Notice is hereby given by the persons whose names appears hereon of 
their intention to circulate the petition within the City of Sierra Madre 
for the purpose of adding sections 3.38.010 through 3.38.150 to Title 3, 
Chapter 3.38 of the Sierra Madre Municipal Code, to implement a parcel 
tax to increase funding for personnel costs associated with police, fire 
and paramedic services within the City. 

 

A statement of the reasons of the proposed action as contemplated in the 
petition is as follows:

Protecting the citizens of Sierra Madre is the highest purpose of the 
City’s government. Fast emergency response times and crime prevention 
are necessary to maintain the high standard of living that Sierra Madre 
residents have historically enjoyed. Without an adequately funded 
Police and Fire Department, the City and its citizens are unnecessarily 
placed at risk from crime, property damage, slow 9-1-1 response 
times, and myriad public safety issues. The City’s general fund has 
historically been insufficient to fund a properly staffed Police and Fire 
Department, leading to myriad public safety ills. In order to avoid any 
public safety issues in the future, this measure would create a separate, 
special fund which will allow the City to properly fund its Police and 
Fire Departments, allowing the departments to offer competitive pay 
packages to officers as compared to other municipalities, improve 
recruitment efforts, and maintain fully staffed and functioning 
departments. Setting up and funding this special set aside fund will 
allow the City to protect its citizens and maintain the high standard of 
living enjoyed by Sierra Madre residents.

SUMMARY 

Public Safety Services

The City of Sierra Madre is a full service city, in that it provides police, 
fire, and paramedic services in-house, instead of contracting with the 
County of Los Angeles or a third party for those services. The Sierra 
Madre Police Department's and Sierra Madre Fire Department's 
personnel costs are paid for through the City's general fund revenues. 

Purpose of Public Safety Special Tax 

This initiative measure would supplement the City's existing general 
fund expenditures by imposing a special parcel tax on property owners. 
Unlike a general tax, which is imposed for general governmental 
purposes, a special tax is imposed for a specific purpose. This initiative 
measure is a special tax imposed to specifically fund police, fire, and 
paramedic personnel costs, defined to include salaries and benefits. 

Tax Rate 

The rate of taxation is based on the character of the property: 

• Single-family residential parcels - $480 per parcel per year; 

• Multi-family residential parcels - $576 per parcel per year; and 

• Non-residential parcels - $660 per parcel per year. 

Certain parcels are exempt from the special tax upon application, 
including: 

• Any parcel that has remained undeveloped for the past six months; 

• A single-family residential parcel owned and occupied by someone 65 
years of age or older with a combined household income qualifying as a 
low-income household; 

• A single-family residential parcel owned and occupied by persons 
with a combined household income qualifying as a very-low income 
household; and 

• Any parcel owned by a religious organization or school that is exempt 
from property taxation under California law. 

If approved, the initiative measure will take effect July 1, 2025, and 
remain in effect until July 1, 2032. The parcel tax rate will increase 
annually based on changes in the Consumer Price Index for All Urban 
Consumers (CPI-U), All Items, Los Angeles-Long Beach-Anaheim, 
published by the United States Bureau of Labor Statistics. The increase 
will be no lower than one percent per year. 

Accountability Measures 

The special tax funds will be deposited into a separate, special account, 
to avoid the intermingling of special tax revenue with general fund 
revenue. By January 1st of each year, the Sierra Madre Finance Director 
must file an annual, public report with the Sierra Madre City Council 
which provides:

 • The amount of special tax funds collected and expended; and

 • The status of any project required or authorized to be funded pursuant 
to this measure.
