ARCADIA POLICE BLOTTER
KID'S NIGHT OUT
For the period of Sunday, August 21st, through Saturday,
August 27th, the Police Department responded to 958 calls
for service of which 131 required formal investigations.
The following is a summary report of the major incidents
handled by the Department during this period.
Sunday, August 21:
1. Just after 10:25 a.m., an officer conducted a traffic stop
on a vehicle in the area of Huntington Drive and Baldwin
Avenue for equipment violations. An investigation
revealed the driver was on parole and in possession of
methamphetamine, drug paraphernalia, a Taser and
two bullet-proof vests. The 31-year-old male from Duarte
was arrested and transported to the Arcadia City Jail for
booking.
2. At approximately 6:24 p.m., officers responded
to Westfield Santa Anita, 400 South Baldwin Avenue,
regarding a shoplifting report. A loss prevention
specialist witnessed the suspect conceal items in her
purse before exiting the store, failing to make payment.
Officers contacted the suspect walking southbound on
Baldwin Avenue. An investigation revealed the suspect
had stolen merchandise from Charming Charlie and
Sugar K. She was also in possession of marijuana and
drug paraphernalia. The 34-year-old female from Los
Angeles was arrested and transported to the Arcadia City
Jail for booking.
Monday, August 22:
3. At about 7:25 p.m., an officer conducted a traffic stop
on a vehicle near the intersection of Huntington Drive
and Baldwin Avenue for expired registration. Upon
contacting the driver, the officer discovered the 39-year-
old female from Arcadia had been driving without a
driver’s license. She was cited and released in the field.
Her vehicle was left legally parked.
4. At approximately 9:07 p.m., officers responded
to the area of Huntington Drive and Baldwin
Avenue regarding a robbery that had just occurred.
An investigation revealed the victim was sitting
in his car when he was approached by the suspect.
The suspect demanded money from the victim. The
victim, in fear for his safety, pulled out his wallet to
give money to the suspect. The suspect grabbed the
victim’s wallet and fled the scene in a white vehicle. The
investigation is ongoing.
Tuesday August 23:
5. At about 4:05 a.m., an officer was dispatched to the
1600 block of Lovell Avenue regarding a suspicious
occupied vehicle. Upon contacting the occupants, the
officer detected a smell of marijuana coming from the
vehicle. An investigation revealed the three subjects were
in possession of methamphetamine, drug paraphernalia,
a shaved key, a blank check, counterfeit bills, and stolen
property. One subject had an outstanding warrant for her
arrest. Two females from Los Angeles, 21 and 22-years-
old, along with an 18-year-old male from Arcadia were
arrested and transported to the Arcadia City Jail for
booking.
6. Around 7:53 a.m., an officer conducted a traffic
stop on a vehicle in the area of Lower Azusa Road
and Durfee Avenue for speeding. An investigation
revealed the driver was driving a stolen vehicle. The
driver disobeyed the officer’s orders and sped away.
The officer pursued the suspect until the suspect
drove on the wrong side of the road. Shortly after,
the stolen vehicle was recovered by El Monte Police
Officers. The suspect fled on foot in an unknown
direction. The investigation is ongoing.
Wednesday, August 24:
7. At about 12:23 p.m., an officer was dispatched to
a residence on the 300 block of San Miguel Drive
regarding a residential burglary. The officer determined
unidentified suspect(s) entered the residence by leaning
a ladder against a wall and climbing into a window. The
suspect(s) ransacked the residence before fleeing. No
suspects were seen and no witnesses were located. The
investigation is ongoing.
8. Shortly after 12:24 p.m., officers responded
to 7-Eleven, 2 East Duarte Road, regarding a call of
unknown trouble. An investigation revealed the suspect
entered the store with a dog. The victim told the suspect
that dogs were not allowed inside the store. The suspect
punched the victim twice in the face. The victim
attempted to detain the suspect. A struggle ensued and
the suspect produced a knife. Witnesses were able to assist
and detain the suspect until police arrived. The 19-year-
old male from Arcadia was arrested and transported to
the Arcadia City Jail for booking.
Thursday, August 25:
9. At about 12:25 p.m., an officer conducted a traffic stop
on a vehicle in the area of Palm Avenue and Holly Avenue
for a traffic violation. An investigation revealed the driver
was in possession of marijuana, methamphetamine,
drug paraphernalia, a knife, a handgun and stolen
property including several identification and credit cards
belonging to other people. The 36-year-old male from
Panorama City was arrested and transported to the
Arcadia City Jail for booking.
10. Shortly after 1:00 p.m., an officer responded to
Rite Aid, 39 Las Tunas Drive, regarding a female who was
unconscious and unresponsive. The officer discovered
that the subject was not breathing and had no pulse. He
immediately began administering CPR on the subject
until Arcadia Fire Department Paramedics arrived. The
paramedics advised they were able to obtain a pulse on
the subject. She was transported and released to Arcadia
Methodist Hospital for care.
Friday, August 26:
11. At about 3:07 a.m., an officer conducted a traffic
stop on a vehicle near the area of Fifth Avenue and
California Street for an equipment violation and expired
registration. An investigation revealed the driver, a
38-year-old female from La Puente, was driving with a
suspended license and the passengers, 20 and 26-year-old
males from Hacienda Heights, had several outstanding
warrants for their arrests. They were also in possession of
burglary tools, a CO2 Airsoft Revolver and stolen mail.
All three suspects were arrested and transported to the
Arcadia City Jail for booking.

