HAVE YOU SEEN THIS MAN?

ARRESTED FOR LEWD ACT WITH A CHILD 

On November 10, 2014, at 
approximately 6:44 P.M., 
officers of the Arcadia Police 
Department were dispatched 
to the Westfield Mall located 
at 400 S. Baldwin Avenue on 
a report of a sexual battery 
involving a minor. The officers 
also received information the 
suspect was being detained by 
mall security personnel.

 Preliminary investigation 
determ-ined the victim was 
a 10-year-old male, who was 
fondled by the suspect while 
in the restroom of the “Dave & 
Busters.” The victim notified his 
mother soon after the incident had occurred. The mother chased the 
suspect as he left the restroom, which alerted the business managers of 
Dave & Busters. The managers resumed the chase and caught up with 
the suspect and detained him. Mall security personnel responded and 
detained the suspect until the police arrived. The suspect was identified 
by the victim and was placed under arrest for a violation of California 
Penal Code Section –288(a)—Lewd Act with a Child (under 14).

 The suspect was identified as Kwan Chow, 31-years-old, of Monterey 
Park. He was transported to the Arcadia City jail for booking and was 
transferred to the Los Angeles County Inmate Reception Center for 
housing. Chow’s bail is currently set at $200,000.00.

 Through the course of the investigation, detectives have identified 
an additional 10-year-old male victim who was also fondled in the 
restroom at Dave & Busters. Chow has also been identified as the 
suspect in this case. Detectives are looking for additional victims who 
may have experienced similar circumstances in or around the men’s 
bathroom at Dave & Busters within the recent past.

For the period of Sunday, November 2nd, through Saturday, November 8th, 
the Police Department responded to 952 calls for service of which 121 required 
formal investigations. The following is a summary report of the major incidents 
handled by the Department during this period.

Sunday, November 2:

Just before 12:00 p.m., an officer responded to a robbery in progress in 
the area of Second Avenue and Bonita Street. The officer determined the 
victim, a 19-year-old Hispanic male, and suspect, a 21-year-old Hispanic 
male, are acquaintances and have fought on previous occasions. During 
this altercation, the suspect retaliated by assaulting the victim and stealing 
his marijuana. A records check revealed the victim had an outstanding 
misdemeanor warrant. Both men were arrested and transported to the 
Arcadia City Jail for booking. The victim did not need medical attention.

At approximately 11:24 p.m., an officer responded to the parking lot of 24 
Hour Fitness, 125 North First Avenue, regarding a vandalism report. An 
investigation revealed an unknown suspect smashed the driver’s window 
between 10:30 p.m. and 11:15 p.m. No loss was reported at the time of the 
report. 

Monday, November 3:

At approximately 11:45 a.m., officers responded to a residence in the 300 
block of Monte Vista Road regarding a possible burglary. An investigation 
revealed three Black males, ages 19, 20, and 21, attempted to burglarize two 
residences before ultimately being arrested. The first residential burglary 
occurred in the 1100 block of Altura Terrace. 

Tuesday, November 4:

Around 12:02 a.m., an officer responded to Ready Pawn, 42 East Live Oak 
Avenue regarding a commercial burglary. The officer discovered unknown 
suspect(s) cut a hole in the roof to break into the location. Once inside, 
the suspect(s) unsuccessfully tried to pry open the safe. No witnesses were 
located and the suspects were not seen. The investigation is ongoing. 

Wednesday, November 5:

Shortly after 12:16 a.m., an officer conducted a traffic stop on a vehicle in 
the area of Huntington Drive and Santa Clara Street for a broken tail light. 
The officer discovered the driver was never issued a license. The 26-year-old 
Hispanic male was cited and released in the field. The vehicle was released to 
a licensed driver.

At about 8:10 p.m., an officer responded to the Arcadia Police Department 
front counter regarding a theft report. An investigation revealed unknown 
suspect(s) acquired the account information to five $100.00 gift cards 
belonging to the victim and made purchases without her permission. The 
gift cards were in their original packaging at the time the victim discovered 
the theft. 

Thursday, November 6:

At approximately 2:05 a.m., an officer conducted an enforcement stop on 
a vehicle in the area of Duarte Road and Santa Anita Avenue for speeding. 
Upon contacting the driver, the officer detected the odor of alcohol 
emitting from inside the vehicle. An investigation revealed the driver, a 
26-year-old Chinese male, had a blood alcohol content greater than .08%. 
He was arrested and transported to the Arcadia City Jail for booking. 

Around 5:49 p.m., an officer responded to a residence in the 300 block of 
Alster Avenue regarding a burglary report. Surveillance footage revealed 
two unidentified Black males entered the home through an unlocked 
bedroom window, stole a safe, and fled in a black vehicle. Both suspects 
are described as 18 to 24-years-old, medium build, with short black hair. 
The investigation is ongoing.

