ARCADIA UNIFIED DIGITAL COMMUNICATIONS 
INTERNS RECEIVE STATEWIDE RECOGNITION

For the period of Sunday, March 5th, through Saturday, March 
11th, the Police Department responded to 1,042 calls for service 
of which 149 required formal investigations. The following 
is a summary report of the major incidents handled by the 
Department during this period.

Sunday, March 5:

Shortly before 8:13 a.m., an officer was flagged down by a 
witness stating he saw a male and female fighting in their 
vehicle near the 400 block of East Huntington Drive. The officer 
contacted the couple and discovered an argument occurred 
resulting in the male suspect hitting the female victim in 
the face. The officer also located a glass smoking pipe inside 
the vehicle. The 26-year-old male from San Bernardino was 
arrested and transported to the Arcadia City Jail for booking. 
Around 8:45 a.m., an officer responded to the 1000 block of 
Balboa Drive regarding an attempted theft from a vehicle that 
occurred sometime during the weekend. The investigation 
revealed an unknown suspect entered an unlocked vehicle, 
ransacked the interior, and fled empty-handed. No suspects 
were seen and no witnesses were located. 

Monday, March 6:

 At approximately 4:16 p.m., officers responded to Sephora, 
400 South Baldwin Avenue, regarding a theft suspect in 
custody. The loss prevention officer witnessed the suspect 
conceal merchandise in her bag and exit the store, failing to 
make payment. The 28-year-old female from Monterey Park 
was cited and released because she had two small children 
with her. 

 Just after 11:22 p.m., an officer responded to a residence in 
the 400 block of West Camino Real Avenue regarding a mail 
theft report. Surveillance footage revealed a dark colored SUV 
stopped in front of the victim’s house, the unidentified suspect 
exited the vehicle, and forcibly removed the victim’s mail from 
her mail box. The investigation is ongoing. 

Tuesday, March 7:

Around 6:34 p.m., an officer responded to LA Fitness, 1325 
South Baldwin Avenue, regarding a burglary report. Within 
a fifteen minute period of time, an unknown suspect forcibly 
entered the victim’s secured locker and stole his gym bag 
containing his wallet and passport. The investigation revealed 
the suspect removed the lock, took the victim’s property, and 
moved it to another locker. The business found the victim’s 
property the following day. No suspects were seen and no 
witnesses were located. 

 Just before 8:34 p.m., an officer responded to a residence 
in the 100 block of Fano Avenue regarding a burglary report. 
The investigation revealed unknown suspect(s) smashed an 
exterior window, ransacked the residence, pried a safe from 
the wall, and fled with jewelry, firearms, and electronics. The 
investigation is ongoing. 

Wednesday, March 8:

 Shortly after 10:55 a.m., an officer responded to a residence 
in the 700 block of West Camino Real Avenue regarding a 
vandalism report. The officer determined the suspect fired a 
BB gun at the victim’s rear sliding glass door for no apparent 
reason. No suspects were seen and no witnesses were located. 

 At about 11:22 p.m., an officer responded to the intersection 
of Santa Anita Avenue and Santa Clara Street regarding a 
traffic collision. The investigation revealed Party-1 ran a red 
light while traveling east on Santa Clara Street and collided 
into Party-2, who was traveling north on Santa Anita Avenue. 
No serious injuries were reported. 

Thursday, March 9:

 At approximately 6:10 a.m., officers responded to the 1000 
block of East Camino Real Avenue regarding the activation 
of an Arcadia Police Department GPS tracker. Arcadia PD 
detectives had previously deployed decoy packages containing 
bait property and tracking devices to combat the increase 
in package thefts from residential areas. Officers attempted 
to initiate a traffic stop of the suspect vehicle but a pursuit 
ensued. The vehicle, a stolen U-Haul box truck, purposefully 
collided into vehicles to evade officers. The pursuit concluded 
in the City of Azusa where a 39-year-old male from La Verne 
and a 22-year-old female from Montclair were arrested 
and transported to the Arcadia City Jail for booking. Azusa 
Police Department assisted in capturing the suspects. The 
male suspect had an outstanding misdemeanor warrant. The 
female suspect was in possession of a controlled substance 
and drug paraphernalia. Both suspects were in possession of 
additional stolen property.

