(b)(3) 
of the California Code of Regulations.

LETTER TO THE EDITOR

Dear Editor:

Quite a dilemma We would like our city to be able to have extra easy revenue but what the cost and 
who has to pay?

I am not opposed to the time limited parking places but the parking pilot program seems unfriendly.

I enjoy shopping and eating in my city. I admit I do sometimes over stay my parking place, by a few 
minutes only. If I had to worry if I have parked too long and I will be ticketed,

it would certainly inhibit my enjoyment and heighten my concern of time. It would be much easier 
and less worrisome to enjoy a meal or have a shopping spree in a parking space for free without any 
time limit attached..

So it seems our city restaurants and shops in the end will be the ones who will pay the extra revenue 
to the city with less business. For people coming from out of the city who would like to shop and 
have a bite to eat and forget checking the time and being ticketed, it may leave a sour feeling about 
sweet Sierra Madre. It makes us seem like mean-spirited city. Not conducive or welcoming

 of return visits.

I have lived in the city for many years, I can't remember when the city has not needed more revenue. 
Maybe it is time to sit down and rebudget some expeditures rather than make our friendly city into 
a worrisome place.