Friday, November 7: 

Just after 1:51 a.m., an officer conducted a traffic stop on a vehicle in the 
area of Peck Road and Clark Street for not having a front license plate. 
An investigation revealed the vehicle was stolen out of West Covina and 
the passenger, a 38-year-old Hispanic female, was in possession of stolen 
property. The driver, a 33-year-old Hispanic male, and passenger were 
arrested and transported to the Arcadia City Jail for booking.

At about 8:00 a.m., an officer responded to a residence in the 100 block of 
West Forest Avenue regarding a burglary report. The officer determined 
unknown suspect(s) removed the screen and broke a bedroom window 
but no loss was reported at the time of the report. No suspects were seen 
and no witnesses were located.

Saturday, November 8:

Just after 9:23 a.m., officers responded to McDonald’s, 143 East Foothill 
Boulevard, regarding a fight in progress. As officers attempted to arrest 
the 28-year-old Hispanic male suspect, he resisted and attempted to flee. 
Officers ultimately arrested him and transported him to the Arcadia City 
Jail for booking.

At approximately 11:10 a.m., officers responded to Dave and Buster’s at the 
Santa Anita Mall, 400 South Baldwin Avenue, regarding a report of lewd 
acts with a child. An investigation revealed an unidentified Asian male, 
approximately 20 to 29-years-old, touched a 10-year-old boy’s buttocks 
while in the men’s restroom. This suspect is believed to be the 31-year-
old Chinese male arrested on November 11th for a similar incident that 
occurred at the same location.


“FRENCH MUSIC FOR PIANO, 

4 HANDS” CONCERT

“French Music for Piano, 4 Hands” is the theme of the upcoming 
concert in the “Music in Sacred Spaces” ongoing series at Church 
of the Good Shepherd. Pianists Timothy Durkovic and Stephen 
Cook are the “4 Hands” sharing the one piano. Their music will be 
that of French composers Francis Poulenc, Gabriel Faure, Claude 
Debussy and Maurice Ravel. The concert will be presented at 3 
p.m., Sun., Nov. 16, in the chapel at Church of the Good Shepherd, 
United Methodist, 400 W. Duarte Rd. The requested donation is

DUARTE AND MONROVIA HONOR VETERANS

 Duarte’s “Honoring All Who Served” began with a warm welcome by Mayor 
Liz Reilly who told us of the city’s new banner program for current military 
residents, and City of Hope has provided funding for the first thirty banners. 
American Legion Post 44’s Chuck Keen did the Invocation, and Army National 
Guard H & H Troop, 1-18 Calvary posted colors. Duarte resident Melida Smith 
performed a beautiful rendition of the National Anthem, followed by Earle 
Sweeney’s Pledge to the Flag. Guest Speakers were First Lieutenant Earl Heflin, 
US Army who served in Korea’s DMZ Zone and Staff Sergeant Justin Rivera, US 
Air Force who served in both Iraq and Afghanistan. Lt. Heflin, a military “brat” 
told stories of growing up and highlights of his career; he felt “Freedom is not 
free. If you can read, thank a teacher, if you can read in English, thank a Vet.”

 Staff Sergeant Rivera hails from New York and thanked the Mayor and above-
mentioned Vets for bringing him to Duarte to speak and all present for being 
part of the tribute. When Sgt. Rivera was in high school, he was a “knucklehead, 
had no respect for the flag or National Anthem”. That changed when a fellow 
student was killed in combat. A visit to an Azusa elementary school touched his 
heart when a first grader distinguished “Veterans Day honors all Veterans, but 
Memorial Day honors the soldiers in Heaven”.

 

 Assemblyman Roger Hernandez read the list of all Duarte military, followed 
by Melinda Smith’s “God Bless America”. (Irving Berlin wrote this popular tune 
in 1918, but wasn’t performed till 1838-Kate Smith on Armistice Day) Mayor 
Reilly ended the program by reminding us that Veterans should be thanked 
every day!

 Later that morning Scott Sinclair, President Allied Veterans Council welcomed 
us in Monrovia. Colors were posted By VFW #2070, Willie Williams, Al Noll, 
Ron Handy, Brian Harley and Mike Johnson. Monrovia High Band performed 
the National Anthem, followed by the Pledge (Scott Sinclair) and Invocation by 
Chaplain Ron Wardwell, Post 2070. Sinclair introduced dignitaries- Monrovia’s 
Mayor Mary Ann Lutz, Mayor Pro Tem Becky Shevlin, Council Members Tom 
Adams and Larry Spicer, City Manager Oliver Chi, City Clerk Alice Atkins, City 
Treasurer Steve Baker, Police Chief Jim Hunt and Fire Chief Chris Donovan; 
Arcadia Mayor John Wuo and City Clerk Gene Glasco. 

