Why It’s Being ProposedFederal cuts: The “One Big Beautiful Bill” (H.R. 1) is projected to cut $1 trillion from Medicaid over
10 years, hitting LA County’s Medi-Cal system hard Daily Bruin+1.

Impact: County officials estimate $2.4 billion in healthcare funding losses over three years, leading
to clinic closures, hospital risks, and potential layoffs of up to 5,000 staff LA County Department of
Public Health+1.

Current crisis: Six of LA County’s 13 public health clinics have already closed; without Measure ER,
more closures and possible hospital shutdowns are feared Yahoo+1.
Support ArgumentsSupporters say the tax is a “lifeline” to prevent further facility closures, protect public health services,
and support residents losing Medi-Cal coverage Yahoo+1.

They argue the cuts are unique to LA County and that local funding is needed to offset federal/state
losses AOL.

Opposition ArgumentsOpponents warn the tax would burden already stretched households and could make LA County one
of the highest-taxed regions in the U.S. Yahoo+1.

They argue the healthcare crisis is systemic, not unique to LA County, and that the measure could
push shoppers and businesses to nearby, lower-taxed areas Yahoo+1.

Some supervisors oppose it as a “system-wide crisis” requiring broader solutions AOL.
