CITY OF ARCADIA OFFICIAL ELECTION RESULTS

April 20, 2018 – The City of Arcadia completed its second and final counting of the All Mail Ballot 
General Municipal Election held on April 10, 2018. In District 2, incumbent Tom Beck led Bob 
Harbicht, 1,080 votes to 982 votes, with an overall voter turnout of 2,090. In District 5, incumbent 
Roger Chandler, 804 votes, led challengers Joyce Platt, 727 votes and Jolly Wu, 303 votes, with an 
overall voter turnout of 1,848. The certified official election results will be confirmed at the Special 
City Council meeting on April 24, 2018, at 7:00 p.m. in the City Council Chambers. The City Council 
will be reorganizing to select a new Mayor and Mayor Pro Tem at this special meeting.

ARCADIA POLICE BLOTTER

For the period of Sunday, April 8st, through Saturday, 
April 14th, the Police Department responded to 1,006 calls 
for service, of which 119 required formal investigations. 
The following is a summary report of the major incidents 
handled by the Department during this period.

Sunday, April 8:

 At approximately 2:30 p.m., officers responded to a 
residence in the 1600 block of Elevado Avenue regarding 
a burglary alarm activation. An investigation revealed 
unknown suspect(s) attempted to enter the home by 
breaking the windows to a rear door. Officers determined 
that the suspect(s) were unable to make entry due to a small 
tube that had been placed at the bottom of the door frame. 
No suspects were seen and no witnesses were located.

 At around 4:30 p.m., officers responded to a residence 
in the 000 block of El Dorado Street regarding a domestic 
disturbance. Officers contacted and detained the suspect 
who refused to comply with officers’ commands. An 
investigation revealed he had grabbed his mother by her 
neck and arms and caused damage to her property. An 
emergency protective order was issued and the 22-year-
old male from Arcadia was arrested and transported to the 
Arcadia City Jail for booking. 

Monday, April 9:

 At about 4:30 p.m., officers were dispatched to the 500 
block of West Longden Avenue regarding an activation 
of an Arcadia Police Department GPS tracker. Arcadia 
PD detectives had previously deployed decoy packages 
containing bait property and tracking devices to combat 
the increase in package thefts from residential areas. 
Officers tracked the package to a moving vehicle in the 
area. A pursuit ensued and the driver began throwing 
packages and items from the vehicle. The suspect began 
driving recklessly, speeding and failed to stop at red lights. 
The suspect ultimately evaded police. The stolen property 
was recovered and the investigation is ongoing. Just before 
9:00 p.m., an officer responded to a residence in the 1300 
block of South Sixth Avenue regarding a burglary alarm. 
The officer determined unidentified suspect(s) entered the 
residence by breaking a rear glass window. The suspect(s) 
pulled a motion sensor and alarm speaker from the wall 
and ransacked the residence before fleeing. The property 
loss was not determined due to the victim being out of town 
at the time. No suspects were seen and no witnesses were 
located. 

Tuesday, April 10: 

 At approximately 1:30 a.m., an officer contacted two 
subjects seen under a blanket next to the pharmacy drive-
thru window of CVS located at 9952 Las Tunas Drive. A 
consensual search of the subjects led to the discovery of 
methamphetamine. The subject who was in possession of 
the drug, a 47-year-old male from Temple City, was issued 
a citation. Just before 10:00 a.m., officers were dispatched to 
Verizon Wireless, 655 West Duarte Road, regarding a report 
of a robbery that had just occurred. The suspect walked into 
the store and pointed a black handgun at an employee. The 
suspect warned the employee “not to try anything” and 
instructed him to fill his blue Dodger’s backpack with Apple 
iPhones. He then took the backpack and fled the scene on 
a Suzuki GSXR motorcycle that was said to be black and 
red or copper in color. The suspect was described as a male 
adult, approximately five feet eight inches tall, with an 
athletic build, wearing a black motorcycle helmet, a black 
jacket, dark pants and gloves with grey or white athletic 
shoes. 

Wednesday, April 11:

At around 1:30 p.m., an officer patrolling Eisenhower Park, 
601 North Second Avenue, contacted a male adult sleeping 
on a bench with an opened beer can. A consensual search of 
the subject led to the discovery that he was in possession of 
methamphetamine. The 32-year-old male from Monrovia 
was issued a citation. At approximately 2:30 p.m., officers 
contacted the victims of a theft that had just occurred in the 
400 block of Drake Avenue. The victims were gardeners 
working in the rear yard of a residence. One victim ran to the 
front yard when he heard the sound of items being moved. 
He saw the suspect loading their gardening equipment into 
the back of a truck and fleeing the scene. The suspect was 
described as a male Hispanic adult approximately 30 to 
35-years-old, wearing a hat and an orange shirt. The suspect 
vehicle was described as a newer model silver Dodge truck 
with paper plates. 

