ARCADIA POLICE BLOTTER

CITY OF ARCADIA RECREATION AND PARKS MASTER 
PLAN PUBLIC WORKSHOP AND SURVEY!

For the period of Sunday, December 6th, through Saturday, 
December 12th, the Police Department responded to 995 calls 
for service of which 121 required formal investigations. The 
following is a summary report of the major incidents handled by 
the Department during this period.

Sunday, December 6:

Just before 1:17 a.m., an officer initiated contact with a subject 
trying to flag down vehicles in the area of Baldwin Avenue and 
Arboretum Way. Upon contacting the 37-year-old male from 
Arcadia, the officer noticed symptoms of alcohol intoxication 
and determined the suspect was unable to care for himself. 
He was arrested and transported to the Arcadia City Jail for 
booking. 

 At approximately 2:48 a.m., an officer responded to the 
area of Baldwin Avenue and Duarte Road regarding a male 
subject writing graffiti on a traffic signal control box. The 
officer located the suspect who admitted to committing the 
crime. The 21-year-old male from El Monte was arrested and 
transported to the Arcadia City Jail for booking.

Monday, December 7:

At about 12:35 a.m., an officer conducted a traffic stop on 
a vehicle near the intersection of Golden West Avenue and 
Arcadia Avenue for having expired registration. Upon 
contacting the driver, the officer discovered the 29-year-old 
female from South El Monte had never been issued a license. 
She was cited and released in the field. Her vehicle was 
impounded for 30 days.

 At approximately 10:37 p.m., an officer responded to a 
residence in the 1000 block of Arcadia Avenue regarding a 
package theft report. An investigation revealed an unknown 
male suspect using the name “Ren Chun Tian” signed for the 
delivery of the victim’s packages and fled with her property. 
The reported loss is more than $1,500.00 in clothing and 
makeup. No suspects were seen and no witnesses were located.

Tuesday, December 8:

Around 11:28 a.m., an officer responded to a residence in the 
000 block of West Santa Anita Avenue regarding a fraud report. 
The officer discovered an unknown suspect charged $118.14 
to the victim’s Verizon account without her permission. The 
victim does not know how the suspect obtained her personal 
information. 

 Just after 3:17 p.m., an officer responded to Macy’s at 
the Westfield Shopping Town, 400 South Baldwin Avenue, 
regarding a petty theft report. A loss prevention specialist 
witnessed the suspect conceal numerous items in her stroller 
before exiting the store, failing to make payment. The 37-year-
old female from Alhambra was cited and released in the field. 

Wednesday, December 9:

Shortly after 12:02 p.m., an officer responded to a residence in 
the 600 block of Cortez Road regarding a package theft report. 
An investigation revealed the Los Angeles County Sheriff’s 
Department – Altadena Station located the victim’s property 
while servicing a search warrant at a residence in Altadena. 
The 22-year-old male resident was arrested by the Sheriff’s 
Department. 

 At about 7:50 p.m., an officer responded to a hit and 
run traffic collision that occurred in the parking lot of the 
Westfield Shopping Town, 400 South Baldwin Avenue. The 
officer discovered Party-1 collided with Party-2’s rear bumper 
while trying to park or back up. No suspects were seen and no 
witnesses were located. 

Thursday, December 10:

At approximately 1:09 a.m., officers responded to a residence 
in the 1900 block of Tulip Lane regarding a burglary report. 
An investigation revealed two suspects forcibly entered the 
home in an attempt to burglarize the location, however 
once the suspects located the residents, one of the suspects 
repeatedly struck the 54-year-old male victim in the head 
with an unknown object. Arcadia Fire transported the 
victim to Huntington Memorial Hospital for treatment. The 
investigation is ongoing.

 Around 5:25 p.m., officers responded to a residence in 
the 900 block of Paloma Drive regarding a burglary that 
had just occurred. The officer discovered a 43-year-old male 
from Temple City had entered the victim’s residence through 
an unlocked door and asked her for the keys to her vehicle. 
Fearing for her safety, the victim complied and the suspect fled 
in her vehicle. The suspect was arrested on Friday, December 
11th by Monrovia Police Department. 

Friday, December 11: 

At about 1:03 p.m., an officer responded to a residence in the 
100 block of Diamond Street regarding a petty theft report. 
The officer determined an unknown suspect stole the 
victim’s unlocked bicycles from his patio sometime during 
the previous night. No suspects were seen and no witnesses 
were located. 

