General Plan Hearing Oct. 26

GONE WITH THE NEW, BACK WITH THE OLD:

Santa Anita Main Track Under Construction - Horses To Return In 
Time For The Holidays

The Arcadia Planning Commission will hold a final public 
hearing on the proposed General Plan for the City of 
Arcadia on Oct. 26 before making a recommendation to 
the City Council, which will hold its own public hearing 
on Nov. 16.

On Sept. 14 about 50 people attended a Planning 
Commission workshop and provided good feedback 
relative to the proposed zoning code amendments that are 
being recommended in the Plan. The same day the City 
received a favorable letter from Department of Housing 
and Community Development (HCD) that the Housing 
Element in the draft of the Plan complies with State housing 
and Element law, which means no changes will be required.

Subsequently, Council members were provided hard copies 
of all the completed draft materials, including the Draft 
General Plan, the Final Environmental Impact Report 
(FEIR), and the proposed zoning code amendments to the 
Municipal Code, which they went over at a Study Session 
on Oct. 5.

All of these materials continue to be available to the public 
on the City’s General Plan website.

 ARCADIA, Calif. (Oct. 12, 2010)—
Construction to replace Santa Anita’s 
synthetic main track with a natural dirt 
surface began on Monday and it is anticipated 
work on the project will continue into early 
December. Horses are projected to return 
to training over the one mile oval on Dec. 
6, roughly three weeks in advance of Santa 
Anita’s traditional winter/spring 
meeting opener on Dec. 26. 

“This marks the beginning of a 
very important chapter in our 
history here at Santa Anita,” said 
Santa Anita President George 
Haines. “There is a great deal 
of anticipation from all corners 
of the Thoroughbred industry 
and we’re very excited to get this 
project underway and to return 
to live racing.” 

Santa Anita was required by 
mandate from the California 
Horse Racing Board (CHRB) to 
install a synthetic main track 
in the fall of 2007. In order to 
remain in compliance with 
CHRB regulations, Santa Anita 
recently petitioned the CHRB to 
issue a waiver to this mandate. 

Haines noted that in order for the waiver 
to be granted, the top layer of the new track 
surface will need to undergo a variety of 
tests which will be overseen by the CHRB. 

“We are currently working with both 
the California Thoroughbred Trainers 
(CTT) and the CHRB, and together, we’re 
developing a consensus with regard to the 
composition of the various soils that we’ll 
be using,” said Haines. 

MI Developments (MID), Santa Anita’s 
parent company, has dispatched Ted 
Malloy, who has been involved with the 
installation of several tracks around the 
country and who has been involved in track 
maintenance for more than 38 years, to 
oversee the project. 

“We just started to take the synthetic 
material off today,” said Malloy on Monday. 
“We’ve had skip loaders out on the track, 
piling it up and we’ll start hauling it off 
tomorrow. We anticipate it’ll take about 
two weeks to remove all of the synthetic 
material. 

“We hope to clear the rocks underneath, 
which are part of the drainage system, the 
following week (Oct. 24-30).” 

Malloy said following the removal of the 
current drainage system, work will begin 
on installing an organic base. 

“After the rocks are completely removed, 
the new base material will be applied and 
we anticipate that will take about two weeks 
(Oct. 31-Nov. 13). After the base is in place 
and compacted to proper 
density, we’ll start to apply 
the cushion mix, which is 
what we run on.” 

Malloy noted that the 
cushion will be mixed by 
Vulcan Materials in nearby 
Irwindale. 

“The soils will be coming 
from several different places 
and Vulcan will make 
the cushion mix out of a 
conglomeration of several 
types of sands and clay, to 
our specifications. 

“After the cushion is in 
place, we will harrow and 
water it until the material 
is stabilized and this should 
take at least one week.” 

Santa Anita is currently closed for training 
but is open for simulcast wagering on tracks 
around the country, including Hollywood 
Park.

Cooking for Tots and Fun with 
Cooking Classes

The City of Arcadia Recreation and Community Services 
Department is excited to announce a second session of cooking 
classes for tots (ages 4-6) and youth (ages 7-12). The Cooking 
for Tots offers hands on basic cooking for younger children. The 
Fun with Cooking for youth teaches kitchen basics, table setting, 
manners and shopping tips as well as cooking simple meals and 
snacks. 

Both the Cooking for Tots and Fun with Cooking classes are held 
once a week on Mondays, Tuesdays, Wednesdays or Thursdays 
(no Thursday class on November 11th, 25th and December 2nd) 
starting October 18th for 5 weeks at a cost of $30. A $25 materials 
cash fee for food prepared during the class series must be paid 
at the first class meeting. Children need to bring an apron and 
a container to each class. Tot class times are from 4-5pm and 
Youth class times are from 5:15-6:45pm.

Cancellation of Knott’s 
Berry Farm Excursion

The Knott’s Berry Farm Excursion scheduled for 
Friday, October 22, 2010 has been cancelled due to low 
enrollment. 

Veterans Day Event

Arcadia Senior Services is having their annual Veterans Day 
event on November 9, 2010 at 11:30am honoring all those 
individuals who have served in the military services. This 
special tribute to our armed forces includes a catered lunch 
and music by the “Swing Machine” playing patriotic songs. 
This event takes place at the Arcadia Community Center, 
365 Campus Drive. The cost is $10.00, non-refundable but 
if you have been a member of the armed forces and can 
provide proof of service, your lunch will be complimentary. 

There is limited space available and this event is for 
individuals age 50 and over. If interested in attending tickets 
can be purchased at Arcadia Senior Services Department

Arcadia Police Blotter

For the period of Sunday, October 3 through Saturday, October 9, the 
Police Department responded to 1,007 calls for service of which 112 
required formal investigations. The following is a summary report of the 
major incidents handled by the Department during this period.

