ARCADIA TO SELECT THREE NEW COUNCIL 
MEMBERS FROM A FIELD OF FIVE 

BURTON BRINK 

A little about me. My family has been living in Arcadiafor over 46 years. I grew up attending Highland OaksElementary, Foothills Jr. (Middle) High and graduatedfrom Arcadia High School in 1982.
I was taught to give back to the community, so I becamea police explorer for Arcadia Police Department from1977-1982. 
I went onto Monterey Park Police Department in 1982as a Reserve Police Officer, and in January 1989 I became 
a Deputy Sheriff for Los Angeles County (LASD).
After working various assignments, I was promoted toSergeant in 2009 and transferred to the Crescenta ValleySheriff’s Station in January 2011. My responsibilities 
are: Montrose Search and Rescue Team, policeexplorers, uniform reserves, our emergency operationscenter, Disaster Communications Service (Ham radiooperators), C.E.R.T., community relations, volunteers,
social media and the press information officer.
I’ve been a board member for the Professional Peace 
Officer Association’s Charitable Foundation and the 
Star and Shield’s Charitable Foundation for over 3 years.
I am a member of the Arcadia Chamber of Commerce. 
I look forward to representing all the residents of this

16 years ago in 1998, I decided to put down my rootsin Arcadia and make it my home. I made that decisiononly after living in multiple cities in the U.S.A. North–East, South, South-West and Taiwan. In Arcadia Ifound a city with all the good things cities are knownfor, good medical facilities, good entertainment andeconomic opportunity. In Arcadia I also found a smalltown with all the good things a small town is known forgreat schools, safe streets, good government and kind 
outgoing people who really care about others.
Degrees: BA 1980 Geography, 1983 Economics RutgersUniversity and Chinese cultural and language classesat PCC with work experiences including restaurantmanagement, ISPs, Dotcoms and insurance have

allowed me to build a vast skill set that is a good fit for this position.

ROGER CHANDLER 

Former Arcadia Mayor Roger Chandler is seeking a fifth term 
on the City Council.
Chandler, a 42-year resident of Arcadia who raised two sons 
here with his wife Jane, was first elected to the Arcadia City 
Council in 1986 and has served 16 years on the Council, 
including three terms as Mayor, the last one-year term being 
in 2007-08. He last served on the Council in 2012 and left 
the council due to term limits. He holds a Master’s Degree in 
Public Administration from USC. 
In 2004 he was recognized as a top fifty distinguished alumni 
at the 50th anniversary of Temple City High School. Retired 
from a 30-year career in law enforcement and served as a 
Pasadena Police Cadet, Lieutenant in the Los Angeles County 
Sheriff ’s Department. He was with the County Sheriff ’s 
Department 24 years before retiring and becoming Chief of 
Police of the Los Angeles City Housing Authority. As Mayor 
in 1999-2000, he provided leadership for the construction 
of Arcadia’s new police station, which opened in 2003. Also, 
during his years in office the city built the community center, 
a new library, new public works facility, two fire stations, and 
updated infrastructure, including seven new water wells and 

seven new reservoirs. 


THOMAS PATRICK BECK 

My wife and I moved to Arcadia in 1985 to raise our family. 
Our four children attended Arcadia schools. My volunteer 
activities have included:

Our schools- I was the Founding Chairman of the Parent 
Volunteer Group at both Highland Oaks Elementary School 
and Foothill Middle School.

Youth sports- I was a Little League coach of 12 teams and 
also coached AYSO soccer and YMCA basketball.

Since I am now retired and no longer running my business I have 
the time, energy, and will bring new ideas to our City Council. I 
want to institute data-driven performance matrices for all city 
departments so we can measure performance and expected 
improvement and thereby get more services for each tax dollar.
We have to be more business friendly so small and large businesses

will want to stay or relocate to our city. My extensive legal background, business and finance experience 

enables me toaddress the known and unknown issues that confront Arcadia now and in the future. 

I will work hard on your behalf and remain independent. Thank you for your vote.

Occupation: Retired Businessman 

My wife and I have lived in Arcadia for almost 30 years. Weraised both of our children here and it’s where we call home. 
As any homeowner would strive to improve their home, Ifeel the same about Arcadia. 
I’ve served on several organizations such as the ArcadiaHistorical Museum Foundation, Arcadia Chinese 
Association President, Arcadia Masonic Lodge Master,
Boy Scouts Lucky Baldwin District Chair, Chamber ofCommerce Director, Arcadia Historical Society and 
Arboretum Director. I now wish to serve the peopleof Arcadia and improve our city on a larger scale.
As a successful and retired entrepreneur and businessman,
I carry the skills and knowledge to serve as an Arcadia 
City Councilman. My dedication and track record 
of service to Arcadia earned me the Chamber of 
Commerce Citizen of the Year award for 2011-12.

