McDade Shooting Report
Ordered to be Released

A Superior Court Judge
Thursday ordered the
city to publicly release
a long awaited Office of
Independent Review report
detailing the events around
the officer involved 2012
shooting death of Kendrec
McDade.
“Superior Court Judge
James Chalfant entered
the judgment in the case
regarding the release of
the OIR report, directing
the City to release the OIR
Report with redactions
consistent with what the City
had proposed, plus some
minor additional changes
by the judge himself,” said
Pasadena Public Information
Officer William Boyer.
“Judge Chalfant, however,
stayed the judgment for
20 days, allowing other
interested parties to pursue
this matter with the Court of
Appeal.”
Pasadena Police Officers
Association attorney Richard
Shinee has promised to file
an appeal.
Although Boyer said,
if appealed, the report
would not be released until
sometime next year; he also
said the city was satisfied
with the ruling.
“The City is pleased with
Judge Chalfant’s decision to
release a redacted version
of the report. It is the City’s
hope that the matter can
be resolved quickly should
an appeal be filed so that
the information can be
provided.”
Shinee said that any appeal
would seek to either stop the
full report released or release
a more heavily redacted
version. Boyer said about
20 percent of the document
has been redacted, most
of it related to personal
information of the police
officers.
In March 2012, Pasadena
Police Officers Jeff Newlen
and Matthew Griffin shot
unarmed 19-year-old
McDade to death after a 911
caller falsely claimed he had
a gun. McDade was shot
March 24, as he ran from
police along Sunset Avenue.
The caller, Oscar Carrillo,
plead guilty to two
misdemeanor charges
related to the 911 call and
was sentenced to 90 days in
jail.
The City Clerk’s Office
issued the Notice of Election
fo r the March 10, Primary
Nominating Election for
the City Council and the
Pasadena Unified School
District (PUSD). The
official nomination period
for candidates is open from
Monday, through Friday,
Dec. 12.
Eligible Pasadena voters
will cast their ballots
next year to elect local
representatives to four-year
terms for Pasadena Mayor
and City Council Districts
1, 2, 4 and 6 and for
PUSD Board of Education
members representing
District Seats 2, 4 and 6.

Council and PUSD elections
are encouraged to attend

workshops held by the City

Wednesday, Nov. 19, 2014.
Both workshops will be
held in the City Clerk’s
Office at City Hall, 100
N. Garfield Ave., Room
S228. Candidates will
learn about the nomination
filing process and local
election laws and will have
the opportunity to ask
questions.
The City is in need of poll
workers and accessible
polling locations for the
consolidated City and
PUSD primary election on
Tuesday, March 10, and
for the general municipal
election on Tuesday, April
21, 2015. Poll workers
and polling sites are critical
components of the election
process. Contact the City
Clerk’s office at (626) 744-
4124 to sign up as a poll
worker or to host a polling
site. Your assistance as a poll
worker is especially needed
if you speak Chinese,
Korean, Vietnamese or
Spanish.
Polls will be open from 7
a.m. to 8 p.m. for the March
10, 2015, and April 21,

Missing Church Group Found Alive

One person was injured after
Altadena search and rescue
teams found 15 missing
hikers Monday after they
went missing from Eaton
Canyon — the group had set
out for a planned trip to the
area’s waterfalls.
According to reports the
group Master Guides
associated with a Seventh
Day Adventist church in
Huntington Park, ranging in
age from 14 to 36, were found
on a steep mountainside 9
a.m. Monday. They had to be
airlifted out of the area.
The group reported missing
9:30 p.m. Sunday, spent the
night in the canyon. They
started hiking at 9:30 a.m.
and expected to return by 6
p.m. but misjudged the time.
“It was cold, tiring, exhausting
but with the fire we were able
to keep warm,” Claudia Ortiz
told reporters. Ortiz needed
help walking after spraining
her ankle.
None of the other hikers were
injured.
Authorities said the group
was canyoneering, rappelling
down the waterfalls.
“The day kind of slipped away
from them,” said Altadena
search and rescue team
member James Moussally.
“They got wet, they got cold,
it got dark and they decided
to go ahead and hunker
down for the night.”
The group was a mix
of experienced and
unexperienced hikers, “We
had some new people and
unexperienced caused panic
and that just becomes a
whole train wreck,” one of
them said.
Authorities said Five people
have died in the area since
2011. They also said the
hikers were not found in an
area of the canyon, leading to
Eaton Canyon’s upper falls,
closed to the public in July.

Open Enrollment Begins
Covered California, the State’s
online marketplace to purchase
affordable health insurance, will
begin open enrollment today.
To help celebrate the onset of
open enrollment, the Pasadena
Public Health Department,
ChapCare, Young & Healthy
and AIDS Service Center will
hold a special enrollment event
from 10 a.m. to 4 p.m., at 1855
N. Fair Oaks Ave, the ChapCare
Fair Oaks Health Center.
The open enrollment period
ends Feb. 15, 2015, but
anyone who needs to enroll is
encouraged to attend the Nov.
15 event sign up now.
The multi-agency partnership
known as “Covered Pasadena”
will have Certified Enrollment
Counselors to provide free
enrollment assistance. For
individuals ready to enroll,
bring the following documents,
which are needed to apply:
Photo identification such as
a California driver’s license,
DMV ID or passport
Proof of California residency—
driver’s license or utility bill)
Proof of legal residency
such as Social Security
Number, resident alien card,
employment authorization
card, Naturalization Certificate
Proof of income from recent
tax return form or recent
paystubs
Know date of birth
Eligibility to receive health
insurance through Covered
California is based on U.S.
citizenship, household size and
monthly income. There will
also be staff to help enroll in
Medi-Cal, My Health LA, and
other healthcare programs.
Through the Patient Protection
and Affordable Care Act (also
known as “Obamacare”), each
person who does not have health
insurance in 2014 will receive
a penalty of $95 or 1 percent
of annual income. Covered
Pasadena is encouraging all to
seek enrollment assistance on
Nov. 15. The open enrollment
period ends Feb. 15, 2015.

people’s right to vote and to
stand for election.
In 1997, Hong Kong, a
British colony, was returned
to China under the Sino-
British Joint Declaration
with the condition that
Hong Kong would be able
to maintain its state of
autonomy.
In 2007, the Beijing
government agreed that there
will be universal suffrage
allowing all of the Hong
Kong citizens to elect their
chief executive by the year
2017; however this August,
Beijing announced that
candidates for Hong Kong
chief executive must be first
nominated by a committee
of 1200 appointed people
and have to be approved by
Beijing.
The people in Hong Kong
call it Fake Universal
Suffrage, and felt that they
have been betrayed. In
late September, students
started their protest. When
Hong Kong’s police began
using tear gas and pepper
spray against the peaceful
demonstrators, it galvanized
the people of Hong Kong to
join the protest.