Thursday, April 12:

Just before 2:00 a.m., an officer was dispatched to 400 block 
of East Live Oak Avenue regarding a suspicious person. 
The officer contacted the subject who was standing next to 
an opened commercial building utility closet. The subject 
was charging her cellphone in the closet and was found 
to be in possession of several Xanax pills. The 35-year-
old female from Stanton was issued a citation. Just after 
11:00 a.m., officers responded to the intersection of Live 
Oak Avenue and Welland Avenue regarding the report of 
a traffic collision involving a vehicle and a pedestrian. The 
driver of the vehicle was making a left turn from Welland 
Avenue onto Live Oak Avenue when he struck the victim 
in the crosswalk.

Friday, April 13: 

Just before 3:00 a.m., an officer conducted a traffic stop on a 
vehicle in the area of Kardashian Avenue and Clark Street for 
speeding. Upon contacting the driver, the officer detected a 
strong odor of alcohol emitting from the driver. Through a 
series of tests, the officer determined the 38-year-old male 
from Baldwin Park was driving under the influence of an 
alcoholic beverage. He was arrested and transported to the 
Arcadia City Jail for booking.

 Just after 10:00 a.m., officers responded to Holy Angels 
Church, 370 Campus Drive, regarding a felony theft 
suspect. The suspect had previously stolen an unattended 
purse during a church service. The suspect had returned 
to the location and stole a rosary necklace from a statue 
and money from a collection box. Officers contacted the 
suspect and discovered she was also in possession of stolen 
checks and drug paraphernalia. The 41-year-old female 
from Arcadia was arrested and transported to the Arcadia 
City Jail for booking.

Saturday, April 7:

At approximately 5:30 a.m., officers responded to a 
residence in the 800 block of West Huntington Drive 
regarding a medical assist. An investigation revealed the 
subject was a victim of an assault. The victim’s cohabitating 
fiancé became angered when he suspected infidelity so he 
struck her in the head with a baseball bat. An emergency 
protective order was issued. 
Just before 8:00 p.m., officers were dispatched to 7-Eleven, 
102 East Huntington Drive, regarding a robbery. The 
suspect had entered the store and grabbed two beers after 
previously being warned for theft of beer and trespassing 
earlier in the day. He became angry after being told to 
leave and began knocking items off of shelves and tipping 
over fixtures. The suspect then consumed cans of beer and 
smoked a cigarette inside the store until officers arrived. 
The 50-year-old male adult from Arcadia was arrested and 
transported to the Arcadia City Jail for booking.

RESIDENTIAL BURGLARY ARREST

On Thursday, April 19, 2018, at approximately 
11:43 a.m., Arcadia Police Officers were dispatched 
to the 1800 block of Anita Crest, on a report of 
possible residential burglary in progress. Two male 
black subjects were reported exiting a vehicle and 
entering the backyard of a residence. After the two 
subjects exited the vehicle, the driver drove away 
from the location. Officers located the vehicle 
parked in the area and detained the driver. The 
two male black subjects were observed jumping 
fences and were ultimately located and detained. 
A residential burglary was located in the area and 
all three suspects were arrested. 

Arrested Suspect #1: Jemia Kirk, 18 years old out 
of Lancaster

Arrested Suspect #2: Justin Taylor, 19 years old out 
of Palmdale

Arrested Suspect #3: Male juvenile out of Pasadena

Petty Theft April 12 at 1:10 p.m., a resident in 
the 300 block of W. Walnut found their mailbox 
open and discovered that a package was missing. 
The package had been delivered, and it contained 
clothing that had been ordered online. It was taken 
sometime during the day. This investigation is 
continuing. 

Traffic Collision April 12 at 1:30 p.m., officers 
were called to the intersection of Mayfldower 
and Huntington, where a traffic collision had just 
occurred. One vehicle had been traveling south 
on Mayflower and attempted a left turn directly 
in front of another vehicle that was traveling 
north on Mayflower. The vehicles collided in the 
intersection. One of the drivers was taken to a 
nearby hospital for treatment. 

Hit & Run Traffic Collision April 12 at 1:57 p.m., 
the owner of a parked vehicle in the 100 block of 
W. Palm returned to her car and discovered it had 
collision damage on the driver’s side. There was 
no note left on the vehicle letting the owner know 
who collided into her car. This investigation is 
continuing. 