 Around 8:55 p.m., officers responded to the Santa Anita 
Mall, 400 South Baldwin Avenue, regarding the activation 
of an Arcadia Police Department GPS tracker attached to a 
bicycle. The officers located the suspect and discovered the 
26-year-old male from Rancho Cucamonga was in possession 
of the stolen bicycle and methamphetamine. He was arrested 
and transported to the Arcadia City Jail for booking.

Friday, March 10: 

 At about 6:44 a.m., an officer responded to the Arcadia 
Police Department front counter regarding the report of an 
animal bite that occurred in the 100 block of West Magna 
Vista Avenue. The victim stated two coyotes attacked his dog 
while out for a walk. The coyotes fled and the dog sustained 
minor injuries.

 Just before 4:46 p.m., an officer responded to Burlington 
Coat Factory, 1201 South Baldwin Avenue, regarding a theft 
report. While one officer was talking to the loss prevention 
officer, another Arcadia Police officer conducted an 
enforcement stop on the suspect vehicle and the occupants, 
a 27-year-old female from Duarte, a 21-year-old male from 
Fontana, and a 27-year-old female from La Puente were 
identified as the shoplift suspects. They were arrested and 
transported to the Arcadia City Jail for booking. The arrestees 
were also responsible for previous thefts from Burlington 
Coat Factory.

Saturday, March 11:

 Shortly after 2:39 a.m., an officer conducted a traffic 
stop on a vehicle in the area of Campus Drive and Park 
Avenue for swerving. Upon contacting the driver, the 
officer detected a strong odor of alcohol emitting from 
the suspect’s breath. Through a series of tests, the officer 
determined the suspect was driving under the influence 
of an alcoholic beverage. The 22-year-old female from 
Baldwin Park was arrested and transported to the 
Arcadia City Jail for booking.

ARCADIA-- A group of talented Arcadia High School 
students is honored with a prestigious communications 
award that is typically reserved for seasoned public 
relations professionals. The Arcadia Unified School 
District and its Digital Communications Internship 
(DCI) program were recently honored by the California 
School Public Relations Association (CalSPRA) at its 
annual awards dinner held in Sacramento. Arcadia 
Unified’s DCI students received an “Award of Excellence” 
in CalSPRA’s Excellence in Communications program. 

 “I am beyond proud of the job our students did on this 
project, and am grateful that CalSPRA recognized them 
for their very creative and important work,” said Arcadia 
Unified School District Public Information Officer 
Ryan Foran who created and oversees DCI. “This was 
a major project that we spent a lot of time on, and more 
importantly, it will save our district money and afford 
more students access to Chromebooks and technology.” 

 The “Award of Excellence,” the highest distinction 
available, was earned in the Multimedia/Visual 
Communication category for the creation of “ DCI 
Chromebook Care Video .” After completing a three-year, 
1:1 technology rollout, where every student and teacher 
in the district received their own Chromebook to work 
with, the number of repairs being made were higher 
than anticipated for the roughly 10,000 Chromebooks 
distributed throughout the District. 

 “We needed to get the word to our students about 
a few simple but important tips and techniques that 
would reduce the number of repairs we were making 
to the Chromebooks,” explained Arcadia Unified’s 
Chief Technology Officer Scott Bramley. “I’ve seen the 
impressive work produced by DCI, and knew they would 
do a great job with this project.” 

 DCI turned the challenge into an opportunity and 
created a very informative yet entertaining video about 
proper Chromebook care. The video, which has well 
over 2,000 views on YouTube, was sent to all AUSD 
parents, students, and teachers, and was also watched and 
discussed in classrooms throughout the District. After 
the release of the video, damage reports significantly 
decreased. 

