PURCHASE APPROVED FOR COUNTY LIBRARY SITE 
TO SERVE MONROVIA, ARCADIA, DUARTE AREA

ARCADIA POLICE BLOTTER

For the period of Sunday, August 7th, through 
Saturday, August 13th, the Police Department 
responded to 957 calls for service of which 145 
required formal investigations. The following is a 
summary report of the major incidents handled by the 
Department during this period.

Sunday, August 7: 

1. At about 2:16 a.m., an officer conducted a traffic stop 
on a vehicle near the intersection of First Avenue and 
Huntington Drive for an unsafe turning movement. 
As the officer exited his vehicle to contact the driver, 
the driver sped off. A high speed pursuit ensued and 
ended when the driver hit a dead end and fled on foot. 
An investigation revealed the vehicle was stolen. The 
23-year-old male from El Monte was arrested and 
transported to the Arcadia City Jail for booking.

 2. Just after 7:12 p.m., an officer responded to the 
000 block of Bonita Avenue regarding the report 
of a suspicious occupied vehicle. An investigation 
revealed the subject had an outstanding warrant 
for her arrest and she was in possession of drug 
paraphernalia. The 34-year-old female from Los 
Angeles was arrested and transported to the Arcadia 
City Jail for booking.

Monday, August 8:

3. At about 1:14 a.m., Officers contacted subjects 
in a vehicle parked behind a closed business in the 
area of Randolph Street and Kardashian Avenue. A 
consensual search of the vehicle revealed the subjects 
were in possession of drug paraphernalia. The 
30-year-old male from Montclair and the 27-year-old 
female from El Monte were arrested and transported 
to the Arcadia City Jail for booking.

 4. At approximately 1:55 p.m., officers responded 
to a residence on the 1700 block of Rodeo Road 
regarding a domestic disturbance. An investigation 
revealed the suspect attempted to harm the victim 
with a knife. The victim managed to lock the suspect 
outside and then called the police. An emergency 
protective order was issued and the 33-year-old 
female from Arcadia was arrested and transported to 
the Arcadia City Jail for booking.

Tuesday August 9:

5. At about 5:26 p.m., officers responded to the area 
of Baldwin Avenue and Arboretum Way regarding 
the report of a fight in progress. Three juveniles were 
contacted and one fled the scene. An investigation 
revealed one of the juveniles had been reported 
missing. Two of the juveniles were in possession of 
stolen property taken from stores inside Westfield 
Santa Anita. The 13-year-old female from Pasadena 
and the 14-year-old male from San Gabriel were 
issued citations and released to their parents. 

 6. Around 11:15 p.m., an officer responded to 
a residence on the 1500 block of South Baldwin 
Avenue regarding a burglary. The officer determined 
unidentified suspect(s) entered the residence through 
an open sliding glass patio door, stole a camera bag 
containing a camera with lenses and a bicycle left 
in the patio, before fleeing. No suspects were seen 
and no witnesses were located. The investigation is 
ongoing.

 

Wednesday, August 10:

7. At approximately 3:35 a.m., officers responded 
to a residence on the 1100 block of Arcadia Avenue 
regarding an unknown suspect on the resident’s 
second story balcony. An investigation revealed the 
resident was asleep when he awoke to the sound of 
someone jumping onto his balcony. The resident 
called the police and held the suspect at gunpoint 
until officers arrived. An investigation revealed 
the suspect was under the influence of a controlled 
substance. The 24-year-old male from Los Angeles 
was issued a citation, then transported and released 
to Arcadia Methodist Hospital for treatment.

 8. Just after 2:40 p.m., officers responded to 
a parking garage at 411 East Huntington Drive 
regarding a suspicious occupied vehicle. An 
investigation revealed a subject was seen exiting the 
vehicle and attempting to open the doors of other 
vehicles parked at the location. Officers contacted 
three subjects inside the vehicle and discovered one 
subject was in possession of drug paraphernalia. 
The 28-year-old male from Monrovia was issued a 
citation and released at the scene.

Thursday, August 11: 

9. At about 7:20 a.m., officers responded to the 600 
block of West Camino Real Avenue regarding the 
report of a hit and run. An investigation revealed 
the suspect was driving westbound on Camino Real 
Avenue when he struck the elderly pedestrian who 
was walking westbound in the street. The suspect 
stopped briefly to check his vehicle then continued 
southbound on Baldwin Avenue. 

 The suspect is described as male, Asian, 
approximately 70-years-old, with grey hair, clean 
shaven, wearing a short sleeved shirt and slacks. The 
suspect vehicle is described as a newer model white 
Mercedes sedan with paper plates.