 Just after 3:04 p.m., an officer responded to the Arcadia 
Police Department front counter regarding a battery report 
that occurred two days prior at Arcadia High School, 180 
Campus Drive. An investigation revealed the juvenile male 
suspect slapped and punched the victim in the face after losing 
a basketball game.

 The suspect is described as an Asian male, 14 to 15-years-
old, 5’7” tall, and approximately 140 pounds. The investigation 
is ongoing.

Saturday, December 12:

Just after 10:36 a.m., an officer responded to the 2600 block 
of South Baldwin Avenue regarding a vehicle burglary 
report. The officer discovered an unknown suspect broke 
the passenger window of the vehicle and stole a gym bag. No 
suspects were seen and no witnesses were located.

 At approximately 11:34 a.m., an officer conducted an 
enforcement stop on a vehicle in the area of Colorado Street 
and Baldwin Avenue for having expired registration. A records 
check of the vehicle revealed the registration had expired; 
however, the vehicle displayed a 2015 registration sticker. The 
driver, a 27-year-old male from Pasadena, knowingly placed 
the forged sticker on his vehicle. The suspect was arrested and 
transported to the Arcadia City Jail for booking.

City of Arcadia Recreation and Community Services 
Department seeks resident input on park facilities and 
recreation program as part of its community outreach 
effort for a new recreation and parks master plan. The 
intent of the master plan is to develop a tool which can 
provide direction and planning for an achievable, fiscally 
responsible and environmentally sustainable recreation 
and parks system in Arcadia. The final document will 
be used to direct future park and facility improvements 
as well as meet future trends and community needs for 
Arcadia’s recreation and leisure services programs and 
activities over the next 20 years. 

 On Wednesday, January 20, 2016 from 6-8pm, a Public 
Workshop will be held at the Arcadia Police Department’s 
Community Room, 250 W. Huntington Drive, Arcadia, 
CA 91007.

 One of the ways the city is assessing community needs, 
suggestions, and priorities is through a community survey. 
The survey is available both online and in paper form. 
Residents can pick up the paper survey form at the Arcadia 
Community Center Recreation Office or go online to 
complete and submit the survey at: www.surveymonkey.
com/r/ArcadiaParksRecNeeds.

 You can also access the survey link through the city’s 
web site at www.ci.arcadia.ca.us by clicking on Recreation 
& Community Services under the “City Departments” 
heading on the homepage. Residents can also check 
the master plan status and get information on how to 
submit ideas and comments. The survey is still available 
and should be completed as soon as possible. For more

STARS OF THE SILVER SCREEN AT 

SANTA ANITA PARK, 1930S, 40S AND 50S

Stars of the silver screen including Robert Taylor, Barbara 
Stanwyck and many more enjoying a day at the races at 
Santa Anita Park will be on display November 21, 2015 
through January 16, 2016. Step back in time, remember the 
glamour of the silver screen, and see the movie stars as they 
enjoyed daily life. This winter exhibit of photographs from 
the 1930s, 40s, and 50s are part of the permanent collection 
of the Gilb Museum of Arcadia Heritage.

MONROVIA POLICE BLOTTER

ALERT

Starting this weekend, December 19-20, Los 
Angeles County Metro (Metro) will start running 
trains on the Foothill Gold Line during the 
daytime hours between the Sierra Madre Villa and 
APU/Citrus College Stations, as they continue to 
“burn in” the new Kinkisharyo 3010 vehicles. As 
you likely know, Metro has been running trains 
in the late afternoon/evening hours since taking 
possession of the Foothill Gold Line on September 
24. With this change, trains will be running 
throughout the day and night - Sunday through 
Thursday - starting this weekend.

 Metro has also let us know that starting mid 
to late-January, they will begin Pre-Revenue 
Operations. Pre-Revenue Operations is the final 
phase of work before passenger service begins, and 
during this period trains operate on their future 
schedule. Metro plans to run Foothill Gold Line 
trains at 12-minute headways (the time between 
trains) during the morning and afternoon peak 
periods; less often during the off-peak periods.

 Through all of this, Metro will continue to place 
their Ambassadors at the different street crossings 
to educate the community on how to stay safe. 
They will continue to have Ambassadors along 
the corridor until several months after passenger 
service begins on March 5, 2016 (77 days from 
now).

 As trains begin to operate at higher frequency 
through the Foothill Gold Line communities, 
always remember the following:

- Never walk on the train tracks

- Never go around lowered gates

- Obey all warning signs

- Watch for trains from both directions

During the last seven-day period, the Police Department 
handled 378 service events, resulting in 70 investigations.