 Congresswoman Grace Napolitano spoke of our Veterans and their sacrifices 
for our country; they are entitled to services. Her Field Rep, Hector Elizalde 
handed out flyers explaining various services. There is a new Women’s shelter in 
West Covina providing for fourteen vets and their families. Mental health is also 
an important concern that she is working on.

 Congresswoman Judy Chu, who was “honored to be here today” told about 
her father, a Veteran who fought in World War II and how grateful she is to our 
Vets.

 The Band played “America the Beautiful” followed by Lt. Col. Charles West 
recognizing all Veterans present; Scott Sinclair, the Blue Star Families. Lt. West 
placed the Memorial Wreath, and the 2070 Color Guard presented the 48-state 
flag, followed by “Battle Hymn Variations” by the HS Band. Janine Coyne, 
Secretary/Treasurer of VFW # 2070 read the explanation of the 13 folds of the 
flag as the flag was folded by Commander Willie Williams and Chaplain Mike 
Johnson. Final Benediction by Ron Wardwell, Taps by Josue Silva and Justin 
Beblawl, Monrovia HS Band, a Moment of Silence and Retiring of the Colors by 
#2070 Honor Guard concluded the ceremony. Another wonderful tribute!

 

 

TEEN ADVISORY BOARD FOOD DRIVE

The Monrovia Public Library Teen Advisory Board is hosting a food 
drive for the holidays in partnership with the Foothill Unity Center. 

Food Needed for the Food Drive include: cake/brownie/cookie 
mixes, canned fruit, canned meats, canned soups, canned veggies, 
canned yams, cereals, cornbread mix, frosting, gravy, Jell-O, mashed 
potatoes, pasta, rice. salad dressing, stuffing mix, etc.

 Donations can be dropped off in the lobby of the Monrovia Public 
Library from November 5 – December 18, 2014.

Battery on a Peace Officer / Delaying & Obstructing a Peace Officer – Suspect Arrested

On November 6 at 1:00 p.m., officers were dispatched to a residence in the 400 block of 
Monrovista regarding a 16-year-old male who was refusing to go to school and causing a 
disturbance. When officers arrived, the juvenile refused to obey the officers’ commands 
and became combative with them. The subject pushed one of the officers and a struggle 
ensued. The other officer deployed the Taser. The juvenile was arrested and taken into 
custody without further incident. No one was injured.

Vehicle Burglary

On November 7 at 6:41 a.m., a vehicle burglary was reported in the 900 block of West 
Huntington. The vehicle was parked in a hotel parking lot and sometime during the 
night, the suspect(s) forced entry through the rear lift gate. The suspects took the third 
row seats, luggage, and camera lenses from the SUV. The investigation is continuing.

Fraud / Possession of a Controlled Substance / Possession of Drug Paraphernalia

– Five Suspects Arrested

On November 7 at 9:59 p.m., officers went to a motel in the 700 block of West Huntington 
regarding subjects occupying a motel room using possible fraudulent identification. The 
officers went to the room and contacted the subjects. They found five subjects inside, 
two of whom were attempting to hide possible contraband under the bed. Several of the 
subjects were in possession of false identification cards and had warrants for their arrest, 
and one subject was in possession of methamphetamine. The room was determined to be 
rented using false identification information.

Officers searched the room and found evidence of a credit card fraud/forgery operation, 
including over 100 modified, altered, and blank debit cards, credit cards, and gift cards, as 
well as an embossing machine, two credit card stripe readers, and machinery for effacing 
credit cards. The officers also found two vehicle titles with the information bleached out, 
drug paraphernalia, several computers, cell phones, and USB drives. All five suspects were 
arrested. During the booking process, officers discovered several of them had given false 
information regarding their identities; the additional offence was added to their charges.

Vandalism

On November 8, several incidents of vandalism were reported throughout the city. The 
suspect used black spray paint to write graffiti on homes, vehicles, walls, etc. The suspect 
has not yet been identified. The Special Enforcement Team officers have been notified. 
The investigation is continuing.

Stolen Bicycle – Suspect Arrested

On November 8 at 2:30 p.m., police were alerted to a stolen bicycle taken from the area of 
Alta Vista and Huntington. The bicycle and suspect were located in the 100 block of West 
Cypress. The bicycle was recovered and the suspect was arrested. The suspect was taken 
into custody and housed pending his court appearance date.

Warrant – Suspect Arrested

On November 8 at 5:30 p.m., officers were dispatched to a business parking lot in the 100 
block of West Foothill regarding a hit and run traffic collision. The accident was minor, 
and the victim did not desire prosecution for the hit and run. An officer had located the 
suspect driving in the area of Huntington and Myrtle and stopped him. The driver was 
found to have two no-bail warrants and was arrested for the warrants only.

