THE 33 IS ACA’S BIGGEST FUNDRAISER

For the period of Sunday, November 15th, through Saturday, November 21st, the Police Department

responded to 1,002 calls for service of which 108 required formal investigations. The following is a

summary report of the major incidents handled by the Department during this period.

Sunday, November 15:

1. At approximately 3:17 a.m., an officer conducted a traffic stop on a vehicle near the intersection of 
Duarte Road and La Cadena Avenue for failing to stop at a stop sign. Upon contacting the driver, the 
officer discovered the 17-year-old male from El Monte had never been issued a license. He was cited and 
released in the field. His vehicle was released to the registered owner.

2. Just before 8:12 p.m., an officer responded to an underground parking lot in the 400 block of East 
Huntington Drive regarding subjects smoking marijuana. A consensual search of the subjects revealed 
the 29-year-old male was in possession of a glass smoking pipe and the 32-year-old female was in 
possession of an altered airsoft gun. Both suspects were arrested and transported to the Arcadia City Jail 
for booking.

Monday, November 16:

3. At about 5:25 a.m., an officer responded to Paco’s Restaurant, 200 East Foothill Boulevard, regarding 
a commercial burglary report. Surveillance footage revealed four unknown suspects broke into the 
restaurant, forcibly removed a safe, and fled in a white Lincoln Navigator. The investigation is ongoing.
4. At approximately 4:57 p.m., an officer responded the Arcadia Police Department front counter 
regarding a battery that occurred two weeks ago at the Lutheran Church of the Cross, 66 West Duarte 
Road. The officer discovered a fellow church goer pushed the victim for no apparent reason. The suspect 
is a 34-year-old male from El Monte. The investigation is ongoing.

Tuesday, November 17:

5. Around 8:57 p.m., an officer responded to Café Maji inside of Arcadia Fitness Club, 56 East Duarte 
Road, regarding a suspicious circumstances report. A witness reported seeing a male suspect put 
something into his female guest’s drink. A short time later, the female victim felt ill and was transported 
to Arcadia Methodist Hospital for evaluation. The suspect is described as an Asian male, 21 to 25-years-
old, and approximately 6’ tall. The investigation is ongoing.

6. Just after 10:07 p.m., an officer responded to a residence in the 000 block of Woodland Lane regarding a 
burglary report. An investigation revealed unknown suspect(s) broke a rear bedroom window, ransacked 
the residence, and fled with $100 cash. No suspects were seen and no witnesses were located.

Wednesday, November 18:

7. Shortly after 12:02 p.m., an officer responded to a residence in the 1200 block of Oakwood Avenue 
regarding a fraud report. The suspect made arrangements to purchase two couches from the victim; 
however, the suspect issued the check for $1,950.00, rather than the previously agreed-upon amount of 
$400.00. The victim was asked to send back the difference. When the victim went to cash the check, she 
realized it was fraudulent.

8. At about 9:13 p.m., an officer conducted a traffic stop on a vehicle in the area of Colorado Boulevard and 
Fifth Avenue for expired registration. Upon contacting the driver, the officer discovered the 41-year-old 
female from Monrovia was driving with a suspended license. She was cited and released in the field. The 
vehicle was impounded for 30 days.

Thursday, November 19:

9. At approximately 2:22 a.m., an officer responded to Helen’s Cycles, 142 East Huntington Drive, 
regarding an audible alarm. The officer discovered unknown suspect(s) threw a large rock at the business’ 
window in an attempt to gain entry. The investigation is ongoing.

10. Around 11:56 p.m., an officer responded to the Westfield Shopping Town, 400 South Baldwin Avenue, 
regarding a vehicle burglary report. The victim discovered her rear window had been smashed and 
her purse had been stolen from the back seat. No suspects were seen and no witnesses were located.


Friday, November 20:

11. Just after 4:32 p.m., an officer responded to a residence in the 1100 block of Mayflower Avenue 
regarding a theft report. The victim discovered an unknown suspect opened her delivered package and 
stolen its contents. No suspects were seen and no witnesses were located.

12. At about 6:11 p.m., an officer responded to the Arcadia Police Department front counter regarding 
a fraud report. An investigation revealed the victim’s sister deposited a fraudulent check into their joint 
account and withdrew the funds. The investigation is ongoing.

Saturday, November 21:

13. Just after 1:56 a.m., an officer conducted an enforcement stop on a vehicle in the area of ovell Avenue 
and Duarte Road for speeding. Upon contacting the driver, the officer discovered the driver had a 
restricted license due to a prior DUI and the vehicle was not equipped with the required ignition interlock 
device (IID). The 42-year-old male from El Monte was cited and released in the field.