 Alongside Foran, AHS juniors Naomi Silver and 
Melanie Mak, two-year DCI veterans, led the project as 
co-executive producers, with Silver also serving as lead 
video editor. Twelve other DCI students worked on the 
video as segment producers, actors, and contributors. 
These students include: Adele Ng, Alan Zhang, Derek 
Jing, Nick Marshall, Jack Wu, Jarett Yip, Jeremy Du, Kelly 
Li, Sarah Wang, Seongwook Jang, Troy Nguyen, and 
Katie Wen. 

 The Arcadia Unified Digital Communications 
Internship program was created in the Spring of 2015 and 
is an integral part of Arcadia Unified’s Communications 
and Public Information Office. DCI has grown from 
its first intern, Arcadia High senior Travis Chen, to 41 
Apaches now participating in the program. The interns 
help cover the many events that occur throughout the 
district through digital communications, helping tell 
the many positive stories of Arcadia Unified’s students, 
teachers, and staff. 

 “It’s more important now than ever that schools share 
our stories, to help parents connect with their children’s 
schools and to help taxpayers see how districts are 
spending their precious resources. CalSPRA’s Award of 
Excellence winners are at the top of their class, successfully 
building support for and creating an understanding 
of our public schools,” said CalSPRA President Music 
Watson. CalSPRA is a nationally recognized leader in 
school communications that promotes better public 
understanding, commitment, and support of public 
education through effective communications.

INCIDENT: ROBBERY – ARCADIA CASE 17-1445

On Friday March 17, 2017, at about 1:49 P.M., Arcadia 
police officers were dispatched to 115 E. St. Joseph Street 
regarding a robbery investigation. The victim reported a 
male Hispanic and two female Hispanics had just robbed 
her. The victim stated a female suspect peppered sprayed 
her as a second female suspect stole the victim’s wallet. 
The male suspect told the victim he had a gun and she felt 
what she believed was a gun pressed up against her body. 
The suspects were last seen westbound on First Ave. from 
the location. 

 Suspect #1 is described as a male, Hispanic, heavy set, 
approximately 25 years-old, wearing basketball shorts 
and a dark colored shirt. 

 Suspect #2 is described as a female, Hispanic, 
approximately 25 years-old, wearing black clothing, a 
black hat, and black sunglasses. 

 Suspect #3 is described as a female, Hispanic, 
approximately 25 years-old, wearing workout clothes, a 
black hat, and black sunglasses. Suspect #3 had acne on 
her face. 

 

This incident is being investigated by Arcadia Police 
Department Detectives. Anyone with information on

PROJECTS ALSO READY FOR CONSIDERATION

Following are the weekend’s highlighted issues and

Warrant – Suspect Arrested March 9 at 8:22 a.m., an 
officer was dispatched to the 100 block of W. Palm 
regarding several subjects blocking a driveway. One 
of the subjects had an outstanding warrant and was 
arrested. 

Outside Assist / Commercial Burglary – Suspects 
Arrested March 9 at 8:32 a.m., officers assisted Arcadia 
Police Department with an investigation of suspects 
involved in a pursuit. During the course of the 
investigation, receipts and possible stolen merchandise 
from a business in Monrovia were located inside the 
suspect vehicle. Monrovia officers went to the business 
in the 500 block of Duarte Road and discovered it had 
been burglarized during the night. The suspects were 
arrested and joint investigations are being conducted. 

Driving Under the Influence – Suspect Arrested March 
9 at 10:49 p.m., an officer on patrol saw a vehicle fail 
to stop for the red light at California and Huntington. 
The officer stopped the vehicle and contacted the 
driver, who displayed symptoms of being intoxicated. 
Through investigation, the driver was determined to be 
driving under the influence and was arrested. He was 
taken into custody, where he was held for a sobering 
period. 