Grand Theft Auto December 14 at 7:17 a.m., a vehicle 
was reported stolen from the 800 block of West Walnut. 
The victim started the vehicle and left it running and 
unattended for a few minutes. When he came back to 
the vehicle, it was gone. The investigation is continuing. 

Vehicle Burglary December 15 at 6:38 a.m., an officer 
responded to the report of a vehicle burglary in the 1300 
block of South Alta Vista. An unknown suspect entered 
the secured apartment complex and went to the carport 
area. The suspect shattered a window to gain entry to 
the vehicle, but nothing was taken. The investigation is 
continuing. 

Theft of Mail December 15 at 12:41 p.m., an incident 
of mail theft was reported in the 1200 block of South 
Alta Vista. The suspect is seen on video approaching 
mailboxes. He is seen removing an object from his 
pocket, possibly a key, and opening multiple mailboxes. 
The suspect then removes mail from the boxes and sets 
it on the ground. He then picks up the large pile of mail 
and leaves the location. The investigation is continuing. 

Traffic Stop/Warrants – Suspects Arrested December 
15 at 9:58 p.m., officers were on patrol in the 800 block of 
West Colorado and noticed a vehicle traveling towards 
them without lights during the evening hours. The 
officers made a traffic stop and contacted two subjects 
in the vehicle. A computer check revealed both subjects 
had outstanding warrants for their arrest. The subjects 
were arrested and held pending their court appearances. 

Found Property December 16 at 1:37 a.m., while on 
routine patrol in the 200 block of West Colorado, an 
officer noticed a subject crossing the street near Colorado 
and Magnolia. Due to the time and cold weather, it 
seemed suspicious for someone to be out walking. The 
officer circled the block and found a subject exiting the 
alley of the 300 block of West Colorado. The officer 
recognized the subject from previous contacts. Once 
the subject was released, the officer drove down the alley 
and located a suitcase containing over 50 vintage TV 
and radio electrical tubes and a competitive ping pong 
paddle. No victims were located and the investigation is 
continuing. 

Vehicle Burglary December 16 at 7:12 a.m. a vehicle 
burglary was reported in the 1800 block of South Peck 
Road. The victim parked his vehicle overnight in his 
assigned parking space in his complex carport. When 
the victim returned to his vehicle, he found the shell of 
his truck had been pried open and his tools were missing. 
Security video showed two suspects enter the parking 
area in a Chrysler minivan. The suspects got out and 
one appeared to be talking on the phone, while the other 
suspect pried open the shell of the truck. Both suspects 
then took tools out of the truck bed, put them into the 
van and drove away. The investigation is continuing. 

Mental Evaluation December 16 at 2:15 p.m., officers 
were dispatched to the 100 block of West Duarte Road to 
check the welfare of a subject. The subject was involved 
in a vandalism earlier in the day. He called a friend 
and told the friend he wanted to hang himself because 
he knew he was going to go to jail for the vandalism. 
When the officers contacted the subject, he had a knife 
and a rope and told officers he wanted to hang himself. 
As the officers approached, the suspect tried to run. 
An officer attempted to stop him and they fell against a 
wall. The suspect hit his face on the wall and the officer 
sustained a contusion on his left forearm and strained 
his neck. The suspect broke away from the officers and, 
again, attempted to get away, but the officers subdued the 
subject and he was taken into custody without further 
incident. The suspect was taken to a hospital and held for 
mental evaluation. 

Petty Theft December 16 at 8:40 p.m., a petty theft was 
reported in the 800 block of Oceanview Avenue. Two 
UPS packages were stolen off the porch of a residence. 
A neighbor saw the theft, but failed to report it to the 
police. The suspect is described as a male, wearing a 
grey hoodie over his head. The suspect vehicle is an early 
2000, white Ford F250, possibly a diesel, with large tires 
and tinted windows. The investigation is continuing. 

Felony Vandalisms December 16 at 8:41, a vandalism 
was reported in the 300 block of North Encinitas 
Avenue. The window on the victim’s vehicle had been 
shattered by an unknown object. As officers investigated 
the area, they located several other vehicles that had 
been vandalized and police received additional calls 
reporting vehicle vandalisms that sustained identical 
damage, possibly caused by a BB gun. The Investigation 
is continuing. 

Vehicle Burglary December 16 at 9:57 p.m., an officer 
was dispatched to a business parking lot in the 800 block 
of West Huntington. The victim parked and locked her 
vehicle in the parking lot and went into a restaurant for 
dinner. When she returned to her vehicle, she found 
the rear window shattered and a wrapped Christmas 
gift was stolen from the backseat. The investigation is 
continuing.