14. At about 6:20 p.m., an officer responded to a single-vehicle injury traffic collision in the area of 
Longden Avenue and Santa Anita Avenue. Upon contacting the driver, the officer detected a strong odor 
of alcohol emitting from the driver’s breath. Through a series of tests and the admittance from the driver, 
the officer determined the 65-year-old male from San Gabriel was driving under the influence of an 
alcoholic beverage. Due to his injuries, the suspect was cited and released to hospital staff for treatment.


Arcadia Chinese Association 
President Francine Chiu and Co-
President Shelley Liu threw a fun, 
semi-formal dinner gala Saturday 
night, November 14, 2015, that 
was one of the biggest and most 
entertaining in the 33-year history 
of the organization.

 It was also the most successful 
event before it began thanks to 
many big sponsors of the event and 
the yearbook, and more than 200 
ticket sales.

 But the revelry and celebration 
began only after an appropriate 
moment of silence for the victims 
of the terrorist attacks in Paris 
24-hours earlier.

 Mayor Gary Kovacic and two 
other City Council members as 
well as Congresswoman Judy Chu 
and her husband, Los Angeles 
Community College District Vice 
President Mike Eng, were among 
the dignitaries in attendance.

 Shortly after dinner, amiable hosts 
Aaron Rose and Wendy began 
the program after the moment of 
silence with presentations from the 
dignitaries and acknowledgement 
of the dozens of all-volunteer 
members of the ACA board and 
fundraiser committee who work 
so hard to produce the annual 
yearbook and event that raises 
more than $30,000. That money is 
donated throughout the year to 
many groups, organizations and 
projects from police, fire and 
library to the Arcadia Chamber of 
Commerce and others.

 Then the many entertainment 
acts began that included a 
costumed man called Wei Qi 
Zong whose face mask repeatedly 
changed every time he shook his 
head or turned around — from an 
ancient warrior to Spider-Man and 
many other characters. A beautiful 
ballet was performed by Meilu 
and Cameron Schwanz, followed 
by a line of young ladies dressed 
in modern fashionable costumes 
playing orchestral rock music on 
stringed instruments and a solo by 
a woman playing a stripped down 
electric violin. Then came a solo 
singer and two poetry readings.

 The 2015 yearbook is subtitled 
“Respect: Give it to Get it” and 
features summaries of all the 
many events produced by the ACA 
the past year as well as personally-
written articles by everyone from 
Chiu and Liu to the Mayor, City 
Manager, police and fire chiefs, 
Arcadia Chamber of Commerce 
President, School Board President 
and Superintendent, and many

ANNOUNCE KICK OFF OF THE MONROVIA LEGACY PROJECT

Following are the weekend’s highlighted issues and 
events. To see a complete listing of crimes reported, go

Public Intoxication – Suspect Arrested On November 
19 at 9:44 a.m., officers were dispatched to a park in the 
300 block of South Myrtle regarding an intoxicated 
male lying on the grass. When officers arrived, they 
found several open and empty beer cans laying on the 
grass next to him. The officers determined the subject 
was intoxicated and could not care for himself. He 
was arrested for public intoxication and taken into 
custody. 

Fight in Progress On November 19 at 9:37 p.m. 
officers responded to the 700 block of East Huntington 
regarding a fight in progress. Upon contacting both 
subjects they were squared off ready to fight. Through 
investigation, officers determined one subject was the 
aggressor and was arrested for challenging to fight. 

Residential Robbery On November 20 at 2:06 a.m., 
a resident in the 800 block of Monterey reported a 
subject pushed his way into their home holding a knife 
and overpowering the older male adult victim. The 
victim’s son saw the attacker on top of his father and 
tackled the suspect. A violent fight ensued. The father 
saw another suspect at his door so he shut it and locked 
him out. The son overpowered the suspect, taking his 
knife away, and holding him down until police arrived. 
The suspect was arrested for robbery and taken into 
custody. This investigation is continuing. 

Domestic Battery – Suspect Arrested On November 
20 at 9:48 a.m. officers were dispatched to the corner 
of Lime and Mayflower regarding a male and female 
adult couple arguing. A resident in the area witnessed 
the male hit the female. When officers arrived, both 
subjects were detained and determined they were 
married. The female did not have visible injuries 
and did not complain of pain. After speaking with 
witnesses to the battery. The male subject was arrested 
for domestic battery and taken into custody. 

Driving Under the Influence of Alcohol – Suspect 
Arrested On November 21 at 4:31 p.m. an officer was 
traveling east on Evergreen approaching Magnolia 
when he observed a motorist commit a traffic violation. 
The officer followed after the motorist and stopped the 
car at Mayflower and Duarte. The officer approached 
the male driver, who appeared intoxicated. Field 
sobriety tests were conducted the driver was arrested 
for driving under the influence and held for sobering. 