Criminal Threats – Suspect Arrested March 10 at 12:41 
a.m., a female resident in the 700 block of E. Greystone 
called police to report her husband pointed a shotgun 
at her. She said she was lying in bed asleep when she 
was awakened by her husband, who was holding a 
shotgun. He threatened her and opened the shotgun 
to show her it was loaded. The two shells fell out onto 
the bed. She grabbed the shells, pushed him, and ran 
to a neighbor’s house and called police. She advised 
police that their two children were still in the house, 
ages 3 and 7. When Officers arrived, they positioned 
themselves around the residence. An officer called the 
house by phone and spoke to the suspect at length until 
eventually he was able to persuade the suspect to come 
out. The suspect was arrested and taken into custody 
without further incident. The children were unharmed 
and slept through the entire incident. 

Threatening Social Media Post March 10 at 5:08 p.m., 
police received notification of a threatening post on 
a social media site that displayed handguns with a 
caption reading, "I've had enough, getting ready for 
Monday MHS." Officers contacted the high school and 
officers interviewed the students that received the post. 
Some of the students replied to the post on the site, 
telling the individual that it was no joking matter and 
how serious the situation was due to the posting. The 
student who posted the photo replied to everyone on 
the site that he was just kidding and only meant it as a 
joke. He said he didn't want to harm anyone and he was 
only joking. When the officers interviewed the student 
who posted the photo, he admitted to posting it, and 
said he was at a friend’s house when he got the idea on 
his own. The friend had BB guns and he took a photo 
of them. He then posted the photo with the comment 
on the social media site. He said he only wanted 
attention on the site and did not know it would go this 
far and involve the police. He was counseled and his 
parents were advised. Officers, through investigation, 
located the BB guns and confiscated them. The school 
will be handling the discipline of the student and the 
investigators will be contacting the District Attorney 
for the filing of potential criminal charges. 

Stolen Vehicle March 10 at 8:24 p.m., a vehicle was 
reported stolen from the 1300 block of S. Magnolia. 
The victim parked his vehicle on the street in the 
evening, locking the doors and making sure he rolled 
up the windows. When he came out the next morning 
at 7:30 a.m., the vehicle was gone. He did not give 
anyone permission to take the vehicle, a 2006 Acura. 
The investigation is continuing. 

Public Intoxication – Suspect Arrested March 10 at 
11:18 p.m., an officer was on patrol in the 300 block 
of S. Myrtle when he saw a subject sleeping in the park 
covered up by a blanket. He made contact with the 
subject and saw an empty bottle of alcohol next to him. 
The subject was intoxicated and thought he was in 
Alhambra. He was arrested for being drunk in public 
and held for a sobering period. 

Domestic Violence – Suspect Arrested March 11 at 
1:13 a.m., an officer was dispatched to a residence in 
the 100 block of W. Colorado regarding a domestic 
dispute. A male and female subject who live at 
the location became involved in an argument that 
escalated and turned physical. The female had visible 
abrasions and scratches to her back, arm and leg. The 
male subject was arrested for domestic violence. The 
female signed a refusal to prosecute, but wanted and 
emergency protection order, which was granted. Petty 
Theft – Suspect Arrested March 11 at 7:59 a.m., the 
victim of petty theft reported her cell phone missing. 
She stated that she last had her cell phone at a gas 
station at Mountain and Huntington. Officers used the 
Find my iPhone app and located her phone at a park in 
the 600 block of S. Shamrock. The officers detained a 
homeless person in possession of the phone, who said 
he found the cell phone at the gas station. The victim 
said the cell phone was in her pocket the whole time 
while she was at the station. The suspect was arrested 
for misappropriation of lost property.

