Sierra Madre's Senior Planner, Joshua Wolf, presented the reintroduction of the first reading 
of Ordinance No. 1470 before the City Council on June 25, 2024, during a regular meeting 
after several rounds of revisions. 

The Ordinance would amend the Municipal Code regarding the issuance of Temporary Use 
Permits (TUPs) after residents informed City staff that some property owners were using 
exemptions from the (TUP) ordinance to engage in unauthorized activity. In particular, 
according to the City staff report, an existing exemption for small events of less than 25 
people is being used to justify small commercial activity at a greater frequency, negatively 
impacting residential neighborhoods. 

Chapter 17.08 (Definitions), Chapter 17.82 (Historic Preservation), Chapter 17.85 (Home 
Occupations), and Chapter 17.88 (Temporary Use Permits) of Title 17 (Zoning) of the Sierra 
Madre Municipal Code were amended over several meetings of both the City Council and 
Planning Commissions dating back to March 2024. 


• March 21, 2024 - The Planning Commission discussed the TUP Ordinance and
formed a TUP Subcommittee to draft amendments under the direction of the City Council.

• April 18, 2024- The Planning Commission holds a hearing; draft amendments are
recommended for the City Council’s adoption with modifications. (continued Page 4)



 Thomas Patrick Canterbury, 71, of Sierra 
Madre, CA, passed away peacefully on Friday, 
June 28th, 2024, surrounded by his loving family. 
Born on February 9th, 1953, in Downey, CA, 
Tom, or as he preferred to be called “TC” was a 
devoted father, husband, Grandfather, brother,

volunteer, and friend to many. From a young 
age, Tom had a passion for surfing and music. 
His love for surfing was unparalleled, and he 
spent years of his life in the water and the rest 
of the time telling stories of his adventures or of 
famous surfers of the 1960s and 1970s.

 He was a loving husband to his wife, Carol, 
and a devoted father to his two sons, Mickey and

PJ. His family was his pride and joy, and he 
cherished every moment spent with them. He

instilled in his children a love for providing 
service in the development of youth sports, 
a sense of adventure, and the importance of 
confidence and a bit of “we’ll figure it out.”

 In addition to his love for surfing and music, 
Tom was also passionate about volunteering for

several different causes in his long-time home 
of Sierra Madre. His most proud undertaking 
would have been announcing little league games 
at Heasley Field for many years. He was an active 
community member, always willing to lend a 
hand, tell a joke (often inappropriate), and share 
a smile. His generosity, humor, and positive 
outlook on life touched the hearts of many. In his 
relationships, he always had a soft spot for the 
wild ones, the outcasts, the people who

never quite fit in.

 Tom was not just a music-loving surfer; he was 
also a walking almanac of random information

from his years spent working in the Rare Book 
Stacks at the Huntington Library.. Tom is 
survived by his loving wife Carol, sons PJ and 
Mickey, Daughter-in-Laws Heather and Andrea, 
Grandchildren Remi and Clive, his five Sisters 
Teresa, Patty, Mary, Colleen, and Peggy, nd the 
city of Sierra Madre. He will be remembered by 
countless friends who he considered family.

 A celebration of TC's life will be held on August 
24th at Sierra Vista Park in Sierra Madre at 11am. 
In honor of his love for youth sports, specifically 
Heasley Field and Pasadena Rugby, the family 
asks that donations be made in his memory 
instead of flowers to one of the following 
organizations supporting youth sports:

Sierra Madre Little League



Pasadena Rugby Club


Tom will be deeply missed but never forgotten. 
His legacy of love, laughter, and humor will live

on in the hearts of all who knew him. Rest in 
peace, Dad.
