Last week, our Public Services Department coordinated the kickofffor Monrovia’s 2015 Summer Concert Series as participants wereable to enjoy the smooth sounds of Big Papa & the TCB! Throughoutthe summer, everyone is invited to come to the Rotary ClubBandshell at Library Park each Sunday from 7:00 p.m. to 8:30 p.m.
for an evening of free musical entertainment.

MEETING WITH MIANYANG
GOVERNMENT OFFICIALS
HELD AT CITY HALL THIS PAST
THURSDAY
This past Thursday, July 16, 2015, Mr. Tom Adams and City staffmet with representatives from the Mianyang City Government ofChina. The meeting was hosted in the City’s Council Chambers,
and we shared information regarding our respective governmentagencies. The individuals from Mianyang who participated in themeeting include the following:

2. Mr. Deng, Hui, Director of Investment Promotion Bureau,
Mianyang City

with a population of over 4.6 million people.

Last Tuesday, we learned that former Monrovia Fire DepartmentDivision Chief Dave Dennis passed away at his home in RanchoCucamonga. Our thoughts and prayers are with his wife Jodie andthe rest of his family during this difficult time.
SGVCOG COORDINATED
ENTRY SYSTEM HOMELESSNESS
WORKSHOP
On July 14, 2015, the San Gabriel Valley Council of Governments(COG) held the first of three workshops to provide an overviewof the Coordinated Entry System (CES) and the Homeless FamilySolutions System (HFSS). Both systems have been designed tocoordinate the assessment of individuals and families experiencinghomelessness within a network of agencies throughout the SanGabriel Valley to ensure that resources are allocated as efficiently aspossible. One aim of these new systems is to ensure that those mostin need are served first, and that clients are linked with a varietyof services that will benefit them. In the San Gabriel Valley, UnionStation Homeless Services is managing these efforts, and Monrovia’svery own Foothill Unity Center (415 W. Chestnut Avenue) serves asthe closest CES Intake Site.
Another innovative process that has been coordinated for those inneed of homeless support services is that those in LA County willbe able to dial “2-1-1” on the telephone to reach a referral line toschedule an appointment at a Regional Family Solution Center viathe HFSS program. The nearest HFSS intake site is located in Duarteat 1755 E. Huntington Drive.
Moving forward, we will be working to integrate these overallsupport services into the City’s existing efforts to addresshomelessness in Monrovia.

Domestic Violence/Possession of a Replica Firearm/Possession ofa Dirk or Dagger – Suspect Arrested July 16 at 7:00 a.m., an officerresponded to a call reporting a male suspect pushing and dragging hisgirlfriend through the grass at a park in the 700 block of East Lemon.
The officer arrived at the location and detained the suspect. He wasfound to be in possession of a dagger and a replica firearm. The suspecthad melted the red tip off the barrel to give the gun an authenticappearance. The suspect’s girlfriend did not sustain any injuries duringthe incident. The suspect was arrested and held, pending his courtappearance date.
Disturbance/Warrant – Suspect Arrested July 16 at 7:05 a.m., an officerwas dispatched to the 200 block of East Central regarding a disturbance.
Upon contacting and identifying the subjects, one of them was foundto have an outstanding warrant for his arrest. The suspect was arrestedfor the warrant and taken into custody.
Death Investigation July 17 at 1:46 a.m., Monrovia Police Dispatchreceived a call reporting possible shots heard in the area of 100 GrandAvenue. Monrovia Police Officers arrived and located a male and
female adult deceased from apparent gunshot wounds. The initialinvestigation indicates a domestic dispute. There are no suspectsbeing sought at this time. The investigation is continuing and is beinghandled by the Los Angeles County Sheriff’s Department HomicideBureau.
Warrants – Suspect Arrested July 17 at 9:21 a.m., police received a callreporting a suspicious male subject looking into parked cars in the200 block of Montana. Officers responded and located the suspect. Hewas identified and found to have several warrants for his arrest. He
admitted that he was looking into the cars and had actually entered acouple looking for things to steal. The suspect was arrested and takeninto custody.
Burglary/Possession of Burglary Tools – Suspect Arrested July 17 at
3:32 p.m., police received a call from a business in the 500 block ofWest Huntington reporting a burglary in progress. The suspect hadstolen merchandise from the Alhambra location of the business earlier
in the week and was now at the Monrovia store. Officers responded tothe location and detained the suspect. The suspect was found to be inpossession of burglary tools, which was added to his charges. BurglaryJuly 17 at 9:13 p.m., a burglary was reported at a residence in the 300
FOOTHILL GOLD LINE UPDATE:
SUBSTANTIAL COMPLETION ONLY TWO MONTHS AWAY
With only two months remaining until substantial completion of
the Foothill Gold Line from Pasadena to Azusa, work is ramping
down. Final touches are being made at each station and at the
intermodal parking facilities, and testing is ongoing. Photo below,
right, shows a test train crossing the 700-foot long San Gabriel River
Bridge in Irwindale. Greatly anticipated station dedications have
been scheduled for each city, and all are welcome to attend. Here are

