City Council to Discuss Street Vending

 The Pasadena city council will 
take up the issue of legalizing 
street vending, Monday night, 
ahead of a state law that will allow 
the sale of food or merchandise 
on public sidewalks, parks 
or other pedestrian pathway 
anywhere in California. 

 Senate Bill 946, signed into 
law by Governor Jerry Brown, 
prohibits local jurisdictions 
from banning or regulating 
sidewalk vending “unless 
restrictions are related to health, 
safety or welfare concerns.” 

 The bill is set to talk effect 
January 1.

 According to a city staff report, 
there is an “immediate need 
to amend the PMC [Pasadena 
Municipal Code]… to regulate 
sidewalk vending that may take 
place around the Rose Parade 
and Rose Bowl Game. 

 The council will also discuss 
setting up a new permit 
category that allows the display 
of goods within the pubic right-
a-way, something currently now 
allowed. They will also look at 
regulations that will prohibit 
venders within the immediate 
areas of farmers’ markets, swap 
meets, and temporary events in 
the city, including the Central 
Arroyo and the entire Rose 
Parade route.

The council will also look at 
the need to continue heath 
permitting of food vendors 
but due away with a limit of 
operating for a maximum of 
four hours a day in city parks.

 According to City Manager 
Steve Mermell the regulations 
are needed at events that 
“contribute to Pasadena’s unique 
character within the larger 
southern California community 
and ensuring the vitality of these 
events is of overriding concern 
to the welfare of the city.” 

 City staff also said that city 
revenues could increase with an 
influx of new business licenses 
and permits although they 
might be offset by city costs 
related to enforcement and 
other city services related to 
vending. 

 Senate Bill 946 gives protection, 
to low-income and immigrant 
communities, from challenges 
they might face as a result of a 
criminal record that could arise 
from illegal vending according 
to the city staff report. 

 The city council meets at 
6:30 in the Council Chamber, 
Pasadena City Hall 100 North 
Garfield Avenue, room S249.

George Herbert Walker Bush, the 41st president 
of the United States, died Friday at age 94.

 In declining health over the last few years, his 
death came just six month after the passing of 
his beloved wife Barbara Bush to whom he was 
married to for 73 years.

 A statement from the former president’s office 
reads, in part, “George Herbert Walker Bush, 
World War II naval aviator, Texas oil pioneer, 
Vice President, US Ambassador, head of the 
CIA and 41st President of the United States of 
America has died. He is survived by his five children 
and their spouses, 17 grandchildren, eight 
great grandchil-dren, and two siblings.” 

 His son, former president George W. Bush issued 
a statement about his father’s passing 
through a family spokesperson.

“Jeb, Neil, Marvin, Doro, and I are saddened to 
announce that after 94 remarkable years, our 
dear Dad has died,” the statement said. “George 
H.W. Bush was a man of the highest character 
and the best dad a son or daughter could ask 
for.”

 As President, Bush strived for, “….a kinder, gentler 
America”. Among the accomplishments of 
his term of office the Berlin Wall came down, he 
freed Kuwait from occupation via the Gulf War 
in just 6 weeks, and reached across the aisle to 
get the Americans with Disabilities Act and the 
Clean Air Act passed. After leaving office, he 
and his wife Barbara raised more than a billion 
dollars for charity.

 President Trump and First Lady Melania Trump 
said Bush “always found a way to set the bar 
higher.”

 “Through his essential authenticity, disarming 
wit, and unwavering commitment to faith, 
family, and country, Presi-dent Bush inspired 
generations of his fellow Americans to public 
service—to be, in his words, ‘a thousand points 
of light’ illuminating the greatness, hope, and 
opportunity of America to the world,” said the 
Trumps in a statement.

 The Office of Former President Barack and 
Michelle Obama said that “America has lost a 
patriot and humble servant in George Herbert 
Walker Bush. While our hearts are heavy today, 
they are also filled with gratitude. Not merely 
for the years he spent as our 41st President, 
but for the more than 70 years he spent in devoted 
service to the country he loved – from a 
decorated Naval aviator who nearly gave his life 
in World War II, to Commander-in-Chief of our 
Armed Forces, with plenty of posts along the 
way.”

 The Obamas added “George H.W. Bush’s life is 
a testament to the notion that public service is 
a noble, joyous calling. And he did tremendous 
good along the journey. Expanding America’s 
promise to new immigrants and people with 
disabilities. Reducing the scourge of nuclear 
weapons and building a broad international 
coalition to expel a dictator from Kuwait. And 
when democratic revolutions bloomed across 
Eastern Europe, it was his steady, diplomatic 
hand that made possible an achievement once 
thought anything but – ending the Cold War

CHAMBER TO HONOR GERALD FREENY

 The Pasadena Chamber of Commerce will 
honor 2019 Tournament of Roses Association 
President Gerald Freeny at the annual 
President’s Breakfast at the Hilton Pasadena on 
Thursday, December 6. Breakfast begins at 7:30 
a.m. followed by a festive celebratory program. 
Chamber members and friends will hear Mr. 
Freeny discuss The Melody of Life, the theme 
for the 2018 Tournament. Honored special 
guests include the Royal Court, as well as past 
Tournament presidents, local community and 
civic leaders.

 Gerald Freeny is the first African-American to 
serve as President of the Tournament of Roses. 
He is also a cancer survivor and organ transplant 
recipient.

Mr. Freeny has been a volunteer member of the 
Tournament of Roses Association since 1988. In 
addition to his years of service to the Tournament, 
Mr. Freeny’s community involvement has 
included: president of the San Gabriel chapter 
of NOBLE (National Organization of Black 
Law Enforcement Executives), the Pasadena 
Police Department Foundation Board, Pasadena 
Rose Bowl Aquatics Center Board, University 
Club, Pasadena YMCA Board and the Pasadena 
NAACP. Mr. Freeny is on Advisory Board of the 
Rose Bowl Legacy Foundation and is a member 
of Historic First Lutheran Church.

 Mr. Freeny attended Pasadena Christian School 
and John Muir High School and received a 
bachelor’s degree in business administration and 
finance from California State University, Los 
Angeles.

 Tickets to the President’s Breakfast are $75 each.