 10. At approximately 1:13 p.m., officers responded 
to the parking lot of IHOP, 1113 Baldwin Avenue 
regarding a vehicle burglary. An investigation 
revealed an unknown suspect smashed the front 
passenger side window of the vehicle and stole an 
iPad and wallet. The suspect then fled the scene in an 
unknown direction. No suspects were seen, and no 
witnesses were located.

Friday, August 12:

11. At approximately 6:48 p.m., officers responded 
to the parking lot of Westfield Santa Anita, 400 South 
Baldwin Avenue, regarding the report of a subject 
attempting to open doors of parked vehicles. The 
suspect was seen leaving the scene in a vehicle. The 
vehicle was blocked by a mall security vehicle and the 
suspect was apprehended. An investigation revealed 
the vehicle driven by the suspect was reported stolen. 
The 14-year-old male from Pasadena was detained 
and transported to the Arcadia City Jail for booking.

LOS ANGELES COUNTY – On a recommendation 
by Supervisor Michael D. Antonovich, the Board of 
Supervisors approved the purchase of a new library 
site in Arcadia to improve and enhance public 
library services for the residents of the San Gabriel 
Valley. 

 “The Board’s approval of this vital acquisition 
is a step forward in securing and building a new 
library facility with the support of the Monrovia, 
Arcadia, Duarte town council, the city of Arcadia 
and our County Librarian all who have been active 
in the process of locating a new library site,” said 
Antonovich. 

 With a purchase price of $2,170,000 from capital 
funds budgeted for the 5th District, the 22,000 
square foot parcel is located at 22 West Live Oak 
Boulevard. The site currently has approximately 
7,440 square feet of improvements.

 A public hearing to receive comment and 
complete the proposed acquisition is set for 
September 27.

REMEMBRANCE

BOB WIGHT 1943-2016


Bob Wight passed away of August 
11, 2016. That day, an article was 
submitted to this publication telling 
of all Bob and his late wife Jan did 
to improve the communities of 
Monrovia, Duarte and surrounding 
areas. Not noted in the article 
was Bob’s stint in the Army. He 
attended Officer Candidate School 
and graduated as a 2nd Lieutenant. 
He served in the Quartermaster 
Corps in Viet Nam, promoted to 
1st Lieutenant in 1968, and received 
the Bronze Star. After his service 
time, Bob received a BA in Business 
Administration from Cal State 
Los Angeles in 1972, and began an 
accounting career with Getty Oil Co in the Los 
Angeles Office. In 1981, he received 
his MBA from Pepperdine and 
continued serving as a Corporate 
Accountant for Getty until it was 
purchased by Texaco in 1984. 

He chose to stay in Southern 
California with his beloved wife Jan 
until her passing in May of this year. 
He did real estate, was the first Board 
President of the Foothill Unity and 
recently served as its Treasurer and 
Business Manager.

He and his beloved Jan will be 
missed. Bob’s services were held on 
August 20, 2016. In lieu of flowers, 
the family asks for donations to the 
Foothill Unity Center, 415 West 
Chestnut Ave., Monrovia, 91016.

Following are the weekend’s highlighted issues and events. To see

Forgery – Suspect Arrested August 18 at 11:57 a.m., 
officers were dispatched to a business in the 900 block of E. 
Huntington. A subject had turned in a fraudulent prescription 
at the pharmacy to obtain anti-depressants and narcotics. 
The officers arrived and detained the suspect. The officers 
determined the prescription was fraudulent and the suspect 
was arrested without incident. 

 Vehicle Tampering / Conspiracy – Suspects Arrested 
August 19 at 4:59 a.m., officers responded to the 1100 block of 
Norumbega on the report of a suspicious subject looking into 
vehicles and checking door handles. When the suspect was 
spotted by the caller, he ran to a waiting vehicle being driven 
by a second suspect, and the suspects fled. A description of 
the suspect and vehicle was broadcast and officers located 
and stopped the suspect vehicle. The suspect was positively 
identified. The passenger was arrested for vehicle tampering 
and the driver for conspiracy. The investigation is continuing 
for any possible victims of a theft. 

 Possession of Methamphetamine – Suspect Arrested 
August 19 at 2:59 p.m., a suspicious female was reported in the 
100 block of N. Sunset. She was seen leaving an unoccupied 
residence. Officers arrived and detained the female, who was 
found to be in possession of methamphetamine and possible 
stolen property. The female was arrested and taken into 
custody. 

 Domestic Violence – Suspect Arrested August 19 at 8:25 
p.m., officers responded to the area of Olive & Myrtle regarding 
a male and female fighting. The female was determined to be 
under the influence. She was involved in an argument with 
her boyfriend. During the argument, she had slapped and 
scratched him. She was arrested for domestic violence. 

