ARCADIANS: “NO” ON MEASURE A

Last week, I wrote about the increase 
in residential burglaries after attending a 
Neighborhood Meeting called by Arcadia PoliceLieutenant Mike Castro. (The photo with the storyshowed Lt. Mike Castro with his brother Glendale

Chief Neil Johnson’s funeral.)

At the meeting, a resident queried Lt. Castroabout MEASURE A (Repeal of Utility Tax) on theArcadia voting ballot. Lt. Castro explained whatthe Measure A was and why most City Officials 
recommend voting “No” on it.

 After I learned what Measure A was, I felt 
Arcadians should vote NO on Measure A! It 
would be a TERRIBLE MISTAKE to repeal theUtility Tax.

How would the repeal of the tax aff ect thecommunity? The Utility Tax is actually 12.5% ofthe City’s $54.9 billion general fund budget and isthe third largest source of revenue to its generalfund. City Manager Dominic Lazzaretto painteda pretty dim picture of the repercussions of a12.5% cut. Arcadia Police Department would losetwelve sworn officers and Arcadia would lose one 
of its fire stations! Cuts in monitoring propertyviolations and illegal businesses would increaseblight. Street cleaning would be reduced from

Sunday, March 6: 

1. Just after 2:49 p.m., an officer responded to 7-Eleven,
1003 South Baldwin Avenue, regarding an indecentexposure report. An investigation revealed a male suspectexposed himself to a female victim, who was sitting inher parked car. The suspect fled on foot southbound onBaldwin Avenue. 
The suspect is described as 25 to 30-years-old,
approximately 5’4”, with a large build. The investigation isongoing.

2. Around 7:43 p.m., officers responded to a residence inthe 200 block of West Lemon Avenue regarding a burglary.
Offi cers determined unidentified suspect(s) broke a rearwindow and stole cash before fleeing. No suspects wereseen and no witnesses were located. 
Monday, March 7: 

3. At about 2:11 p.m., an officer responded to the frontcounter of Arcadia Police Department regarding a fraudreport. Th e officer discovered an unknown suspect hackedinto the victim’s computer, installed a virus, and stated thevictim needed to pay $499.99 to have the virus removed.
The victim followed the suspect’s instructions beforediscovering it was a scam. The investigation is ongoing.

failing to make payment.
The suspect is described as an Armenian male in his 30’s.
He fled in a grey sedan. The investigation is ongoing. 
Thursday, March 10: 

9. At approximately 3:45 a.m., an offi cer responded toGo Gadget, 918 South Baldwin Avenue, regarding acommercial burglary report. Surveillance footage revealedan unidentified suspect smashed an exterior door and fl edwith cash and electronics in an unknown direction. Th e 
investigation is ongoing.
10. Around 10:29 p.m., an officer responded to a parkinglot at 1325 South Baldwin Avenue regarding a vehicleburglary report. Th e officer discovered an unknown 
suspect broke the passenger window of the vehicle andstole electronic devices. No suspects were seen and nowitnesses were located. 
Friday, March 11: 

11. At about 6:14 a.m., an officer responded to the 500 blockof San Luis Rey Road regarding an activation of an ArcadiaPolice Department GPS tracker. Arcadia PD detectiveshad previously deployed decoy packages containing baitproperty and tracking devices to combat the increase inpackage thefts from residential areas. An investigationrevealed a 46-year-old male from Arcadia had the stolenpackage, property, and tracking device in his vehicle. Th e 
suspect was arrested and transported to the Arcadia CityJail for booking.
12. Just after 8:34 a.m., an officer responded to the 900block of Arcadia Avenue regarding a vehicle burglaryreport. Th e officer discovered an unknown suspectsmashed the front passenger window of the vehicle andstole the victim’s gift cards and cell phone. No suspectswere seen and no witnesses were located, however, DNA 
was located at the scene. The investigation is ongoing. 
Saturday, March 12: 

13. Just after 9:30 a.m., an officer responded to the ArcadiaPolice Department front counter regarding a fraud report.
An investigation revealed the suspect posed as the propertyowner by listing the residence for rent on www.rent.com.
The victim, who was interested in the property, becamesuspicious when the suspect would not let him see theresidence until the down payment was paid. Upon furtherinvestigation, the victim discovered it was a scam.
14. At approximately 12:01 p.m., an offi cer responded toa residence in the 000 block of West Palm Drive regardinga mail theft report. Th e officer discovered unknown 
suspect(s) pried open three mail boxes and stole thevictims’ mail. No suspects were seen and no witnesses werelocated.

