For the period of Sunday, November 18th, through Saturday, 
November 24th, the Police Department responded to 880 
calls for service, of which 98 required formal investigations. 
The following is a summary report of the major incidents 
handled by the Department during this period.

Sunday, November 18:

Shortly before 1:51 a.m., an officer conducted a traffic 
stop on a vehicle in the area of Baldwin Avenue and 
Naomi Avenue for lane straddling. Upon contacting 
the driver, the officer detected a strong odor of alcohol 
emitting from his breath. Through a series of tests, the 
officer determined the 27-year-old male from West 
Covina was driving under the influence of an alcoholic 
beverage and had a blood alcohol content of .10%. The 
suspect was arrested and transported to the Arcadia City 
Jail for booking. 

 At approximately 9:13 p.m., an officer responded to a 
residence in the 100 block of West Pamela Road regarding 
a domestic disturbance report. The officer discovered a 
verbal altercation between a husband and wife escalated 
resulting in the husband grabbing the wife by her arm 
and pushing her causing her to bruise her arms and leg. 
The 28-year-old male from Arcadia was arrested and 
transported to the Arcadia City Jail for booking. 

Monday, November 19:

 Just after 5:45 a.m., officers responded to the Santa 
Anita Mall, 400 South Baldwin Avenue, regarding 
the activation of an Arcadia Police Department GPS 
tracking device attached to a bicycles. The officer located 
two suspects in possession of the stolen bicycle and the 
suspects’ bolt cutter. A 31-year-old male from Pasadena 
and a 32-year-old female from Hawthorne were arrested 
and transported to the Arcadia City Jail for booking. 

 At approximately 11:15 a.m., officers responded to a 
doctor’s office in the 100 block of North Santa Anita 
Avenue regarding a suspicious circumstances report. 
Surveillance footage revealed a subject entered the 
doctor’s office through an unlocked door and spend 
approximately 20 minutes in the location. Officers located 
the 36-year-old male from Los Angeles and discovered no 
property had been stolen. The investigation is ongoing. 

Tuesday, November 20:

 Around 2:45 p.m., an officer responded to KGS 
Electronics, 418 East Live Oak Avenue, regarding a fraud 
report. An investigation revealed unknown suspect(s) 
hacked into the owner’s email and instructed customers 
to pay their outstanding invoices by using a fraudulent 
wire transfer method. One customer paid their invoice 
through the fraudulent wire transfer system for the 
amount of $52,000. The legitimate payment went to an 
unknown account in Mexico. The investigation has been 
deferred to the FBI for further investigation. 
Just before 11:01 p.m., an officer responded to a residence 
in the 100 block of Alta Avenue regarding a suspicious 
subject in the backyard. The resident discovered a male 
suspect in his backyard. Upon contacting the subject and 
asking him to leave, the 34-year-old male from Monrovia 
kicked the fence causing noticeable damage. The suspect 
was located, arrested, and transported to the Arcadia City 
Jail for booking.

Wednesday, November 21:

 At about 11:47 a.m., officers responded to Vons, 745 
West Naomi Avenue, regarding a grand theft report. 
Officers located the two suspects and discovered they had 
stolen more than $1,500.00 worth of merchandise from 
the grocery store. A 59-year-old male from Los Angeles 
and a 48-year-old female transient were arrested and 
transported to the Arcadia City Jail for booking.

 Shortly after 1:02 p.m., an officer responded to the area 
of Old Ranch Road and Huntington Drive regarding a 
sexual battery report. The victim stated she was walking 
her dog in the area when an unknown suspect groped her 
buttock. The suspect then fled on foot.

 He is described as a Hispanic male, 18 to 20-years-old, 
6’1”, with a thin build, a bald head, no facial hair, and seen 
wearing a white T-shirt and grey basketball shorts. The 
investigation is ongoing. 

Thursday, November 22:

 Before 8:07 a.m., an officer responded to the 700 block 
of Southview Road regarding an attempted burglary 
report. The victim noticed the lock to their carport had 
been partially cut. The carport was still locked and no 
property had gone missing. No suspects were seen and 
no witnesses were located. 

 Around 5:12 p.m., an officer responded to an injury 
traffic collision involving a vehicle that had crashed into 
a pole near 2700 Caroline Way. The officer located the 
vehicle in the 300 block of Las Tunas Drive and, upon 
contacting the driver, detected a strong odor of alcohol 
emitting from his breath. Through a series of tests, the 
officer determined the suspect was driving with a blood 
alcohol content of .224%. The 54-year-old male from El 
Monte was arrested and transported to the Arcadia City 
Jail for booking. A records check revealed the arrestee 
had two outstanding misdemeanor warrants.