 Disturbing the Peace / Drunk in Public – Suspect Arrested 
August 20 at 11:17 p.m., a disturbing subject was reported in 
the 500 block of E. Walnut. The subject was intoxicated and 
was yelling and causing a disturbance. The caller placed him 
under private person’s arrest. The officers arrested the subject 
for disturbing the peace and for being drunk in public. 

 Grand Theft Auto August 21 at 7 a.m., a vehicle was 
reported stolen from the 200 block of W. Lemon. The victim 
reported her 1991 Honda Civic was stolen from in front of her 
residence. The investigation is continuing. 

 Possession of Methamphetamine August 21 at 9:57 a.m., 
officers responded to the report of a subject loitering in a tent 
at a park in the 400 block of N. Grand. When officers arrived, 
they located two subjects inside and near the tent. One of the 
subjects was found to be in possession of methamphetamine. 
The subject was cited for the violation. 

 Non-Injury Traffic Collision August 21 at 11:35 a.m., 
a traffic collision was reported in the area of Foothill and 
Primrose. When officers arrived, they located one of the parties 
and determined he had been drinking and had possibly taken 
prescription medications. The subject was having difficulty 
staying conscious and displayed signs of being under the 
influence. He was taken to a hospital for his condition and his 
vehicle was stored. 

 Shoplifting August 21 at 1:56 p.m., a business in the 1600 
block of S. Mountain called police to report a shoplifting 
incident. Two adult females entered the store, selected 
merchandise, and then went to the return counter to return 
the merchandise without paying for it. The subjects were 
arrested and issued a citation to appear in court on the theft 
charges. 

 Residential Burglary August 21 at 2:51 p.m., a residential 
burglary was reported in the 300 block of N. Canyon. The 
victim left her residence at 12:30 p.m. When she returned 
at 2:50 p.m., she found her home had been broken into and 
ransacked. A glass sliding door at the rear of the house had 
been shattered. Several items were stolen, which included 
a laptop, watches, cash, and jewelry. The investigation is 
continuing. 

 Vehicle Tampering / Receiving Stolen Property – Suspect 
Arrested August 22 at 8:25 a.m., a suspicious male subject was 
reported in the area of Lemon and Terrado pulling on door 
handles of vehicles. Officers responded to the area and located 
the juvenile suspect. He was found to be on probation and 
wearing a probation monitoring device. The juvenile was in 
possession of a wallet containing another person’s credit cards 
and cash. He denied tampering with the vehicles, but video 
surveillance was located that showed him pulling on vehicle 
door handles. He was arrested and taken into custody. Officers 
located the owner of the credit cards. He informed the officers 
that his vehicle had been broken into and he was missing his 
wallet, which was found to be the one the suspect was carrying. 

 Under the Influence of a Controlled Substance August 
22 at 2:15 p.m., officers responded to a hotel in the 700 block 
of W. Huntington. Staff at the hotel entered a room that was 
supposed to be vacant and discovered a male subject inside, 
lying on the bed with pills around him. Officers arrived and 
contacted the subject. He told the officers that he had recently 
used methamphetamine and that he had more inside the 
room. He consented to a search of the room and the officers 
located a useable amount of methamphetamine. The subject 
was taken to a hospital as he required medical assistance. 

 Theft of Mail August 22 at 4:25 p.m., a theft of mail was 
reported in the 200 block of Linwood Avenue. The victim 
reported that his mailbox had been pried open. Police 
responded to investigate and discovered a total of four 
mailboxes had been pried open and mail was missing from all 
the boxes. The investigation is continuing. 

 Receiving Stolen Property – Suspect Arrested August 
23 at 2:32 a.m., an officer was on patrol in the area of 
Royal Oaks and Shamrock when he stopped a vehicle for 
a lighting violation. The driver claimed he borrowed the 
vehicle from a friend. He was taken into custody for no 
means of identification. A search of the vehicle revealed 
a driver’s license belonging to a female. The officer 
contacted the owner of the license, who said she was the 
victim of a vehicle burglary in Ontario. The driver was 
arrested and charged with receiving stolen property. 

 Vehicle Tampering – Suspect Arrested August 23 at 
3:57 a.m., an employee from a business in the 700 block of 
E. Central arrived for work and saw a male suspect going 
through vehicles. The suspect had the doors and engine hoods 
open. Officers arrived and detained the suspect. The vehicles 
had been left unlocked and appeared ransacked. The suspect 
had a small amount of cash on him that was possibly taken 
from the vehicles. The officers arrested the suspect for vehicle 
tampering. 