Counterfeit Money April 12 at 3:39 p.m., an 
employee of a restaurant in the 900 block of W. 
Huntington discovered a customer had used 
counterfeit U.S. currency to purchase a meal. The 
employee called the police. This investigation is 
continuing. 

Residential Burglary April 12 at 5:45 p.m., the 
owner of a house in the 1800 block of S. Mayflower 
returned home after work and discovered the glass 
in a side door had been shattered and the door was 
left open. She went inside her house and found it 
had been ransacked. All her jewelry was stolen. 
This investigation is continuing. 

Robbery April 12 at 6:46 p.m., several suspects 
entered a store in the 600 block of W. Huntington 
and removed new cellphones from the shelves, 
then ran out of the store without paying for the 
merchandise. One of the store’s employees was 
outside with a cellphone in his hand. He yelled at 
the suspects, who had just ran out of the store. One 
of the suspects forced the employee’s phone out of 
his hand, then ran. The employee chased after the 
suspects, yelling at them, but the suspects fled the 
area. Officers arrived, but were unable to locate the 
suspects. This investigation is continuing. 

Under the Influence of Narcotics – Suspect 
Arrested April 12 at 7:20 p.m., Special Enforcement 
Team officers saw a female subject approaching 
customers and vehicles in front of a liquor store 
in the 400 block of W. Duarte. They stopped to 
find out if she needed help. They found that she 
appeared to be under the influence of a controlled 
substance. Field tests were conducted, and she was 
arrested for being under the influence. 

Domestic Violence – Suspect Arrested April 
13 at 2:27 a.m., officers were called to a house in 
the 700 block of W. Foothill because neighbors 
heard yelling coming from inside the house. They 
arrived and found a male and female living in the 
house had been in an argument. The argument 
had become physical, and the female subject had 
caused injuries to her boyfriend. She was arrested 
and taken into custody. 

Wanted Person – Suspect Arrested April 13 at 
7:15 a.m., an officer was patrolling the 200 block 
of E. Foothill, when he saw a male subject he 
recognized as being wanted by the Monrovia 
Police for a weapons offense. The subject was 
stopped, his identity was confirmed and he was 
arrested. 

Hit & Run Traffic Collision / Warrant – Suspect 
Arrested April 13 at 7:42 a.m., an officer was 
patrolling the 200 block of E. Palm, when he 
saw a vehicle that matched the suspect vehicle 
description from a hit & run collision the day 
before. The vehicle had fresh collision damage. 
The officer stopped the vehicle and approached 
the driver. The driver immediately confessed to 
colliding into the victim’s parked vehicle and not 
stopping. A computer check revealed the driver 
also had a warrant for her arrest. She was arrested 
and taken into custody. 

Hit & Run Traffic Collision April 13 at 3:22 
p.m., two vehicles collided into each other in the 
intersection of Shamrock and Huntington. One of 
the vehicles fled the scene as the other pulled to the 
curb out of the intersection. Officers were called 
and they searched for the fleeing vehicle, but were 
unable to locate it. This investigation is continuing. 

Warrant – Suspect Arrested April 13 at 10:35 
p.m., an officer was patrolling the 700 block of 
W. Duarte, when he saw five homeless persons in 
the wash area. He stopped to see if they needed 
services, however, they refused. A computer check 
revealed one of the subjects had a warrant for his 
arrest, so he was taken into custody. eway. After 
investigation, the female driver was arrested for 
grand theft auto without incident. 

In just over a month, the Request for Proposals 
(RFP) will be sent out to the final four short-
listed design-build teams vying for the Glendora 
to Montclair project. As you know, an Industry 
Review draft of the procurement and engineering 
documents were distributed to the teams and 
project partners earlier this year for review and 
comment. As the Construction Authority finalizes 
the RFP, which provides the competing teams 
all information necessary to bid the job, the 
Construction Authority continues to refine the 
information and add details that reduce unknowns 
that lead to risk money being added to the bids. 
An example of that effort (photo below, right) is 
work underway this week at Indian Hill Boulevard 
in Claremont. Geotechnical experts are out in the 
field documenting the soil characteristics in the 
area where a grade-separation will be built in the 
coming years.

 Also in advance of the design-build contract, 
W.A. Rasic Construction last week began 
construction for the strategic utility relocation 
effort. After several months of preparation, 
including pulling permits from several corridor 
cities and third parties, the first site to be worked 
on was in the City of La Verne (photo above, left). 
Crews re-routed a water line, eliminating use of 
the portion of the line that crossed the railroad 
corridor. 

 Over the next few months, as the Construction 
Authority completes the procurement for the 
design-build contract, ten other similar utilities 
sites will be relocated or protected in place to 
prepare for major construction to begin.