Attempt Residential Burglary On November 21 at 
10:42 p.m., an officer was responded to the 300 block 
of Fowler. A The resident left the location around 
5:00 p.m. and returned at 10:30 p.m. to discover two 
window screens were partially removed to the rear of 
the residence. No loss was discovered. 

Domestic Violence – Suspect Arrested On November 
21 at 12:42 p.m., officers responded to the 700 block 
of West Foothill regarding a male and female adult 
couple arguing. When officers arrived, they learned 
the male had struck the female in the face causing 
an injury. The male suspect was arrested and taken 
into custody for domestic violence. An emergency 
protective order was obtained and served on the 
suspect. 

Monrovia, CA. November 15, 2015 – The Monrovia 
Legacy Project will preserve and share materials 
on Monrovia history never before available to the 
public.

 For fifty years, Monrovia’s City Historians 
Steve Baker and his predecessor Myron Hotchkiss 
gathered photographs and historical documents that 
reveal Monrovia’s unique history. Other Monrovians 
have collections and recollections that help bring its 
story up-to-date. These private collections and the 
knowledge that resides in Monrovia’s City Historian 
have not been cataloged or preserved. The Monrovia 
Legacy Project has been created to prevent the loss of 
this rich treasure trove and share it with the public 
through the Monrovia Public Library.

 The Project’s mission is to preserve and share the 
historic information. Its goals are:

 · To document and preserve City Historian Steve 
Baker’s knowledge and collections, and generate 
end products to share them. 

 · To compile other Monrovians’ historical 
memories and records – people of all backgrounds 
-- and create a collection that can be built upon.

 · To create places and methods for storing and 
sharing this history at the Library.

 The City of Monrovia is providing partial 
financial support to the Project through a fund 
given to the City for enhancing the Library’s 
collections. The Project is seeking other donations 
to complete the budget. The Monrovia Historical 
Society (revitalized in 2015) is the non-profit home 
for the Project.

 “This is such a great project! The City of Monrovia 
is proud to be part of it. Monrovia’s history has made 
us what we are and sets the stage for what we can 
become. It’s so important that we record it.” Tom 
Adams, Mayor of Monrovia. 

 The Legacy Project is a three-year undertaking, in 
three stages:

 PRESERVE: Scan, digitize, inventory and catalog 
the photos and papers, transfer to archival storage 
materials, and create a comprehensive online 
repository. 

 SHARE: Create physical products -- photo 
and/narrative books, video series/documentary, 
written and oral histories, and content for teaching 
curriculum.

 EDUCATE: Create website for distributing 
products and plan to engage the public.

 The public is invited to share photos, documents, 
recollections and ideas. The intent is to tell the 
stories of citizens and organizations of all types that 
shaped this diverse city.

 Project Staff include Project Co-Managers 
Sandy Burud, Ph.D. & Louise Robertson, Ed.D., 
City Historian Steve Baker. Tina Cherry, Director, 
Department of Public Services, is the City Liaison 
to the Project.

SAM KANG ELECTED MAYOR OF DUARTE; MARGARET FINLAY ELECTED 

MAYOR PRO TEM IN ANNUAL DUARTE CITY COUNCIL REORGINAZATION 

DUARTE, CA, November 25, 2015 – Duarte City 
Council members voted unanimously to elect 
Sam Kang, Mayor for 2015-2016 and Margaret 
Finlay, Mayor Pro Tem during the annual 
reorganization of the Duarte City Council at the 
November 24, 2015 meeting.

 Mayor Kang, was first elected to the Duarte 
City Council in 2013. As both the newest 
member of the City Council and the first Chinese 
American to serve, Kang, a healthcare IT project 
manager was voted unanimously to serve as 
Mayor by his colleagues. In addition to his 
duties on the Council, Kang serves as the official 
Council representative to the Duarte Community 
Services Council, the Foothill Employment and 
Training Consortium, the San Gabriel Valley 
Economic Partnership, and is also a member 
of the League of California Cities Asian Pacific 
Islander Caucus. 

 Mayor Pro-Tem Finlay has been a member of 
the Duarte City Council since 1990. Finlay has 
been a resident of Duarte with her husband, 
Brad, for over 30 years where they have raised 
five children, all graduates of Duarte public 
schools. Margaret is President of the Duarte 
Education Foundation and also is a member 
of the Duarte Rotary Club. Outside of the 
City, Margaret is on the Executive Committee 
for the California Joint Powers Insurance 
Authority, a member of the LA County Sheriff’s 
Liability Trust Fund Board, and Vice President 
of the Southern California Association of 
Governments Regional Council.