Injury Traffic Collision March 11 at 11:59 a.m., a 
traffic collision with injuries was reported at Palm and 
Mayflower. Two subjects were taken to the hospital for 
complaint of pain. Public Intoxication – Suspect Arrested 
March 11 at 9:16 p.m., an officers was dispatched to 
Magnolia and Colorado on the report of a subject 
sleeping on the ground. The subject was located and 
found to be intoxicated. He was arrested for being drunk 
in public. Grand Theft Tools March 12 at 1:38 p.m., a 
theft of tools was reported in the 100 block of Acacia. The 
victim parked his work truck with tool storage boxes on 
the street the day before and the tool boxes were locked. 
The next day he returned to the truck and discovered 
the storage boxes unlocked and his tools were missing. 
The suspects possibly picked the locks on the truck. The 
investigation is continuing. 


During the past several months, staff has been 
working to develop and execute a variety of Capital 
Improvement Program (CIP) projects, while 
simultaneously coordinating a comprehensive 
review of our overall CIP budget. These efforts 
will culminate with several items coming before 
the City Council for consideration at our March 
21, 2017, meeting, including the following:

 A comprehensive rearrangement and update of 
our Fiscal Year 2016/17 CIP Budget to facilitate 
the capital projects currently under consideration. 
The CIP budget update will also include the 
proposed establishment of several new projects, 
including:

 Redesigning / reconstructing the Mountain / 
Lemon intersection

 Repairing / restriping Foothill Boulevard

 Replacing all street signs in the City

 Replacing Monrovia Transit buses

 Making IT infrastructure / equipment 
improvements

 Establishing improvements at Library Park 
and Old Town, which have been developed in 
coordination with our internal staff Homeless 

Issues Working Group Committee

 A proposed change order with Sully Miller 
Construction Company (the contractor currently 
working to coordinate the Monrovia Renewal 
improvements in the Southwest and Southeast 
project sections) to begin construction work on 
the following initiatives:

 Foothill Boulevard improvements

 Mountain / Lemon intersection improvements

 Huntington Drive median concrete repairs

 Canyon Park entrance trail work

 

 All of the proposed projects and budgetary 
adjustments have been anticipated and analyzed 
within the framework of our existing financial 
resources, and we are looking forward to 
presenting the proposed CIP updates for City 
Council review. 

CITY CONSIDERING UPDATES FOR THE FRIDAY 
NIGHT FAMILY STREET FAIR, CHANGE INVOLVES 
POSSIBLY MOVING THE EVENT NORTH OF ITS 
CURRENT LOCATION UP TO LIBRARY PARK

During the past few weeks, the City has been in 
discussions with multiple parties regarding the 
possibility of moving the Friday Night Family 
Street Fair north of its current location on Myrtle 
Avenue. Currently, the weekly event takes place 
every Friday night along a three-block section of 
Myrtle Avenue, from Lemon Avenue to the north 
and Walnut Avenue to the south.

 Based on feedback received from various 
entities and groups, the City is currently soliciting 
feedback regarding the possibility of moving 
the Friday Night Family Street Fair north of its 
current location so that the event would be hosted 
in Library Park. Under the proposed scenario, 
the event would still involve the closure of Myrtle 
Avenue from Lime Avenue to north of Palm 
Avenue. However, the Friday Night Family Street 
Fair would then also stretch out from east to west, 
and would involve the weekly closure of Palm 
Avenue between Primrose Avenue and Myrtle 
Avenue, along with the closure of Lime Avenue 
from Primrose Avenue to Myrtle Avenue. The 
proposed boundaries of where the Friday Night 
Family Street Fair would be moved to is outlined 
in the graphic map below.

 There are still multiple moving parts related 
to this proposed idea, including a discussion 
with the Monrovia Old Town Advisory Board 
(MOTAB) regarding the proposed transition 
of the Friday Night Family Street Fair location 
which occurred on Tuesday, March 14, 2017. 
Based on the feedback received from MOTAB, 
staff will coordinate next steps in the overall 
review process.