Kid’s Night Out provides kids a night of fun and play so
mom and dad can enjoy an evening out or a quiet evening
at home. The Arcadia Recreation Staff and Volunteers
offer dinner, themed games, supervision and a movie for
children ages 4 and above. All activities will be geared
toward elementary school children; anyone younger must
be potty trained. Accommodations cannot be made for
special dietary needs. The cost is $17.00 per child and
also includes snacks and beverages. Pre-registration

TEEN NIGHT – GLOW IN THE DARK FOOT GOLF
Arcadia Par 3 Golf Course
Friday, September 9 – 6-11 pm
Come down and join Arcadia Recreation Department’s
staff for Teen Night at the Arcadia Par 3 Golf Course,
620 Live Oak Avenue, Arcadia, from 6-11pm. The fee
is $22 per person and includes a round of foot golf
and dinner. Dinner is served at 7pm, so make sure to
be there early! Participants will also enjoy activities
such as a photo booth, raffles, a candy bar and more!
Advance registration is required. No registration will
be taken on site. Teen Night is for middle school teens
ages 11-14, grades 6-8. Registration for Teen Night can

BRAD DOVER SET TO BE NAMED AS

Department handled 405 service events, resulting in

Public Intoxication – Suspect Arrested August 25 at
1:10 p.m., an officer was dispatched on the report of a
female subject passed out on the sidewalk at Canyon
and Lemon. As the officers arrived, the female was
waking up. The officers determined she was too
intoxicated to care for herself. She was arrested and
held for a sobering period.
Shoplifting / Possession of Drug Paraphernalia
– Suspect Arrested August 25 at 2:05 p.m., loss
prevention personnel from a business in the 500
block of W. Huntington called police to report a male
subject inside the store, concealing merchandise on
his person. Officers responded, observed the subject
leaving the store and detained him. The officers
located stolen merchandise and drug paraphernalia
on his person. The suspect was arrested for the theft
and possession of drug paraphernalia.
Grand Theft / Possession of Burglary Tools – Suspect
Arrested August 25 at 6:26 p.m., police received
a report of a stolen bicycle that was taken from a
business in the 400 block of W. Huntington. Officers
responded and located the suspect and bicycle in the
1600 block of S. Primrose. The suspect was taken into
custody as he was attempting to hide the bicycle. He
was also found to be in possession of burglary tools,
which was added to his charges.
Residential Burglary August 25 at 7:03 p.m., officers
responded to a residence in the 200 block of W. Lime
Avenue. The homeowner suspected her daughter
had broken into her home and stolen a television.
The homeowner desires prosecution. Officers were
able to speak with the daughter by telephone and she
admitted to breaking into the location and taking the
television. The suspect was not in Monrovia, but said
she would come to the station and turn herself in. The
investigation is continuing.
Under the Influence of a Controlled Substance /
Possession of Drug Paraphernalia – Suspect Arrested
August 26 at 3:20 a.m., police received a call reporting
a subject dancing in the street in the area of Alta Vista
and Chestnut. The subject was located by officers in the
400 block of W. Huntington. He was determined to be
under the influence of drugs and was arrested. He was
also found to be in possession of a methamphetamine
pipe, which was added to his charges.
Stolen Vehicle Recovered / False Personation /
Possession of Altered Access Cards – Suspect Arrested
August 26 at 6:21 a.m., officers located a stolen
vehicle in the 100 block of W. Foothill. The vehicle
was unoccupied. They watched the vehicle and, after
a short period of time, a suspect entered the vehicle
and attempted to leave. The vehicle was stopped and
the suspect was arrested. He provided a fraudulent
California driver's license and name to the officers.
His true identity was discovered through fingerprint
identification. He was also in possession of numerous
altered access cards. The investigation is continuing.
Grand Theft Auto August 26 at 9:29 a.m., a silver, 2012
Honda Civic was reported stolen from the 800 block of
W. Walnut Avenue. The vehicle was parked and locked
in the driveway in the evening the night before. When
the victim returned to his vehicle the next morning, it
was missing. The investigation is continuing.
Grand Theft Auto August 26 at 6:21 p.m., a vehicle was
reported stolen from the 300 block of W. Huntington.
The victim parked his vehicle, which contained
gardening equipment, in front of a business and went
inside the location. He returned a few minutes later
and found his vehicle had been stolen. The vehicle
is a red, 1987 Toyota pickup. The investigation is
continuing.
Battery / Public Intoxication – Suspect Arrested
August 27 at 12:31 a.m., officers responded to a public
parking lot in the 300 block of S. Myrtle regarding
a fight. Officers arrived and found two intoxicated
subjects. One subject sustained a laceration to his head
and was taken to a hospital for treatment. He refused to
press charges, claiming the subject was his best friend.
The best friend was determined to be too intoxicated
to care for himself and was arrested for being drunk in
public. He was held pending detoxification.
Burglary Alarm / Commercial Burglary August 27
at 4:21 a.m., officers were dispatched to a burglary
alarm in the 100 block of W. Pomona. When officers
arrived on scene, the fire department was already
there. It appears the suspects used a vehicle to ram the
rollup doors to the business, breaking a fire sprinkler,
which began spewing out water. The fire department
responded to this sprinkler activation. The burglary
alarm then activated. The business owner responded
to the scene and determined the water had not caused
much damage, but several electronic items were stolen
by the suspects. The investigation is continuing.
Vehicle Burglary August 27 at 3:52 p.m., a vehicle
burglary was reported in the 200 block of W. Cypress.
The victim’s son called to report that someone had
broken into his father's truck. The crime occurred
sometime overnight and miscellaneous tools were
taken from a locked toolbox on the truck. The
investigation is continuing.
Battery – Suspect Arrested August 28 at 6:59 p.m.,
a battery incident was reported at a business in the
600 block of W. Huntington. A store employee at the
business called to report a subject in the bathroom
that was refusing to leave the business. When the
subject was confronted by a store employee, he
assaulted the employee and fled the location. Officers
located the suspect and he was placed under citizen’s
arrest for battery. The suspect was arrested and taken
into custody.
Vehicle Burglary August 30 at 7:45 a.m., a vehicle
burglary was reported by a resident in the 1200
block of S. Alta Vista. The victim parked and locked
his vehicle in the late afternoon the day prior. When
he returned to his vehicle in the morning, he found
it had been ransacked. There was no signs of forced
entry. A pair of sunglasses and change was stolen. The
investigation is continuing.