Friday, November 23: 

 At about 3:41 a.m., an officer responded to the Santa 
Anita Mall, 400 South Baldwin Avenue, regarding a 
vandalism report. The victim discovered an unknown 
suspect smashed the window of his Nissan Altima 
sometime after Thursday, November 22nd at 11:00 p.m. 
No suspects were seen, no witnesses were located, and no 
property was taken. 

 Just before 9:15 p.m., an officer responded to a residence 
in the 00 block of Christina Street regarding a burglary 
report. An investigation revealed unknown suspects 
cut a window screen, entered through an open window, 
ransacked the home, and fled with passports, cash, social 
security cards, electronics, and a spare key to her vehicle. 
No suspects were seen and no witnesses were located. 

Saturday, November 24:

 Shortly after 9:43 a.m., an officer responded to Lao Xi’er 
Noodle House, 600 East Live Oak Avenue, regarding 
a commercial burglary report. Surveillance footage 
revealed an unknown suspect threw a rock through the 
front glass door and fled with the cash register, $100 cash, 
and a can of soda. 

 The suspect is described as a male, approximately 30 
to 40-years-old, with brown hair and a large build. The 
investigation is ongoing. 

 At approximately 3:17 p.m., an officer responded to the 
Santa Anita Mall, 400 South Baldwin Avenue, regarding a 
theft report. The loss prevention employee witnessed the 
28-year-old male from Palmdale steal $560.00 worth of 
merchandise from Abercrombie and Fitch. The suspect 
was arrested and transported to the Arcadia City Jail for 
booking.

ANNUAL SIDEWALK POETRY CONTEST

Drug Activity – Suspect Arrested

November 23 at 8:53 a.m., a caller requested a welfare 
check for a male transient lying on the sidewalk in the 
400 block of N. Alta Vista. Officers arrived and located 
the subject. He admitted to having methamphetamine 
and a pipe in his possession. He was arrested.

Vandalism

November 23 at 9:44 a.m., a vandalism incident was 
reported in the 1800 block of California. The door 
to a business was vandalized with a marker. This 
investigation is continuing.

Assault with a Deadly Weapon

November 23 at 17:45 p.m., police responded to the 
report of an assault in the 100 block of W. Walnut. Two 
subjects were involved in an argument. The argument 
escalated and one of the subjects was stabbed multiple 
times with a screwdriver. The victim was transported 
to a local hospital for non-life-threatening injuries. The 
suspect fled the scene prior to officers arriving, but has 
been identified. This Investigation is continuing.

Grand Theft Auto – Suspect Arrested

November 23, at 8:16 p.m., an employee of a business 
in the 200 block of E. Duarte reported a disturbing 
subject that was inside a vehicle and would not leave the 
premises of the business. Officers arrived and located 
the vehicle and the subject sitting inside. The vehicle 
was discovered to be stolen, and the subject was found 
to be in possession of methamphetamine and drug 
paraphernalia. He was arrested and taken into custody.

Driving Under the Influence – Suspect Arrested

November 24 at 4:12 a.m., a caller reported an occupied 
vehicle stopped in lanes of traffic in the 900 block of 
W. Duarte that had been there for approximately 30 
minutes. Officers responded and contacted the driver. 
The subject showed symptoms of intoxication. After 
field sobriety tests were conducted, the driver was 
arrested for driving under the influence.

Drug Activity

November 24 at 4:14 a.m., an employee of a gas station 
in the 700 block of W. Huntington called to report a 
customer possibly using a stolen credit card at one of the 
gas pumps. Officers responded and located the subject. 
While there was no evidence of credit card fraud, the 
subject had a warrant for a drug offense and was in 
possession of a large amount of methamphetamine. The 
subject was arrested.

Critical Missing – Located

November 24 at 15:34 p.m., officers responded to the 
report of a missing person. A resident who suffers from 
dementia walked away from her home in the 100 block 
of S. Myrtle. An extensive search was conducted, and 
the woman was located.

Violation of Domestic Court Order – Suspect Arrested

November 25 at 10:34 a.m., a resident in the 1200 block 
of Sherman reported a disturbing subject that was at 
the residence in violation of a court order. There was 
a valid domestic violence restraining order on file and 
the subject had previously been served. Officers arrived 
and located the subject in question. She was arrested 
and transported to the Monrovia Jail for booking.

Vehicle Burglary

November 25 at 3:51 p.m., a victim called to report 
his vehicle was broken into while it was parked in the 
parking structure of an apartment complex in the 700 
block of W. Duarte. The suspect smashed a window and 
stole a Garmin GPS. This investigation is continuing.

Petty Theft

November 26 at 1:13 p.m., a victim called to report 
the registration tab was stolen from his vehicle. The 
vehicle was parked in the 200 block of W. Lemon. This 
investigation is continuing.