Vandalism – Suspect Arrested

On November 9 at 12:25 a.m., a citizen called police to report a male subject vandalizing 
their neighbor’s residence in the 200 block of Madeline. Officers responded to the area 
to search for the suspect. An extensive area search was conducted and the suspect 
was located. The witness positively identified the suspect. The reporting party will be 
contacted and informed of the Monrovia Police Departments Graffiti Bounty program; 
they will be rewarded with $100.00 for reporting this vandalism incident, which

led to the arrest of the suspect.

Petty Theft

On November 9 at 7:23 p.m., a petty theft of a cell phone was reported at a business in the 
100 block of West Foothill. The victim reported the suspect had just stolen her cell phone 
off a table inside of the business and fled the location, heading west towards Linwood and 
into an apartment complex. Officers arrived and searched the area, but were not able to 
locate the suspect. The investigation is continuing.

Shoplifting – Suspect Arrested

On November 11 at 1:51 p.m., officers responded to a business in the 500 block of West 
Huntington on the report of a suspect that had just stolen merchandise. The suspect 
grabbed merchandise from the store and ran out the door without paying and continued 
running. Officers arrived in the area and he was quickly apprehended nearby. The 
property was recovered and the suspect was arrested.

Warrant – Suspect Arrested

On November 11 at 3:55 p.m., officers were dispatched to a house in the 500 block of East 
Cypress regarding a disturbing the peace incident. When they arrived, they contacted a 
belligerent, intoxicated male who seemed to be the cause of the disturbance. A computer 
check revealed the subject had five outstanding warrants for his arrest. He was arrested 
and taken to jail, where he was housed until his court appearance.

Shoplifting – Suspect Arrested

On November 11 at 4:16 p.m., a 45-year-old male suspect entered a business in the 500 
block of West Huntington. He was recognized by store security for committing previous 
thefts at the location. Security watched him take items into a bathroom and come 
out without them. He had cut the security tags off the items inside the bathroom and 
concealed the items under his clothing; he then exited the store without paying. The 
suspect was stopped and arrested for shoplifting.

Residential Burglary

On November 11 at 6:09 p.m., a residential burglary was reported in the 100 block of 
Mauna Loa Drive. The victims left their home at 7:30 a.m. with all windows and doors 
secured. They returned home at 5:30 p.m. and saw drawers, cabinets, and closets 
throughout the home had been ransacked. The sliding glass door in one of the bedrooms 
was ajar and the front door was closed, but now unlocked. Some plants used to cover 
a doggie door to the rear of the home were pulled away from the house and the panels 
covering the doggie door were removed. It appears the suspect(s) entered the home 
through the doggie door. The suspects took several pieces of jewelry, some cash, and other 
miscellaneous items. The investigation is continuing.

Daytime Residential Burglaries

On November 12, three daytime residential burglaries were reported to police in the 
afternoon hours. The burglaries occurred in the 200 block of North Magnolia, the 200 
block of McKinley Place, and the 400 block of Todd Lane. Entry was made through open 
windows and, in one case, through a door leading from an attached garage. All three 
houses were ransacked and small, high-value items were taken. The investigations are 
continuing.

Suspicious Circumstances / Warrant – Suspect Arrested

On November 12 at 4:27 p.m., police received a call reporting two suspicious male 
subjects that were loitering near a red vehicle. The reporting party believed one of the 
male subjects was possibly reaching for a gun. Officers arrived and detained the subjects. 
The subjects were extremely uncooperative with police. One subject was determined to 
have a no-bail warrant for auto theft from Glendale Court. He was arrested and taken 
into custody without incident. No gun was located.

Vehicle Burglary

On November 12 at 8:47 p.m., a vehicle burglary was reported at a business in the 700 
block of East Huntington. The victim was in a gym working out when the suspect(s) 
gained entry through the driver-side door. Once inside, the suspect(s) took the victim’s 
purse, cell phone, watch and credit cards. The investigation is continuing.

Domestic Violence – Suspect Arrested

On November 12 at 11:00 p.m., police responded to a domestic violence incident in the 
300 block of East Lime Avenue. A male and female who are in a dating relationship were 
involved in an argument. The male subject took the female subject’s cell phone.

He held the phone over his head so she could not get it. She then kicked him in the

groin and grabbed her phone. Once she had her phone, she took his phone from his pocket 
and threw it down on the ground, breaking the phone. Officers arrived and determined 
the female subject to be the aggressor; she was arrested. Both subjects signed refusal to 
prosecute forms.

Stolen Vehicle

On November 13 at 2:41 a.m., a vehicle was reported stolen from a residence in the 400 
block of West Palm. The victim’s wife was arriving home at about 2:00 a.m., and as she was 
pulling up, her husband’s truck was pulling away from the curb. She called her husband to 
ask him why he was leaving for work so early and found he was still in bed. They reported 
the vehicle stolen to police and the investigation is continuing.