Saturday, September 19, 2015 – 10:00 AMMetro staff recently provided the Authority board an update ontheir plan for operating the Pasadena to Azusa segment. As of now,
Metro plans to begin passenger service in Spring 2016. Vehicledelivery and staff hiring and training are important factors in thatschedule. Earlier this month (pictured below, left) Metro deliveredthe first 3010 Kinkisharyo-produced vehicle to the Foothill GoldLine Operations Campus. In all, 74 vehicles are being delivered tothe Monrovia facility over the next 18 months; 15 vehicles are neededfor the Foothill Gold Line from Pasadena to Azusa.
The Azusa to Montclair design and engineering effort meanwhileramps up with successful community meetings in April and May,
and city councils briefings in May, June and July. Individual MasterCooperative Agreements are now nearly complete with all six cities,
laying out the working relationship and process between the citiesand the Construction Authority relating to the advanced engineeringand future construction phases.
The project’s current schedule is dependent on receiving fundingfrom the county’s proposed 2016 sales tax measure. Metro has askedeach council of governments to provide their itemized priority listfor the proposed tax measure’s expenditure plan by September 1. TheSan Gabriel Valley Council of Governments (SGVCOG) is nearingcompletion on their process; and the draft priority list includes$1.019 billion in funding to complete the Foothill Gold Line projectto Claremont. This is of course good news for the project; howeverthe funding amount is about $111 million short of the full estimatedcost to build the project. On Thursday, the SGVCOG transportationcommittee will be meeting to discuss the priority list and provide arecommendation to the SGVCOG board. They anticipate having theboard vote at the August 20 meeting.

Doña Oxford will perform a benefit underthe stars on Saturday evening, August 1,
in the courtyard of St. Luke’s EpiscopalChurch, 122 S. California Ave. at Foothill
in Monrovia. Tickets to the 6:30 p.m. event,
which includes dinner and first drink, are

event/1995961. Proceeds from the eveningwill benefit the parish’s community serviceefforts and the building fund for the 1924church, whose Monrovia roots go back tothe 1890s.

Driving Under the Influence – Suspect Arrested July 18 at 1:57 a.m.,
officers observed a vehicle stopped at a red light at Duarte and Myrtlewithout headlights during hours of darkness; the vehicle then madean abrupt lane change and accelerated through the intersection.
The vehicle was stopped for the vehicle code violation, and afterinvestigation, the driver was determined to be driving under theinfluence and was arrested.
Warrants/Possession of a Controlled Substance – Suspect ArrestedJuly 18 at 10:12 p.m., an officer stopped a driver at Mountain andHuntington for a vehicle code violation and discovered the driver hadseveral outstanding warrants. The driver was subsequently arrested.
During a search, the subject was found to be in possession of acontrolled substance and several access cards that did not belong tohim. The additional crimes were added to his charges. Grand Theft
Auto July 19 at 12:19 a.m., the victim of a grand theft auto phoned policeto report her vehicle had just been stolen. The victim exited her vehicleto use an ATM in a parking lot in the 600 block of West Huntingtonand left her vehicle unlocked and running. While she was outside ofthe vehicle, a male suspect got into the vehicle and fled the area. Thevehicle was entered into the law enforcement stolen vehicle system. Theinvestigation is continuing.
Burglary – Suspect Arrested July 19 at 7:48 a.m., an employee from apreschool in the 900 block of West Duarte called to report someonepossibly inside the school. Officers responded and it appeared someonehad been at the location, as a bicycle and clothing had been left behind.
One of the officers recognized the bicycle from previous contact witha local male subject. After officers cleared the school, a resident in
the 1800 block of Sixth Avenue called and reported a male suspect wastrying to get into his rear shed. When officers arrived, the subject ran tothe rear of a business, but was quickly detained. This was the same malesubject the officer had contacted several days earlier on the bicycle. Thesuspect was wearing a shirt taken from the preschool. He admittedto being at the school and was arrested and taken into custody. Stop
Graffiti Bounty Program One of the methods the Monrovia Police
Department is using to combat graffiti in the community of Monroviais the Stop Graffiti Bounty Program. If a citizen reports an incident ofgraffiti in the City of Monrovia that leads to the arrest of the suspect,
the citizen will receive a $100 bill. Help keep Monrovia looking great!