Fire Chief. If you
recall, Brad was
named as the City’s
Interim Fire Chief
a little more than
six-months ago on
February 12, 2016.
Since that time, I
have been beyond
impressed with how
he has approached
the job, as he has served as a testament to our
organizational mission and our values.
Brad has demonstrated a deep commitment
to Monrovia, and his approach to people, his
management style, his knowledge & abilities, and
his dedication to our entire community have been
evident in the decisions that he has made and the
manner in which he has commanded our Fire
Department.
I have no doubt and absolute confidence that Brad
will serve Monrovia with great distinction as our
Fire Chief, and I hope that you will all join me in
congratulating him on his new and permanent
assignment!

BOB BARTLETT MEMORIAL MOSAIC PROGRAM
COMMITTEE SET TO INTERVIEW ARTISTS ON
WEDNESDAY, SEPTEMBER 21, 2016
During the past several months, the City has
been working with the Bob Bartlett Memorial
Committee (Committee) to identify the proper
tribute for our late former Mayor, Bob Bartlett.
We have identified that a fitting tribute would be
to commission a mosaic mural at Station Square,
and during the past few months, the Committee
has been working to identify an artist to develop
the work.
Based on the assessment that has been completed
to date, the City will be considering submittals
from the four identified artist finalists, which
include:
Cha-Rie Tang & Gerda Govine
Katherine England
Dawn Mendelson
Carole Choucair Queijan
Rough preliminary draft concept plans were
submitted by each of the four finalists, which have
been included as an attachment to this email for
your review and reference. The Committee will be
meeting with the artists on September 21, 2016, to
assess the final mosaic art concepts that the four
finalist have developed. Based on that assessment,
the Committee will then identify and recommend
the final artist that should be awarded the project
of creating the memorial mosaic for Mayor Bob
Bartlett.
SOCALGAS CLOSING MONROVIA BRANCH
OFFICE EFFECTIVE TUESDAY, NOVEMBER 1, 2016
As you may recall, SoCalGas previously shared with
the City that they plan on closing their Monrovia
branch office towards the end of this calendar
year. This past week, we received notice from
SoCalGas representatives informing us that they
plan on finalizing the closure of the branch office on
November 1, 2016. In addition, the representatives
from SoCalGas shared that they are implementing
the following customer notification plan:
On August 31, 2016, ads will be published in
various newspaper outlets in English, Spanish,
Chinese, Tagalog and Farsi
Direct mail letters will be sent to all customers
that visited our office in the last six (6) months with
a scheduled postal delivery no later than 8/31/16
Posters will be hung at each location on 8/31/16
Flyers will be distributed at the office beginning
8/31/16