 Residential Burglary August 23 at 2:37 p.m., a residential 
burglary was reported in the 400 block of W. Hillcrest. The 
victims came home and discovered someone had forced entry 
into the back of their house and had stolen items from the 
home. The investigation is ongoing. 

 Theft from a Vehicle August 23 at 10:25 p.m., a theft from a 
vehicle was reported in the 700 block of W. Colorado. A rental 
vehicle was left unlocked and a backpack which contained an 
iPad and iPad accessories was taken from the front passenger 
floorboard. The investigation is continuing. 

Domestic Violence – Suspect Arrested August 24 at 2:29 a.m., 
officers responded to a domestic violence incident in the 200 
block of E. Colorado. A husband and wife were involved in 
an argument and the wife punched the husband in the nose. 
The husband had a bloody nose and paramedics were called 
to the scene. The male was treated for his injury. The female 
subject was determined to be the aggressor and was arrested 
and taken into custody. 

 Warrants / Possession of a Controlled Substance / 
Possession of Drug Paraphernalia – Suspect Arrested 
August 24 at 7:50 a.m., officers were on patrol in the 300 
block of W. Foothill and observed a subject they knew had 
warrants for his arrest. The officer contacted the subject, 
confirmed the warrants, and asked the subject if he had any 
contraband on his person. The subject told the officer he 
had a used syringe and methamphetamine on his person. 
He was arrested and taken into custody for the warrants 
and the drug charges. 

1000 STUDENTS OFF TO A GREAT START:

 It is totally mind-boggling to me that each 
year Foothill Unity Center adds another special 
opportunity to the 1000+ needy and so appreciative 
K-12 pre-registered students of low-income families 
for the upcoming school year. These students come 
from Altadena, Arcadia, Azusa, Baldwin Park, 
Duarte, Irwindale, Monrovia, Pasadena, Sierra 
Madre and South Pasadena. Their families use the 
services at Foothill Unity Center and have incomes 
at or below 150 percent of the Federal Poverty Line 
and don’t have the funds for their children’s school 
supplies.

 Just in case you haven’t heard of what they 
provide, here goes: brand new backpacks, school 
supplies, clothing, shoe cards, haircuts, manicures, 
books and vision, dental and hearing screening. 
What was new this year was a college area where 
11 colleges offered potential scholarships and 
information on higher education. 

 How is such an awesome event possible? The 
ENTIRE COMMUNITY contributes to this great 
effort! At the top, thanks to the Back to School 
Committee Chairs, Janet Wall and Laurie Orvis. 
Assisting them were more than 400 volunteers 
from businesses, schools and community groups, 
including over 100 cosmetologists and cosmetology 
students from Citrus College, who gave children 
haircuts and manicures!

 There also were teachers and students from 
the Ostrow School of Dentistry of USC, who did 
dental screenings. Vision screenings were given 
by Northwest University, Western University and 
TzuChi Foundation.

 Among donations were $22,500 from Donald 
Schweitzer and the fundraiser he held, $4000 from 
the Elks Club of Arcadia, and $2500 from Home 
Street Bank.

 Lunch for the volunteers was by the Monrovian 
Family Restaurant and Panda Restaurant Group 
provided snacks for the kids. There were interactive 
displays from the Harris Corporation and craft 
activities by Paint N Play Art Studio.

 There is NOT enough I can say about the Foothill 
Unity Center and all it does for our communities 
on a daily basis. Besides this annual Back-to-
School event, it annually serves 10,000 people. It 
is the primary provider of food, case management/
crisis help and health care resources.

DUARTE TEMPORARY PARKING 
PERMITS AVAILABLE 24/7 VIA NEW 
KIOSK AND PHONE APP 

 

The City of Duarte will now be offering residents two 
convenient options to purchase temporary parking 
permits. A 24-hours a day, City Hall kiosk location 
and a “way to park” phone app. The kiosk is located 
in front of City Hall allowing 24-hours per day, walk-
up access for residents. 

The “way to park” phone app, on the other hand, 
allows residents to access a permit from virtually 
anywhere a “smart” phone can access the web (iOS 
and Android accessible). The resident or customer 
will pay for the permit and enter their license plate. 
Users will NOT be issued a physical permit as their 
license plate information will be stored in the system 
database for use by parking enforcement. 

In conjunction with the launching of these two 
features in the Fall, the City website will also feature a 
page explaining both options located on its homepage 
by clicking on the parking permit icon. With these 
new methods, no longer will residents have to display 
a permit in their windshields eliminating citations 
issued in error as well as counterfeit permits. For