Sunday, October 3:

1. Officer’s responded to the 900 block of West Duarte Road 
regarding a vehicle burglary. At approximately 7:30 p.m. the victim 
parked his car in his detached garage, secured the windows but left the 
doors unlocked, did not set the car alarm and did not close the rolling 
garage door. Taken was a GPS, a bottle of cologne, a pair of sunglasses 
and an I phone charger.

2. Officers responded to the 100 block of West Leroy Ave. 
regarding a grand theft. The victim’s vehicle was parked in the driveway 
and was left unlocked. Stolen was a digital camera, a GPS and an Apple 
Ipod. The total loss was $900.00.

Monday, October 4:

3. The victim came to the station around 12:42 p.m. to report a 
battery. The victim observed a suspect by his vehicle and approached the 
suspect, which was known to him. The suspect was the victim’s former 
employer. The two engaged in a verbal argument that escalated into a 
physical fight.

4. Officers were dispatched to the 200 block of Colorado Blvd. 
regarding a check written with insufficient funds complaint. Between 
August 3, 2010 and September 9, 2010, the victim worked for JKC 
Productions LLC. On September 2, 2010, the victim was given a Bank 
of America check for $1,200.00 for his services. On September 3, 2010, 
the victim attempted to cash the check but could not due to insufficient 
funds. He later finds out that the account has been closed and the 
company is no longer in business.

Tuesday, October 5:

5. Officers were dispatched to 40 N. First Avenue, Yvonne’s Hair 
Studio, regarding a vandalism investigation. The victim arrived at her 
hair studio around 9:00 a.m. and found that her business sign next to the 
main entrance had been vandalized with some type of abrasive material. 
No suspects were seen.

6. An auto burglary occurred in the 900 block of West Huntington 
Dr. between, 6:30 p.m. on October 4, 2010, and 8:30 a.m. on October 5, 
2010. Unknown suspect(s) smashed the front right-side window with an 
unknown blunt object and stole the victims GPS. 

Wednesday, October 6:

7. Officers responded to 12 N. First Street, The Frame 
House, regarding a vandalism investigation. Unknown suspect(s) 
inscribed several words on the victim’s business windows using an 
unknown hard object and white paint. Officers at the scene noticed five 
other businesses on the same block had also been vandalized.

8. A grand theft occurred between September 29, 2010, and 
October 5, 2010, in the 1100 block of Louis Street. Unknown suspect(s) 
entered the house by unknown means and stole several items of jewelry 
from the bathroom. The total amount of property stolen was in excess of 
$10,000.

Thursday, October 7:

9. Officers respond to an audible alarm in the 100 block of El 
Dorado Street. Upon arrival the officers saw that the front door had been 
forced open and the master bedroom had been ransacked. An unknown 
amount of property had been taken.

Friday, October 8:

10. Officers responded to 11621 Clark Street, Total Office Solutions, 
Inc., regarding a commercial burglary. The unknown suspect(s) entered 
the business through the front door by unknown means, since there was 
no damage or signs of forced entry. The suspect took various specialty 
computer tools, a vacuum cleaner and a portable stereo. 

11. A traffic stop for an equipment violation was made on Camino 
Real Avenue around 11:43 p.m. When contact was made with the driver, 
the officer noticed the driver’s eyes were bloodshot and red and he also 
noticed the odor of marijuana emitting from the vehicle. During a 
consensual search of the vehicle, the officer found a green plastic bottle 
on the front passenger floorboard. Inside the bottle was a green leafy 
substance. The driver was cited and released at the scene.

Saturday, October 9:

12. Officers were dispatched to Westfield Shopping Center where 
JcPenny Loss Prevention Officers were holding a female adult in custody 
for theft. The suspect was seen and caught on video surveillance cameras 
selecting numerous items from the sales rack and concealing them in her 
purse and pants pockets then walking out of the store without paying for 
the items. The total amount of stolen items was $472.99. The suspect was 
taken into custody and booked for grand theft.

13. Officers were dispatched to the Westfield Shopping Center 
parking lot around 10:21 p.m. in reference to a battery report. The victim 
stated he was approached by an acquaintance who said he needed to talk 
to him. The victim followed the suspect into an elevator. Once inside the 
elevator, the suspect began hitting the victim with a closed fist in the head 
and face.

For every five books read, children ages four to twelve can

certificates maximum.

Library beginning Saturday, October 9. The last day to report is 
November 20.

Topic of the Next Brown Bag Lunch Talk

Carolyn Garner-Reagan, Director of the Arcadia Public Library 
and the Arcadia Historical Museum, will be the guest speaker 
October 21 at noon. Brown Bag Lunch Talks take place the third 
Thursday of the month on the Museum’s outdoor patio. Please 
dress appropriately according to weather conditions. Bring your 
lunch and listen to our guest speakers who will present snippets 
about Arcadia history, people, places and events. For more

Celebrate Dia de los Muertos On Saturday, October 
23 at 12:30 p.m., come celebrate a festival tracing back to the 
Aztec period; Dia de los Muertos or Day of the Dead. 

There will be fun for all. Activities will include making a calacas 
puppet, making sugar calaveras, hearing a story about this cultural 
holiday and other fun activities. 

Seating is limited. Families will be accepted in the order that they 
are in line.

The Arcadia Historical Museum is located at 380 W. Huntington 
Drive, immediately behind the Community Center. The Museum is 
open Tuesday through Saturday from 10 a.m. to 4 p.m. Admission 
is always free.

Public Library