GOLD LINE TRAFFIC IMPACTS BEING ADDRESSED BY MULTIPLE AGENCIES

Last week, City staff engaged inmultiple meetings with a varietyof different parties, and also 
analyzed several options, in orderto address traffic impacts causedby the recent opening of the GoldLine. Through those eff orts, we 
have been able to develop a multifaceted 
approach in an attempt to 

improve the traffic situation at keycoordinating the replacement of thatlocations in Monrovia. Among theparticular part.  Metro operationalimprovements identifi ed include:adjustments. It appears that several

- Left turn from E/B Duarte toN/B Myrtle. The City has receivedmultiple reports that the left turnpocket for eastbound traffic on 
Duarte heading northbound ontoMyrtle has been functioning verypoorly. There are a variety of issuesthat have exacerbated the situation, 
including the fact that the left turnsignal is getting skipped in the traffic 
phasing when the train crossingis activated. In addition, the lack 
of capacity in the left turn pocketis also contributing to the backupalong Duarte. Working with theparties involved, the plan rightnow is to revise the phasing at thisintersection by making the leftturn the leading phase after the railcrossing arms go up. This means thatimmediately after the train crossing,
the left turn phase for eastboundtraffic on Duarte turning north ontoMyrtle will be set to clear, allowing8-10 vehicles to get through theintersection, before it cycles back tothe north / south traffic light signal.
We have a number of individuals 
working on the issue, and we arecommitted to getting these traffic 
issues resolved in as timely a manneras possible. In the meantime, shouldany member of the communityexperience or encounter anyproblems with traffic signals or railCity Manager’s Update crossings,

Vandalism March 10 at 7:30 a.m., officers were dispatched to the 100 block of N.
Myrtle regarding a vandalism report. It appears an unknown suspect smashedthe driver-side window on a vehicle. There was nothing inside the vehicle inplain view. Officers received information of a second window smash on anothervehicle in the 300 block N. Primrose. There was nothing taken from the secondvehicle either. The investigation is continuing. 

Possession of Stolen Property/Under the Influence of a Controlled Substance / 
Possession of Drug Paraphernalia – Suspect Arrested March 10 at 10:56 a.m., an 
officer was on patrol in the 100 block of N. Primrose when he saw a suspicioussubject walk out from the side of a residence. The subject saw the offi cer and 
attempted to walk away, but was detained. While the officer was talking with thesubject, the subject appeared nervous and was visibly shaken. The subject saidhe was not alone at the residence, and that there were other people in the backgarage. He gave the officer permission to search the garage. Additional unitsresponded to assist.

While walking to the garage, the officers observed numerous expensivebicycles, which appeared to be in the process of having the serial numbers groundoff and rims repainted. A search of the garage also revealed drug paraphernalia.
The subject was determined to be under the influence of a controlled substance.
He was arrested for possession of stolen property and the drug charges. 

Petty Theft – Suspect Arrested March 10 at 8:04 p.m., officers responded to abusiness in the 500 block of W. Huntington on the report of a male subject thatfled the store without paying for merchandise. Th e officers obtained a descriptionof the suspect and searched the area; the suspect was located at a bus benchnearby. During the investigation, the officers located the stolen property, andstore loss prevention personnel positively identified the suspect. He was arrestedfor the crime and taken into custody. 

Critical Missing Juvenile Located March 10 at 10:00 p.m., a female juvenile wasreported missing to the Monrovia Police Department. The missing was last seenat her apartment complex in the 500 block of W. Foothill. She had argued withher father over the use of a cell phone. She had gone to school that morning,
but had not returned home. Police conducted an area search and followed all 
investigative leads, but the juvenile was not located. On March 13 at 2:15 p.m.,
detectives received a lead on the location of the juvenile and went to the Pasadenaarea to follow up. During the course of their investigation, they located thejuvenile at a residence in the City of Altadena. The juvenile’s parents were notifi edand responded. 

Domestic Violence March 10 at 11:10 p.m., a disturbance was reported at theintersection of Chestnut and Monterey. Officers arrived to investigate andlocated a female subject hiding near several vehicles. She had been assaulted andhad sustained injuries to her face. During the investigation, the offi cers learned 
her husband had struck her several times, causing the visible injuries. Th e officers 
went to the residence, where the crime occurred, and located the husband. Aft er 
speaking with him, he was arrested for domestic violence. 

Theft from an Unlocked Vehicle March 11 at 8:56 a.m., a theft from a vehicle was 
reported in the 200 block of S. Primrose. The victim had parked his vehicle andleft it unlocked. Sometime overnight, an unknown suspect entered the vehicleand rummaged through it. A thumb drive and a pair of sunglasses were stolen.
The investigation is continuing. 

Non-injury Traffi c Collision March 11 at 10:01 a.m., officers were dispatched toa traffic collision at a business parking lot in the 300 block of W. Huntington.
An 84-year-old male subject was attempting to park his vehicle and accidentlypushed on the accelerator instead of the brake, causing his vehicle to lungeforward into the side of a building. There was damage to a wall of the buildingand the store front glass was broken. The subject was wearing his seat belt andsustained no injuries, however, paramedics still responded to check him. A DMV 
reexamination was issued.