Arcadia Police Blotter 
For the period of Sunday, March 23rd, through Saturday, March 29th, the Police Departmentresponded to 1,011 calls for service of which 107 required formal investigations. The following is asummary report of the major incidents handled by the Department during this period. 
Sunday, March 23: 
1. Just after 5:00 p.m., an officer was dispatched to JC Penney at the Santa Anita Mall, 400 SouthBaldwin Avenue, regarding a theft report. A 55-year-old Black male concealed merchandise inside aused shopping bag and exited the store without making payment. He was arrested and transportedto the Arcadia City Jail for booking. 
2. Around 7:28 p.m., an officer conducted a traffic stop on a vehicle for expired registration in 
the 400 block of Santa Anita Avenue. The officer discovered the passenger, a 31-year-old Hispanic 
male, was in possession of a controlled substance. He was arrested and transported to the Arcadia 
City Jail for booking. 
Monday, March 24: 
3. At about 4:17 p.m., an officer conducted a traffic stop on a vehicle in the area of Live OakAvenue and Peck Road for having no front license plate. The officer discovered the driver, a 44-yearold 
Hispanic male, was never issued a license. He was arrested, transported to the Arcadia City Jailfor booking, and his vehicle was impounded. 
4. Just after 7:25 p.m., officers were dispatched to CVS Pharmacy, 1401 South Baldwin Avenue,
regarding a subject spray painting the building. Officers located the 18-year-old Hispanic male to the 
rear of the location as he was tagging various monikers with black spray paint. He was arrested forVandalism and transported to the Arcadia City Jail for booking. 
Tuesday, March 25: 
5. Around 5:25 a.m., an officer conducted a traffic stop on a vehicle for a broken tail light on 
First Avenue, south of Camino Real Avenue. An investigation revealed the driver was in possessionof a fraudulent credit card. The 29-year-old Hispanic male was arrested and transported to theArcadia City Jail for booking. 
6. Just before 2:45 p.m., an officer responded to a residence in the 1600 block of South MayflowerAvenue regarding a report of an attempted scam. The victim received a phone call from an unknownsubject who claimed to be from a “Special Unit of the IRS”. The subject told the victim he owed theIRS a large sum of money and needed to make payment immediately or else the IRS would “take legalaction”. The victim realized it was a scam and hung up the phone. 
An online search revealed the suspect telephone phone number is associated with other similarscams. The officer advised the victim not to give out any personal information. 
Wednesday, March 26: 
7. At approximately 2:58 p.m., an officer attempted to make contact with a suspicious subjectstanding near a vehicle on South Second Avenue near Fano Street, but the subject ran away. After a 
short foot pursuit, the 33-year-old White male subject was detained in the 200 block of El DoradoStreet. While being transported to the Arcadia City Jail booking, the suspect attempted to swallowan unknown number of pills, which he had hidden inside his socks or shoes. He was ultimatelytransported to Arcadia Methodist Hospital for evaluation and placed on a psychiatric hold. 
8. Around 3:33 p.m., an officer responded to the Arcadia Police Department front counter 
regarding a theft report. The victim explained her cell phone was stolen from Dave and Buster’s atthe Santa Anita Mall, 400 South Baldwin Avenue. She left her phone unattended at a game station 
and discovered it missing a few minutes later. No witnesses were located. 
Thursday, March 27: 
9. Shortly before 2:00 p.m., an officer responded to the Arcadia Police Department frontcounter regarding a fraud report. While reviewing his checking account, the victim discoveredsomeone cashed a check for $1,900, which he did not authorize. The victim discovered the check was 
fraudulent and had no idea how his personal information was compromised. The suspect(s) identityis unknown. 
10. At about 9:04 p.m., an officer conducted a traffic stop on a vehicle for a broken tail light in the 
area of Santa Anita Avenue and El Dorado Street. The officer discovered the 25-year-old White male 
driver provided false information; however, a records check revealed he had a suspended license andtwo outstanding misdemeanor warrants. He was arrested and transported to the Arcadia City Jail forbooking. 
Friday, March 28: 
11. Around 3:30 p.m., an officer was dispatched to Victoria’s Secret at the Santa Anita Mall, 400South Baldwin Avenue, regarding a theft report. Video surveillance revealed two Hispanic suspects,
one male and one female, concealed merchandise inside a used shopping bag and exited the storewithout making payment. The total loss was $1,620 in underwear. No one reported seeing or hearinganything suspicious. 
12. At approximately 5:00 p.m., an officer responded to Nordstrom at the Santa Anita Mall, 400South Baldwin Avenue, regarding an embezzlement report. Loss prevention officers discovered anemployee stole approximately $4,000 from various cash registers while working over the course of 
three and half months. The 61-year-old Black male was arrested and transported to the Arcadia CityJail for booking. 
Saturday, March 29: 
13. Just after 9:24 p.m., officers working DUI Saturation Patrol conducted a traffic stop on avehicle for a broken tail light in the area of Huntington Drive and the 210 freeway. An investigationrevealed the driver, a 44-year-old Hispanic male, was under the influence of cocaine. He was arrestedand transported to the Arcadia City Jail for booking. 
14. At about 11:23 p.m., officers made consensual contact with a subject riding his skateboard on 
Randolph Street near Peck Road. A search of his person revealed he was in possession of concentratedcannabis and two Xanax pills. He was arrested and transported to the Arcadia City Jail for booking. 
STREET CLOSURE IN THE CITY OF ARCADIA 
The 20th Annual Santa Anita Derby Day 5K Run & Walk will be held on Saturday, April 5th, 2014. 
As a result of this event, vehicles driving on Baldwin Avenue between Huntington Drive and Foothill 
Boulevard will be delayed or diverted from 7:30 a.m. to 9:30 a.m. It is recommended that alternate 
routes be used during this time period to avoid being detoured or delayed.