Petty Theft

November 26 at 4:48 p.m., a victim called to report a 
package was stolen from the front porch of his residence 
in the 500 block of Date Court. This investigation is 
continuing.

Petty Theft

November 26 at 6:18 p.m., a resident in the 1600 block 
of S. Mayflower reported Christmas decorations were 
stolen from her front yard. A large inflatable Santa 
sleigh and snowmen were taken while the victim was at 
work. This investigation is continuing.

Grand Theft

November 26 at 8:00 p.m., an employee from a cell 
phone store in the 600 block of W. Huntington called 
to report two suspects had entered the business and 
stole two Apple phones. The phones were secured by 
anti-theft cables that the suspects broke. The suspects 
fled the area in a black, four-door, Mercedes Benz prior 
to the police arriving. The suspects were described as 
male Blacks wearing dark clothing. This investigation 
is continuing.

Attempt Robbery – Suspect Arrested

November 27 at 8:56 a.m., a victim called to report she 
was walking in the 1200 block of S. Magnolia when a 
subject approached her and attempted to grab her cell 
phone away from her by pushing her. Officers arrived 
and located the subject. He was positively identified by 
the victim and arrested.

Grand Theft

November 27 at 9:51 a.m., a grand theft was reported 
at a business in the 100 block of W. Foothill. A subject 
entered the establishment and stole several bottles of 
high-end alcohol, then exited the store without paying 
for the merchandise. He fled the area prior to the police 
arriving. This investigation is continuing.

MONROVIA, CA – The City of Monrovia residents are 
encouraged to submit original poems for the Art in Public 
Places’ second annual Sidewalk Poetry Contest.

 The contest is open to all Monrovia residents and will 
end on Dec. 31. As part of the Monrovia Renewal Project, 
the City will stamp the winning poems into newly poured 
sections of sidewalk. Poems are placed randomly to create 
an “element of surprise” for pedestrians.

 “The sidewalk poems are such a pleasant surprise when 
taking a stroll around town,” said Tom Adams, committee 
member of Arts in Public Places. “It adds extra charm to an 
already delightful neighborhood.”

 Many of 2018’s winning poems have already been 
stamped on various sidewalks. The 2018 Sidewalk Poetry 
Contest winners include:

WINTER SOLSTICE CRAFT FAIR & VINTAGE MARKET 
DECEMBER 8, 2018 AT DUARTE STATUE PLAZA

Celebrate the holidays at the 4th Annual Winter Solstice 
Craft Fair and Vintage Market on December 8, 9 a.m. to 3 
p.m. at the Andres Duarte Statue and the adjacent Grace 
Fellowship Church, 1551 Huntington Drive. The event is 
sponsored by the Duarte Historical Society & Museum. 
Admission is free.

 Unique handcrafted items and vintage wares will 
be for sale while food and entertainment will add to 
the festivities,” says Nick Montalvo, DHS&M event 
coordinator. “And it will give an opportunity to our 
local artists to showcase their talents.” In perfect timing 
for holiday shopping the fair will offer unique gifts 
handcrafted by local artists. 

 Boosting the spirit, the Senior Choir from the Duarte 
Senior Center will entertain with holiday songs on the 
Plaza at 11 a.m. and the Sounds of Harmony, a Sweet 
Adeline’s Chorus, will perform at 1 p.m. Monrovian 
Jim Constantian will play music by Glenn Miller on his 
vintage photographs throughout the day.

SANTA’S HOLIDAY PARTY, DECEMBER 19, 2018 - 
UPDATED LOCATION - 

DUARTE COMMUNITY CENTER

 Santa’s Holiday Party is scheduled for Wednesday, 
December 19th and will take place from 4:00-5:30 
pm at the Duarte Community Center, 1600 Huntington 
Drive. This event is free and for children ages 5-12. 
Space is limited to the first 90 participants; therefore, an 
RSVP is required and can be made by calling the Parks 
and Recreation Department at (626) 357-7931. Guests 
will enjoy holiday games, special crafts, music, prizes, 
refreshments and quality time with Santa Claus!


ARROYO AT MONROVIA STATION COMMUNITY 
MEETING – MONDAY, DECEMBER 3 @ 6:00 P.M.

MW Investment Group is proposing to develop 
a 3.03 acre site within the Station Square Transit 
Village area located over the city block bound by 
Evergreen Avenue to the north, Pomona Avenue 
to the south, Primrose Avenue to the east, and 
Magnolia Avenue to the west. This 5-story mixed-
use project will include 276 residential units 
(including 3 live/work units), 7,180 square feet of 
commercial space, and a parking structure with 
500 parking spaces. Amenities include a future 
public park, a gym, courtyard, and a roof deck.
